Larry Diamond, director of the Center on Democracy, Development, and the Rule of Law at Stanford's Freeman Spogli Institute for International Studies (FSI), received the 2013 Richard W. Lyman Award at a ceremony on January 22.

The Stanford Alumni Association (SAA) presents the annual Lyman Award to a faculty member who has gone "above and beyond" to engage alumni through volunteer activities that further the SAA's goal of lifelong learning.  

Stanford Provost John Etchemendy presented the Lyman award to Diamond, recognizing him as "a university citizen of the highest degree," noting his willingness to engage Stanford alumni "whenever and wherever around the globe."

Along with his academic and administrative roles at Stanford, Diamond has dedicated time and enthusiasm to engaging Stanford's alumni community through events and travel study trips.

Diamond, a senior fellow at FSI, also is a senior fellow at the Hoover Institution and serves as the faculty co-director of the Haas Center for Public Service. He earned three degrees at Stanford: a bachelor's degree in political organization and behavior in 1974; a master's degree at the Food Research Institute in 1978; and a doctorate in sociology in 1980.

In accepting the award, Diamond described his first visit to Stanford as a high school debate student where his eyes were as big as saucers when he first saw the campus. From that moment forward he set his sights on doing everything he could to study at Stanford.

"My smartest decision was to turn down Harvard to come to Stanford," said Diamond. "It has been a gift to be at Stanford for the most of the past 45 years and to witness the remarkable growth of the university."

Diamond also recognized the leadership of Stanford's seventh president, Richard Lyman, who Diamond got to know when he was a student leader on campus during the turbulence of the early 1970's.

Since 1991, Diamond has presented talks at regional alumni meetings in cities across the country, including Honolulu, Seattle, Denver, Chicago, Washington, D.C., and New York. He also spoke at Leading Matters, a series of events that shared Stanford's vision for the future with nearly 13,000 alumni, family members and friends around the world during the five-year Stanford Challenge fundraising campaign.  

Diamond recently returned from a two-week Stanford Travel-Study trip to Burma. He also has served as the faculty leader on alumni trips to Vietnam, Laos and Cambodia, Korea, South Africa, and the Middle East.

On campus, Diamond has presented "Classes Without Quizzes" at Reunion Homecoming. During last year's Commencement weekend, he gave the Class Day Lecture. In 2007 Diamond received Stanford's Lloyd W. Dinkelspiel Award for outstanding contributions to undergraduate education.

The award was established in 1983 in honor of the late Richard W. Lyman, Stanford’s seventh president, who died in 2012. In addition to the award, the prize includes funding toward books and materials designated by the recipient for the Stanford University Libraries.

Recent Lyman Award winners include Hank Greely, a law professor; Lyman P. Van Slyke, professor emeritus of history; and Al Camarillo, professor of history and special assistant to the provost for faculty diversity.

2013 Lee Kong Chian NUS-Stanford Distinguished Fellow

Janet Hoskins will spend three months at the Walter H. Shorenstein Asia-Pacific Research Center as a Lee Kong Chian NUS-Stanford Distinguished Fellow in spring 2013. She is a professor of anthropology and religion at the University of Southern California in Los Angeles.

Her research interests include transnational religion, migration and diaspora in Southeast Asia, and she has done extended field research in Indonesia, Vietnam, Laos and Cambodia. During her time at Shorenstein APARC, she will be completing a book manuscript dealing with Caodaism, a syncretistic Vietnamese religion born in French Indochina, which now has a global following of about four million people, and a considerable presence in California. She is also co-editing (with Viet Thanh Nguyen) a volume introducing the field of Transpacific Studies (to be published by University of Hawaii Press).

Hoskins is the author of The Play of Time: Kodi Perspectives on History, Calendars and Exchange (University of California, 1996 Benda Prize in Southeast Asian Studies), and Biographical Objects: How Things Tells the Stories of People’s Lives (Routledge 1998). She is the contributing editor of Headhunting and the Social Imagination in Southeast Asia (Stanford 1996), A Space Between Oneself and Oneself: Anthropology as a Search for the Subject (Donizelli 1999), and Fragments from Forests and Libraries (Carolina Academic Press 2001). Hoskins has also produced and written three ethnographic documentaries, including The Left Eye of God: Caodaism Travels from Vietnam to California (distributed by Documentary Educational Resources).

