The implementation of the New START Treaty is going well and is a testament to the ongoing reset in relations with the Russian Federation.  As one Treaty provides a foundation for the next, the United States believes the vital cooperation will set the stage for further, deeper reductions.  This will not be easy.  The path from Prague was fast and straight and the first tasks along the way were long overdue or clear. Now, the path is moving into uncharted terrain.  The United States is committed to pushing forward with the momentum gained from New START.

Rose Gottemoeller was sworn in as the Assistant Secretary of State for the Bureau of Arms Control, Verification and Compliance, in April 2009.  She was the chief negotiator of the New Strategic Arms Reduction Treaty (New START) with the Russian Federation.  She was a senior associate in the Carnegie Russia & Eurasia Program in Washington, D.C., where she worked on U.S.–Russian relations and nuclear security and stability.  She also served as the director of the Carnegie Moscow Center from January 2006 to December 2008.

Formerly Deputy Undersecretary of Energy for Defense Nuclear Nonproliferation and before that, Assistant Secretary for Nonproliferation and National Security she was responsible for all nonproliferation cooperation with Russia and the Newly Independent States. She received a B.S. from Georgetown University and a M.A. from George Washington University.

An extraordinary group of scientists in the last century included the aerodynamicist Theodore von Kármán, the physicists Leo Szilard, Eugene P. Wigner, and Edward Teller, and the mathematician John von Neumann. These Jewish-Hungarians first left Hungary for Germany, then were forced out of Europe, and in the United States they became instrumental in the defense of the Free World during World War II and the Cold War. The lessons of their lives and oeuvres will be discussed with emphasis on the most controversial one, Edward Teller, known also as “the father of the Hydrogen Bomb.”

István Hargittai is a member of the Hungarian Academy of Sciences, Norwegian Academy of Science and Letters, and the Academia Europaea (London). He is a Ph.D. of Eötvös University (Budapest), D.Sc. of the Hungarian Academy of Sciences, Dr.h.c. of Moscow State University, the University of North Carolina, and the Russian Academy of Sciences. His recent books include the six-volume Candid Science series (2000-2006), The Road to Stockholm (2002; 2003), Our Lives (2004), Martians of Science (2006; 2007), The DNA Doctor (2007), Judging Edward Teller (2010), and Drive and Curiosity (2011).

Thirteen-­‐year-­‐old Mary-­‐Grace Rapatan has lived on a garbage dump in the Philippines her entire life, picking through mountains of trash to help feed her family. She is trapped in a cycle of poverty, but Mary-­‐Grace is determined to give herself a better future by getting an education. She scavenges on weekends to pay for school, but a family tragedy soon takes hold. While in Grade 5, Mary-­‐Grace’s father, the family’s provider, has a stroke. The girl is left a choice: quit school or starve. She begins scavenging eight hours a day on the Umapad garbage dump so her family can afford rice. Footage from a head-­‐ camera worn by Mary-­‐Grace gives us a close and disturbing look at the conditions of the Umapad garbage dump. After months of scavenging in the heat only to make about a dollar a day, Mary-­‐Grace begins wondering if she’ll ever have a second chance to build a future for her family. This film shows us the enormous burden one girl must carry, and the power education has to give children hope for the future.

White Gold tells the story of the true cost of cotton. Largely filmed undercover, this film exposes how each year schools are closed and tens of thousands of children are forced by the Uzbek government to work in the fields for months at a time. Uzbekistan in Central Asia is the world’s third largest exporter of cotton. Europe is one of its biggest buyers. The state controlled cotton industry makes billions of dollars for the governing elite but little of this benefits the rest of the population. A third are forced to work in modern day slavery to produce this white gold. Many are children. Tens of thousands of children, some as young as seven, are taken out of school and forced to work in the cotton fields for little or no money during the harvest. The period can last up to three months, during which older children live in dormitories or classrooms under harsh conditions. The combined effect of exhausting work, a poor diet, lack of clean water and exposure to toxic pesticides has a dramatic impact on health. These children are also missing out on vital education to pick cotton for the world’s fashion industry.

