Christine Scheiber is the Microsoft Research Scholar on Corruption on the Rule of Law at the Center on Democracy, Development and the Rule of Law (CDDRL). Her current research examines corruption in the extractive industries (in particular hydrocarbons and diamonds) and how international anti-money laundering instruments can help to prevent and combat political corruption and further the restitution of ill-gotten funds. She received her PhD from the London School of Economics. Her dissertation advances a functionalist theory of the design of international institutions with a focus on international institutions that deal with illicit flows of money, small arms, narcotics and conflict diamonds. She pursued her undergraduate studies in Switzerland and at the Institut d'Etudes Politiques (Sciences Po), Paris, France.

NEWS that AT&T, Verizon and BellSouth gave customer records to the National Security Agency has set off a heated debate over the intricacies of espionage law. But legal or not, this sort of spying program probably isn't worth infringing our civil liberties for -- because it's very unlikely that the type of information one can glean from it will help us win the war on terrorism.

If the program is along the lines described by USA Today -- with the security agency receiving complete lists of who called whom from each of the phone companies -- the object is probably to collect data and draw a chart, with dots or "nodes" representing individuals and lines between nodes if one person has called another.

Mathematicians who work with pictures like this are called graph theorists, and there is an entire academic field, social network analysis, that tries to determine information about a group from such a chart, like who the key players are or who the cell leaders might be.

But without additional data, its reach is limited: as any mathematician will admit, even when you know everyone in the graph is a terrorist, it doesn't directly portray information about the order or hierarchy of the cell. Social network researchers look instead for graph features like "centrality": they try to identify nodes that are connected to a lot of other nodes, like spokes around the hub of a bicycle wheel.

But this isn't as helpful as you might imagine. First, the "central player" -- the person with the most spokes -- might not be as important as the hub metaphor suggests. For example, Jafar Adibi, an information scientist at the University of Southern California, analyzed e-mail traffic among Enron employees before the company collapsed. He found that if you naïvely analyzed the resulting graph, you could conclude that one of the "central" players was Ken Lay's ... secretary.

And even if you manage to eliminate all the "central players," you may well still leave enough lesser players that the cell retains a complete chain of command capable of carrying out a devastating terrorist attack.

In addition, the National Security Agency's entire spying program seems to be based on a false assumption: that you can work out who might be a terrorist based on calling patterns. While I agree that anyone calling 1-800-ALQAEDA is probably a terrorist, in less obvious situations guilt by association is not just bad law, it's bad mathematics, for two reasons.

The simplest reason is that we're all connected. Not in the Haight-Ashbury/Timothy Leary/late-period Beatles kind of way, but in the sense of the Kevin Bacon game. The sociologist Stanley Milgram made this clear in the 1960's when he took pairs of people unknown to each other, separated by a continent, and asked one of the pair to send a package to the other -- but only by passing the package to a person he knew, who could then send the package only to someone he knew, and so on. On average, it took only six mailings -- the famous six degrees of separation -- for the package to reach its intended destination.

Looked at this way, President Bush is only a few steps away from Osama bin Laden (in the 1970's he ran a company partly financed by the American representative for one of the Qaeda leader's brothers). And terrorist hermits like the Unabomber are connected to only a very few people. So much for finding the guilty by association.

A second problem with the spy agency's apparent methodology lies in the way terrorist groups operate and what scientists call the "strength of weak ties." As the military scientist Robert Spulak has described it to me, you might not see your college roommate for 10 years, but if he were to call you up and ask to stay in your apartment, you'd let him. This is the principle under which sleeper cells operate: there is no communication for years. Thus for the most dangerous threats, the links between nodes that the agency is looking for simply might not exist.

If our intelligence agencies are determined to use mathematics in rooting out terrorists, they may consider a profiling technique called formal concept analysis, a branch of lattice theory. The idea, in a nutshell, is that people who share many of the same characteristics are grouped together as one node, and links between nodes in this picture -- called a "concept lattice" -- indicate that all the members of a certain subgroup, with certain attributes, must also have other attributes.

For formal concept analysis to be helpful, you need much more than phone records. For instance, you might group together people based on what cafes, bookstores and mosques they visit, and then find out that all the people who go to a certain cafe also attend the same mosque (but maybe not vice versa).

While researchers at Los Alamos National Laboratory have used this tool to sift through hundreds of terrorism-related reports -- and find connections that human analysts could not have found easily -- it's still dangerous to rely on the math.

