UNAFF, which is now completing its first decade, was originally conceived to celebrate the 50th anniversary of the signing of the Universal Declaration of Human Rights. It was created with the help of members of the Stanford Film Society and United Nations Association Midpeninsula Chapter, a grassroots, community-based, nonprofit organization. The 10th UNAFF will be held from October 24-28, 2007 at Stanford University with screenings in San Francisco on October 17 and 18, East Palo Alto on October 19 and San Jose on October 21. The theme for this year is "CAMERA AS WITNESS."

UNAFF celebrates the power of films dealing with human rights, environmental survival, women's issues, protection of refugees, homelessness, racism, disease control, universal education, war and peace. Documentaries often elicit a very personal, emotional response that encourages dialogue and action by humanizing global and local problems. To further this goal, UNAFF hosts academics and filmmakers from around the world to discuss the topics in the films with the audience, groups and individuals who are often separated by geography, ethnicity and economic constraints.

Over three hundred sixty submissions from all over the world have been carefully reviewed for the tenth annual UNAFF. The jury has selected 32 films to be presented at this year's festival. The documentaries selected showcase topics from Afghanistan, Bolivia, Canada, Chile, China, Croatia, Cuba, France, Haiti, Kenya, Kosovo, Iceland, India, Iran, Iraq, Ireland, Iran, Israel, Italy, Lesotho, Macedonia, Mongolia, Nigeria, Norway, Palestine, Peru, Romania, Russia, Saudi Arabia, Serbia, Spain, Sudan, Uganda, the UK, Ukraine, the US, Vietnam and Zambia.

Martha Crenshaw is a pioneer in terrorism studies, one of a handful of scholars worldwide who started investigating the subject long before Sept. 11, 2001.

Crenshaw, who joined CISAC this year as a senior fellow at FSI and a political science professor by courtesy, brings three decades of study to her current agenda of examining distinctions between so-called old and new terrorism, how terrorism ends, and why the United States is the target of terrorism.

"We are very fortunate to have Martha Crenshaw join CISAC as a senior fellow," said Scott Sagan, CISAC co-director. "Her detailed knowledge of the inside workings of terrorist organizations and her deep understanding of earlier counter-terrorist campaigns have brought much-needed historical perspective to contemporary policy debates after 9/11."

Associate professor of law Mariano-Florentino Cuéllar, who led the search that resulted in Crenshaw's hiring, said her "combination of attention to historical detail, interdisciplinary methods, and knowledge of institutional context has made her one of the nation's foremost scholars of terrorism. Her appointment is great news for CISAC and Stanford, where she will strengthen an already significant scholarly community working on homeland security and terrorism."

Coming to Stanford from Wesleyan University, where she was the Colin and Nancy Campbell Professor of Global Issues and Democratic Thought and a government professor, Crenshaw said she found the opportunity to join an interdisciplinary research center a welcome change.

"CISAC's and my interests merged perfectly," she said, as the center was looking to build its research expertise in terrorism. She said she looks forward to teaching graduate students in the Ford Dorsey Program in International Policy Studies as well as working with research colleagues at CISAC and across campus.

Crenshaw's terrorism studies began with a graduate seminar paper she wrote on actions by the FLN, or National Liberation Front, during Algeria's war for independence from France in the 1950s and 60s. She arrived at the topic the way many professors advise students to do--she noted in a study of Vietnam-era guerrilla warfare the comment that "no one has studied terrorism."

That seminar paper inspired her dissertation, which formed the basis of her 1978 book, Revolutionary Terrorism: The FLN in Algeria, 1954-1962, a case study in the strategic use of terrorism by a revolutionary nationalist movement.

Having written numerous articles and edited four books on terrorism, Crenshaw is now editing a book tentatively titled The Consequences of Counterterrorist Policies in Democracies. The Russell Sage Foundation supported the research, which Crenshaw said illuminates issues such as "the strength of executive power, effects of counterterrorism legislation on minorities, and unintended consequences of counterterrorism policies."