Hoskins holds an MA and PhD in anthropology from Harvard University, and a BA in anthropology from Pomona College. She has been a visiting researcher at the Institute for Advanced Study at Princeton, the Getty Research Institute, the Kyoto Center for Southeast Asian Studies, the University of Oslo, and the Asia Research Center at the National University of Singapore.

The fastest growing economy in the Association of Southeast Asian Nations (ASEAN) is the Lao People's Democratic Republic. For a decade Steve Parker has been intensively involved on behalf of USAID as a resident adviser on economic and related legal reforms, first in Vietnam and for the last three years in Laos. In each country he has focused on helping the government fulfill the requirements of membership in the WTO. Vietnam joined the WTO in 2007 and Laos followed suit on 2 February 2013. He is also advising the Lao government on meeting its obligations under the ASEAN Economic Community that is scheduled for inauguration in 2015, and on implementing the 2005 U.S.-Lao PDR Bilateral Trade Agreement.  

Parker will open this roundtable with some remarks on economic development and reform in the two ASEAN countries, including an assessment of the impact of WTO membership on economic development and reform—retrospectively in Vietnam, prospectively in Laos. An open discussion will follow.

In the course of his career in Asia as an economic specialist for the U.S. government and the Asia Foundation, Parker has been posted to Laos, Vietnam, Indonesia, and Japan with USAID, the ADB, and the Harvard Institute of International Development. The Southeast Asia Forum and the Stanford Center for International Development co-sponsored his last talk at Stanford in 2007: "The United States and Asia's Newest Tiger:  Trade, Aid, and Governance in Vietnam."

Since Thailand’s coup of September 2006, which forced the controversial government of billionaire businessman Thaksin Shinawatra out of office, pro- and anti-Thaksin forces have waged an intense battle for control of the government. Rural people in Thailand have played an important role in this struggle, but the nature of their politics is poorly understood. On the one hand there are breathless accounts of agrarian class struggle, while on the other hand rural protest is dismissed as the product of elite manipulation and financial inducement. These paradigms are unhelpful because they ignored the emergence of a new political relationship between the state and the rural population. Sustained economic growth since the 1960s had lifted rural households to levels of income and consumption previously unimagined. They are no longer mainly challenged by food insecurity but by the need to diversify economically and improve productivity. The state plays a key role in addressing these challenges through an array of subsidy, welfare, and community development schemes. Modern peasant politics in Thailand are motivated not by an antagonistic relationship with the state but by a desire to draw the state into mutually beneficial transactions. The classic frameworks for explaining peasant political behavior, based on rebellion or resistance, are impediments to understanding this new style of political behavior. Prof. Walker will propose instead an alternative model of rural “political society” based on the relationship between a persistent peasantry and a subsidizing state.  Copies of Thailand's Political Peasants will be available for signing and sale by the author following his talk.

Andrew Walker is an anthropologist who has worked in northern Thailand since the early 1990s. His latest book is Thailand’s Political Peasants: Power in the Modern Rural Economy (2012). His many earlier publications include “Royal Succession and the Evolution of Thai Democracy,” in Montesano et al., eds, Bangkok May 2010: Perspectives on a Divided Thailand (2011); Tai Lands and Thailand: Community and State in Mainland Southeast Asia (edited, 2009); Forest Guardians, Forest Destroyers: The Politics of Environmental Knowledge in Northern Thailand (co-authored, 2008); and The Legend of the Golden Boat: Regulation, Trade and Traders in the Borderlands of Laos, Thailand, China and Burma (1999). He also co-founded and co-convenes New Mandala, a widely read and highly regarded blog that offers fresh perspectives, both analytic and anecdotal, on mainland Southeast Asia.

When Asia’s leaders gather in Honolulu next week for the annual Asia Pacific Economic Cooperation summit, Americans will get a glimpse of the Obama administration’s hyperactive Asia agenda. While America has always been a Pacific nation, the Obama administration is now beginning to match the world’s most populous and economically dynamic region with America’s own brand of energy and leadership.

Before President Barack Obama alights on the tarmac in Honolulu, he will have prepared the way to lead anew in Asia. Among a number of significant “firsts” for our nation in the region are:

  • President Obama in 2009 became the first U.S. president ever to attend a meeting with all 10 leaders of the nations that comprise the Association of South East Asian Nations.
  • The United States in 2010 became the first non-ASEAN country to establish a dedicated Mission to ASEAN in Jakarta.
  • Hillary Clinton was the first secretary of state in a generation to make Asia the destination of her first foreign trip.
  • Secretary Clinton also launched the “Lower Mekong Initiative,” a first-of-its-kind agreement between Cambodia, Laos, Thailand, Vietnam, and the United States to enhance cooperation in the areas of water and forest management, education, and health.

