Scott Sagan is a professor of political science and co-director of Stanford's Center for International Security and Cooperation. He is on sabbatical in 2008-09. Before joining the Stanford faculty, Sagan was a lecturer in the Department of Government at Harvard University and served as a special assistant to the director of the Organization of the Joint Chiefs of Staff in the Pentagon. He has also served as a consultant to the office of the Secretary of Defense and at the Sandia National Laboratory and the Los Alamos National Laboratory.

Sagan is the author of Moving Targets: Nuclear Strategy and National Security (Princeton University Press, 1989), The Limits of Safety: Organizations, Accidents, and Nuclear Weapons(Princeton University Press, 1993), and with co-author Kenneth N. Waltz, The Spread of Nuclear Weapons: A Debate Renewed (W.W. Norton, 2002). He is the co-editor of Peter R. Lavoy, Scott D. Sagan, and James L. Wirtz, Planning the Unthinkable (Cornell University Press, 2000). Sagan was the recipient of Stanford University's 1996 Hoagland Prize for Undergraduate Teaching and the 1998 Dean's Award for Distinguished Teaching. As part of CISAC's mission of training the next generation of security specialists he and Stephen Stedman founded Stanford's Interschool Honors Program in International Security Studies in 2000.

His recent articles include "How to Keep the Bomb From Iran," in Foreign Affairs (September-October 2006); "The Madman Nuclear Alert: Secrecy, Signaling, and Safety in October 1969" co-written by Jeremi Suri and published in International Security in spring 2003; and "The Problem of Redundancy Problem: Will More Nuclear Security Forces Produce More Nuclear Security?" published in Risk Analysis in 2004. The first piece warns against "proliferation fatalism" and "deterrence optimism" to argue that the United States should work to prevent Iran's pursuit of nuclear weapons by addressing the security concerns that are likely motivators for Iran's nuclear ambitions. The International Security piece looks into the events surrounding a secret nuclear alert ordered by President Nixon to determine how effective the alert was at achieving the president's goal of forcing negotiations for the end of the Vietnam War. It also questions many of the assumptions made about nuclear signaling and discusses the dangers of new nuclear powers using this technique. Sagan's article on redundancy in Risk Analysis won Columbia University's Institute for War and Peace Studies 2003 Best Paper in Political Violence prize. In this article, Sagan looks at how we should think about nuclear security and the emerging terrorist threat, specifically whether more nuclear facility security personnel increases our safety. His article, "Realism, Ethics, and Weapons of Mass Destruction" appears in Ethics and Weapons of Mass Destruction: Religious and Secular Perspectives, edited by Sohail Hashmi and Steven Lee. In addition to these works, Sagan is also finishing a collection of essays for a book tentatively entitled Inside Nuclear South Asia.

Gareth Evans has been since January 2000 President and Chief Executive of the Brussels-based International Crisis Group (Crisis Group), the independent global non-governmental organisation with nearly 140 full-time staff on five continents which works, through field-based analysis and high-level policy advocacy, to prevent and resolve deadly conflict. Born in 1944, he went to Melbourne High School, and holds first class honours degrees in Law from Melbourne University (BA, LLB (Hons)) and in Politics, Philosophy and Economics from Oxford University (MA). Evans was one of Australia's longest serving Foreign Ministers, best known internationally for his roles in developing the UN peace plan for Cambodia, bringing to a conclusion the international Chemical Weapons Convention, founding the Asia Pacific Economic Cooperation (APEC) forum and ASEAN Regional Forum (ARF), and initiating the Canberra Commission on the Elimination of Nuclear Weapons.