"The Stanford Report" covered the recently launched Stanford Human Rights Education Initiative, which brings human rights curriculum into the classrooms of California community colleges to transform students into globally-conscious citizens. Piloted in partnership with the Program on Human Rights, the Stanford Program on International and Cross-Cultural Education (SPICE), and the Division of International Comparative and Area Studies, the Initiative appoints human rights fellows to develop new curriculum for broader application in California and beyond.

Stanford helps bring human rights to community college classrooms

Globalization has meant that the whole world is connected to the whole world's problems. Yet most of today's students live in a world no bigger than a cell phone keypad.

So how do you explain to them that the clothes on their backs may be sewn by slave labor in Asia, or how international human trafficking may be behind an Internet porn site?

Tim Maxwell, an award-winning poet who teaches at the College of San Mateo, said the basic task of reading is becoming harder each year for the Facebook generation. "To bring unpleasant and challenging ideas into their world is really difficult," he said. He described "young people's increasing use of social media and other technologies that, rather [than] widening their worlds, effectively narrows them" to what is pleasurably entertaining.

The remedy? In an unusual move, Stanford is linking arms with educators in California community colleges for a four-year project called Stanford Human Rights Education Initiative.  Following a conference last June on "Teaching Human Rights in an International Context," which launched the project, Stanford has named eight new "Human Rights Fellows" from California's community colleges. Maxwell is one of them.

For more than 12.4 million young Americans, teaching takes place in one of the nearly 1,200 community colleges across the nation – and about a quarter of those community colleges are in California. But few major universities have engaged these institutions.

The new initiative will train students to be engaged as global citizens, said William Hanson, another fellow, who holds a law degree from Columbia and teaches at Chabot College. "We have to find a way to wriggle in."

With a stipend and "visiting scholar" status, the human rights fellows will work with the Stanford Program on International and Cross-Cultural Education (SPICE) and the Division of International Comparative and Area Studies (ICA) to develop human rights curricula, plan human rights conferences and develop the initiative's website. The human rights curriculum they design could, they hope, seed similar programs across the country and the world.

"My hope is that human rights will form a central part of every college curriculum" – not only as a topic, but as a lens through which to see all topics, said Helen Stacy, director of the program on human rights at the Center on Democracy, Development and the Rule of Law at Stanford's Freeman Spogli Institute for International Studies.

She said that human rights is typically pigeonholed as a "soft subject" in the social sciences or humanities, but such funneling "misses engineering students and IT students and math students."

For example, she said, students of computer science or statistics could be engaged in mapping human trafficking or drug smuggling. Young economists could study the supply-and-demand dynamics of crime.

The effort "to speak a language that speaks to all of the disciplines" could result in a human rights curriculum that extends into the high school and even the elementary school level, Stacy said. Moreover, the planned website with an online curriculum could help educators the world over – even an isolated educator sitting in Uzbekistan, she said.

For the Stanford faculty and staff who created the course, the beginnings go back a long way and are the fruition of years of experience, research and thought.

Gary Mukai's experience of human rights violations was firsthand: the director of SPICE recalls a childhood as a farm worker whose Japanese-American parents, also farm workers, had been detained by their country during World War II. "I grew up puzzled about many of their stories, and their stories certainly influenced my interest in developing educational materials about civil and human rights for young students," he said.

For instance, he recalled uncles and other relatives who volunteered or were drafted by the U.S. Army from behind barbed wire. Or stories about his relatives who received posthumous medals for their sons' service while they still lived behind barbed wire.

Richard Roberts, a Stanford professor of history, remembered reading William Hinton's Fanshen: A Documentary of Revolution in a Chinese Village, years ago. The questions it raised fascinated him: "Who will teach the teacher? Where do we learn? Who do we learn from? Who has the power to teach?"

He said universities typically teach an "isolated, really small segment" of the general population. Roberts, who studies domestic violence and human trafficking in Africa, said that when it comes to human rights, "That's not enough. We have to go beyond the rarefied segment."

One of the people on this frontline of teaching is Enrique Luna, a history instructor at Gilroy's Gavilan College. For him, Stanford represents something of a return: his father had been a cook at the university's dorms. Now Luna is an educator who looks for opportunities for students to participate with direct aid in their local communities and also with groups such as the Zapatistas of Chiapas and the Tarahumara of northern Mexico.