Now, President Obama will arrive in Honolulu to, among other things, attempt to get APEC nations to agree to lower tariffs on renewable energy products. He will also continue to negotiate the so-called Trans-Pacific Partnership, an Obama administration initiative with eight Asian nations, with the objective of shaping a broad-based regional trade pact that would include Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore, and Vietnam. Look for announcements of Japanese participation and a framework for the TPP agreement to be announced alongside the APEC summit.

After the APEC summit, President Obama will travel to Bali and attend the East Asia Summit, a fairly new 18-nation security forum—becoming the first U.S. president to attend this annual meeting.

All this activity is especially dramatic following eight years of low-key engagement where Asians griped about missed meetings and America’s strategic attention was focused almost exclusively in the Middle East. But most importantly, there is a well-thought out strategy for re-engagement—a strategy based on renewing long-time allies, engaging seriously newly emerging powers with an eye on preserving stability in the Pacific, while building stronger economic ties to boost American trade, job creation, and long-term economic prosperity at home.

Our stalwart ally Japan was rocked by this year’s devastating earthquake and tsunami, and America is assisting in its recovery. Our alliance remains strong, and Japan continues to be an increasingly active U.S. partner in global affairs.

Relations with South Korea are better than they have ever been. The U.S. Congress just passed a historic free trade agreement, opening the South Korean market for a wealth of American goods. Twice in two years the Obama administration (over Chinese objections) deployed the USS George Washington to the Yellow Sea and the Sea of Japan to conduct exercises with South Korea in response to North Korean aggression. Last month, President Obama welcomed President Lee Myung-bak for a state visit, the first in 10 years by a South Korean president.

President Obama will visit Australia next week to announce a deepened military cooperation pact—building once again on a long-standing alliance. This follows on Secretary of State Clinton’s signing last year of the Wellington Declaration, a roadmap for deepening and expanding the bilateral relationship between the United States and New Zealand.

The Obama administration also is engaging more closely with emerging powers.

The administration in 2010 launched the U.S.-India Strategic Dialogue, which has broadened and deepened relations with New Delhi to include issues from cybersecurity and terrorism to negotiations over a bilateral investment treaty and energy cooperation. Obama also launched the U.S.-Indonesia Comprehensive Partnership, including a series of agreements that will help defense and trade relations. The administration is also working carefully behind the scenes with Myanmar’s new leadership to urge liberalization there.

All of this brings us to China. The flurry of Asian activity makes sense in its own right to further U.S. economic, cultural, and strategic interests, but it is also a component of U.S. policy toward China. The Obama administration’s China policy involves increasing America’s ability to compete with China, working with China where fruitful, and pushing back when China’s actions cross the line. While the U.S.-China relationship is never easy, the administration has avoided major crises and managed to sell Taiwan the largest arm sales packages in any two-year period over the past 30 years without a major breach of relations with Beijing.

Indeed, where cooperation is possible, it is underway. A joint clean energy research center with China is now open, more U.S. Food and Drug Administration officials are based in China to monitor the safety of food and drugs coming to the U.S. market. What’s more, the Obama administration has had some significant success working with Beijing on the nuclear activities of North Korea and Iran, though it has followed a one step forward, two steps back pattern.

The U.S. needs to be engaged in Asia to ensure that China’s rise contributes to stability and prosperity in the region. In 2010, for example, when China made a series of aggressive moves related to the South China Sea, Secretary of State Clinton joined with her counterparts from Southeast Asia, including countries close to China such as Vietnam in what has been called a “showdown,” to make clear their desire for a peaceful, multilateral approach to the conflicting territorial claims there. China backed off its more forward actions and most strident rhetoric.

Similarly, the United States is creating incentives for China to conform to international law and standards. That’s why the Obama administration is negotiating the Trans-Pacific Partnership—a trade pact with high standards to join. The idea is build consensus in the region about a coherent set of regulations that might push China in a helpful direction. TPP rules, for example, are likely to prohibit state-owned enterprises from getting government subsidies not available to privately owned companies, an issue on which Washington has been pushing Beijing hard, with only slow progress to show for it.

