As graduation approaches, many of our students are looking toward the future and new opportunities beyond the Farm. For the members of the Class of 2022 in the Ford Dorsey Master’s in International Policy (MIP), their time at Stanford was particularly unique. While they've finished their program together and in-person, the 24 members of the graduating class began their journey at the Freeman Spogli Institute for Internationsl Studies with a mix of online learning, outdoor classes, and health check requirements put in place to help mitigate the evolving COVID-19 pandemic.

Now at the end of their two years in the program we’ve asked four of our graduating students to share their thoughts on their time in MIP, what they’ve learned while at FSI, and where they will be heading next.


Sylvie Ashford | Starting with Questions, Not Answers


I am a co-term student, and I’m finishing up my B.A. in International Relations and Arabic at Stanford, with Honors in Democracy, Development, and the Rule of Law. I’m originally from Washington, D.C, and before coming to MIP I worked as a Middle East policy research assistant and campaign field organizer. 

MIP was exactly what I hoped it would be. The program brings together fascinating people from different countries and life paths. I learned so much from them in and out of the classroom, which ended up being one of the most meaningful aspects of the program. Particularly after spending the first half of the program on Zoom, I loved every time we were able to come together as a cohort for classes and social events this year.

Being a part of this community has definitely changed how I think about the process of policymaking. What I've really come to understand is that policymaking should start with a question, not an answer, and with a rigorous effort to understand a specific social problem in its own context. After graduation, I'm moving to San Francisco to work at the Natural Resources Defense Council, and I know that keeping that perspective in mind will be a huge help to me as I’m doing policy analysis and advocacy work to support the NRDC's Climate and Clean Energy Program.

David Sprague | MIP Training, Military Service


When I first started as an MIP student, I didn’t realize how flexible the program would be or how many options there are to study in different fields. The program really emphasizes how to approach policy making through practical considerations, not just wishful thinking, whether that’s in computer programming and coding, international affairs, climate science, business, design thinking, or any of the other topics policy covers. There’s a lot of crossover with other programs on campus like the design school and the Graduate School of Business, I think this dynamic gives students a policy framework that's grounded in sound political strategies. 

It’s definitely been a busy two years. Beyond being a MIP student, I’m also an active duty officer in the U.S. army, and I have a family. I’ve been very appreciative of how I was able to work within the program to try and keep all of those different responsibilities in balance. This is the best location, hands down, to pursue a policy degree, and there are so many opportunities to get experience with things you truly value, whether that’s family, friends, researching a topic you have strong opinions about, coding, or surfing.

After graduation, I will be returning to the Army to be an operations officer, or a prime integrator, in organizations ranging from 700 to 10,000 soldiers. I know that what I’ve learned here at FSI in the master’s program — both about policy making and myself — is going to help me serve our men and women in uniform better.

Shirin Kashani | Moving Forward, but Not Away


I am graduating this June, but I’m not going far! The program helped me realize my dreams to continue my career in academia, and so I will be pursuing a PhD in political science here at Stanford.

Part of the MIP experience is the one-on-one advisor matching that the program organizes for students. I was paired with Dr. Jeremy Weinstein, and he was so genuinely helpful and keen on setting me up for success. He met with me every two weeks to help me plan and prepare to be a competitive, successful PhD candidate after MIP.

For any students coming into the program, I would strongly advise you take advantage of how flexible the program is. The four specializations — Cyber, Environment, Governance and Development, and International Security — are there to guide you, not to put you in a box. Take courses from departments in your interests and customize your electives to whatever you think will help you. Don’t be afraid to go beyond what’s expected of you in the program to explore and make the best out of your two years on the Stanford campus!

Mikk Raud | Coming Full Circle


Prior to starting this master’s program, I spent eight years studying and working in Beijing and Hong Kong, where I most recently worked for a global risk consultancy, assisting multinational companies with assessing cyber risk, threats, and regulations, as well as crisis management. One of my goals here at Stanford was to pivot away from Asia and refocus my studies in cyber security and cyber policy in the U.S.

