Introduction

With the recent attention to new nuclear power, the challenge of managing the spread of nuclear technology has increased. At the same time, the growth of interest in nuclear power can serve as an important opportunity to improve the related safety, security, and nonproliferation regimes. One such opportunity arises in the context of the back-end of the nuclear fuel cycle, and the concern over how to mitigate the spread of enrichment and reprocessing, as well as how to store and ultimately dispose of spent nuclear fuel.

The first essay in this collection, "The Key Role of the Back-End in the Nuclear Fuel Cycle" by Charles McCombie and Thomas Isaacs, has been reprinted from the Winter 2010 issue of Daedalus on the global nuclear future. It focuses on the proliferation concerns that arise from enrichment and reprocessing as well as on the opportunities at the back-end of the fuel cycle for regional and international initiatives that may help to assuage energy, security, and waste concerns. Managing the emerging nuclear order will require the development of a clear set of goals, in which the issues surrounding the back-end of the fuel cycle must be included and satisfactorily addressed. This essay seeks to contribute to those efforts.

It is followed by four new papers whose authors were invited to reflect on this issue and to share their thoughts on this topic. These new papers reflect a diversity of sources and opinions, in keeping with both the global importance of these questions and the benefits of developing an international perspective on how they might be addressed. The authors focus on various aspects of the challenges raised by the back-end of the fuel cycle and offer possible options for addressing these challenges.

This volume also includes an edited version of remarks made by Ellen Tauscher, undersecretary of state for Arms Control and International Security, at a January 2010 conference at the Hoover Institution. Tauscher's remarks underscore the shared sense of the importance of addressing the back-end of the fuel cycle, in government as well as within academic and other non-governmental circles. This importance cannot be overstated when considering the growth of nuclear power. As Tariq Rauf observes in his essay, most of the spent fuel around the world is kept at the nuclear power plants that have generated it. All of the authors, however, support the idea of moving from the current status quo toward some form of multinational or international approach to dealing with spent fuel, including the possibility of the establishment of international spent fuel repositories. Although Rauf notes the likelihood of strong public opposition to international repositories (based on the traditional resistance even to national repositories), Frank von Hippel observes that communities in Finland and Sweden that host nuclear power plants have actually volunteered to host underground repositories, suggesting that it may be possible for public opposition--even toward international repositories--eventually to be overcome.

Two of the authors (Frank von Hippel and Atsuyuki Suzuki) suggest that the United States should be the first to serve as a host for an international repository and take spent fuel from other countries with small programs, as a way both to strengthen the nonproliferation regime and to increase nuclear safety and security worldwide. Suzuki asserts that such an approach, by the United States, would serve as an "epoch-making opportunity for the [Obama] administration to take the leadership" on this issue.

The essays in this collection engage with the challenge of the back-end of the fuel cycle in very different ways, whether through a cross-comparison of the programs of Japan, the Republic of Korea, and Russia, or through a focus on the history and current role of international organizations in this area. All, however, are linked by a recognition that the back-end of the fuel cycle has often been overlooked in discussions of the anticipated nuclear renaissance. They also share a general support, in principle, for international approaches to the backend of the fuel cycle, although, as Noramly Bin Muslim points out, such approaches "by no means constitute a ‘magic bullet' that can solve nonproliferation problems."

This publication thus stands as the continuation of the conversation begun both by the special issues of Daedalus on the Global Nuclear Future and by a meeting sponsored by the Academy in Abu Dhabi on nuclear power in the Middle East. With a growing desire for development, and a reliable energy supply, comes the need for a global expansion in nuclear power. A serious discussion of all aspects of this expansion is necessary if it is to be managed safely and securely.

We hope that the papers contained herein contribute to that discussion and help to build the basis for a more sustainable international nuclear order.

Global meat production has tripled in the past three decades and could double its present level by 2050, according to a new report on the livestock industry by an international team of scientists and policy experts. The impact of this "livestock revolution" is likely to have significant consequences for human health, the environment and the global economy, the authors conclude.

