The fastest growing economy in the Association of Southeast Asian Nations (ASEAN) is the Lao People's Democratic Republic. For a decade Steve Parker has been intensively involved on behalf of USAID as a resident adviser on economic and related legal reforms, first in Vietnam and for the last three years in Laos. In each country he has focused on helping the government fulfill the requirements of membership in the WTO. Vietnam joined the WTO in 2007 and Laos followed suit on 2 February 2013. He is also advising the Lao government on meeting its obligations under the ASEAN Economic Community that is scheduled for inauguration in 2015, and on implementing the 2005 U.S.-Lao PDR Bilateral Trade Agreement.  

Parker will open this roundtable with some remarks on economic development and reform in the two ASEAN countries, including an assessment of the impact of WTO membership on economic development and reform—retrospectively in Vietnam, prospectively in Laos. An open discussion will follow.

In the course of his career in Asia as an economic specialist for the U.S. government and the Asia Foundation, Parker has been posted to Laos, Vietnam, Indonesia, and Japan with USAID, the ADB, and the Harvard Institute of International Development. The Southeast Asia Forum and the Stanford Center for International Development co-sponsored his last talk at Stanford in 2007: "The United States and Asia's Newest Tiger:  Trade, Aid, and Governance in Vietnam."

Carnegie Corporation of New York, the foundation that promotes “real and permanent good in this world,” has awarded a $1 million grant to CISAC to fund research and training on international peace and security projects over the next two years. 

Specific areas of focus include research on strengthening communities in Afghanistan through collaborative civilian-military operations, several projects on improving nuclear security, and a study of community policing interventions to increase public safety and stability in rural Kenya. 

“The breadth and extent of Carnegie’s support will be crucial in advancing CISAC’s research and teaching to help build a safer world,” said CISAC Co-Director Mariano-Florentino Cuéllar

As part of a project funded in part by the Carnegie Grant, former Secretary of Defense William J. Perry, the Michael and Barbara Berberian Professor (emeritus) at FSI and the School of Engineering and a CISAC faculty member, and Siegfried S. Hecker – former CISAC co-director and professor (research) in the Department of Management Science and Engineering – will travel, consult and write on issues of nuclear security in Russia and China. Their goal is to increase technical cooperation between national nuclear laboratories in the United States and Russia. They will also pursue Track II dialogue with Pakistan to promote stability in South Asia.  

“It is crucial to promote cooperation with Russia and China on nuclear issues, both in terms of superpower relations and preventing nuclear proliferation and terrorism around the world,” Hecker said. “Bill Perry and I will continue to use our broad network of contacts to promote common approaches to reducing global nuclear risks.” 

Also in the area of nuclear security, Lynn Eden, CISAC senior research scholar and associate director for research, will take a hard look at the conflicting U.S. nuclear weapons strategy and policy for her project, “Vanishing Death: What do we do when we plan to fight a nuclear war?” Eden will focus on nuclear war planning and draw out the implications for future nuclear policies, including achieving a world free of nuclear weapons. She intends to publish her research with the goal of better informing the American public about the paradoxes and contradictions of U.S. nuclear weapons policy. 

“A historically informed public will be in a far better position to democratically participate in nuclear weapons policy debates, including questions of reducing the role and size of global nuclear weapons arsenals,” Eden said. 

The Carnegie grant also will enable CISAC senior research scholar Joseph Felter, a retired U.S. Army colonel, to assess and compare the effectiveness of counterinsurgency strategies and operations in the Philippines and Afghanistan. The former director of the Combating Terrorism Center at West Point and commander of the International Security Assistance Force’s Counterinsurgency Advisory and Assistance Team in Afghanistan, Felter has reported to the nation’s senior military officers and intends to generate a number of policy scenarios to be incorporated by the military. 

“CISAC brings scientists and engineers together with social scientists, government officials, military officers, and business leaders to collaboratively analyze some of the world’s most pressing security problems,” said Carnegie Corporation’s Patricia Moore Nicholas, project manager of the International Program.  “The original thinking and proposed solutions that emerge from these collaborations will help address a series of enduring and emerging challenges.” 

The funding for the project in Kenya will allow James D. Fearon, the Theodore and Frances Geballe Professor in the School of Humanities and Sciences and a CISAC affiliated faculty member to study the security sectors in Kenya, and then to use this research as a basis for developing effective strategies for peace building in other states in transition.