These sorts of initiatives are not part of a strategy of “containment” of China, which is not possible or desirable. No Asian country would ever sign up to an anti-China alliance—each, in fact, wants to strengthen its relationship with Beijing. But at the same time, they want America to stick close by. Even if containment were possible, America benefits more from a strong, prosperous China than a weak and resentful one.

Can America afford all this Asian engagement? We have to and we will. The coming years will demand strategic choices. The next time you hear someone complaining about U.S. troops leaving Iraq, remind them that the United States is now investing more wisely and more constructively in the most important region of the world.

Professor David Kinley holds the Chair in Human Rights Law at University of Sydney, and is the Law Faculty's Associate-Dean (International). He is also an Academic Panel member of Doughty Street Chambers in London, the UK's leading human rights practice. He has previously held positions at Cambridge University, The Australian National University, the University of New South Wales, Washington College of Law, American University, and was the founding Director of the Castan Centre for Human Rights Law at Monash University (2000-2005). He was a Senior Fulbright Scholar in 2004, based in Washington DC, and Herbert Smith Visiting Fellow at the Faculty of Law, University of Cambridge in 2008. He is author and editor of eight books and more than 80 articles, book chapters, reports and papers.

He has worked for 15 years as a consultant and adviser on international and domestic human rights law in Vietnam, Indonesia, South Africa, Thailand, Iraq, Nepal, Laos, China, and Myanmar/Burma, and for such organizations as the UN High Commissioner for Human Rights, the World Bank, the Ford Foundation, AusAID, and the Asia Pacific Forum of National Human Rights Institutions, and a number of transnational corporations, and NGOs.  He has also previously worked for three years with the Australian Law Reform Commission and two years with the Australian Human Rights Commission.

His latest publications include the critically acclaimed Civilising Globalisation: Human Rights and the Global Economy (CUP, 2009), Corporations and Human Rights (Ashgate 2009), and The World Trade Organisation and Human Rights: Interdisciplinary Perspectives (Edward Elgar, 2009) Another edited collection entitled Principled Engagement: Promoting Human Rights in Pariah States will be published by UNU Publications in 2011.  He is currently working on another book investigating the interrelations between human rights and global finance.

David was born in Belfast, Northern Ireland and brought up there during the 1960s and 70s.  He studied in England in the 1980s at Sheffield Hallam University and the Universities of Sheffield and Cambridge, and after obtaining his doctorate from the latter in 1990 he moved to Australia.  He now lives in Sydney with his wife and three children.

It was meant to be a celebration not a showdown, let alone a showdown that the brutal junta in Burma (Myanmar) would win. In August 2007, the Association of Southeast Asian Nations (ASEAN) turned forty. On November 20, to mark the occasion, the heads of government of the association's ten member states-Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam-met in Singapore for the thirteenth ASEAN Summit. A day later the heads of government from Australia, China, India, Japan, New Zealand, and South Korea joined them for the third East Asia Summit (EAS).

The summitry had three purposes. The first was to commemorate ASEAN's first forty years. From only five members at its inception in 1967, the association had by 1999 grown to encompass all of Southeast Asia's formerly quarrelsome states. For the first time in the region's history, a single indigenous organization could claim to stand for all of Southeast Asia-albeit only by overlooking just how variously accountable ASEAN's diverse regimes were to the peoples whom they presumed to represent.

But ASEAN was not content to rest on these laurels. The second reason for the summitry in Singapore was to prepare the organization for the future. The ASEAN summit's peak event was to be the unveilingand signing of a first-ever charter for the organization.

Finally, the packed schedule in Singapore was meant to project the best possible image of ASEAN to the assembled foreign guests and the wider world. By inaugurating a charter meant to enhance the association’s effectiveness, the organizers of the celebrations hoped to belie Western criticism that ASEAN was little more than a “talking shop.” They also hoped that showcasing the charter would distract attention from the presence in Singapore of ASEAN’s most widely castigated member, Burma, and thereby gain some relief from Western charges of guilt by association with that pariah state.

It was not to be. The summit was convened and the charter was signed. Plans to implement the ASEAN Economic Community were announced. But the Burmese junta stole the spotlight from these accomplishments in a way that tainted the anniversary, embarrassed the association in front of its foreign guests, and reminded analysts just how tenuously regionalism is related to democracy in Southeast Asia.
