Human exposure to lead in the environment causes irreversible impairment of intellectual function. In Bangladesh, where some rural residents have unexpectedly high levels of lead in their blood, the source is proving difficult to pinpoint. This project will evaluate the severity of lead poisoning in rural Bangladesh and identify the pathway of exposure to help develop focused prevention strategies.
The Europe Center's 2-day multidisciplinary dialogue on migration -- the subject of great and growing consequence in the contemporary world. Conference participants from a wide range of theoretical, case-study, and comparative approaches will address the phenomenon of population movement and the experience of migration in its various qualities.

SEAF director Donald K. Emmerson recently joined a panel of experts for a Center for Strategic and International Studies conference on managing tensions in the South China Sea.
Carl Walter, a seasoned China expert and co-author of two books on China—Red Capitalism and Privatizing China—shared a worrying picture of China’s financial reform and some major risks snowballing in the country’s banking system.
Walter, speaking to a packed audience at the Stanford Graduate School of Business, used the metaphor of the Forbidden City to explain the fragmented financial system in China. Although national banks are key to the entire operation of the country, they are not managed as such. These big banks, accounting for over 60% of China’s financial assets, do not have their own lending or capital pricing models because they make loans as instructed by the central government. “The banks themselves are obstacles to financial reform… To some extent, China banks are all policy banks,” Walter argued.
The talk on Financial Reform in China: Obstacles to Change is part of the China 2.0 seminar series presented by the Stanford Program on Regions of Innovation and Entrepreneurship (SPRIE) at the Stanford Graduate School of Business.
Walter, former COO of J.P. Morgan’s China businesses as well as CEO of its banking subsidiary in China, agreed that there was progress in China’s financial reform during the 1990s. The country witnessed the milestone of its first national capital market in early 1990s when the Shanghai Stock Exchange came into existence. He also expressed respect for former President Jiang Zemin and former Prime Minister Zhu Rongji, who were ardent supporters of reform. However, despite the progress that has been made, the whole system remains a “closed one.”
The financial crisis in 2008 made the continuation of reform more difficult by to a large extent discrediting the Western financial model. Moreover, the tremendous extension of credit over the past five years to create jobs and maintain a very high rate of economic growth has called into question the earlier efforts to transform China’s banks into commercial institutions. “From 2008 when the economic stimulus package was inacted, there was an explosion in credit. In the last four years credit has exceeded over 30% of the GDP in each year, yet growth is declining,” Walter noted. Over 50% of China’s GDP growth currently comes from investment, but with bank balance sheets increasingly illiquid with long-term loans that are unlikely to be repaid, this investment-driven model can no longer work.

“There is something wrong with the governance of the banks. They are run by the Party. The Party does not trust the market to channel capital to the best opportunities,” Walter pointed out sharply. In the last 30 years, Walter points out that banks have never been independent institutions operating on commercial principles. Although the party believes it can manage financial risk, it is the banks that must passively absorb all the credit, interest and market risk. China’s banks are all policy banks because the government does not have sufficient taxation capacity to support its ambitions for the state sector through the national budget. “This is most interesting aspect of China,” says Walter.
As China is playing an increasingly larger role in the world economy, Walter urges China’s financial sector to reform by implementing tax reform and “allowing private sector forces to take over.” Changes will be slow. One of the key questions is how to lower the existing walls in the financial “Forbidden City” such as the nonconvertible RMB currency and non-participation of foreign players in the domestic financial markets—foreigners have 1.7% of China’s financial assets. The government, however, is naturally reluctant to surrender the financial basis of its power, so Walter does not see this happening anytime soon. Yet without these reforms, he does not see a secure financial future for China.

Stanford's Center on Democracy, Development, and the Rule of Law (CDDRL) is pleased to announce that undergraduate senior honors student, Anna Barrett Schickele, received the Firestone Medal for Excellence in Undergraduate Research. This university award is given to the top ten percent of honors theses in social science, science, and engineering.
Schickele's thesis entitled, "One Drop At A Time," examines the factors that inform farmers' decisions to use modern irrigation systems in the Lurín Valley of Peru, where she spent several months conducting fieldwork with a Lima-based NGO. Schickele — a public policy major —was able to collect primary data through interviews with farmers and fieldworkers to inform her research study that includes policy recommendations to the NGO community and government officials.