"The livestock industry is massive and growing," said Harold A. Mooney, co-editor of the two-volume report, Livestock in a Changing Landscape (Island Press). Mooney is a professor of biology, senior fellow at the Woods Institute for the Environment and senior fellow at FSI, by courtesy.

"This is the first time that we've looked at the social, economic, health and environmental impacts of livestock in an integrated way and presented solutions for reducing the detrimental effects of the industry and enhancing its positive attributes," he said.

Among the key findings in the report are:

  • More than 1.7 billion animals are used in livestock production worldwide and occupy more than one-fourth of the Earth's land.
  • Production of animal feed consumes about one-third of total arable land.
  • Livestock production accounts for approximately 40 percent of the global agricultural gross domestic product.
  • The livestock sector, including feed production and transport, is responsible for about 18 percent of all greenhouse gas emissions worldwide. 
Impacts on humanity

Although about 1 billion poor people worldwide derive at least some part of their livelihood from domesticated animals, the rapid growth of commercialized industrial livestock has reduced employment opportunities for many, according to the report. In developing countries, such as India and China, large-scale industrial production has displaced many small, rural producers, who are under additional pressure from health authorities to meet the food safety standards that a globalized marketplace requires.

Beef, poultry, pork and other meat products provide one-third of humanity's protein intake, but the impact on nutrition across the globe is highly variable, according to the report. "Too much animal-based protein is not good for human diets, while too little is a problem for those on a protein-starved diet, as happens in many developing countries," Mooney noted.

While overconsumption of animal-source foods - particularly meat, milk and eggs - has been linked to heart disease and other chronic conditions, these foods remain a vital source of protein and nutrient nutrition throughout the developing world, the report said. The authors cited a recent study of Kenyan children that found a positive association between meat intake and physical growth, cognitive function and school performance.

Human health also is affected by pathogens and harmful substances transmitted by livestock, the authors said. Emerging diseases, such as highly pathogenic avian influenza, are closely linked to changes in the livestock production but are more difficult to trace and combat in the newly globalized marketplace, they said.

Environmental impacts

The livestock sector is a major environmental polluter, the authors said, noting that much of the world's pastureland has been degraded by grazing or feed production, and that many forests have been clear-cut to make way for additional farmland. Feed production also requires intensive use of water, fertilizer, pesticides and fossil fuels, added co-editor Henning Steinfeld of the United Nations Food and Agriculture Organization (FAO).

Animal waste is another serious concern. "Because only a third of the nutrients fed to animals are absorbed, animal waste is a leading factor in the pollution of land and water resources, as observed in case studies in China, India, the United States and Denmark," the authors wrote. Total phosphorous excretions are estimated to be seven to nine times greater than that of humans, with detrimental effects on the environment.

The beef, pork and poultry industries also emit large amounts of carbon dioxide, methane and other greenhouse gases, Steinfeld said, adding that climate-change issues related to livestock remain largely unaddressed. "Without a change in current practices, the intensive increases in projected livestock production systems will double the current environmental burden and will contribute to large-scale ecosystem degradation unless appropriate measures are taken," he said.

Solutions

The report concludes with a review of various options for introducing more environmentally and socially sustainable practices to animal production systems.

"We want to protect those on the margins who are dependent on a handful of livestock for their livelihood," Mooney said. "On the other side, we want people engaged in the livestock industry to look closely at the report and determine what improvements they can make."

One solution is for countries to adopt policies that provide incentives for better management practices that focus on land conservation and more efficient water and fertilizer use, he said.

But calculating the true cost of meat production is a daunting task, Mooney added. Consider the piece of ham on your breakfast plate, and where it came from before landing on your grocery shelf. First, take into account the amount of land used to rear the pig. Then factor in all the land, water and fertilizer used to grow the grain to feed the pig and the associated pollution that results.

