Through interviews with and analysis of the portfolio of French VCs in Silicon Valley, Professor Ferary is examining ties between VCs and entrepreneurs based on nationality, education and professional background. He describes how French venture capitalists use the French network in their businesses and how they try to get inside others' social networks to increase their resources and accumulate social capital. An exchange theory based on the gift exchange theory can be used for understanding VC behavior and relations. Currently a visiting scholar at Stanford's Sociology Department, Michel Ferary is an assistant professor at Essec School of Management in Paris, France. He earned a PhD in business administration from HEC (France) and worked for three years as a consultant in financial services for Andersen Consulting and Gemini Consulting. In addition to current work on French VCs in Silicon Valley, Professor Ferary's research focuses on the function of social networks in the financial risk evaluation done by bankers.

In partnership with a number of European colleagues, Paul Sniderman (IIS and Political Science) is directing a series of large-scale public opinion surveys designed to take advantage of computer-assisted interviewing techniques. A major focus of these surveys is on group conflict, particularly over immigrants. The survey in Italy has been completed; one in the Netherlands is at the stage of analysis and a study of political beliefs in France is currently being designed.

Dr. Gary Mukai is Director of the Stanford Program on International and Cross-Cultural Education (SPICE). Prior to joining SPICE in 1988, he was a teacher in Gunma Prefecture, Japan, and in California public schools for ten years.

Gary’s academic interests include curriculum and instruction, educational equity, and teacher professional development. He received a bachelor of arts degree in psychology from U.C. Berkeley; a multiple subjects teaching credential from the Black, Asian, Chicano Urban Program, U.C. Berkeley’s Graduate School of Education; a master of arts in international comparative education from Stanford University’s Graduate School of Education; and a doctorate of education from the Leadership in Educational Equity Program, U.C. Berkeley’s Graduate School of Education.

In 1997, Gary was the first regular recipient of the Franklin Buchanan Prize from the Association for Asian Studies, awarded annually to honor an outstanding curriculum publication on Asia at any educational level, elementary through university. In 2004, SPICE received the Foreign Minister’s Commendation from the Japanese government for its promotion of Japanese studies in schools; and Gary received recognition from the Fresno County Office of Education, California, for his work with students of Fresno County. In 2007, he was the recipient of the Foreign Minister’s Commendation from the Japanese government for the promotion of mutual understanding between Japan and the United States, especially in the field of education. At the invitation of the Consulate General of the Republic of Korea, San Francisco, Gary participated in the Republic of Korea-sponsored 2010 Revisit Korea Program, which commemorated the 60th anniversary of the beginning of the Korean War. At the invitation of the Nanjing Foreign Languages School, China, he participated in an international educational forum in 2013 that commemorated the 50th anniversary of NFLS’s founding. In 2015 he received the Stanford Alumni Award from the Asian American Activities Center Advisory Board, and in 2017 he was awarded the Alumni Excellence in Education Award by the Stanford Graduate School of Education. Most recently, the government of Japan named him a recipient of the Order of the Rising Sun, Gold and Silver Rays.

He is an editorial board member of the journal, Education About Asia; advisory board member for Asian Educational Media Services, University of Illinois at Urbana-Champaign; board member of the Japan Exchange and Teaching Alumni Association of Northern California; and selection committee member of the Elgin Heinz Outstanding Teacher Award, U.S.–Japan Foundation.

At the Gleneagles summit in July 2005, the heads of state from the G-8 countries - the United States, Canada, France, Germany, Italy, Japan, Russia and the United Kingdom - called on the International Monetary Fund (IMF), the World Bank and the African Development Bank to cancel 100 percent of their debt claims on the world's poorest countries. The world's richest countries have agreed in principle to forgive roughly $55 billion dollars owed by the world's poorest nations. This article considers the wisdom of the proposal for debt forgiveness, from the standpoint of stimulating economic growth in highly indebted countries. In the 1980s, debt relief under the "Brady Plan" helped to restore investment and growth in a number of middle-income developing countries. However, the debt relief plan for the Heavily Indebted Poor Countries (HIPC) launched by the World Bank and the International Monetary Fund in 1996 has had little impact on either investment or growth in the recipient countries. We will explore the key differences between the countries targeted by these two debt relief schemes and argue that the Gleneagles proposal for debt relief is, at best, likely to have little effect at all. Debt relief is unlikely to help the world's poorest countries because, unlike the middle-income Brady countries, their main economic difficulty is not debt overhang, but an absence of functional economic institutions that provide the foundation for profitable investment and growth. We will show that debt relief may be more valuable for Brady-like middle-income countries than for low-income ones because of how it leverages the private sector.