Because it’s right in Silicon Valley and so close to the leading industries, the MIP program here at Stanford was my top choice of school, and it has not disappointed. Aside from being able to closely interact with top faculty members and professors such as Frank Fukuyama, I got to see guest speakers such as President Bill Clinton, President Barack Obama, and other high-level U.S. military officials that Stanford has brought to campus to speak to students. I’ve learned so much from classes like “INTLPOL 340: Technology, Innovation and Modern War,” taught by Steve Black and Joe Felter, and groups like the Hack Lab.

As my time at Stanford comes to an end, my academic experience and industry experience are making a full circle, and I will be going to work with the global financial technology firm where I interned over the summer. I will be working on technology and information security issues while I am in the U.S. by using the one year of optional practical training (OPT). Given the current events in Ukraine and their proximity to my native Estonia, at some point I would also like to be able to contribute my skills and experience back home.

Each of the students in the 2022 class of the Ford Dorsey Master's in International Policy has had the opportunity to practice policymaking and problem solving hands-on in the Policy Change Studio, the two-quarter capstone course of the MIP program. On Sept. 26, Germany held federal elections to select the new members of the Bundestag, the country’s national parliament. Neither of the leading parties secured enough seats to govern alone, and it’s been estimated that it might be weeks before the public knows the political future of Europe’s largest economy. And while the three parties likely to constitute Germany’s next governing coalition announced on Nov. 16 that they are close to sealing a deal, concerns of election meddling and cyber intrusions against political institutions before and during the elections have made the political situation even more complex.

North Korea is consistently identified as one of the world’s worst human rights abusers. However, the issue of human rights in North Korea is a complex one, intertwined with issues like life in the North Korean police state, inter-Korean relations, denuclearization, access to information in the North, and international cooperation, to name a few. There are likewise multiple actors involved, including the two Korean governments, the United States, the United Nations, South Korea NGOs, and global human rights organizations. While North Korea’s nuclear weapons and the security threat it poses have occupied the center stage and eclipsed other issues in recent years, human rights remain important to U.S. policy. 

The contributors to The North Korean Conundrum explore how dealing with the issue of human rights is shaped and affected by the political issues with which it is so entwined. Sections discuss the role of the United Nations; how North Koreans’ limited access to information is part of the problem, and how this is changing; the relationship between human rights and denuclearization; and North Korean human rights in comparative perspective.

On September 26, Germany elected a new parliament. With it a new coalition government will come to power and Angela Merkel will depart the political stage after serving for 16 years as federal chancellor. Who might succeed her? What will be the foreign policy priorities of the new government? And how do Germany’s European partners view Merkel’s legacy and Germany’s role in Europe?

Dr. Jana Puglierin and Rafael Loss of the European Council on Foreign Relations (ECFR) will discuss the results and implications of the German vote, and based on a recent 12-country public opinion poll, they will assess the expectations of Germany’s European partners toward Berlin and its new leadership.

Dr. Jana Puglierin has been the head of ECFR’s Berlin office and a senior policy fellow at the European Council on Foreign Relations since January 2020. She also directs ECFR’s Re:shape Global Europe project, which seeks to develop new strategies for Europeans to understand and engage with the changing international order.

Before joining ECFR, Puglierin headed the Alfred von Oppenheim Center for European Policy Studies at the German Council on Foreign Relations (DGAP). Prior to this, she was an advisor on disarmament, arms control, and non-proliferation in the German Bundestag, where she also worked on matters relating to German and European foreign and security policy. Between 2003 and 2010, she was researcher and lecturer to the chair of political science and contemporary history as well as in the program for North American studies at the University of Bonn.

In November 2017, Puglierin was a visiting fellow at the American-German Situation Room, a joint initiative of the AICGS and GMF. She is alumna of the Konrad-Adenauer-Foundation’s Working Group of Young Foreign Policy Experts (2007-2016), of the ZEIT Foundation Ebelin und Gerd Bucerius (2016), of the Manfred-Wörner-Seminar for German-American Relations (2009), and of the International Visitor Leadership Program (2015). She is a board member of the German Atlantic Society, European Movement Germany and a member of the extended board of Women in International Security (WIIS.de).

Puglierin earned a master’s degree and a doctorate in political science, international and European law, and sociology from the Friedrich-Wilhelms University of Bonn.

