President Barack Obama’s trip to four Asian nations – Japan, South Korea, Malaysia and the Philippines – set out to address an ambitious agenda, including trade negotiations, territorial disputes, and the threat of North Korea. Scholars at the Shorenstein Asia-Pacific Research Center in the Freeman Spogli Institute provided commentary to local and international media about the state tour.

Ambassador Michael Armacost, a distinguished fellow at Shorenstein APARC, evaluated the goals of the trip, saying it aimed to deliver a message of reassurance to East Asia that the U.S. rebalance is intact. Armacost highlighted the efforts to negotiate a 12-nation trade pact, the Trans-Pacific Partnership (TPP) as the centerpiece of the Obama trip to Asia. He was interviewed by Weekly Toyo Keizi, a Japanese political economy magazine. An English version of the Q&A is available on Dispatch Japan.

Many foreign policy issues shadowed the outset of President Obama’s Asia trip, the crisis in Ukraine and Syria, among others. Daniel Sneider, associate director of research at Shorenstein APARC, said in Slate that Asian nations notice where the United States focuses its time. Obama’s commitment to the region may have come across as distracted given the breadth of his current foreign policy agenda.

Sneider also spoke with LinkAsia on Obama’s stop in Tokyo. President Obama met with Japanese Prime Minister Shinzo Abe; the two leaders addressed issues surrounding territorial disputes and attempted to reach an agreement on outside market access issues in the TPP negotiations.

Donald Emmerson, director of Shorenstein APARC’s Southeast Asia Forum, offered an assessment of America’s ‘pivot to Asia’ and on the significance of the Malaysia and Philippines visits. He said the trip most notably reinforced America’s efforts to upgrade security commitments and promote freer trade negotiation in that region. The Q&A was carried by the Stanford News Service.

Emmerson spoke with McClatchyDC on two occasions about the Philippines leg of the tour. He commented on Obama’s statement reaffirming the United States’ security commitment to Japan, which recognized Japan’s administrative control over the Senkaku Islands. Emmerson suggested the greater context of claims in the South China Sea must be considered, including Manila’s. He also said maintenance of the security alliance is a positive step, but trade is a an essential part of the the pivot's sustainablility.

In the immediate postwar period, when very real limits on the power of the party-state remained and the population was still recovering from the dislocations of the war, the socialist promise of what in North Korea came to be known as the ‘new living’ became the subject of much ideological and material investment on the part of a wide spectrum of actors. Yet the construction of such ‘new living’ was certainly not straightforward. From territorial disputes in the East China Sea to heated propaganda wars across the region, peace in northeast Asia seems increasingly tenuous. At the heart of rising tensions are unresolved historical issues related to World War II, which drive a wedge between the United States’ two main allies in the region, Japan and South Korea, and fuel a revived rivalry between Japan and China. As the main victor in World War II, the United States has some responsibility for these disputes. It constructed the postwar regional order and has been largely content since then to view the matter as settled, even though issues of territory, compensation, and historical justice were left unresolved. During the Cold War, when the region’s main players were cut off from each other, the United States’ approach worked well. But as the region democratizes and grows increasingly integrated, long-buried issues are coming to the surface. As U.S. President Barack Obama heads to Japan and South Korea this month, it is time for the United States to tackle wartime history in Asia head on.

American officials were confronted by the uncomfortable realities of wartime issues last year, when Japanese Prime Minister Shinzo Abe, without warning, made an official visit to the Yasukuni Shrine, which honors Japan’s war dead, including some who had been convicted and executed as Class-A war criminals. The Japanese leader certainly understood that his decision would irk China and South Korea, which see such visits as signals of Tokyo’s embrace of an unapologetic view of Japan’s wartime aggression. What was even more troubling was that the visit came only a few weeks after U.S. Vice President Joe Biden apparently received assurances from Abe that Tokyo would avoid any such provocations. Biden subsequently encouraged South Korean President Park Geun-hye to sit down with the Japanese leader, although Park questioned whether he could be trusted to hold his historical revisionism in check -- a concern that was clearly justified.