This is because, as Kennedy and Lincoln assassination buffs know, two people can be a lot alike without being the same person. Even if there is only a 1 in 150 million chance that someone might share the profile of a terrorist suspect, it still means that, in a country the size of the United States, two people might share that profile. One might be a terrorist, or he might be Cat Stevens.

This isn't to say that mathematicians are useless in fighting terrorism. In September 2004  10 months before the bombing of the London Underground -- Gordon Woo, a mathematician and risk-assessment consultant, gave a speech warning that London was a hotbed of jihadist radicalism. But Dr. Woo didn't anticipate violence just using math; he also used his knowledge of London neighborhoods. That's what law enforcement should have been doing then and should be doing now: using some common sense and knowledge of terrorists, not playing math games.

Math is just a tool. Used wisely, math can indeed help in warfare: consider the Battle of Britain, won in part by breaking the German codes. But use it unwisely -- as seems to be the case here -- and your approval ratings might just hit a new all-time low.

Over the past 25 years, the discussion surrounding the history of National Socialism and the Holocaust has developed into a meaningful topic of discourse in German politics, society and culture. Since the 1990s, there has been talk of a real "remembrance boom", which materialized in a flood of academic literature and autobiographies, television documentaries and feature films, as well as documentation centers, centers for eye witnesses, memorials and monuments. In the year 2005 - 60 years after the end of WWII in Europe - this collective process of commemoration presumably reached a climax: preceded by fifteen years of debate, the Memorial for the Murdered Jews of Europe was inaugurated in Berlin. However, the Memorial is still debated today. The history of its genesis is illustrative of the problematic nature of finding an appropriate form for the commemoration of the Holocaust. Many issues have led to the questioning of the traditional forms and functions of a memorial and the search for alternative strategies of commemoration. Dr. Pottek will introduce examples of contemporary commemorative art in order to demonstrate the breadth of artistic strategies for remembrance in Germany and to inspire a discussion about appropriate and less appropriate forms of commemorative art.

Dr. Marina Pottek studied history of art, German literature and Romanic literature at the University of Bochum and received her Ph.D. from the University of Bonn. Her main topics are modern European and American art, contemporary art, art and memory, conceptual art, and narrative art. Since 1998, Dr. Pottek has held a scientific assignment at the University of Bonn and has worked at the equal opportunity office (public relations manager, curator of an interdisciplinary exhibition on female scientists, coordinator for the mentoring programme for talented female scientists at the University of Bonn).

Leopold Engleitner of Austria is one of the oldest living Holocaust survivors. Born in 1905 in Salzburg, Mr. Engleitner became a Jehovah's Witness in his late twenties. In 1938 when the Anshluss (the inclusion of Austria into "Greater Germany" by the Nazi regime) occurred in Austria, Mr. Engleitner found himself imprisoned a number of times for what the Nazis claimed was a promotion of an unacceptable religious faction. Rather than being released from prison he was placed into Nazi "protective custody" and sent to a concentration camp. Mr. Engleitner spent the next five years in three different concentration camps. He was subjected to severe physical labor and demeaning treatment from both the Schutzstaffel (the Nazi defense squadron) and fellow prisoners. Throughout his internment, Mr. Engleitner was offered freedom in return for signing a declaration renouncing his beliefs. Time and time again, he refused. Finally, in June 1943, he was offered his freedom in exchange for working solely in agriculture for the remainder of his life. On July 15, 1943, he was released from the Ravensbrück concentration camp.

Bernhard Rammerstorfer, also of Austria, is an author and film producer. Mr. Rammerstorfer met Leopold Engleitner in 1994 and consequently wrote his biography, Unbroken Will: The Extraordinary Courage of an Ordinary Man. Mr. Rammerstorfer also produced an accompanying film documentary. In 2006, he produced another documentary entitled, "Unbroken Will Captivates the United States".

In recent years, Mr. Rammerstorfer and Mr. Engleitner have traveled the world, holding lectures at various universities, schools and memorial sites in Austria, Switzerland, Germany, Italy, and the United States. In 2004, they made presentations at Columbia University, the U.S. Holocaust Memorial Museum and the Simon Wiesenthal Center.

One century after America's Civil War, the descendants of slaves daily faced the twin terrors of homicide and arson. Yet only 15 years after the rise of the Rev. Martin Luther King Jr., the back of segregation and neo-Confederate violence had been broken. Can Palestinians likewise mount a successful, nonviolent movement toward peaceful co-existence with their former adversaries? CISAC science fellow Jonathan Farley, writing in the San Francisco Chronicle, suggests they can.