Can the current global moratorium on nuclear weapon testing survive the May 1998 tests by India and Pakistan and the refusal of US Senate leaders to permit consideration of the Comprehensive Test Ban treaty (CTBT) by the Senate? If nuclear testing resumes by India or Pakistan - or by Britain, China, France, Russia, or the United States - will it be condemned by most of the world as if an international norm against testing was already in effect? What will be the likely consequences for nonproliferation if tests resume? This article seeks to show that there are norms operating against nuclear testing even though the CTBT has not been ratified, and that renewal of testing would have widespread consequences.

The renewed American debate over ballistic missile defenses (BMD) echoes loudly in NATO, in Europe, and in France. This issue will be decisive for the future of European political organization and its security and defense. The issue will also be important for the future of relations between Europe, the United States, and Russia.

Faced with the potential threat of ballistic missiles equipped with nuclear warheads (or biological and chemical payloads) that could strike French and European territories, deterrence is sufficient and offers the greatest cost-effectiveness. In this analysis, the question of the broadening of the French and British deterrent and the political organization of a possible European anti-missile defense system will be discussed. Then, a new transatlantic strategic partnership, the robustness of which lies in counterbalancing the vulnerabilities of its members, will be described.

When a state develops a nuclear arsenal, these destructive weapons must be initially integrated into existing military forces and initially managed through existing civil and military institutions. The subsequent relationship between nuclear weapons and civil-military relations in possessor states is complex, however, and presents an important two-way puzzle. First, it is important to ask how existing patterns of civil-military relations in nuclear states have influenced the likelihood of nuclear-weapons use. Some scholars believe that military officers are less war-prone and hawkish than civilian leaders; others believe the opposite, that the military tends to be bellicose and biased in favor of aggressive military postures. Which view is right, especially when nuclear weapons are involved, is a question that has not been fully addressed in the literature. Second, it is important to flip the question around and also ask how nuclear weapons have influenced civil-military relations in the states that have acquired the ultimate weapon. Again, the answer is not clear. One might expect that the massive destructive power of these weapons would encourage much greater civilian involvement in military affairs. Yet, at the same time, one might predict that military organizations would maintain significant control over nuclear policy as they want to protect their operational autonomy, and because the perceived need for a prompt response would mitigate against tight civilian control.

Many critics have discussed French military doctrine in terms of its broad social and political contexts. They assess, for example, the endemic political crisis and the pathological civil-military relations characteristic of the Third Republic, the general acceptance of social Darwinistic attitudes to international relations, and the influence of Bergson's élan vital. I shall not survey this wider debate but will concentrate on a careful reading of military doctrine as such. What are its strength? its weaknesses? What are its hidden assumptions?

My reading of French military doctrine will focus on the writings of Ardant du Picq, Ferdinand Foch, and Loyzeau de Grandmaison for two reasons. First, they are most often quoted by critics of the French military.  Second, each of them is interesting in his own right and demonstrates some of the deeper dilemmas of military doctrine. Taken together they span the period from before the Franco-Prussian War of 1870-1871 up to the First World War.  I shall not criticize these military writers for failing to predict the future but will concentrate on their implicit assumptions and logical errors, which in principle could have been identified by an independent and critical observer contemporary with the writers.

The neutron bomb is a controversial weapon. Indeed, the public disclosure by the United States of its development in 1977 has provoked sharp and widespread debate that is likely to continue in the future. Although the United States has manufactured and stockpiled neutron bombs, in order to mollify public opposition in Europe it announced in 1981 that these weapons would not be deployed overseas at that time. France has developed and tested a neutron bomb successfully, but it has not yet decided whether to produce and deploy it. The Soviet Union claims that, although it has tested a neutron bomb, it has never started production of that weapon.

What about China? There is little information about the neutron bomb in open literature, yet Chinese Defense Minister Zhang Aiping said recently at a memorial service for China's leading nuclear scientist, Deng Jiaxian, that Deng made important contributions to the theory of atomic and hydrogen bombs and their successful testing as well as major breakthroughs in the principles of new nuclear weapons and their research and testing. What kind of new nuclear weapons? Do they include the neutron bomb? Minister Zhang Aiping did not mention this weapon. Maybe China is not developing the neutron bomb now, but at least we can say that China, as a nuclear country, has the ability to develop it and is interested in it. Does China need neutron bombs? This report reviews U.S. and French plans for deployment of the neutron bomb and, further, evaluates the practicality of neutron bombs for China from the perspective of China's politics, strategy, geography, and technical and economic capabilities.