Japan and South Korea have made repeated efforts over the past two decades to resolve their wartime history issues, but progress has always proved short-lived. South Korean officials now openly plead for the United States to step in. That would be anathema to Japan, which fears being isolated. Obama managed to convene a brief meeting of the Japanese and South Korean leaders recently at the nuclear safety summit in Europe, but the agenda focused solely on North Korea. For its part, the United States simply urges restraint and dialogue, consistently refusing to intervene directly into disputes over the wartime past. American diplomats understandably argue that the subject is a minefield and that any U.S. involvement will be viewed with suspicion in China, Japan, and South Korea alike.

Even so, China’s bid for regional domination makes it nearly impossible for the United States to continue to stay out of the fray; Beijing has already started to position itself as sympathetic to South Korean fears about Japan and has embarked on a global propaganda campaign against Japanese “militarism,” pointing with undisguised glee at any evidence of Japanese nostalgia for its wartime past.  By taking a leading role in dealing with the wartime past, the United States could make it difficult for Beijing to use it for political gain.

Disabled persons have long been subject to social discrimination in North Korea, mostly left out of sight with few services available for their support. But this image of the disabled in North Korea, often conveyed in the media, is out of date and distorted, says a new report issued by the Shorenstein Asia-Pacific Research Center.

According to veteran Swiss former aid official with extensive experience in North Korea, Katharina Zellweger, North Korean policy toward the disabled has undergone a recent shift, with institutions now increasingly trying to address the growing need for disability services.

In her report, “People with Disabilities in a Changing North Korea,” Zellweger aims to provide a balanced view of what it means to live with disabilities in North Korea.

“Though much more needs to be done, services for people with disabilities are increasing [in North Korea]; public awareness of the needs and rights of the disabled is growing; and integration of the disabled into mainstream society is occurring, albeit gradually,” writes Zellweger, a former director of the Swiss Agency for Development and Cooperation in Pyongyang. 

She is a visiting scholar at the Center for International Security and Cooperation and former Pantech Fellow on Korean Affairs at Shorenstein APARC.

The North Korean government only recently, and reluctantly, acknowledged people with disabilities. But this development, coupled with some signs of economic reform in the isolated state, has led to some positive change in perceptions and attitudes toward the disabled. 

During the last two decades, North Korea accepted an extensive framework into law for the support of the disabled and created the Korean Federation for the Protection of the Disabled, a non-governmental organization supported in part by the Ministry of Health.

“The strides made in the past few years are commendable, but the way ahead remains daunting,” she writes.

Continued advocacy, grassroots work and government support are critical to instill fundamental, lasting change to the rights of and services for the disabled.

The speculation over China’s fundamental policy shift on North Korea has been particularly feverish since last year’s Korean crisis owing to the fact that there are new leaders in Beijing and Pyongyang. Many reports suggest the two former Cold War allies did not get along particularly well. The world has lately been wondering whether China has finally lost patience with North Korea, as the rift between the duo has deepened since North Korea conducted its 3rd nuclear test, despite China’s repeated counsel against the move. Even President Obama said publicly that China was "recalculating" its stance on North Korea. However, a fundamental adjustment of the Chinese policy on North Korea is not happening currently. The prospect for such a shift in the future, Dr. Lee argues, is also very slim. This points out to the limits of cooperation between China and the U.S. in East Asia, and ultimately implies their irreconcilable differences of worldviews.

Sunny Seong-hyon Lee, a journalist based in Beijing, China, is the 2013-14 Pantech Fellow in Korean Studies at the Walter H. Shorenstein Asia-Pacific Reseach Center.

Dr. Lee has lived in China for 11 years, including as chief correspondent and later as director of China Research Center of the Korea Times. He served as an internal reviewer of the North Korean reports by the International Crisis Group (ICG) on multiple occasions. A fluent Chinese speaker and writer, he is a frequent commentator on China-Korea relations as well as on North Korea in Chinese newspapers and on TV. He has also appeared on CNN, Al Jazeera, and the Chinese state CCTV.