Imagine a land where bombs explode almost daily and children are killed by terrorists without conscience. On one side we find a people who suffered through the horror of slave-labor death camps; on the other side a people who suffered through a terrible war -- which they began when what they felt was their property was seized from them -- a terrible defeat and (for them) a terrible occupation. Now imagine those same peoples 15 years later, living side by side, peacefully.

This sounds like a pipe dream: The Middle East could never be this way, we think. But we do not need to imagine this land.

We are living in it.

Can Palestinians likewise mount a successful, nonviolent movement toward peaceful co-existence with their former adversaries? In short, can history repeat itself?

How expensive would it be for us if it did not? America spends an estimated $3 billion a year in support of Israel. This support is justified because Israel is a democracy and our main ally in the region. Yet we also spend $2 billion supporting Israel's nondemocratic neighbor, Egypt. Billions more have been spent maintaining bases in Saudi Arabia, Kuwait and now Iraq. We justify these expenditures by surrendering to the serpentine excuses of realpolitik: We need the support of key figures and families in the region, we say, and so we have to work with them. Just as we once said of the Dixiecrats and other segregationist politicians in the American South.

We can transform this paradigm, as we did then, and at little cost to ourselves. We can utilize the experience of the civil rights movement -- which Secretary of State Condoleezza Rice knows all too well (her childhood friend was killed by an improvised explosive device in segregated Birmingham) -- to assist Palestinians in their stride toward peace. What we need is a Muslim Martin Luther King.

Many believe that leaders are born, not made, but programs to cultivate leadership and promote good will among men have been used successfully for generations. Oxford's Rhodes Scholarship is one such example. Its idea is to bring the best and brightest from the British Commonwealth (and beyond) to build strong ties among English-speaking peoples, and stronger ties to England. Founder Cecil Rhodes, pirate though he was, wished for there to be "an understanding between the three great powers" -- America, Britain and Germany -- that "will render war impossible."

What we recommend is a sister program for the Middle East. One could hold a competition for the 30 best young orators in the Palestinian diaspora. (King first gained prominence at age 26, and the Rhodes Scholarship is only for men and women under that age.) Send them to an American institution such as Stanford University, where they could study for the doctorate under Professor Clayborne Carson, director of the Martin Luther King Jr. Papers Project and historian of the civil rights movement and the Student Non-Violent Coordinating Committee. Then, after they have spent several years studying the African American experience with special courses and lecturers, focusing especially on the efficacy of nonviolent direct action, send them back to their native lands.

This is no program of indoctrination. Indeed, it would be detrimental if American spy organizations were to infiltrate or interfere with the King scholars in any way: the scholars would lose all credibility at home. Just as King spoke out against Southern injustice (and American injustice in Vietnam), the King scholars must be free to criticize America and, it is to be expected, the occupation. They would not be able to lead the Arab street otherwise.

By bringing young leaders from the region, we would avoid disasters like the U.S. Army's flirtation with mathematician Ahmed Chalabi, a man who had no real roots in Iraq, but whom America still wished to enthrone as a new shah. The Chalabi experiment blew up in America's face like a roadside bomb.

The King scholarship program might cost only $2 million per year -- an endowment of perhaps $20 million could put it on its feet indefinitely. And, coupled with the application of "soft power," the export of American culture -- notably, hip-hop music, which serves both as a mechanism for promoting intercultural understanding and as a nonviolent channel for youthful aggression -- one could reasonably expect to see the flower of peace bloom in the desert of despair.

Two specific aspects of the civil rights movement would be most effective in resolving the Israeli-Palestinian conflict: first, the proper utilization of legal instruments as a way to wage a nonviolent campaign; second, the utilization of mosques to mobilize a nonviolent grassroots struggle. Mosques in the West Bank and Gaza can be used to promote peace over violence and terrorism, and the African American experience can teach Palestinians how to do this.

In "The Trial" by Franz Kafka, at one point two men stand outside a gate. One seeks to enter; the other seeks to prevent him from entering. Both men wait there for their entire lives. Though one is guard and the other the one guarded, both men are prisoners.

In game theory, the branch of mathematics made famous by "A Beautiful Mind," there is a paradox called the Prisoners' Dilemma. Each of two prisoners may believe it is in his best interests to harm the other, but one can mathematically prove that both men would be better off if they cooperated. A King scholars program might help us resolve the prisoners' dilemma that is the Middle East.

This is a utopian dream, perhaps. But another man dreamed, once, and we all know what became of that man's dream.

We are living it.

