Harry is a PhD student in Health Policy (Health Economics) at the Stanford School of Medicine. His research interests include pricing and market competition among hospitals, innovation and adoption of medical technologies, and wasted spending in the U.S. healthcare system. Harry earned a BS in Industrial Engineering from Cal Poly, San Luis Obispo and an MS in Management Science & Engineering from Stanford University. During his master’s, he conducted research with the Clinical Excellence Research Center (CERC), Systems Utilization Research for Stanford Medicine (SURF), and Health Equity Advancement through Research and Technology (Heart Lab). He was also a Summer Fellow for the Market Oversight & Transparency team at the Massachusetts Health Policy Commission. During his undergrad, he gained experience in the medical device, hospital, and biotech industries through internships with Medtronic, Stanford Health Care, and Cepheid.

Nova Bradford, MSW is a current PhD student in Health Policy and a Knight-Hennessy Scholar. Nova earned a Bachelor of Arts with high distinction in Psychology and a Master of Social Work from the University of Minnesota. She aspires to reduce health disparities in marginalized communities by developing evidence-based guidance for health systems and policymakers. Nova previously worked as a researcher for the University of Minnesota Medical School where she studied the health outcomes of sexual and gender minority populations. After completing her master's degree, Nova worked as a psychotherapist for Rainbow Health, a non-profit human services agency in St. Paul, Minnesota. Nova's research has been published in numerous journals including Psychology of Sexual Orientation & Gender Diversity and Current Sexual Health Reports.

Eliza Ennis is a Health Policy PhD student in the Decision Sciences track and a Knight-Hennessy Scholar. Previously, she worked on global health strategy at Dalberg Global Development Advisors. There, she designed structures for health financing reform, supported U.S. policy response to the Covid-19 pandemic, and developed a quantitative model to evaluate iron deficiency reduction approaches in sub-Saharan Africa and South Asia. She graduated from Harvard University with a bachelor’s degree in social studies with a focus on international relations and the Modern Middle East and a secondary in Global health and health policy. She was awarded the Stanley H. Hoffman Undergraduate Research Fellowship and also established and led the Women’s Media Center research team in Washington, D.C. She aims to drive equitable health outcomes by scaling effective health system design.

James C. Dickerson, MD is a current oncology fellow at Stanford University, as well as a AHRQ health services research fellow. He is interested in understanding the extent of health disparities in cancer care, both in the United States and in low income countries. His prior research has focused on these domains, working on projects in Belize, Nigeria, and California. He received his B.A. from Vanderbilt University, and then returned home to receive his M.D. from the University of Mississippi. He completed his internal medicine residency at Stanford in 2021 and stayed at Stanford for his hematology/oncology fellowship.

Just days into Russia’s invasion of Ukraine, Dmitri Medvedev, the former president and prime minister of Russia, took to social media to post a chilling message. He raged against Western sanctions on his country and suggested darkly that Russia could rip up some of its most important agreements with the West. He mentioned the New START treaty, the nuclear arms reduction agreement signed with the United States over a decade ago, but the threat was broader still: the sundering of all diplomatic ties with Western countries. “It’s time to hang huge padlocks on the embassies,” he wrote.

After months of watching hundreds of new nuclear missile silos being dug in the dirt northwest of Beijing, it is welcome news that President Joe Biden and Chinese President Xi Jinping seemingly agreed at last week’s summit on the need for strategic stability talks. Strategic stability — the idea that nuclear-armed countries should not be able to gain decisive advantage over one another — has taken on new importance as China expands and modernizes its nuclear arsenal.

China is expected to quadruple its number of warheads in the next decade, and is upgrading its nuclear capabilities with new missiles, submarines and bombers. Over the summer, it reportedly fired a missile from a hypersonic glide vehicle while testing its fractional orbital bombardment system (FOBS) — a technical advance that, if true, means the Chinese can attack targets from space with nuclear weapons. Although China insists it will never be the first to use nuclear weapons, this claim has less credence than in the past, when the country’s nuclear force was much smaller.