Since the resignation of Indonesia’s authoritarian president Suharto in 1998, the country has made great strides in consolidating a democratic government. But it is by no means a model of tolerance. The rights of religious minorities are routinely trampled. Regulations against blasphemy and proselytizing are routinely used to prosecute minorities including atheists, Ahmadiyah, Bahais, Christians, and Shias. As of 2012 Indonesia had over 280 religiously motivated regulations restricting minority rights. 

Hard-line groups such as the Islam Defenders Front use narrow interpretations of local and national legislation as a key tool to suppress minorities. In 2006 two ministers in President Susilo Bambang Yudhoyono's cabinet jointly decreed stricter legal requirements for building a house of worship. The decree is enforced only on religious minorities, often when Islamists pressure local officials to refuse to authorize the construction of Christian churches or to harass those worshiping in “illegal” churches. More than 430 such churches have been closed since. Violent attacks on religious minorities have become more frequent—from 216 cases in 2010, to 244 in 2011, to 264 in 2012. What explains this record of intimidation? Can it be stopped, and if so, how?

Andreas Harsono is widely published. He co-wrote In Religion's Name: Abuses against Religious Minorities in Indonesia (Human Rights Watch, 2013). His commentaries appeared in 2012 in outlets ranging from The New York Times to The Myanmar Times. Other writings include My “Religion” Is Journalism (2010), a collection of his Indonesian-language essays. In 2003 he helped establish the Pantau Foundation, which trains Indonesian journalists and defends media freedom. In 1999 he was awarded a Nieman Fellowship on Journalism at Harvard. He co-founded the Southeast Asian Press Alliance (Bangkok,1998), the Institute for the Study of the Free Flow of Information (Jakarta, 1995), and the Alliance of Independent Journalists (Jakarta, 1994). Earlier in his career he edited Pantau, a monthly Indonesian magazine on journalism and the media. Still earlier he worked as a reporter for The Nation (Bangkok) and The Star (Kuala Lumpur). He describes himself as a “journalist-cum-activist”—an identity richly illustrated by his career.

For years former diplomat and academic Kishore Mahbubani has closely studied the changing relationship between Asia and the United States and its consequences in works like Can Asians Think? and The New Asian Hemisphere. In The Great Convergence, his new book, he assesses East and West at a remarkable turning point in world history and reaches an incredible conclusion.

China stands poised to become the world’s largest economy as soon as 2016. Unprecedented numbers of the world’s population, driven by Asian economic growth, are being lifted out of poverty and into the middle class. And with this creation of a world-wide middle class, there is an unprecedented convergence of interests and perceptions, cultures and values: a truly global civilization.  

A full 88% of the world’s population lives outside the West and is rising to Western living standards, and sharing Western aspirations. But while the world changes, our way of managing it has not and it must evolve. The Great Convergence outlines new policies and approaches that will be necessary to govern in an increasingly interconnected and complex environment. Multilateral institutions and world-wide governing organizations must be strengthened. National interests must be balanced against global interests. The United States and Europe must share power and China, India, Africa and the Islamic world must be integrated. And the world’s increasing consumption must be balanced against environmental sustainability.

About the Speaker

From 1971 to 2004 Kishore Mahbubani served in the Singapore Foreign Ministry, where he was Permanent Secretary from 1993 to 1998, served twice as Singapore’s Ambassador to the United Nations (UN), and in January 2001 and May 2002 served as President of the UN Security Council.

Mahbubani is the author of Can Asians Think?, Beyond the Age of Innocence: Rebuilding Trust Between America and the World, and The New Asian Hemisphere: the Irresistible Shift of Global Power to the East.

Foreign Policy and Prospect magazines have listed him as one of the top 100 public intellectuals in the world, and in 2009 the Financial Times included him on their list of Top 50 individuals who would shape the debate on the future of capitalism. In 2010 and 2011 he was selected as one of Foreign Policy’s Top Global Thinkers.

The world has undergone major drastic changes in the last two decades driven by several major factors, eg, explosion of human population and connectivity. Such changes seem further accelerated in recent years and it seems that our future becomes more uncertain and unpredictable. The Fukushima Nuclear Accident awakened us and led to creation of Independent Investigation Commission by the National Diet of Japan; The Commission Report revealed some of the fundamental issues of Japan’s nuclear policy. Meanwhile, multi-stakeholders’ engagement has become critical in various social affairs and in policy making domains within and across national boundaries, and has contributed in significant ways to affect the processes of addressing and impacting global agenda, such as climate change, food and water, energy, urbanization, biodiversity, human capital with shifting the balance of economy and power. In my view, the principles of our society may be changing quite fast heading somewhat differently from our conventional norm. The science community can and should contribute to these issues in nurturing future leaders, but in what way?