The transitions to democracy in the postcommunist region over the past decade and one-half share a common dynamic, featuring the interaction between two sets of factors. The first is the long-term development of both civil society and a liberal opposition. The second is more short-term: an expansion of international support for regime change, clear demonstration by mass publics that they reject incumbent illiberal regimes (through protests and voting), and the victory of the liberal opposition in competitive elections. Successful democratization in the postcommunist world, therefore, seems to rest upon mass mobilization, a supportive international environment, and a sharp break with the authoritarian past, rather than the model that emerged in Spain and parts of Latin America; that is, a largely domestic dynamic combining bargaining between incumbent and opposition elites and elections and policies in the early stages of transition that bridged the old and the new order.

This paper primarily deals with later postcommunist transitions to democracy. In particular, we compare the decisive turn to democratic politics in Slovakia in 1998 with a similar dramatic political turn in Serbia in 2000. Such a comparison is instructive because of the importance of the model of democratization that was developed and applied in these cases, and because of the insights these two countries offer as a consequence of variations in both political-economic context and the nature of their electoral revolutions.

Coit Blacker is a senior fellow emeritus at the Freeman Spogli Institute for International Studies, the Olivier Nomellini Professor Emeritus in International Studies at the School of Humanities and Sciences, and a Bass University Fellow in Undergraduate Education. He served as director of FSI from 2003 to 2012. From 2005 to 2011, he was co-chair of the International Initiative of the Stanford Challenge, and from 2004 to 2007, served as a member of the Development Committee of the university's Board of Trustees.

During the first Clinton administration, Blacker served as special assistant to the president for National Security Affairs and senior director for Russian, Ukrainian and Eurasian affairs at the National Security Council (NSC). At the NSC, he oversaw the implementation of U.S. policy toward Russia and the New Independent States, while also serving as principal staff assistant to the president and the National Security Advisor on matters relating to the former Soviet Union.

Following his government service, Blacker returned to Stanford to resume his research and teaching. From 1998 to 2003, he also co-directed the Aspen Institute's U.S.-Russia Dialogue, which brought together prominent U.S. and Russian specialists on foreign and defense policy for discussion and review of critical issues in the bilateral relationship. He was a study group member of the U.S. Commission on National Security in the 21st Century (the Hart-Rudman Commission) throughout the commission's tenure.

In 2001, Blacker was the recipient of the Laurence and Naomi Carpenter Hoagland Prize for Undergraduate Teaching at Stanford.

Blacker holds an honorary doctorate from the Russian Academy of Sciences' Institute of Far Eastern Studies for his work on U.S.-Russian relations. He is a graduate of Occidental College (A.B., Political Science) and the Fletcher School of Law and Diplomacy (M.A., M.A.L.D., and Ph.D).

Blacker's association with Stanford began in 1977, when he was awarded a post-doctoral fellowship by the Arms Control and Disarmament Program, the precursor to the Center for International Security and Cooperation at FSI.

Amir Eshel is Edward Clark Crossett Professor of Humanistic Studies. He is Professor of German Studies and Comparative Literature and as of 2019 Director of Comparative Literature and its graduate program. His Stanford affiliations include The Taube Center for Jewish Studies, Modern Thought & Literature, and The Europe Center at Stanford University’s Freeman Spogli Institute for International Studies. He is also the faculty director of Stanford’s research group on The Contemporary and of the Poetic Media Lab at Stanford’s Center for Spatial and Textual Analysis (CESTA). His research focuses on contemporary literature and the arts as they touch on philosophy, specifically on memory, history, political thought, and ethics.

Amir Eshel is the author of Poetic Thinking Today (Stanford University Press, 2019); German translation at Suhrkamp Verlag, 2020). Previous books include Futurity: Contemporary Literature and the Quest for the Past (The University of Chicago Press in 2013). The German version of the book, Zukünftigkeit: Die zeitgenössische Literatur und die Vergangenheit, appeared in 2012 with Suhrkamp Verlag. Together with Rachel Seelig, he co-edited The German-Hebrew Dialogue: Studies of Encounter and Exchange (2018). In 2014, he co-edited with Ulrich Baer a book of essays on Hannah Arendt, Hannah Arendt: zwischen den Disziplinen; and also co-edited a book of essays on Barbara Honigmann with Yfaat Weiss, Kurz hinter der Wahrheit und dicht neben der Lüge (2013).

Earlier scholarship includes the books Zeit der Zäsur: Jüdische Lyriker im Angesicht der Shoah (1999), and Das Ungesagte Schreiben: Israelische Prosa und das Problem der Palästinensischen Flucht und Vertreibung (2006). Amir Eshel has also published essays on Franz Kafka, Hannah Arendt, Paul Celan, Dani Karavan, Gerhard Richter, W.G. Sebald, Günter Grass, Alexander Kluge, Barbara Honigmann, Durs Grünbein, Dan Pagis, S. Yizhar, and Yoram Kaniyuk.