He was Australian Humanist of the Year in 1990, won the ANZAC Peace Prize in 1994 for his work on Cambodia, was made an Officer of the Order of Australia (AO) in 2001, and was awarded Honorary Doctorates of Laws by Melbourne University in 2002 and Carleton University in 2005. In 2000-2001 he was co-chair, with Mohamed Sahnoun, of the International Commission on Intervention and State Sovereignty (ICISS), appointed by the Government of Canada, which published its report, The Responsibility to Protect, in December 2001. He was a member of the of the UN Secretary General's High Level Panel on Threats, Challenges and Change, whose report A More Secure World: Our Shared Responsibility was published in December 2004; the Commission on Weapons of Mass Destruction sponsored by Sweden and chaired by Hans Blix which reported in June 2006;  the International Task Force on Global Public Goods, sponsored by Sweden and France and chaired by Ernesto Zedillo, which reported in September 2006, and the Independent Commission on the Role of the IAEA to 2020 and Beyond, which reported in May 2008. In June 2008 he was appointed to co-chair (with former Japanese Foreign Minister Yoriko Kawaguchi) the International Commission on Nuclear Non-Proliferation and Disarmament. He had previously served as a member of the Carnegie Commission on Preventing Deadly Conflict, co-chaired by Cyrus Vance and David Hamburg (1994-97), and is currently a member of the UN Secretary-General's Advisory Committee on Genocide. 

Michael May is Professor Emeritus (Research) in the Stanford University School of Engineering and a senior fellow with the Institute for International Studies at Stanford University. He is the former co-director of Stanford University's Center for International Security and Cooperation, having served seven years in that capacity through January 2000. May is a director emeritus of the Lawrence Livermore National Laboratory, where he worked from 1952 to 1988, with some brief periods away from the Laboratory. While there, he held a variety of research and development positions, serving as director of the Laboratory from 1965 to 1971. May was a technical adviser to the Threshold Test Ban Treaty negotiating team; a member of the U.S. delegation to the Strategic Arms Limitation Talks; and at various times has been a member of the Defense Science Board, the General Advisory Committee to the AEC, the Secretary of Energy Advisory Board, the RAND Corporation Board of Trustees, and the Committee on International Security and Arms Control of the National Academy of Sciences. He is a member of the Council on Foreign Relations and the Pacific Council on International Policy, and a Fellow of the American Physical Society and the American Association for the Advancement of Science. May received the Distinguished Public Service and Distinguished Civilian Service Medals from the Department of Defense, and the Ernest Orlando Lawrence Award from the Atomic Energy Commission, as well as other awards. His current research interests are in the area of nuclear and terrorism, energy, security and environment, and the relation of nuclear weapons and foreign policy.

Scott D. Sagan is Co-Director and Senior Fellow at the Center for International Security and Cooperation, the Caroline S.G. He also serves as Co-Chair of the American Academy of Arts and Sciences’ Committee on International Security Studies. In 2022, Sagan was awarded Thérèse Delpech Memorial Award from the Carnegie Endowment for International Peace at their International Nuclear Policy Conference. In 2017, he received the International Studies Association’s Susan Strange Award which recognizes the scholar whose “singular intellect, assertiveness, and insight most challenge conventional wisdom and intellectual and organizational complacency" in the international studies community. Sagan was also the recipient of the National Academy of Sciences William and Katherine Estes Award in 2015, for his work addressing the risks of nuclear weapons and the causes of nuclear proliferation. The award, which is granted triennially, recognizes “research in any field of cognitive or behavioral science that advances understanding of issues relating to the risk of nuclear war.” In 2013, Sagan received the International Studies Association's International Security Studies Section Distinguished Scholar Award. He has also won four teaching awards: Stanford’s 1998-99 Dean’s Award for Distinguished Teaching; Stanford's 1996 Hoagland Prize for Undergraduate Teaching; the International Studies Association’s 2008 Innovative Teaching Award; and the Monterey Institute for International Studies’ Nonproliferation Education Award in 2009.

Some theorists of modernization have influentially claimed that successful “late industrialization” led by developmental states creates economies too complex, social structures too differentiated, and (middle-class-dominated) civil societies too politically conscious to sustain nondemocratic rule. Nowhere is this argument—that economic growth drives democratic transitions—more evident than in Northeast and Southeast Asia (hereafter Pacific Asia).