As a lead investigator with the National Consortium for the Study of Terrorism and Responses to Terrorism at the University of Maryland, a Department of Homeland Security Center of Excellence, Crenshaw is also researching why the United States is the target of terrorism, a study that could be especially useful in informing counterterrorism policy.

Crenshaw "trace[s] the evolution of anti-American terrorism over time--since the mid-1960s," she said, comparing groups that used terrorism to others with similar ideas that have not resorted to terrorism. Comparing case studies, she explained, allows her to "analyze incentives for the use of terrorism."

In "The Debate over 'New' versus 'Old' Terrorism," a paper Crenshaw presented at the American Political Science Association annual meeting in September--and which will be published as a chapter in an edited volume, she questions oft-heard claims that terrorism in recent years has taken on a new character to become more religious and lethal. She found the distinctions too hastily drawn and possibly dangerous.

"There is no fundamental difference between 'old' and 'new' terrorism," she said.

"Rejecting our accumulated knowledge of terrorism by dismissing it as 'obsolete'" would be a mistake that could lead to bad policy choices, she added. Before 9/ll, assumptions that "new" terrorism would forsake the "old" technique of hijacking and turn to weapons of mass destruction turned out to be wrong, she pointed out.

Crenshaw said researchers and policymakers should "ask why some groups cause large numbers of civilian casualties and others do not, rather than assuming that religious beliefs are the explanation for lethality."

Francis Fukuyama is Bernard L. Schwartz Professor of International Political Economy at the Paul H. Nitze School of Advanced International Studies (SAIS) of Johns Hopkins University, and the director of SAIS' International Development program. He is also chairman of the editorial board of a new magazine, The American Interest.

Dr. Fukuyama has written widely on issues relating to questions concerning political and economic development. His book, The End of History and the Last Man, was published by Free Press in 1992 and has appeared in over twenty foreign editions. It made the bestseller lists in the United States, France, Japan, and Chile, and has been awarded the Los Angeles Times' Book Critics Award in the Current Interest category, as well as the Premio Capri for the Italian edition. He is also the author of Trust: The Social Virtues and the Creation of Prosperity (1995), The Great Disruption: Human Nature and the Reconstitution of Social Order (1999), Our Posthuman Future: Consequences of the Biotechnology Revolution (2002, and State-Building: Governance and World Order in the 21st Century, (2004). His most recent book America at the Crossroads: Democracy, Power, and the Neoconservative Legacy was published by Yale University Press in March 2006.

Francis Fukuyama was born on October 27, 1952, in Chicago. He received his B.A. from Cornell University in classics, and his Ph.D. from Harvard in Political Science. He was a member of the Political Science Department of the RAND Corporation from 1979-1980, then again from 1983-89, and from 1995-96. In 1981-82 and in 1989 he was a member of the Policy Planning Staff of the US Department of State, the first time as a regular member specializing in Middle East affairs, and then as Deputy Director for European political-military affairs. In 1981-82 he was also a member of the US delegation to the Egyptian-Israeli talks on Palestinian autonomy. From 1996-2000 he was Omer L. and Nancy Hirst Professor of Public Policy at the School of Public Policy at George Mason University.

Dr. Fukuyama was a member of the President's Council on Bioethics from 2001-2005. He holds an honorary doctorate from Connecticut College and Doane College, and is a member of advisory boards for the National Endowment for Democracy (NED), the Journal of Democracy, and The New America Foundation, and FINCA. As an NED board member, he is responsible for oversight of the Endowment's Middle East programs. He is married to Laura Holmgren and has three children.

But these acts of invoking citizenship as participatory membership in order to support citizenship as the territorial state can open the door to other, alternative claims about political community, claims that challenge the postulates of territorial boundedness and legal uniformity.

It is these challenges to the national model that I wish to address, doing so by looking at some current developments in the two places where I continue to work, France and Indonesia. In France efforts to strengthen territorial control and internal uniformity have the upper hand, but they have encountered claims that cities should run their own affairs and that long-term residents must be fully incorporated into the political community. In Indonesia it is rather arguments based on participatory membership that are on the rise, and they draw on pre-national institutions of local control and Islamic norms; in turn, however, they are challenged by those in the state and the army who privilege a logic of the territorial state. The objects of debate are in some sense, mirror images - in France, external borders; in Indonesia, internal boundaries - but both debates concern the legitimacy of alternative ideas of political community.