Finally, consider that while the ham may have come from Denmark, where there are twice as many pigs as people, the grain to feed the animal was likely grown in Brazil, where rainforests are constantly being cleared to grow more soybeans, a major source of pig feed.

"So much of the problem comes down to the individual consumer," said co-editor Fritz Schneider of the Swiss College of Agriculture (SHL). "People aren't going to stop eating meat, but I am always hopeful that as people learn more, they do change their behavior. If they are informed that they do have choices to help build a more sustainable and equitable world, they can make better choices."

Livestock in a Changing Landscape is a collaboration of the FAO, SHL, Woods Institute for the Environment, International Livestock Research Institute (ILRI), Scientific Committee for Problems of the Environment (SCOPE), Agricultural Research Center for International Development (CIRAD), and Livestock, Environment and Development Initiative (LEAD).

Other editors of the report are Laurie E. Neville (Stanford University), Pierre Gerber (FAO), Jeroen Dijkman (FAO), Shirley Tarawali (ILRI) and Cees de Haan (World Bank). Initial funding for the project was provided by a 2004 Environmental Venture Projects grant from the Woods Institute.

Associate Director Mark Thurber discussed two related threads of PESD research on "State Choices in Hydrocarbon Administration."  The first part of the talk, based on a paper which Mark co-authored with PESD affiliated researchers David Hults and Patrick Heller, focused on how countries design institutions for administering their oil sectors.  It suggested that countries with certain institutional deficits may be better off not separating commercial functions from policy and regulatory ones in oil, even though the separation of functions approach (as pioneered by Norway) is generally considered "best practice" in oil sector administration. 

The second part of Mark's talk described statistical analysis he is performing to quantitatively test the hypothesis advanced by PESD consulting professor Pete Nolan that private oil companies will preferentially operate at "frontiers," for which state-controlled oil companies cannot adequately manage risks for their host governments.  Patterns of company operatorship of exploration wells in the 1970s and 1980s, derived from data from oil and gas research and consultancy company Wood Mackenzie, suggest that this hypothesis indeed was statistically supported for frontier exploration in deep water.

He is the author of Coal (Polity Press, 2019) about why coal has thus far remained the preeminent fuel for electricity generation around the world despite its negative impacts on local air quality and the global climate.

Dr. Thurber teaches a course on energy markets and policy at Stanford, in which he runs a game-based simulation of electricity, carbon, and renewable energy markets. With Dr. Frank Wolak, he also conducts game-based workshops for policymakers and regulators. These workshops explore timely policy topics including how to ensure resource adequacy in a world with very high shares of renewable energy generation.

Dr. Thurber has previous experience working in high-tech industry. From 2003-2005, he was an engineering manager at a plant in Guadalajara, México that manufactured hard disk drive heads. He holds a Ph.D. from Stanford University and a B.S.E. from Princeton University.

George Foster's research and teaching includes entrepreneurship/early-stage companies; financial analysis, especially in commercial disputes; and sports business management. His recent research includes the role of financial and other systems in the growth and valuation of companies. He also is researching globalization challenges facing both sporting organizations and companies.

George Foster holds undergraduate and graduate degrees in economics from the University of Sydney and a doctorate from the Graduate School of Business, Stanford University. He taught at the University of Chicago and the Australian Graduate School of Management prior to joining the GSB faculty at Stanford University.

His writings include over thirty research articles and three monographs, as well as multiple editions of several textbooks. Foster's early and continuing research was on the role of financial analysis in the valuation and growth of companies. He subsequently broadened his research interests to include management control systems, entrepreneurship/venture capital, and sports business management. His textbook writings include Financial Statement AnalysisCost AccountingA Managerial Analysis; and The Business of Sports.