South Korea and Taiwan, having democratized only after substantial industrialization, seem to fit this narrative well. But “late democratizers” have been the exception rather than the rule. Indonesia, the Philippines, and Thailand democratized before high per capita incomes were achieved. Malaysia, and especially Singapore are more wealthy than they are democratic. The communist “converts” to developmentalism, China and Vietnam, are aiming for authoritarian versions of modernity. Table 1* shows that there is no clear pattern in Pacific Asia. Indeed, according to the nongovernmental organization Freedom House (and using the World Bank categories of low, lower middle, upper middle, or high income), poor and rich countries alike in Pacific Asia are rated “free,” “partly free,” or “not free.”

What key factors have influenced the different timing of democratization in Pacific Asia? Democratization has occurred early in the developmental process when authoritarian states have failed to create sustainable economic growth, which in turn has led to mounting debt. Many reasons explain this phenomenon, but a primary cause is the so-called failure to “deepen”—that is, certain countries’ inability to become major manufacturers of high-tech and heavy industrial goods. For example, when economic crises rocked the Philippines in the mid-1980s and Indonesia in the late 1990s, both nations lacked the economic maturity and breadth to rebound, prompting abrupt financial collapse. These nations’ political systems were too ossified to channel popular unrest, and mass mobilization resulted. Ideologically, the Marcos and Suharto regimes faced accusations of cronyism, as favored business leaders stepped in to rescue failing conglomerates, sidelining once-influential technocrats in the process. In the end, these countries’ limited economic development actually broke down their authoritarian systems.

 “Late industrializers,” by contrast, do succeed in industrial “deepening.” But they are often less successful in terms of “widening”—the perception that the benefits of development are being fairly shared in society. Statistics show that South Korea and Taiwan are relatively equal societies. Nevertheless, neither of these technocratically oriented authoritarian regimes was able to blunt criticisms that growth was unjustly distributed. South Korean workers and native Taiwanese felt particularly disadvantaged. In Malaysia, too, tensions are now mounting about distribution along ethnic lines. Electoral authoritarianism helped to defuse earlier crises in South Korea and Taiwan, but beginning in the mid-1980s, opposition forces in both nations launched successful challenges through the ballot box to bring about democratization. In Malaysia, the opposition scored major gains in the 2008 elections. Ideologically, all three authoritarian regimes were weakened by activist campaigns for social justice, which mobilized middle class professionals.

One can only speculate about whether Singapore will one day democratize. Its economy has continually deepened, most recently through a major drive to grow a biotech industry. At the same time, it has widened through a series of welfare-related measures focused on housing and pensions. The Singaporean government has also perfected a system of electoral authoritarianism, allowing some competition and participation without threatening the ruling party’s hold on power. Ideologically, the government has long determined the political agenda through its collectivist campaigns (including the once high-profile “Asian values” discourse). However, when Singapore’s founding father, Lee Kuan Yew, eventually passes away, the nation’s technocratic elite may be tempted to democratize. Democratization would give the government greater legitimacy to reform welfare provision, which many believe is currently limiting Singapore’s competitiveness. The main arguments are summarized in table two.*

It is evident that China and Vietnam are trying to imitate the Singaporean model. Though each faces many obstacles, both countries have already made great strides in industrial deepening and widening through an elaborate postcommunist welfare system. Ideologically, these countries will rely not just on growth—which will inevitably slow during the current economic crisis—but also on appeals to a collectivist identity that is simultaneously both nationalist and neo-Confucianist in character. Whether China and Vietnam eventually democratize or remain authoritarian despite modernization is one of the most important political questions in the world today.