About the Author

John R. Bowen is the Dunbar-Van Cleve Professor of Sociocultural Anthropology at Washington University in St. Louis. His research explores broad social transformations now taking place in the worldwide Muslim community, including special emphasis on Muslim life in Indonesia. His research focuses on the role of cultural forms (religious practices, aesthetic genres, legal discourse) in processes of social change. In most of his work he has looked outward from a longterm research site in the Gayo highlands of Sumatra, Indonesia, to the broader transformations taking place in the Indonesian nation and elsewhere around the globe.

Orhan Pamuk was born in Istanbul in 1952 and grew up in a large family similar to those which he describes in his novels Cevdet Bey and His Sons and The Black Book, in the district of Nisantasi. As he writes in his autobiographical book Istanbul, from his childhood until the age of 22 he devoted himself largely to painting and dreamed of becoming an artist. After graduating from the American Robert College in Istanbul, he studied architecture at Istanbul Technical University for three years, but abandoned the course when he gave up his ambition to become an architect and artist. He went on to graduate in journalism from Istanbul University, but never worked as a journalist. At the age of 23 Pamuk decided to become a novelist, and giving up everything else retreated into his flat and began to write.

His first novel Cevdet Bey and His Sons was published seven years later in 1982. The novel is the story of three generations of a wealthy Istanbul family living in Nisantasi, Pamuk's own home district. The novel was awarded both the Orhan Kemal and Milliyet literary prizes. The following year Pamuk published his novel The Silent House, which in French translation won the 1991 Prix de la découverte européene. The White Castle (1985) about the frictions and friendship between a Venetian slave and an Ottoman scholar was published in English and many other languages from 1990 onwards, bringing Pamuk his first international fame. The same year Pamuk went to America, where he was a visiting scholar at Columbia University in New York from 1985 to 1988. It was there that he wrote most of his novel The Black Book, in which the streets, past, chemistry and texture of Istanbul are described through the story of a lawyer seeking his missing wife. This novel was published in Turkey in 1990, and in French translation won the Prix France Culture. The Black Book enlarged Pamuk's fame both in Turkey and internationally as an author at once popular and experimental, and able to write about past and present with the same intensity. In 1991 Pamuk's daughter Rüya was born. That year saw the production of a film Hidden Face, whose script by Pamuk was based on a one-page story in The Black Book.

His novel The New Life, about young university students influenced by a mysterious book, was published in Turkey in 1994 and became one of the most widely read books in Turkish literature. My Name Is Red, about Ottoman and Persian artists and their ways of seeing and portraying the non-western world, told through a love story and family story, was published in 1998. This novel won the French Prix Du Meilleur Livre Etranger, the Italian Grinzane Cavour (2002) and the International IMPAC Dublin literary award (2003). Snow, which he describes as 'my first and last political novel,' was published in 2002. In this book set in the small city of Kars in northeastern Turkey he experimented with a new type of 'political novel,' telling the story of violence and tension between political Islamists, soldiers, secularists, and Kurdish and Turkish nationalists. In 1999 a selection of his articles on literature and culture written for newspapers and magazines in Turkey and abroad, together with a selection of writings from his private notebooks, was published under the title Other Colours.

Pamuk's most recent book, Istanbul, is a poetical work, combining the author's early memoirs up to the age of 22, and an essay about the city of Istanbul, illustrated with photographs from his own album, and pictures by western painters and Turkish photographers.

Pamuk was awarded the Nobel Prize in Literature in 2006. The press release read "who in the quest for the melancholic soul of his native city has discovered new symbols for the class and interlacing of cultures."