To reach his students, he said, he creates loops "back and forth between reading and doing." When students are doing, they have a reason to read, and when they read, they are able to fix their understandings through application. "They do their best work when they're doing something. That's where the other disciplines pour in," he said.

A lunchtime session last summer was popping with ideas: Hanson was enthusiastic about possibly broadcasting Stanford lectures on human rights on his college's television station.

Another human rights fellow, Sadie Reynolds from Cabrillo College in Aptos, was just happy for the time to think and reflect. "It's hard to articulate hopes this early in the planning. I have a selfish hope of learning about this model so I can apply it in the classroom." She said she will present what she's learned at Stanford to a workshop at Cabrillo.

Those on the frontline of teaching don't get such opportunities very often:  "It's difficult to find time to develop this at community colleges," she said.

About the Program

Launched in 2005, the Draper Hills Summer Fellowship on Democracy and Development Program  is a three-week executive education program that is hosted annually at Stanford University's Center on Democracy, Development, and the Rule of Law. The program brings together a diverse group of 25-30 mid-career practitioners in law, politics, government, private enterprise, civil society, and international development from transitioning countries. This training program provides a unique forum for emerging leaders to connect, exchange experiences, and receive academic training to enrich their knowledge and advance their work.

For three weeks during the summer, fellows participate in academic seminars that expose them to the theory and practice of democracy, development, and the rule of law. Delivered by leading Stanford faculty from the Stanford Law School, the Graduate School of Business, and the Departments of Economics and Political Science, these seminars allow emerging leaders to explore new institutional models and frameworks to enhance their ability to promote democratic change in their home countries.

Guest speakers from private foundations, think tanks, government, and the justice system, provide a practitioners viewpoint on such pressing issues in the field. Past program speakers have included; Carl Gershman, president of the National Endowment for Democracy; Kavita Ramdas, former president and CEO of the Global Fund for Women; Stacy Donohue, director of investments at the Omidyar Network; Maria Rendon Labadan, Deputy Director of USAID; and Judge Pamela Rymer, United States Court of Appeals for the Ninth Circuit. Fellows also visit Silicon Valley technology firms to explore how technology tools and social media platforms are being used to catalyze democratic practices on a global scale.

Their professional backgrounds are as diverse as the problems they confront in their home countries, but the one common feature is their commitment to building sound structures of democracy and development. The regions of Eurasia, which includes the former Soviet Union and Central Asia, along with Africa constitute over half of our alumni network. Women represent 40% of the network and the program is always looking to identify strong female leaders working to advance change in their local communities.

Previous Draper Hills Summer Fellows have served as presidential advisors, senators, attorneys general, lawyers, journalists, civic activists, entrepreneurs, academic researchers, think-tank managers, and members of the international development community. The program is highly selective, receiving several hundred applications each year.

Andrea received her PhD from the Department of Political Science at Stanford in 2011, writing a dissertation in civil society and interest groups in regime transitions, with a focus on the communist transition in East and Central Europe.

Prior to this, she completed a research Master’s degree in Mechatronic Engineering at the University of Sydney, as well as Bachelor’s degrees in Aerospace Engineering and Commerce.

Andrea is proficient in several languages including Hungarian, German, Japanese and Russian, and holds a private pilot’s license with the Federal Aviation Authority in Australia.

Whilst at CDDRL, Andrea will be working for the Commission on Global Election Integrity.

Henrik Boesen Lindbo Larsen is a CDDRL visiting researcher 2011-12, while researching on his PhD project titled NATO Democracy Promotion: the Geopolitical Effects of Declining Hegemonic Power. He expects to obtain his PhD from the University of Southern Denmark and the Danish Institute for International Studies (DIIS) in 2013.

Henrik Larsen’s PhD project views democracy promotion as a policy resulting from power transitions as mediated through the predominant narratives of great powers. It distinguishes between two main types of democracy promotion, the ability to attract (enlargement, partnerships) and the ability to impose (out-of-area missions, state-building). NATO’s external policies are increasingly pursued with a lower intensity and/or with a stronger geographical demarcation.