Management Science and Engineering Professor Siegfried S. Hecker, an expert on nuclear weapons, recently returned from a visit to North Korea, where he frequently checks on the country's denuclearization process. Hecker has researched extensively in fields of plutonium science-he served as director of Los Alamos National Laboratory from 1986 through 1997, and remains an emeritus director to the Laboratory. Through a series of Track Two, non-governmental, non-official visits to North Korea, Hecker has worked closely with the previous and current administration's North Korean negotiations team. The Daily spoke with Hecker about his experiences in the country, and his insight into nuclear issues in North Korea and elsewhere.

The Stanford Daily (SD): This is your sixth visit to North Korea. You made one each year from 2004 to 2009. How is this trip different from the previous ones? Any change in North Korean society, diplomacy?

Siegfried Hecker (SH): We visited North Korea from Tuesday, Feb. 24 to Saturday, Feb. 28, and first of all it was quite a relief from Beijing in that the air was quite clear and that the weather was beautiful. In Beijing, it went day to day from being smoggy to being almost impossibly smoggy. So the first thing that we found when we got off at Pyongyang, was the relief of having reasonably clean air.

Even though it was in February and still quite cold, the greatest impression left is that Pyongyang and the people just looked more prosperous this time than I have seen them look in the past. There were more cars on the road; there were more tractors, especially when we got off into the countryside. The people were better dressed.

Particularly, one of the things I look for is color. Years ago, North Korea, like the Soviet Union, was all drab, gray and black. Now you see lots of colors; lots of down jackets, for example, on little children and women with bright colors from yellow to green to red. There was more construction in Pyongyang. We've seen many cranes working on the ground.

All the way around, while some people believed that North Korea and its economy is sinking, we've actually seen it rising and looking better than we've seen in the past. I would say this is the starkest observation of how it struck differently as the previous times.

[Diplomatically,] we've seen a change of attitude since October 2006, when they conducted a nuclear test. Even though, by technical standards, that nuclear test was of limited success, politically for them it was very successful. So the principal attitude change is one of greater confidence on their part. They now tell us, you must deal with us as a nuclear weapon state. We have demonstrated that we have nuclear weapons. We've tested a nuclear weapon, and so we expect to be treated as a state that has nuclear weapons. That confidence will most likely harden their negotiating position. Then, of course, they're also still trying to get a sense of what the new administration will do. They are entering the negotiations with a new administration from what they considered to be a position of strength.

SD: How is North Korea's disablement process of its nuclear facilities going?

SH: In July 2007, they stopped operations and began disabling the nuclear facilities. When I was there almost exactly one year ago, they showed me the nuclear facilities, allowed me to take photographs of the nuclear facilities to demonstrate that they are disabling those facilities that produce the bomb fuel-the plutonium. Disabling the facilities means making it more difficult to restart. They have finished most of the disablement actions, but still need to complete the unloading of the fuel from the nuclear reactor.

They made the decision last year to slow down the unloading because the other parties did not meet their obligations of providing heavy fuel oil or equivalent energy aid. At this point, Japan and South Korea have not finished their obligations, so the slow-down continues.

If the other parties complete their obligations, then I believe North Korea is prepared to complete the disablement. However, the next important step is to dismantle the facilities-that is, take them apart. The terms of that dismantlement have not yet been negotiated. Subsequently, they will need to give up their nuclear weapons. That seems a long way off now based on their comments.

SD: In one of your reports, you discussed the idea of a scientific fingerprint that could deter North Korea from exporting its plutonium. This is very interesting. Can the method have wider use?

SH: One of the concerns with North Korea would be the possibility of them selling or exporting plutonium or nuclear technologies. We know enough about the North Korean plutonium that we have what you call a scientific fingerprint. The makeup of plutonium is determined by the type of reactor and by how long it was in the reactor. We know that about the North Korean plutonium so we can identify North Korea's plutonium. This should be a deterrent for North Korea ever exporting its plutonium because we would know it came from North Korea.