McFaul - Ten years ago, President Boris Yeltsin and his newly minted government launched a set of revolutionary changes comparable in scale and scope with the French Revolution and the Bolshevik Revolution. Like these earlier social revolutions, Yeltsin and his band of revolutionaries sought to transform the fundamental organization of the polity and economy within Russia. Their aim was to destroy the Soviet command economy and replace it with a market economy. They also aspired to crush Soviet dictatorship and replace it with a democratic polity. Unlike their counterparts in France in 1789 or Russia in 1917, Russia's anti-communist revolutionaries added an additional task -- the dissolution of the Soviet empire. In some respects, then, the agenda of change introduced a decade ago in Russia was even more far reaching than that which the Jacobins or Bolsheviks sought to achieve.

Michael A. McFaul - First, the collapse of the old regime left a vacuum of state power. The anarchy, looting and interruption of state services that we see in Iraq are predictable consequences of regime change. Second, after the fall of the dictator, expectations about "life after the dictator" exploded. People who have been oppressed for decades want to benefit from the new order immediately. The urgent and angry questions last week from Ahmed Chalabi, the Iraqi National Congress leader now back in Iraq, about why the Americans have not provided more relief faster is typical. The first leaders after the departure of the king in France, the czar in Russia or the communists in Eastern Europe knew Chalabi's situation well. Paradoxically, society's expectations inflate at precisely the same moment when the state is least prepared to meet them. Third, the coalition that opposed the dictatorship dissolved. While the dictator was still in power, this united front embraced one ideology of opposition -- "anti-king," "anti-czar," "anti-shah" or "anti- communist." In doing so, these coalitions consisted of economic, political, ethnic and religious forces with radically different visions for their country after regime change. Unity ended after the dictator fell. In Russia, Bolsheviks and liberals in 1917 and nationalists and democrats in 1991 went their separate ways. In Iran in 1979, Islamic leftists, liberals and militant clerics celebrated their shared goal of removing the shah. Just a few years after the collapse of the old order, many of the coalition partners who brought down the shah were out of power or in jail. Soon after the Soviet puppet regime in Afghanistan fell, the anti-Soviet coalition forces were killing each other.

David Patel (speaker) is a 2006-2007 predoctoral fellow at CDDRL (fall quarter) and postdoctoral fellow at CISAC (winter and spring quarters). His dissertation examines questions of religious organization and collective action in the Middle East, with a theoretical focus on the relationship of organization and information in particular. Empirically, his study looks at Islamic institutions and their role in political action in a wide range of settings including 7th century garrison cities of the early Islamic empire, through the U.S.-led occupation of Iraq. Patel has spent a great deal of time in the Middle East over the last several years, including extended visits to Yemen, Morocco, Jordan, and Iraq, where he spent seven months in Basra conducting research beginning in the fall of 2003. He works with David Laitin, Jim Fearon, and Avner Greif at Stanford.

Patel received his PhD in political science from Stanford University in March 2007. In fall 2007 he will join the faculty at Cornell University as an assistant professor of political science.

Walter W. Powell (respondent) is a professor of education and affiliated professor of organizational behavior, sociology, and communications at Stanford University. He is also an external faculty member at the Santa Fe Institute. At Stanford, he is director of the Scandinavian Consortium on Organizational Research. Powell works in the areas of organization theory and economic sociology. He is coauthor of Books: The Culture and Commerce of Publishing (1983), an analysis of the transformation of book publishing from a family-run, craft-based field into a multinational media industry, and author of Getting Into Print (1985), an ethnographic study of decision-making processes in scholarly publishing houses. He edited The Nonprofit Sector (1987, referred to by reviewers as "the Bible of scholarship on the nonprofit sector"). Powell is currently directing a large scale study, Stanford Project on the Evolution of the Nonprofit Sector, of the circulation of managerial practices in the Bay Area nonprofit community, mapping the flow of ideas among consultants, philanthropists, founders, business leaders, government officials, and nonprofit managers. Powell is widely known for his contributions to institutional analysis, beginning with his article, with Paul DiMaggio, "The Iron Cage Revisited: Institutional Isomorphism and Collective Rationality in Organizational Fields" (1983) and their subsequent edited book, The New Institutionalism in Organizational Analysis (1991). At Stanford, he is a faculty affiliate of the Center for Social Innovation at the Graduate School of Business, a member of the Public Policy faculty, and serves on the governing board of the France-Stanford program.