In recent years, China has had several confrontations with Vietnam, the Philippines and most recently Japan, over maritime sovereignty issues in the South and East China Seas. The popular press and specialists alike often portray these disputes as a clear indication of Beijing's growing willingness to coerce or intimidate its neighbors and disregard international norms and laws in the pursuit of its national objectives. Some observers associate Chinese behavior with a long-term strategic plan to dominate the Asia-Pacific. Dr. Michael D. Swaine, a senior associate in the Asia Program and a China national security specialist at the Carnegie Endowment for International Peace, will offer his interpretation of the interests, motives, and policies driving Chinese behavior in this potentially volatile area, and assess the implications for the United States and other Asian powers.

Michael Swaine joined the Carnegie Endowment as a senior associate after twelve years at the RAND Corporation. He specializes in Chinese security and foreign policy, U.S.–China relations, and East Asian international relations. One of the most prominent U.S. analysts in Chinese security studies, he is the author of more than ten monographs on security policy in the region. At RAND, he was a senior political scientist in international studies and also research director of the RAND Center for Asia-Pacific Policy.

Swaine was appointed as the first recipient of the RAND Center for Asia-Pacific Policy Chair in Northeast Asian Security in recognition of the exceptional contributions he has made in his field.

Prior to joining RAND in 1989, Swaine was a consultant with a private sector firm; a postdoctoral fellow at the Center for Chinese Studies, University of California, Berkeley; and a research associate at Harvard University. He attended the Taipei and Tokyo Inter-University Centers for Language Study, administered by Stanford University, for training in Mandarin Chinese and Japanese.

Tim Forsyth joins the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) during the 2012–13 academic year from the London School of Economics and Political Science, where he is a reader in environment and development at the Department of International Development.

His research interests encompass environmental governance, with particular reference to Southeast Asia. The main focus is in implementing global environmental policy with greater awareness of local development needs, and in investigating the institutional design of local policy that can enhance livelihoods as well as mitigate climate change. Fluent in Thai, Forsyth has worked in Thailand, Indonesia, the Philippines and Vietnam. He will use his time at Shorenstein APARC to study how global expertise on climate change mitigation is adopted and reshaped according to development agendas in Southeast Asia.

Forsyth is on the editorial advisory boards of Global Environmental Politics, Progress in Development Studies, Critical Policy Studies, Social Movement Studies, and Conservation and Society. He has published widely, including recent papers in World Development and Geoforum.He is also the author of Critical Political Ecology: The Politics of Environmental Science (2003); Forest Guardians, Forest Destroyers: the Politics of Environmental Knowledge in Northern Thailand (2008, with Andrew Walker); and editor of the Routledge Encyclopedia of International Development(2005, 2011).

Forsyth holds a PhD in development from the University of London, and a BA in geography from the University of Oxford.

Joseph Felter, a senior research scholar at the Center for International Security and Cooperation and retired U.S. Army Special Forces colonel, spent much of his military career in areas impacted by insurgency and civil war, gaining firsthand knowledge about the complex nature of threat environments. Later, as a Stanford Ph.D. student in political science, Felter was struck by the significant barriers confronting scholars conducting research on the dynamics of politically motivated violence and conflict. 

Prior to deploying to Afghanistan in late 2009, Felter joined forces with Jake Shapiro, an assistant professor of politics and international affairs at Princeton University, to build a team of researchers and establish the Empirical Studies of Conflict Project (ESOC). They wanted to make conflict analysis easier for academic colleagues and create mechanisms that would allow them to share their results with military and government decision-makers. 

They spent the last four years building a team of scholars from across multiple universities committed to conducting high-quality, evidence-based conflict research. The team developed an open-source website devoted to compiling micro-data and analysis on insurgency, civil war and other politically motivated violence around the world. The site launched this week, with the stated goal of “empowering the nation’s best minds with the quality of data and information needed to address some of the most enduring and pressing challenges to international security.” 

The U.S. government and its allies produce massive amounts of data for their internal use, ranging from public opinion surveys and administrative tracking data on spending, to detailed incident reports on conflict. But this information is rarely made available outside official channels.

“Consequently, military commanders and government policymakers are denied a significant pool of expertise, and outside scholars lose the potential to better support national security priorities,” said Felter, former director of the Combating Terrorism Center at West Point and commander of the International Security Assistance Force’s Counterinsurgency Advisory and Assistance Team in Afghanistan, reporting directly to both U.S. Army Gens. Stanley McChrystal and David Petraeus. 