We, of course, don't know whether or not North Korea would ever want to sell its plutonium, but just in case, the fingerprint represents a deterrent. This fingerprinting of plutonium is not as useful for plutonium from the rest of the world, because there are so many different types of reactors and we know less about their fuels and operating schedules.

SD: Do you think the example of North Korea contributes much to a solution of nuclear problems in other regions-for example, Iran?

SH: Right now, the second nuclear hot spot is Iran, and the difference between North Korea and Iran is that North Korea has declared its nuclear program now to be a weapon's program and has demonstrated that at least it can detonate a nuclear device, even though it wasn't fully successful. Iran, I believe, is developing an option for nuclear weapons but under the umbrella of doing it strictly for civilian purposes. They say, "We're not a nuclear weapon state and we have no intention of developing nuclear weapons," but they are continuing to put most of the capabilities in place should they decide to build weapons.

The dividing line between military and civilian is a very fine line, so North Korea and Iran are two very different problems. However, those countries certainly watch each other and look at the diplomatic responses during each other's negotiations.

SD: Are you advising anyone in the new administration?

SH: We work very closely with the U.S. government on this, although our visits are strictly track two visits, which means non-governmental, non-official visits. I don't go as an official, but rather as a Stanford University employee. In the past, we worked very closely with the previous North Korean negotiations team led by Ambassador Christopher Hill. We have now begun to work with the new team that is just being put in place.

SD: During your visits, you met with North Korean officials in education, public health, and explored possibilities of cooperation in these areas. How do you envision these future exchanges?

SH: We met with officials from the ministry of education and one of the economic universities to discuss potential cooperation in educational and technology exchange. In the past, we have also met with officials from the health ministry. So, in addition to working the nuclear issues, we're very interested in trying to engage the North Korean community in a broader set of activities than simply nuclear, and technology is one of those. They're very interested in material science, biotechnology, information technology, and so we explored the possibility of exchange visits and particularly having some Stanford professors go to North Korea and lecture on those topics.

SD: What classes do you currently teach at Stanford? How do you like being a professor at Stanford?

SH: I have a terrific time-that's one of the reasons why I'm at Stanford. The two classes that I teach are both Management Science and Engineering classes. They both focus on the intersection of technology and policy. One is a very large class, MSE 193/293, that Professor William Perry, former Secretary of Defense, and I teach together. We cover everything from history of technology and warfare to modern times and what the current challenges are in the security arena. Both Prof. Perry and I try to teach that in the spirit of our own experiences in these areas. It's a very, very large class-over 200 students.

Then I teach a course by myself in spring that's exactly the opposite. It's a sophomore seminar, MSE93Q, and I have approximately 16 students. The title is "Nuclear Weapons, Nuclear Energy, Nuclear Terrorism," and in essence, it's everything nuclear. So I cover in that 10 weeks the whole nuclear problem. I try to get students to understand the basics of nuclear technology and how that interfaces with the policy issue of nuclear weapons, energy, proliferation and terrorism. We cover topics such as: If you develop nuclear energy, why do you have to be concerned about nuclear terrorism and nuclear proliferation? What is the connection between nuclear energy and nuclear weapons? That's what we cover in 10 weeks' time, and I've enjoyed the interaction with students immensely.

SD: What do you aim to teach students in the classroom and outside?

SH: Particularly, I want students to understand the intersections of technology and policy. The nuclear field is a very good one to do that because you must understand the basics of nuclear technology to make good policy. And we also now have 60 years of very rich history of the interplay of those two in so many different countries and so many different ways. For example, in both of my classes the students have to write policy papers that show they have at least a basic understanding of the technology, even though they may be social science, political science, international relations majors, but I want them to understand the difference between plutonium and uranium, between fission and fusion, between weapons and energy. That's what I like to be able to contribute to the University.