Martin Carnoy, the Vida Jacks Professor of Education at the Stanford Graduate School of Education, served as Schickele's thesis advisor together with Rosamond L. Naylor, the director of the Center on Food Security and the Environment at FSI.
"Ana's thesis is an important contribution to our understanding of the barriers and openings for stimulating agricultural development among subsistence farmers," said Carnoy. "Her original insights make the thesis particularly valuable for those addressing development issues in the world’s poorest regions."
In August, Schickele will begin a research position at the Abdul Latif Jameel Poverty Action Lab at the Massachusetts Institute of Technology.
CDDRL's best thesis award was given to Kabir Sawhney, a management science and engineering major, who wrote his thesis on the effect of regime type and the propensity to default on sovereign debt. Advised by Professor of Political Science Gary Cox, Swahney cited the cases of Romania in the 1980s and more recently of Greece to conclude that the quality of government — rather than regime type alone — determines whether a country chooses to default.
After graduation. Sawhney will join the consulting firm Accenture as an analyst in their San Francisco office.
Three honors students' received fellowships from Stanford's Haas Center of Public Service to pursue public service-related work after graduation. Keith Calix and Imani Franklin both received the Tom Ford Fellowship in Philanthropy and will be working in New York for grant-making foundations, and Lina Hidalgo received the Omidyar Network Postgraduate Fellowship to work with an international organization.
The CDDRL Undergraduate Senior Honors Program is an interdisciplinary honors program led by Francis Fukuyama, the Olivier Nomellini Senior Fellow at FSI. The program recruits a diverse group of talented students interested in writing original theses on topics impacting the field of democracy, development, and the rule of law. During the year-long program, students write their thesis in consultation with a CDDRL faculty member, participate in research workshops, and travel to Washington, D.C. for "honors college."

Climate change is already affecting crop production around the world through rising temperatures, changes in rainfall patterns and increasing CO2 in the atmosphere. A new Stanford study published June 14 in Environmental Research Letters examines extreme heat effects on crops during the flowering period and finds the world's staple crops are increasingly at risk.
We are beginning to see exposure to reproductive extreme heat for wheat in Central & South Asia and for rice in South Asia. Maize (corn) harvested area exposed to extreme heat is projected to grow from 15% in the 2000s to 44% by 2050. By 2050, all crops will see increased exposure, especially in tropical areas. For rice, the primary growing areas in South, Southeast and East Asia will become increasingly risky, whereas for wheat, Russia, Central Asia, and the Middle East will continue to be problematic.

Long-term warming trends across the globe have shifted the distribution of temperature variability, such that what was once classified as extreme heat relative to local mean conditions has become more common. This is also true for agricultural regions, where exposure to extreme heat, particularly during key growth phases such as the reproductive period, can severely damage crop production in ways that are not captured by most crop models. Here, we analyze exposure of crops to physiologically critical temperatures in the reproductive stage (Tcrit), across the global harvested areas of maize, rice, soybean and wheat. Trends for the 1980–2011 period show a relatively weak correspondence (r = 0.19) between mean growing season temperature and Tcritexposure trends, emphasizing the importance of separate analyses for Tcrit. Increasing Tcrit exposure in the past few decades is apparent for wheat in Central and South Asia and South America, and for maize in many diverse locations across the globe. Maize had the highest percentage (15%) of global harvested area exposed to at least five reproductive days over Tcrit in the 2000s, although this value is somewhat sensitive to the exact temperature used for the threshold. While there was relatively little sustained exposure to reproductive days over Tcrit for the other crops in the past few decades, all show increases with future warming. Using projections from climate models we estimate that by the 2030s, 31, 16, and 11% respectively of maize, rice, and wheat global harvested area will be exposed to at least five reproductive days over Tcrit in a typical year, with soybean much less affected. Both maize and rice exhibit non-linear increases with time, with total area exposed for rice projected to grow from 8% in the 2000s to 27% by the 2050s, and maize from 15 to 44% over the same period. While faster development should lead to earlier flowering, which would reduce reproductive extreme heat exposure for wheat on a global basis, this would have little impact for the other crops. Therefore, regardless of the impact of other global change factors (such as increasing atmospheric CO2), reproductive extreme heat exposure will pose risks for global crop production without adaptive measures such as changes in sowing dates, crop and variety switching, expansion of irrigation, and agricultural expansion into cooler areas.