Prior to his PhD studies, Henrik Larsen held temporary positions for the UNHCR in the Eastern Democratic Republic of the Congoand with the Ministry for Foreign Affairs of Denmark working with Russia & the Eastern neighborhood. He holds an MSc in political science from the University of Aarhus complemented with studies at the University of Montreal, Sciences Po Paris and the University of Geneva. He has been a research intern at École Militaire in Paris and he is member of the Danish roster for election observation missions for the OSCE and the EU.

Justin Dillon is a musician. His band, Tremolo, was featured on television shows, "The Mountain" and "North Shore," as well as a variety of MTV shows including Pimp My Ride, Newlyweds, Bands Reunited, and Dismissed. Dillon came across the issue of Human Trafficking while touring in Russia. He met scores of girls whose ambition to come to west was being preyed upon by traffickers. During his visit, his interpreter, a young girl, shared with him the many "opportunities" that were being offered to her to come to west. Dillon investigated the bogus job opportunities and became incensed at how easy it was to trick them. After sharing with them the dangers of these proposals, he vowed to do something about this issue once he returned home. Upon arriving back in the United States he looked around to find organizations that were addressing the problem and found that they were few, small, and under-funded, but passionate. He immediately started hosting benefit concerts for these organizations in order to support and spread their work. His desire to put on a benefit concert soon grew into a "rockumentary" that combined both critically acclaimed artists and social luminaries in the film, CALL+RESPONSE.

Event Synopsis:

The End of Hungarian Democracy? International Implications
October 21, 2011

After an introduction by Professor Dornbach, Professor Wittenberg asserts that while a spirit of bipartisan ship is a nice feature of the U.S. legislature, it is not a fundamental requirement of democracy and  has historically not characterized the Hungarian parliament. He traces a decades-long tradition of ruling parties using Parliament to limit the presence and influence of minority parties. The current Fidesz government, which ended up with 2/3 of the seats after the 2012 election, now has a supermajority necessary to alter the constitution. Professor Wittenberg attributes Fidesz’s victory to three factors: the incompetence of older right wing parties, partly resulting from lack of governing experience during last four decades of Socialist rule; 2) the arrogance of the Socialist party; and 3) a simple lack of alternatives for voters. Wittenberg points out that Hungary’s complex electoral system resulted in more Fidesz parliamentary seats than the party’s actual popularity with voters would predict. He concludes that the 70% of parliamentary vote won, cumulatively, by extreme nationalist parties, does not bode well for the future of liberal politics in Hungary.

Professor Scheppele describes how the Fidesz party under the leadership of (Victor) Orban has taken its victory as a “mandate to change everything,” often in ways that will allow Fidesz to stay in power in the future. The constitution was amended 10 times during the party’s first year in power. Key changes included reducing the size and jurisdiction of constitutional courts, limiting media activities, allowing election commission representatives to be appointed with a 2/3 majority, and fast tracking the process of voting on new laws to approximately 3 days, leaving little room for discussion and debate. Scheppele echoes Professor Wittenberg’s argument that many voters simply did not have an attractive alternative to Fidesz, which would be less of a danger if the country’s constitution were not so easy to amend. She predicts that Hungary’s current situation should offer lessons to other countries on how to design constitutions.

Professor Halmai concludes the panel by crediting the arrogance (and corruption) of the Socialist coalition with the success of Fidesz in the 2010 elections. He highlights three central problems with the new constitution: 1) It leaves questions regarding who is to be subject to the constitution – for example, does this include the Roma population within Hungary, or Hungarian-Americans living within the United States? 2) The constitution intervenes in the private lives of Hungarians with respect to religion, marriage, abortion, etc. 3) It limits constitutional courts to narrower jurisdictions. He also laments the lack of consensus within the Hungarian government on a set of liberal democratic values.

A discussion session raised such questions as: What prospects are there for pushback from the European Union against some of the recent constraints on rule of law in Hungary? Does the fact that the Hungarian constitution considers the 1.4 million Hungarian-Americans in the United States as Hungarian citizens raise any legal challenge from the U.S.? Does the fact that Hungary has to operates within the frameworks of the European Union and NATO put constraints on its actions with regards to democracy and the constitution? Where does Fidesz’s funding come from?

Synopsis:

Robin Niblett, Director of Chatham House, delivered the following talk in The Europe Center series “The European and Global Economic Crisis”.