What I like about the students is how truly interested and dedicated they are and how experienced so many of them are in the international arena. In addition, what's also fascinating is that we have students from all over the world. Whether it is a physics major from Palestine, or somebody who grew up in Iran, Pakistan, India or in China, Vietnam, Africa, they bring a totally different outlook on the world to the table, which then of course helps the rest of the students to understand that this world is much more than just about the United States of America, and Stanford is a great place to do it.

The Asia Health Policy Program hosted meetings of the Association of Pacific Rim Universities World Institute (AWI, www.apru.org/awi) public health research project, February 24-25 at the Shorenstein Asia-Pacific Research Center. Stanford University is a member of the Association of Pacific Rim Universities, and the Asia Health Policy Program coordinates with others on the steering committee for the AWI public health project. The project brings together scholars from leading Pacific Rim universities to focus on comparative study of chronic non-communicable disease – the number one cause of premature death worldwide – in selected Pacific Rim cities (Beijing, Danang, Hangzhou, Hong Kong, Singapore, Jakarta, Makassar, Nanjing, Sydney, Taipei, Vientiane and Wuhan).

 

Ambassador Michael H. Armacost, Acting Director of the Shorenstein Asia-Pacific Research Center, welcomed the participants -- researchers and deans of schools of public health from China, Hong Kong, Japan, Korea, Singapore, Vietnam, Malaysia, Indonesia, and Australia. During the deliberations, the participants agreed to establish a program of research and development to prepare tools for use by health systems worldwide to implement best practice in chronic disease prevention and management through four areas of research: risk factor surveillance; assessment of costs and organization of services; change management to implement best practice; and monitoring and evaluation.

 

The previous meeting of the AWI public health project was held in November 2008 in Singapore. The next meeting will be held in June 2009 at Johns Hopkins University (an Invited Member of the Association of Pacific Rim Universities World Institute).

 

On February 23, prior to the public health project meetings, the Asia Health Policy Program also hosted the planning meetings for the AWI 2009 public health workshop, to be held at Johns Hopkins University June 24-26, 2009.

Professor Thompson builds on Barrington Moore's insight that there are different "paths to the modern" world. Thompson's manuscript explores alternatives to the familiar South Korean-and Taiwan-based model of "late democratization." According to that model, political pluralism follows a formative period of economic growth during which labor is demobilized and big business, religious leaders, and professionals depend upon and are co-opted by the state.

Thompson argues that even when these preconditions are in place, democratization need not follow. Singapore is an illuminating case in point. The autocratic growth model pays insufficient attention to politics, including the sometimes crucial role of student activists in challenging developmental authoritarianism and triggering a democratic transition, as in Indonesia. As political actors, students (rather than a progressive bourgeoisie) may fill the oppositional vacuum created by the preconditions that characterized predemocratic South Korean and Taiwan.

In his critique of Northeast Asian-style, post-authoritarian "late democratization" and its emphasis on economic growth as the driver of political change, Professor Thompson uses evidence drawn from paired comparisons of Vietnam with China, Hong Kong with Singapore, and between South Korea and Taiwan on the one hand and other major Southeast Asian cases on the other.

Thompson is a professor of political science at the University of Erlangen-Nuremberg in Germany.  A Chicago native, he took his first degree in religious studies at Brown University followed by postgraduate work at Cambridge University and the University of the Philippines.  Fascinated by Philippine people power, he wrote his dissertation at Yale University on the anti-Marcos struggle (Yale University Press, 1996). After moving to Germany, he witnessed popular uprisings in East Germany and Eastern Europe, inspiring him to conceptualize democratic revolutions in essays later published as a book (Routledge, 2004).  He is in residence at Stanford as Lee Kong Chian Distinguished Fellow in Southeast Asian Studies from February through April 2009.