Rafael Loss

Rafael Loss is the coordinator for pan-European data projects of the European Council on Foreign Relations’ Re:shape Global Europe project, which seeks to develop new strategies for Europeans to understand and engage with the changing international order. He also works on German and European foreign policy, security and defence, climate policy, transatlantic relations, and nuclear policy and arms control.

Prior to joining ECFR in 2020, Loss was a research associate at the Center for Global Security Research at Lawrence Livermore National Laboratory in Livermore, California. His essays and analyses have appeared in Internationale Politik Quarterly, War on the Rocks, and The Bulletin of the Atomic Scientists, among others.

Loss was a Fulbright fellow at the Fletcher School at Tufts University, where he earned an MA in international relations. He also holds a BA in political science from the University of Bremen.

The United States has long deployed nuclear weapons in Germany under “programs of cooperation” in which the weapons are maintained under U.S. custody but, in a conflict, and with proper authorization, could be turned over to the German military for use. The current delivery system is the German Air Force’s Tornado aircraft, which is dual-capable — it can deliver both conventional and nuclear weapons — but nearing the end of its service life.

Participation in this nuclear role is often referred to as “nuclear sharing” in Germany. However, the presence of U.S. nuclear weapons is not popular with the German public. With national elections which will determine who replaces long-serving chancellor Angela Merkel to be held September 26, two of the three leading political parties have called for an end to nuclear sharing and the withdrawal of U.S. nuclear arms — although with some ambiguity regarding timing. The issues of nuclear sharing and replacement of the Tornado with another dual-capable aircraft may not arise as major questions in the campaign, but these issues will figure in the coalition negotiation between the parties that will form the next government. This paper describes the views of the major German political parties regarding nuclear sharing and the presence of U.S. nuclear weapons and how the possible coalition negotiations might address these issues.

The United States has an interest in how that negotiation turns out. At a minimum, the U.S. government does not want a German policy that seeks to end nuclear sharing in a unilateral manner, which could unravel NATO’s current deterrence and defense posture. Given the contribution of U.S. nuclear weapons in Europe to extended deterrence and, in particular, to assurance of allies across the continent regarding the U.S. commitment to NATO’s defense, changes to the alliance’s nuclear posture should come about as the result of an alliance process, not as the result of one country’s unilateral decision. Washington can take steps in the coming months, such as articulating its approach to nuclear arms control, that could help shape how the coalition negotiation in Berlin addresses the nuclear sharing issue.

The German government and many Germans breathed a sigh of relief when Joe Biden defeated Donald Trump in November.  Mr. Trump damaged U.S. relations with its trans-Atlantic allies, and he often targeted Germany and Chancellor Angela Merkel for particular ire.  Berlin has welcomed President Biden’s readiness to rebuild U.S.-German and U.S.-European ties.

All to the good, but rebuilding the U.S.-German relationship could well prove more difficult than it first appears.  Trump’s four years have left nagging questions in the German capital about the future of U.S. politics and Trumpism, and several issues will entail difficult exchanges between Washington and Berlin.

The Trump presidency meant a difficult time for Europe and the trans-Atlantic relationship.  He regarded the European Union as an economic adversary and questioned NATO’s value.  He held Germany in particularly low regard, criticizing its trade surpluses—telling his first NATO summit that “the Germans are very, very bad”—and decrying its defense spending levels, even suggesting that Berlin owes “vast sums of money” to the Alliance and America.  Trump had no personal chemistry with Merkel, reportedly referring to her as “stupid.”  In 2020, she publicly referred to “the limits of populism and denial of basic truths” without naming names.

In May 2020, Merkel declined, in the midst of the global COVID19 pandemic, to attend an in-person G7 summit at Camp David.  Shortly thereafter, Trump ordered the withdrawal of some 10,000 U.S. troops from Germany—a decision for which the Pentagon could offer no compelling strategic rationale (the Biden administration has suspended and ordered a review of the decision).

Berlin thus was delighted with Biden’s election, but Trump left much ground to make up.

What is the New “Normal” in America?