Amir Eshel’s poetry includes a 2018 book with the artist Gerhard Richter, Zeichnungen/רישומים, a work which brings together 25 drawings by Richter from the clycle 40 Tage and Eshel’s bi-lingual poetry in Hebrew and German. In 2020, Mossad Bialik brings his Hebrew poetry collection בין מדבר למדבר, Between Deserts.

Amir Eshel is a recipient of fellowships from the Alexander von Humboldt and the Friedrich Ebert foundations and received the Award for Distinguished Teaching from the School of Humanities and Sciences.

Amir Eshel is chair and associate professor of German studies and comparative literature, and director of the European Forum at FSI. His research focuses on German culture, comparative literature, and German-Jewish history and culture from the Enlightenment to the present. He is currently working on a book about the poetic figuration of historical narratives, and he is also involved in an interdisciplinary project on urban space in Berlin. At Stanford, he has taught courses on German Jewish literature, literature of the Holocaust, modern German poetry and the contemporary German novel. Before joining the Stanford faculty in 1998 as an assistant professor of German studies, he taught at the Universitaet Hamburg (Germany). He is a member of the American Comparative Literature Association, the Association of Jewish studies, the German Studies Association and the Modern Language Association. In 2002 he received the Award for Distinguished Teaching, from Stanford University's dean of the School of Humanities and Sciences. He received an MA and PhD in German literature, both from the Universitat Hamburg. He speaks Hebrew, German and English, and has a good knowledge of Yiddish and French.

Robert Gregg is the Teresa Hihn Moore Professor in Religious Studies (Emeritus), and serves as Director of the Abbasi Program in Islamic Studies. His scholarship includes a book on philosophies concerning death and grieving in ancient Greek, Roman, and Christian communities; two volumes concerning struggles over orthodoxy and heresy in 4th century Christianity that are focused on the "arch-heretic" Arius and reactions to his teachings; a translation of Athanasius' Greek Life of Saint Antony - the famous account of his activities as one of the first desert monks; and a study of 250 Greek, Hebrew/Aramaic, and Latin inscriptions from the Golan that allow glimpses of interactions between Jews, "pagans," and Christians in the Golan Heights and Syria, 1st-7th centuries CE. Professor Gregg's current research treats several "sacred stories" which appear both in the Bible and in the Qur'an-and examines interpretations of these scripture narratives by Jewish, Christian, and Muslim writers and graphic artists in each of the religions' early centuries.

Moya is Associate Professor and Vice-Chair of English at Stanford University, where she recently completed a term as Director of the Undergraduate Program of the Center for Comparative Studies in Race and Ethnicity (CCSRE), and Chair of the Comparative Studies in Race and Ethnicity (CSRE) major. Her publications include essays on feminist theory, multicultural pedagogy, and Latina/o and Chicana/o literature and identity. She is the author of Learning from Experience: Minority Identities, Multicultural Struggles (University of California Press, 2002) and coeditor of Reclaiming Identity: Realist Theory and the Predicament of Postmodernism (University of California Press, 2000) and Identity Politics Reconsidered (Palgrave in 2006.) For the past five years, she has been actively involved as a founding organizer and coordinating team member of The Future of Minority Studies research project (FMS), an inter-institutional, interdisciplinary, and multigenerational research project facilitating focused and productive discussions about the democratizing role of minority identity and participation in a multicultural society. Raena D. Saddler grew up in St. Louis and attended high school at Colorado Academy in Denver. She is currently a Junior double-majoring in Religious Studies (with a focus on Christianity) and Psychology on the "Health and Development" specialization track (focusing both on adolescent development and clinical psychology). She is also minoring in International Relations with a focus on aid to lesser developed countries--Africa in particular. Raena is planning to spend next fall semester in Rome and come back to work on an honors paper for Religious Studies. She enjoys traveling abroad, and spends a few weeks every summer doing aid-work in Mozambique, Africa. Since coming to Stanford, Raena has been volunteering for three years at Menlo Park Presbyterian Church (MPPC) working with junior high and high school girls as a youth leader and small group leader. In addition to that, she is the head coach for the Menlo-Atherton High School JV women's lacrosse team. Outside of coaching she loves to be around kids and babysits for several families in the area. When she isn't going to class, babysitting, or coaching, she spends the rest of her time with her closest friends and boyfriend of two years.She is very passionate about youth leadership and social justice, and hopes to work for an international aid organization in the future.