Some theorists of modernization have influentially claimed that successful "late industrialization" led by developmental states creates economies too complex, social structures too differentiated, and (middle-class-dominated) civil societies too politically conscious for non-democratic rule to be sustained.  Probably nowhere has this argument-that democratic transitions are driven by economic growth-been more celebrated than in Northeast and Southeast Asia (Pacific Asia).  South Korea and Taiwan, having democratized only after substantial industrialization, seem to fit the narrative well.  Prof. Thompson will argue, however, that "late democratizers" have been the exception rather than the rule.  Indonesia, the Philippines, and Thailand democratized much earlier in the developmental process, before high per capita incomes were achieved.  Malaysia and especially Singapore are more wealthy than they are democratic.  The communist "converts" to developmentalism, China and Vietnam, are aiming for authoritarian versions of modernity.  "Late democratization" via modernization is only one scenario.  The experiences of Pacific Asia support Barrington Moore's thesis that there are other "paths to the modern world."

The subject of the lecture is the emergence of memory-life. I consider the early 1980s to effectively bring the twentieth century to a close. In this time of the collapse of Communism it became obvious that the Utopian experiments, based on continuous, deep state intervention on the macro-sphere, could no longer be sustained. Memory as a discursive frame became available and readily usable for anybody, for millions of people, who lost their future because they lost their past, both in the East and West, and especially in East and Central Europe. By making use of the readily available Memory frame, they managed to find a past under a new description. Memory has emerged as a tool with which to reimagine and represent both individual and collective identity. Instead of analyzing notions of individual or collective memory, I will focus my talk on the emergence of Memory as a discursive and existential frame. I will closely examine the emergence of a specific interactive type, The Survivor, The Living Memorial, who considers it as his or her obligation to bear witness to his or her refashioned, newly found past.

Synopsis

Professor Rev begins by explaining that the 20th century had led to the emergence of the science of memory. Prof. Rev shows how there is an unfortunate and unnecessary line between history and memory when in fact they should complement each other. Aiming to survey the public discourse from the mid-1980s , Prof. Rev begins his story at a time where the after effect of the Vietnam War was deeply pitted in the American psyche, there was serious alarm at the high incidents of child abuse, and fundamental critiques were being made of the typical bourgeois family. He discusses the crucial notion of trauma through the example of the work of Catherine MacKinnon in trying to associate mass rape during the Balkans conflict of the 1990s as genocide due to its attacks on sex and ethnicity. Prof. Rev also explains the intense discussions of the trauma in the section on mass rape of the U.N. archives on humanitarian violence in former Yugoslavia. To Prof. Rev, this along with other historical factors, such as the outbreak of hysteria in France in the 1970s, led to a new kind of memory born from the previously unrecognizable state called trauma and the previously unknown kind of forgetting called repression.

Prof. Rev explores how memories of atrocities are closely connected with traumatic silence, as well as the theory of how trauma can be passed onto others by listening, making trauma an intergenerational experience. The significance of such transmission has led to a belief that the history of events such as the Holocaust is better experienced than understood. Prof. Rev also examines how such historical events really came to light once communism had fallen, and there was a ready made discursive frame for the past to be made sense of. The significance of memory, in particular in Eastern Europe, was that memory was a tool of unmediated access to the past or a source of authenticity after decades of censored, centrally written history. Consequently, issues such as the Holocaust departed from being shameful taboos to a respected identity for the Jewish people. Prof. Rev explains how through memory such an identity could really be formed.

Prof. Rev also analyzes how the fall of the Soviet Union led the liberation of memories through key works such as Alice Miller’s ‘Breaking Down the Wall of Silence.’ Miller links difficult childhoods to the acts of great tyrants such as Hitler and Stalin. Prof. Rev reveals how a tough childhood stunts the growth disabling one reach the full human capacity of being able to feel inclinations such as compassion. He links this with the work of Jeffrey Mason, archivist for Freud’s archives, who emphasized that sexual, physical, and emotional violence is a tragic part of the lives of many children. Mason’s book played a serious role in the recovered memory movement. Prof. Rev brings this all together by expressing that, to him, the Holocaust is a symptom as well as a cause of repressed memories of child abuse.