One senior German official privately observed that Trump had done real damage to German perceptions of the United States.  While welcoming Biden’s desire to rebuild relations with Germany and Europe and seeing his election as marking a return to “normalcy” in Washington, he wondered whether that “normalcy” was acceptable to the large segment of the American electorate that had voted for Trump.  Moreover, could Trump—or Trumpism—return to power?

In a separate discussion, another senior German official agreed that Trump had done significant damage to trans-Atlantic relations, noting that he had provided a boost to ideas such as strategic autonomy for Europe.  He pointed to the Conservative Political Action Conference held in late February as reminding Germans that Trump and Trumpism were not over.  What would the Republican Party look like in the future?

A third German official reiterated that Trump had caused many in Europe to contemplate how they might have to cope without strong U.S. leadership.  Germans had lost confidence in parts of the American political class.  It would be important that Biden define the level of U.S. leadership that his administration intended—and would be able—to provide.

Opinion surveys show that German citizens share these questions about America.  In a late 2020 poll commissioned by the European Council on Foreign Relations, 53 percent agreed or strongly agreed that “after voting for Trump in 2016, Americans cannot be trusted.”  The poll had 71 percent of Germans agreeing that the U.S. political system was somewhat or completely broken, though 48 percent believed that America could overcome its internal difficulties and contribute to solving global problems.  However, when asked whether they trusted in Europe or the United States, 53 percent opted for Europe compared to 4 percent for America.

Difficult Issues Loom

Early moves by Biden, such as rejoining the Paris Climate Agreement and World Health Organization, both of which Trump had quit, and reaffirming the U.S. commitment to NATO’s Article 5 (an attack on one shall be considered an attack on all) won plaudits in Berlin.  The Germans likewise welcomed Biden’s agreement to extend the New Strategic Arms Reduction Treaty with Russia, as well as his administration’s readiness to return to the Joint Comprehensive Plan of Action on Iran’s nuclear program and reengage with the UN Human Rights Commission.  However, other issues that promise to figure prominently on the U.S.-German agenda could prove contentious between Washington and Berlin.

The Nord Stream 2 gas pipeline running under the Baltic Sea from Russia to Germany tops the list.  The Biden administration, under pressure from Congress, has made clear its opposition to the pipeline, which is now about 95 percent finished.  Secretary of State Blinken issued a statement on March 18 reiterating the administration’s intent to comply with Congressional legislation calling for sanctions and warning that “any entity involved in the Nord Stream 2 pipeline risks U.S. sanctions and should immediately abandon work on the pipeline.”  On March 23, Blinken voiced U.S. opposition to the pipeline directly to German Foreign Minister Maas.

The German government, however, appears committed to finishing the pipeline, which has the support of the bulk of Merkel’s Christian Democratic Union (and the allied Christian Socialist Union) and the Social Democratic Party, the parties that together make up the current governing coalition.  The German business community also supports the pipeline.  The CDU/CSU-SPD coalition, moreover, has an incentive to complete the pipeline prior to the German national election in September.  Polls indicate that, whatever coalition emerges following that election, the Greens Party will be part of it.  The Greens strongly oppose Nord Stream 2, both on ecological grounds and because of their concern about the human rights situation in Russia.  If the pipeline remains unfinished in September, this will be a major issue for the negotiation on forming a new governing coalition.

German officials note that stopping the pipeline now would be potentially costly; the German government could find itself on the hook for part or all of the nearly 10 billion Euros (about 12 billion dollars) already invested in the pipeline.  They note that U.S. sanctions on German or European companies would provoke a backlash in Germany.  Even those opposed to Nord Stream 2 caution against sanctions on German or European companies, which would go down badly with the pro-America CDU and could unite the European Union against the extra-territorial application of U.S. sanctions.  German politicians dismiss American charges that buying gas from Russia feeds the aggressive Moscow machine and point out the United States now imports billions of dollars’ worth of oil from Russia.

Creative thinking by U.S. and German officials might find a way by which Washington could acquiesce in the pipeline’s completion without applying U.S. sanctions against German companies.  That most likely will entail developing some benefits for Ukraine, which stands to lose the most if Nord Stream 2 is completed.  German officials acknowledge that the Biden administration needs something to show if it does not go forward with sanctions, but the mood in Washington appears to be hardening, and time to find a settlement is running short.