Foster has won multiple research awards including the AICPA Award for Outstanding Contribution to the Accounting Literature (twice) and the Competitive Manuscript Award of the American Accounting Association (twice). He is a winner of the Distinguished Teaching Award at Stanford Business School and has been awarded honorary doctorates from the University of Ghent (Belgium) and the University of Vaasa (Finland).

Foster is actively involved in the business community, especially with venture-capital backed startup companies and has served on the Board of Directors of multiple companies. He is also actively involved with sporting organizations around the globe, including directing executive programs for the National Basketball Players Association (NBPA) and for the National Football League (NFL).

PESD Assistant Director Mark Thurber will be presenting a paper on oil governance at the International Studies Association 51st annual convention, "Theory vs. Policy?  Connecting Scholars and Practitioners."

In the paper, which is entitled "The Limits of Institutional Design in Oil Sector Governance: Exporting the ‘Norwegian Model,'" Mark and his co-authors (PESD affiliated researchers David Hults and Patrick Heller) draw examples from PESD's larger study of national oil companies to argue that separating policy, regulatory, and commercial functions in oil administration works well in Norway but is not the best prescription for all oil-producing countries.  As the premiere annual event of the ISA, which is the most widely known and respected scholarly association in the field of international studies, the conference in New Orleans attracts participants from around the world.

PESD Associate Director Mark C. Thurber presented a paper entitled 'The Limits of Institutional Design in Oil Sector Governance: Exporting the "Norwegian Model"' at the 2010 Annual Convention of the International Studies Association (ISA) in New Orleans on February 18th. 

The paper, co-authored with PESD affiliated researchers David Hults and Patrick Heller, draws on PESD's larger study of national oil companies to conclude that the approach to petroleum administration that has worked for Norway is not always a wise strategy for countries with less developed institutional and human capacity.

As the premiere annual event of the ISA, which is the most widely known and respected scholarly association in the field of international studies, the conference in New Orleans attracts participants from around the world.

Joseph Chung-lin Ma is a visiting scholar at CDDRL (Jan-Dec, 2010). He is currently serving as the Director at the Passport Administration Division, Bureau of Consular Affairs, Taiwan Ministry of Foreign Affairs. Prior to his current assignment in San Francisco, he was Director of Political Affairs at the Taipei Mission in Sweden.

Mr. Ma received his B.A. from the Department of Diplomacy at National Chengchi University and a M.A. from Chinese Culture University.

Abstract
In order to eliminate nuclear weapons, the world will first have to pass through a regime of "low numbers" in which the US and Russian arsenals contain hundreds of weapons. The conclusion of the New START agreement, along with President Medvedev and President Obama's intention to work on a successor treaty, have brought this prospect forward. Many Western and Russian analysts worry that such a world might be unstable. However, in spite of these fears, the "low numbers problem" has attracted surprisingly little attention in the past (perhaps because the prospect of deep reductions always seemed so remote). In this talk, I will argue that the most likely type of instability is rearmament. I will examine potential drivers of rearmament and discuss steps to ensure that its likelihood can be minimized.

James M. Acton is an associate in the Nuclear Policy Program at the Carnegie Endowment specializing in nonproliferation and disarmament. A physicist by training, Acton’s research focuses on the interface of technical and political issues, with special attention to the civilian nuclear industry, IAEA safeguards, and practical solutions to strengthening the nonproliferation regime.

Before joining the Endowment in October 2008, Acton was a lecturer at the Centre for Science and Security Studies in the Department of War Studies at King’s College London. There he co-authored the Adelphi Paper, Abolishing Nuclear Weapons, with George Perkovich and was a consultant to the Norwegian government on disarmament issues. Prior to that, Acton was the science and technology researcher at the Verification Research, Training and Information Centre (VERTIC), where he was a participant in the UK–Norway dialogue on verifying the dismantlement of warheads.