In a lengthy question-and-answer session, Prof. Rev and the audience raise of a number of points. For example, Prof. Rev further explores the concept of inherited or transgenerational memory. In addition, he reiterates his concern about the clash between historians and memory scientists. Another notable point Prof. Rev addressed among a variety of others was the history of the status accorded to victims and the fraudulent behavior that may be caused by this phenomenon.

About the speaker

Istvan Rev is Professor of History and Political Science at the Central European University, Budapest, where he is also the Academic Director of the Open Society Archive. He has been a visiting faculty member at the University of California, Berkeley on several occasions. Since the early 1980s, Rev has published widely on the political cultural, and architectural history of Hungary and other Eastern bloc countries. He is the author of "Retroactive Justice" (Stanford University Press, 2005). He edited the special issue of Representations on "Monumental Histories"(1991).

The Shorenstein Award, which carries a cash prize of $10,000, honors a journalist not only for a distinguished body of work, but also for the particular way that work has helped American readers to understand the complexities of Asia. It is awarded jointly by the Walter H. Shorenstein Asia-Pacific Research Center in the Freeman Spogli Institute for International Studies at Stanford University, and the Shorenstein Center on Press, Politics, and Public Policy in the Kennedy School of Government at Harvard University.

This year’s recipient is Seth Mydans. Seth Mydans covers Southeast Asia for The New York Times and the International Herald Tribune from his base in Bangkok, Thailand. Since taking up the post in 1996 he has covered the fall of Suharto and rise of democracy in Indonesia; the death of Pol Pot, the demise of the Khmer Rouge and the trauma and slow rebirth of Cambodia; repeated attempts at People Power in the Philippines; the idiosyncracies of Singapore and Malaysia; the long-running political crisis in Thailand and the seemingly endless troubles of Myanmar.

In the 1980s he covered the fall of Marcos and struggles of Corazon Aquino in the Philippines and was in Burma for the massacres that led to the emergence of Aung San Suu Kyi and the current junta.
        
He worked for a construction company in Vietnam during the war after graduating from Harvard, and has followed the Vietnam story since then, through the exodus of refugees, to their resettlement in the United States, to the shaping of a new post-war Vietnam.

Asia’s economies have been hard hit by the current global financial crisis, despite in most cases enjoying strong macroeconomic fundamentals and stable financial systems.  Early hopes were that the region might be “decoupled” from the Western world’s financial woes and even able to lend the West a hand through high growth and the investment of large foreign exchange reserves.  But that optimism has been dashed by slumping exports, plunging commodity prices, and capital outflows.  The region’s most open, advanced and globally-integrated economies—Hong Kong, Singapore, and Taiwan—are already in severe recession, with Japan, Korea and Malaysia not far behind, and dramatic slowdowns are underway in China, India, Indonesia, Thailand and Vietnam.  What role did Asian countries play in the genesis of the global crisis, and why have they been so severely impacted?  How is their recovery likely to be shaped by market developments and institutional changes in the West, and in Asia itself in response to the crisis?  Will the region’s embrace of accelerated globalization and marketization following the 1997-98 Asian financial crisis now be retarded or reversed?

Linda Lim is a leading authority on Asian economies, Asian business, and the impacts of the current global financial crisis on Asia, and she has published widely on these topics. Her current research is on the ASEAN countries’ growing economic linkages with China.

Forthcoming in 2009 are Globalizing State, Disappearing Nation: The Impact of Foreign Participation in the Singapore Economy (with Lee Soo Ann) and Rethinking Singapore’s Economic Growth Model. She serves on the executive committees of the Center for Chinese Studies and the Center for International Business Education at the University of Michigan, where formerly she headed the Center for Southeast Asian Studies. Before coming to Michigan, she taught economic development and political economy at Swarthmore. A native of Singapore, she obtained her degrees in economics from Cambridge (BA), Yale (MA), and Michigan (PhD).