China poses a second issue that could prove difficult for U.S.-German relations.  As the Biden administration puts in place a policy to compete more effectively with Beijing, it will look to its European allies for support.  Berlin, however, pushed the European Union to complete an investment deal with Beijing without waiting to consult with the incoming Biden administration and does not share U.S. concern about the security considerations of allowing Huawei, the Chinese IT giant, to take part in providing the German 5G network.

German business interests on this issue matter—a lot, as China has become Germany’s largest trading partner.  While some in Berlin have become more wary of Beijing’s policy objectives and the means used to advance those goals, the German government does not want to have to choose sides between Washington and Beijing.  It may well have been China that Merkel had in mind when she told the (virtual) Munich Security Conference on February 19 that, while Europe and the United States should develop joint approaches, “that doesn’t mean that our interests will always converge.” 

That appears to have the backing of the German public.  Asked what Germany should do if there were a disagreement between Washington and Beijing, the European Council on Foreign Relations-commissioned poll showed 16 percent favoring support for the United States, while 8 percent favored support for China and 66 percent opted for neutrality.  (Worryingly for Washington’s effort to maintain a trans-Atlantic front against Russia, the poll showed identical numbers when substituting Russia for China.)

A third issue is German defense spending and the NATO-agreed goal that allies devote 2 percent of gross domestic product to defense by 2024.  Germany is now spending much more on its military than in 2014 but likely will fall short of the 2 percent target.  The Biden administration almost certainly will be more diplomatic than Trump on this issue.  Still, it will look to NATO allies in Europe to bear a larger share of the burden of deterring and defending against Russia as the United States shifts its military focus to the Asia-Pacific region. 

And a German Election

One complicating factor is that Germany will soon move into the campaign season for the national election in September.  As one German think-tank analyst put it, the issues that would help solidify U.S.-German relations—suspending construction of Nord Stream 2, adopting a tougher policy toward China, dramatically bolstering defense spending, and moving forward to procure a nuclear-capable fighter to replace the aging Tornado and sustain Germany’s nuclear-sharing role in NATO—are not positions that will attract votes.  Quite the opposite, too close an embrace of Washington’s views on these questions could drive ballots to other parties.

The September election, moreover, will mean an end to Merkel’s long run as chancellor.  Most expect her replacement to come from the CDU or CSU, though prognostications are less certain after the lackluster showing by the CDU in March 14 state elections in Baden-Wuerttemberg and Rhineland-Pflaz.  Regardless, a new chancellor will need time to get up to speed, and that could affect how quickly he or she might engage and decide on issues of interest to Washington.

This does not mean that the U.S.-German relationship is headed for trouble.  The good news is that both Washington and Berlin clearly want to restore the comity that was lost during the Trump administration.  However, building that relationship back, and not letting things get derailed by difficult issues that could divide the two allies, will require flexible diplomacy and that each take some account of the other’s interests and domestic pressures.

The German government and many Germans breathed a sigh of relief when Joe Biden defeated Donald Trump in November. Mr. Trump damaged U.S. relations with its trans-Atlantic allies, and he often targeted Germany and Chancellor Angela Merkel for particular ire. Berlin has welcomed President Biden’s readiness to rebuild U.S.-German and U.S.-European ties.

About the Event: As relations between the West and Russia have sharply deteriorated in recent years, Germany has taken a leading role in shaping Europe's policy response, particularly that of the European Union.  That has included a tougher approach toward Kremlin misbehavior, such as various economic and other sanctions.  At the same time, Berlin has sought to keep an open line of communication with Moscow.

Amb. Thomas Bagger will discuss how Berlin views the challenge posed by Russia and how the West should respond.

 

About the Speaker: Thomas Bagger holds the rank of ambassador and is Diplomatic and Foreign Policy Advisor to the President of the Federal Republic of Germany.  He joined the German diplomatic service in 1992 and has served abroad in Prague, Ankara and Washington.  Before taking up his current position, he headed the Foreign Ministry's Policy Planning Office.