Dr. Lee taught at Salzburg Global Seminar, gave lectures to members of Harvard Kennedy School, the Confucius Institute, Seoul National University, Yonsei University, Korea University, Tsinghua University, Guo JI Guan Xi Xue Yuan, Korea Economic Institute, The Korea-China Future Forum, the Korea Journalists’ Association, and the Korea-China Leadership Program of the Korea Foundation for Advanced Studies.

Dr. Lee will use his Pantech Fellowship at Stanford to write a book manuscript on the latest China-Korea relations, especially since the death of North Korean leader Kim Jong-il. He will also engage Stanford audiences and members of the public through lectures and research meetings.

Dr. Lee received a bachelor’s degree from Grinnell College, a master’s degree from Harvard University and Beijing Foreign Studies University, and a PhD from Tsinghua University, where he completed his doctoral dissertation on North Korea, examining the media framing of North Korea by analyzing the journalist-source relationship. He is also a non-resident James A. Kelly Fellow at Pacific Forum CSIS, and a 2013 Korea Foundation-Salzburg Fellow.

"People with Disabilities in a Changing North Korea" details the situation that people with disabilities face in the Democratic People's Republic of North Korea (DPRK). Despite its reputation as a repressive, closed society where human rights are routinely abused, there are in fact institutions in the DPRK that work to address the needs of the disabled, and a number of non-governmental organizations providing aid to disabled people are active in the country. In this paper, Katharina Zellweger attempts to provide "an informed and balanced view of what it means to live with disabilities in North Korea and current work to assist the disabled."

Katharina Zellweger, a senior aid worker with over thirty years of experience working in Asia, twenty of those years focused on aiding North Korea, was the Pantech Fellow at Shorenstein Asia-Pacific Research Center's Korea Program from 2011 to 2013.

Masahiko Aoki has been engaged with Stanford University for over four decades. He has witnessed the roots of Silicon Valley grow and seen the many successes of students who formerly passed through his classroom. Selected academic papers written over his 40-year academic career have recently been published.

Aoki is the Henri and Tomoye Takahashi professor emeritus of Japanese Studies in the department of economics and a senior fellow at the Stanford Institute for Economic Policy Research (SIEPR) and the Freeman Spogli Institute for International Studies (FSI), in residence at Shorenstein APARC.

You have been at Stanford since 1967 in different capacities – what has changed since then? Can you share some memories with us? 

I first came to Stanford as an assistant professor in 1967. Campus and the surrounding environment were different then – there were series of apricot orchards along El Camino to the south and my office was located in a wooden building – the old president’s house where the engineering buildings stand today. Changes at the university and in Silicon Valley have been fascinating to witness. I was away from Stanford in the 1970s, but when I came back in the 1980s, I had over 200 students at a time in my classes. This was because of widespread interest in Japan’s economic performance, which was then challenging American industries. Now students are inclined to be more interested in the rise of China. I share the same interest.

What has been most interesting for me is collaboration with graduate students and faculty to develop institutional studies. In the 1990s, I worked with Paul Milgrom, Avner Greif and Marcel Fafchamps among others, to initiate the field of comparative institutional analysis in the economics department. Greif and Fafchamps now have appointments in FSI like myself. Our research worked to understand why and how institutions matter to economic performance. However, my interests have expanded since then. I aim to understand relations between economic and demographic variables as well as institutional complementarities between economic institutions, social norms and political governance. As for my former students, many of them can now be found in important academic, government and private sector roles across the world.

What particular “lens” do you use to conduct your research?

Some influential economists understand that the nature of polity determines economic performance. They say this correlation is obvious if we compare the exploitative political regime like North Korea with that of a democratic political regime like South Korea. But this “lens” is a bit too simplistic for me. Why do ‘bad’ political regimes persist in some countries?  The relationship between political governance and economic performance is more complex than “the former simply causes the latter.”