The independent research by the Empirical Studies of Conflict Project is supported in part by a variety of research grants including a substantial one from the Defense Department’s Minerva Research Initiative, administered through the Air Force Office of Scientific Research. The Institute on Global Conflict and Cooperation at UC San Diego and the Hoover Institution at Stanford have provided critical resources and archival support. Private supporters include the Palo Alto-based data analysis software company, Palantir Technologies, which made a significant donation of software licenses for use by ESOC researchers. 

Felter said the website is designed to make it easier for other conflict scholars to do the kind of research that can make for better decisions and more efficient allocation of resources by military leaders and civilian policymakers, thereby enhancing security and good governance worldwide.

“Decisions of great consequence are made by leaders of operational units in the field and by government decision-makers, based on the best information and analysis available to them at the time,” Felter said. “I’ve advised senior leaders in Iraq and Afghanistan and can attest that more and better data-driven analysis is in great demand. The stakes are high; literally life and death in some cases. We hope this website and the data it makes available to the broader scholarly community can help inform important decisions and policymaking.” 

The ESOC website supports three of ESOC’s core objectives:

  • To answer key analytical questions for policymakers and those on the ground in insecure areas to help them manage conflicts and respond to security threats;

  • To harness the expertise of leading scholars and provide them with the detailed sub-national data required to provide cutting-edge analytical support to policymakers at government agencies and non-governmental organizations;

  • And to maintain a repository of quality data across multiple cases of conflict and make these data available to a broad community of scholars, policy analysts and military strategists.

"One of the critical barriers to getting more top-notch research done on policy-relevant problems in the areas of security and development is the huge investment it takes to build data on areas experiencing or emerging from conflict,” said Shapiro, a Navy veteran who teaches at Princeton’s Woodrow Wilson School of Public and International Affairs. 

“The ESOC website is designed to dramatically lower that barrier by making available a broad range of data which took our team years to develop,” he said. “In doing so, we hope to promote careful empirical work on how to reduce conflict, rebuild order, and apply scarce aid and security resources more effectively." 

The site is devoted to data on Afghanistan, Colombia, Iraq, Pakistan, Philippines and Vietnam, with more countries to be added in coming years. There are hundreds of maps, geographical, demographic and socioeconomic data files, links to publications and university databases and other materials related to the study of conflict. 

Felter said that as a result of their research, ESOC members have uncovered significant new findings, some of which has been shared with decision-makers in the field. “In Afghanistan, for example, we were able to provide empirical evidence that conflict episodes resulting in civilian casualties led to an increase in attacks against coalition forces in Afghanistan. These findings were briefed to senior leaders in the International Security and Assistance Force as well as to the Chairman of the Joint Chiefs of Staff.”

 They also were able to facilitate the release of data on insurgent attacks and aid spending in Iraq to test theories on what led to the dramatic reduction in violence in 2007. With aid spending, they found that the use of impromptu humanitarian relief projects could help gain popular support and cooperation, leading to a reduction in insurgent violence, but that large-scale aid projects could have the opposite effect. 

"Four years ago, practitioners would ask us how to best implement development projects in Afghanistan, Iraq, and other conflict zones. We could only shrug,” said Eli Berman, a UC San Diego economics professor, research director for international security at the UC Institute on Global Conflict and Cooperation, and ESOC member. “Today, we can confidently give advice based on solid evidence: projects are likely to be violence-reducing if they are modest – say less than $50,000 – secure from destruction and extortion, informed by development experts and conditional on government forces controlling the territory.” 

Felter and Shapiro hope that new discoveries by ESOC researchers and by scholars working with micro-conflict data made available by ESOC can help shape American counterinsurgency doctrine as it evolves going forward.

“ESOC works collaboratively with other institutions dedicated to making data available to the scholarly community, such as West Point’s Combating Terrorism Center, where ESOC researchers are engaged in a  new joint project  building data from recently released documents from the Iraqi insurgency,” Felter said.

Asia is a major source and destination for victims of human trafficking. The region's booming sex tourism industry, China's appetite for Burmese child-brides, and widespread poverty foster a black market that goes unchecked. Governments often have little incentive to combat the internal and cross-border sale of people, sometimes profiting from revenue generated by sex tourism and a cheap, unregulated shadow labor market.