A vast array of critical new technologies rely on rare earth metals, a group of elements that are difficult to mine because they are so well dispersed in the earth and often contain radioactive elements such as thorium and uranium.

Over the last 20 years, demand for these elements in the U.S. has increased while domestic supply and production have fallen off. And globally, the supply chain is tightly controlled by just a few countries.

To explore the significant challenges created by this imbalanced supply chain, Gorakh Pawar, a visiting scholar at CISAC, and CISAC Co-Director Rod Ewing edited “Rare Earth Elements in Material Science,” a special theme issue of the MRS Bulletin, a journal of the Materials Research Society.

“With China's rapid rise and the reemergence of Russia as a major power, the global stage is set for multipolar competition to secure the critical materials supply chains and control the rare earth elements (REE) derived high-end products and relevant technologies,” Ewing and Pawar write in the introduction to the issue.

The issue includes six articles that delve into the material science aspects of the rare earth elements supply chain. Researchers from Australia, Germany, Korea and the US contributed articles on mineralogy, separation and extraction, mining economics and the environmental impact of rare earth element mining.

“REE recycling is no longer just a choice, but it has become necessary in a world where resources are constrained,” Pawar and Ewing write.

The MRS Bulletin includes recommendations that the US and other countries can follow to reduce dependence on China for rare earth elements.

In March 2022, SPICE released Introduction to Issues in International Security, an online lecture series that was developed in consultation with the Center for International Security and Cooperation (CISAC). Four CISAC scholars are featured in accessible video lectures that aim to introduce high school students to various global security issues.

Dr. Ignacio Ornelas Rodriguez, high school educator, historian, and researcher, was an advisor to the first cohort of high school students to engage with the lectures. Ornelas guided students from San Jose and Salinas through the video lectures and accompanying curriculum. Students took the initiative to complete the series and assignments on top of their regular schoolwork.

Ornelas’s efforts culminated in the inaugural International Security Symposium that was held on May 26, 2022. The four CISAC scholars gathered online with the first cohort of students. The objectives of the symposium were to offer students a chance to interact with leading scholars in the field of international security and to learn from the scholars about careers in the field.

The scholars, who are featured in the lecture series and who were present during the symposium, are:

Dr. Martha Crenshaw, Senior Fellow, Freeman Spogli Institute for International Studies (Terrorism and Counterterrorism)

The Honorable Rose Gottemoeller, former Deputy Secretary General of NATO and Frank E. and Arthur W. Payne Distinguished Lecturer at Freeman Spogli Institute for International Studies (International Security and North Korea’s Nuclear Program)

Dr. Norman Naimark, Professor of History and Senior Fellow, Hoover Institution and the Freeman Spogli Institute for International Studies (Ethnic Cleansing and Genocide)

Dr. Megan J. Palmer, Executive Director of Bio Policy and Leadership Initiatives at Stanford University, Adjunct Professor in the department of Bioengineering, and Affiliate of the Center for International Security and Cooperation (Biosecurity)

During the symposium, the scholars shared key turning points in their careers and how they came to be in their fields of expertise. This was followed by student presentations in breakout sessions, where the students were given the opportunity to present on one of the four topics covered in Introduction to Issues in International Security.

In the breakout session on ethnic cleansing and genocide, Professor Naimark was impressed by how the students had absorbed the most important lessons of the material on mass atrocities: 1) that ethnic cleansing and genocide are an important part of human history, and 2) that these are phenomena that need to be studied and understood in order to prevent them from repeating in the future.

The student participants from Salinas were recently featured in an article in The Salinas Californian. Alisal High School student Ashley Corral commented that the series “brought awareness to COVID, mass atrocities and weapons,” and “it was really helpful that students from Salinas Valley could have that opportunity.” Another student, Bilha Piceno said, “It lets me see if this is something that I’m interested in."

The lecture series encourages students to think about international security not only on a broader level, but also how they can contribute to the safety of the world as global citizens starting with their own communities. Given the success of the first symposium, CISAC and SPICE hope to expand on the lecture series, which is part of their DEI-focused efforts, and reach more underrepresented minority students.