With measured optimism about the prospect for a way out of the current Eurozone crisis, Dr. Niblett argues that the introduction of the common Euro, seen by many in past years as a vanguard tool for European integration, is now potentially a functional wedge between ‘debtor’ and strongly capitalized nations.  

Dr. Niblett, arriving directly from participating in the World Economic Forum in Dubai, and based on Chatham House research, described the “perfect storm” of the past two decades of credit-driven growth, divergence within the EU, rising debt-to GDP ratios of member nations especially in the cases of Italy and Greece.  His analysis combines these economic details with the following:

  • Demographics – high levels of unassimilated immigrants
  • European welfare economies still distributing resources at twentieth-century levels now in the twenty-first century
  • The rise of anti-immigrant and anti-free-trade populist parties
  • The weakening of Europe’s center parties
  • The “Russification” of Europe’s East – especially in recent events in Ukraine
  • The stalled integration of Turkey into the EU

The totality of the above paints a grim portrait of Europe under the weight of nearly impossible conditions.   And yet, Dr. Niblett underlines evidence for measured optimism:

  • Ireland is making strides to reform its economy
  • Ireland’s educated and yet unemployed workforce does have the possibility to immigrate to Europe
  • The UK is finally rebalancing its state budget and market liberalization
  • France is facing, albeit with massive labor protest, its state budget levels
  • Spain will likely turn over its government in the face of its massive youth protest
  • Italy is evaluating in its political process a series of budget reforms

These are the structural side of what Dr. Niblett sees as Europe’s tools for recovery.

On the side of European practice, the Franco-German proposals for European Central Bank “bailout funds” include new rules for transparency of internal government operations. This promises innovation to make the EU into an area of political and financial transparency, and to enable the EU to engage in direct investment, as evidence is beginning to show, in the world’s emerging economies.  In this sense, Dr. Niblett sees for Europe a competitive edge over the US in engaging in world markets.

Perhaps most sanguine of Dr. Niblett’s analysis is his reading of the Eurozone crisis as a force to push the member nations of Europe further towards supra-national economic strategies.  In order to participate in the investment in emerging markets, the Benelux countries, not to mention France, Germany, and neighboring European states, are responding to the crisis by considering policy that promotes investment and outsourcing for service-sector employment, instead of export commodities which have been undercut in recent years.

There is a risk, in Dr. Niblett’s view, that Europe will respond to the Eurozone crisis by fracturing into rival “clubs” of small and large or debt-restructuring and creditor nation-states.  But the European nations, especially those currently participating in the Eurozone, have untapped capacities for growth:

  • Educated youth
  • Underemployed female laborers
  • Outstanding higher educational institutions
  • Pent-up small- and medium-enterprise markets
  • Potential for growth in the service sector labor market
  • Room for more tightly integrating and rationalizing the region’s energy market.

Robin Niblett became the Director of Chatham House (the Royal Institute of International
Affairs) in January 2007. Before joining Chatham House, from 2001 to 2006, Dr. Niblett
was the Executive Vice President and Chief Operating Officer of Washington based
Center for Strategic & International Studies (CSIS). During his last two years at CSIS, he
also served as Director of the CSIS Europe Program and its Initiative for a Renewed
Transatlantic Partnership.

Most recently Dr. Niblett is the author of the Chatham House Report Playing to its
Strengths: Rethinking the UK’s Role in a Changing World (Chatham House, 2010) and
Ready to Lead? Rethinking America’s Role in a Changed World (Chatham House,
2009), and editor and contributing author to America and a Changed World: A Question
of Leadership (Chatham House/Wiley-Blackwell, 2010). He is also the author or
contributor to a number of CSIS reports on transatlantic relations and is contributing
author and co-editor with William Wallace of the book Rethinking European Order
(Palgrave, 2001). Dr Niblett is a frequent panellist at conferences on transatlantic
relations. He has testified on a number of occasions to the House of Commons Defence

Dr Niblett is a Non-Executive Director of Fidelity European Values Investment Trust. He
is a Council member of the Overseas Development Institute, a member of the World
Economic Forum’s Global Agenda Council on Global Institutional Governance and the
Chairman of the World Economic Forum's Global Agenda Council on Europe.

He received his BA in Modern Languages and MPhil and DPhil from New College,
Oxford.