To understand the relationship between political governance and the economy, I use game-theoretic concepts. While I am not a game theorist, I still believe that human interaction – whether economic, political or social – is a kind of game. People form beliefs based on how others play societal games. One of the important insights derived from these ideas is that political governance and economic institutions actually co-evolve. Furthermore, we need to look at the historical context to understand the present.

How have you applied these theories to the cases of Japan and the United States?

One of my major research interests has been the comparison of corporate governance across countries. Financial economists view the corporation as the property of stockholders. But we can also view the corporation as a system of distributed cognition. That is, the corporation is a group of people who have different cognitive roles and capabilities. Individuals can be organized to achieve economic value using physical assets as tools for respective cognitions.

By looking at corporations in this reversed way, we can identify different types of organizational architecture and their comparative advantages. In short, my research has found that managers’ cognitive assets are prioritized in U.S. corporate model, while workers’ entrepreneurial cognitive assets are prioritized in Silicon Valley’s model. In contrast, Japan favors a model where manager and workers’ cognitive assets are more interdependent.

You emphasize the connection between economics and demographics. What can be done about Japan and greater Asia’s rising demography problems?

Human capital is very valuable, but cultivating human capital is quite costly. Due to this constraint, the total fertility rate of women has declined as the economy develops. Scholars call this phenomenon the demographic transition. In addition, as economies further develop, people live longer and the working age population in the total population declines. Japan, Singapore and Taiwan are experiencing this phenomenon. Korea will follow this trend soon and at an even faster rate than Japan. Even if China modifies the one-child policy, the demographic dilemma cannot be escaped. And even for California, which is typically considered to be the youngest state in the U.S., a study predicts it will become the oldest state around year 2030.

So, what can be done to cope with this phenomenon? One option to raise the retirement age. Over two decades ago, Japan started this policy and has seen noted, positive effects. Another option is to increase and secure participation of women in the workforce. Across Asia, total populations are still rising due to immigration. Japan should consider liberalizing immigration. It is interesting to note that in the past 1,500 years Japan’s cultural development benefitted greatly from migration and assimilation of people, such as monks, political refugees and artists from Korea and China. 

With the recent execution of Abenomics, what performance can we expect to see from Japan’s economy in year 2014?

Abenomics has only been assessed in terms of short-term effects on the economy. Instead, my view is that Japan is now in the process of longer-term institutional change. Lifetime employment was the core of Japan’s overall institutional arrangement until some twenty years ago. The main banking system and government-industry relationship complemented and mutually reinforced lifetime employment. Though, with the demographic transition, the Japanese government has found it increasingly difficult to sustain. However, Japan’s institutional arrangements are normally very resilient. I think institutional transformation fitting this new demographic phenomena will require the duration of one generation. Institutions cannot be changed overnight by a revolution or government decree.

Of course, Abe could accelerate institutional adaptation by expanding the roles and opportunities for women and young people and creating more open foreign policy. This policy agenda may be related to the so-called “third arrow” of Abenomics, a period of structural reform following monetary easing and fiscal stimulus. But what Abe can do and has the willingness to do has yet to be fully seen. Thus, if we believe that Japan started the process of institutional change in the early 1990s and requires one generation to attain visible outcomes, the next several years are crucial. Tokyo has been chosen as the host city for the 2020 summer Olympics. I hope this event will act as Japan’s opportunity to display its changes to the international audience.

In an interview with Ars Technica about the visit to the Bay area of North Korean defectors, KSP associate director David Straub criticized their launching of propaganda-carrying balloons into North Korea as irresponsible in light of North Korean threats to retaliate by again attacking South Korea militarily. Although not included in the published interview, Straub prefaced his comments by noting that he "strongly agree[d] on the need to provide the North Korean people with as much information as possible about the outside world and their situation in it," but questioned the effectiveness of the balloon campaign compared to other, less provocative means.