Helen Stacy, director of the CDDRL Program on Human Rights and a FSI senior fellow, says now is the time to address human trafficking and the mechanisms to fight it in Asia. As U.S. foreign policy pivots toward Asia, human rights issues are becoming integrated into regional discussions on trade and economic development. According to Stacy, regional trade blocs - such as the Association of Southeast Asian Nations (ASEAN) - are using their collective strength to get serious about human rights and curb trafficking.

Stacy, a lawyer by training, has dedicated a great deal of research to examining the shifting landscape of the international human rights movement. Her 2009 book, Human Rights for the 21st Century: Sovereignty, Civil Society, Culture, highlighted the success of sub-regional organizations in using their economic, political, and security cooperation as a platform to pursue human rights issues.

Stacy points to one of Africa's sub-regional organizations - the Economic Community of West African States (ECOWAS) - as a surprising benchmark in pursuing a collective plan of action against human trafficking. The 15 ECOWAS nations signed harmonized legislation outlining how to enforce laws and punish offenders.

Building off this research and her recent travels to Asia, Stacy is writing a new book that will examine how regional and sub-regional institutions in Africa and Asia are able to successfully enact and enforce human rights agreements. 

Why the emphasis on regional and sub-regional institutions when examining human rights enforcement?

Africa, Europe, Latin America, and Southeast Asia have created regional bodies for country-to-country dialogue in their region. Given the vastness of their population and territory, sub-regional groups are now forming to advance economic and security cooperation. Intriguingly, the African and Southeast Asian sub-regional bodies principle purpose is economic cooperation, which makes their human rights activity very different from either national government or the international level human rights activity. Countries of varying political interests and economic capacity that had no interest in human rights are now negotiating cross-border human rights agreements with their regional neighbors. They are now being swept into a “regional group-think” approach to human rights.

Why focus on Africa and Asia?

Africa and Asia are huge markets for the U.S. and Asia holds China, the other world economic superpower. In Africa, China is consuming resources at a staggering rate but with scant attention to human rights. The U.S. must manage a complicated dance about trade and human rights in its negotiations with China. China is also a huge economic presence in Southeast Asia, and with the U.S. diplomatic “pivot” to Asia, it’s the right time for the U.S. to be focusing on Asian Pacific human rights.

What is ASEAN's role as a sub-regional organization in Southeast Asia?

ASEAN is a free trade organization that has really started to gather its forces since the Asian financial crisis. At the same time, Asian national governments have realized that their relationship with China makes them vulnerable. On the one hand they want China’s investment money; on the other hand they want to assert their own national goals and standards and not be consumed by China’s huge demand for resources. ASEAN understands that it must have institutions of good regional governance if they are to be taken seriously by the ASEAN Plus Three countries (China, Korea and Japan), or beyond to the U.S., Europe, Australia, and New Zealand.

Why does ASEAN care about human trafficking?

There aren't any accurate statistics of the number of victims whose bodies are being sold – that’s just an unfortunate reality of any black market. Global estimates are that 27 million people are enslaved, half of them children. That’s more today than the entire 300-year long Atlantic slave trade. Governments are realizing that if they want to claim national governance credibility they have to at least acknowledge the problem, sign human rights agreements, and start cooperating with their neighbors.

What are the steps ASEAN is taking to combat human trafficking?

ASEAN has committed itself to a trafficking agreement in 2014. They signed their first human rights convention in November 2012. I have been meeting with the country representatives here at Stanford and overseas and this is a serious diplomatic cadre. The U.S. has its own ambassador, which again is all part of its pivot toward Asia. President Obama made a landmark speech about human trafficking in September 2012 and the U.S. Agency for International Development is now incorporating anti-trafficking programming into their agenda. There has never been this level of international understanding of human slavery as a global phenomenon. My interest lies in seeing how the regional and sub-regional organizations respond to this moment.

What are your plans for your next book?

The book is about new actors, markets, and technologies that yield both good and bad human rights outcomes. The number of “deep-pocket” non-governmental groups is growing exponentially: both helpful ones like philanthropic organizations, and worrying ones like black market and underground political organizations. One way or another they have profound influences upon the actions of national governments and regional and sub-regional institutions.

How does human trafficking factor into your research?

Human trafficking is my lens because it provides a unique window into a country and region. It provides information about the status of minorities; levels of health, education, and poverty; and a national government’s commitment to human rights and the rule of law. A trafficking analysis shines light on when regional co-operation, economic aid, and philanthropic assistance improves human rights. It also reveals when corrupt governments profit from predatory black market trade in humans, guns, and drugs. If we understand this better we can guide intelligence professionals, civil society, communications people, and policy-makers in human rights reform.