Acton’s other previous research projects include analyses of IAEA safeguards in Iran, verifying disarmament in North Korea, preventing novel forms of radiological terrorism, and the capability of Middle Eastern states to develop nuclear energy. He has published in Jane’s Intelligence Review, Nonproliferation Review, Bulletin of the Atomic Scientists, Survival, and the New York Times. In the UK, he appeared regularly on TV and radio, including on the BBC programs Newsnight, Horizon, and the Six O’clock News.

Jeremy Carl argues that despite India’s lack of a concrete binding target for significant CO2 emissions reductions, India’s climate commitments come through on other fronts.

Sometimes in diplomacy what is not announced is more revealing than what is. Such is certainly the case in India's recent climate and energy negotiations with the US, as both countries prepare to head to global climate talks in Copenhagen. The occasion of Manmohan Singh's state visit to the US brought the announcement of a flurry of energy and climate-related initiatives. These initiatives were a combination of substance and political theatre, with potentially important initiatives on environmental and regulatory capacity-building and technology partnerships buried under a deep layer of bureaucratic niceties.

What was more noticed was what was not announced: any agreement for India to have a binding target for CO2 emissions reductions, something US and European environmentalists have long claimed is necessary as part of a global effort to stave off severe climate change. And while the Indian government has eventually announced a targeted reduction in what is known as "emissions intensity", CO2 emissions per unit of GDP, that wasn't a big stretch, given India's current annual efficiency improvements. Furthermore, Minister for Environment and Forests Jairam Ramesh has made it abundantly clear in Parliament that such targets would be voluntary and not part of a binding international agreement.

With more than 60 world leaders in attendance, we can be assured that Copenhagen will not end in public failure. But the better question is whether the announced success in Copenhagen will have any practical meaning other than determining that diplomats can spin a "success" out of any actual events. Some Indian commentators have seemed to hope for a "success" of that sort - fretting about India being outmanoeuvred on the public stage by China and other developing countries that may be able to strike a more cooperative posture.

While from a tactical standpoint, such concerns are understandable (there is little reason for India to not commit to doing things it would like to do anyway, such as developing more efficient power plants or cars), from the perspective of actually taking leadership in addressing the climate problem, they mean little. In some ways, India is emulating the example of the US from the previous Kyoto climate round: while the US certainly should have been more proactive and engaged, at least the Americans had the integrity not to ratify an agreement that they couldn't keep. Many other nations could not claim that; they either missed their targets entirely, or resorted to bogus accounting tricks to meet their goals.

That India is showing its seriousness by not making climate commitments it won't live by should actually be seen as a mature and responsible decision, not an intransigent one. Does anyone think that China won't walk away from its promise if they have trouble meeting their emissions reduction goals?

As an alternative to the hot air that is likely to come out of Copenhagen, it is instructive to look at the potentially useful energy and climate agreements the US and India did sign during the PM's recent visit. The fact that clean energy was the second item listed behind security issues in the joint communiqué announced by Singh and Obama is clear evidence that both India and the US place a high importance on this aspect of their relationship.

India and the US announced numerous programmes, from the joint deployment of solar electricity in Indian cities to the strengthening of India's environmental regulatory and monitoring capacity - which is sure to be a critical step if India is to make serious and verifiable long-term commitments to emissions reductions. Perhaps most important, at least symbolically, was the announcement of joint scientific R&D work for renewable energy technologies. The Indo-US Clean Energy Research and Deployment Initiative, which promises joint development of new energy technologies and the development of a joint research centre with a public-private funding model, is one such initiative.

Ultimately, despite the bluster of diplomats in Delhi, Washington or Copenhagen, the solutions to the climate change problem must come through a technological revolution in the world's energy infrastructure. And it is here that India, with its burgeoning corps of bright young engineers, could make the biggest impact on climate change mitigation. Circumstances may not permit

India to lead the deal-making in Denmark, but if the Indian government gets serious about turning more of India's brightest young minds towards solving the clean energy problem, then India's contribution to solving the climate change conundrum may be significant indeed.
