Abstract
Information access and distribution is expanding exponentially.  Recent technological advancements have created a state of information openness where the general public has easy access both to a wealth of information previously available only for select government agencies and to a large array of communication-collaboration tools that can further develop and disseminate content. This information, or cyber, openness is having a profound impact on society at large and has equally profound, if not greater, implications for international and national security in terms of both capabilities and vulnerabilities. Nevertheless, many of the potential expanded capabilities have yet to be realized and many of the new vulnerabilities have yet to be fully understood.  This project aims to illuminate the emerging cyber capabilities from various viewpoints: users and developers, operational impacts and vulnerabilities in conflict and crisis management, enhancement and suppression of democratic development, and future trends: what issues will face society in the cyber world of 2050?

Alistair Dawson is the Executive Assistant to CISAC’s co-director, Professor Siegfried Hecker. Prior to her arrival at CISAC, she served as an Administrative Assistant at the UC Institute on Global Conflict and Cooperation in San Diego, California.  She obtained a BA in International Studies with an emphasis in Political Science along with a minor in European History from the University of California San Diego. Alistair received additional training in European Politics and Government while participating in the Education Abroad Program at the University of Kent in Canterbury, England.

Jeff Richardson recently retired after 35 years at Lawrence Livermore National Laboratory.  At LLNL he held a variety of program management positions, including Division Leader of Chemistry and later of Proliferation Prevention.  He spent two tours in Washington DC, supporting NNSA in Nonproliferation R&D and DoD in the USAF Directorate of Nuclear Operations, Plans and Requirements.  His most recent paper, Shifting from a Nuclear Triad to a Nuclear Dyad, explores an alternate future strategy for the US nuclear arsenal.  At CISAC he will focus on science diplomacy, using science as a tool for international engagement and promoting regional security. He will also be working on developing the concept of cyber openness (i.e., how the information revolution will change international security).

Jeff earned his BS degree in chemistry from CalTech and his PhD in organic chemistry from Stanford University.  His work at LLNL including chemical and materials science research, energy research, materials development for nuclear weapons programs, radiation detection for border security, nuclear materials protection, and proliferation detection, science cooperation for international security, and support for the Chemical Weapons Convention.

Jeff Richardson is an affiliate and former visiting scholar at CISAC. He came to CISAC after a 35-year career at Lawrence Livermore National Laboratory. At LLNL he held a variety of program management positions, including Division Leaders of Chemistry and later of Proliferation Prevention. He recently completed 4-year assignment working for CRDF as the U.S. Science Advisor for the ISTC program, administered by the Office of Cooperative Threat Reduction, State Department. At CISAC he is focused on science diplomacy, using science as a tool for international engagement and promoting regional security.

Jeff earned his BS degree in chemistry from CalTech and his PhD in organic chemistry from Stanford University. In spring 2009, the Forum on Contemporary Europe (FCE) and the Division on Languages, Civilizations and Literatures (DLCL) delivered the first part of its multi-year research and public policy program on Contemporary History and the Future of Memory.  The program explored how communities that have undergone deep and violent political transformations try to confront their past.

Despite vast geographical, cultural and situational differences, the search for post-conflict justice and reconciliation has become a global phenomenon, resulting in many institutional and expressive responses. Some of these are literary and aesthetic explorations about guilt, commemoration and memorialization deployed for reconciliation and reinvention.  Others, especially in communities where victims and perpetrators live in close proximity, have led to trials, truth commissions, lustration, and institutional reform. This series illuminates these various approaches, seeking to foster new thinking and new strategies for communities seeking to move beyond atrocity.

Part 1: Contemporary History and the Future of Memory

In 2008-2009, this multi-year project on “History and Memory” at FCE and DLCL was launched with two high profile conference and speaker series: “Contemporary History and the Future of Memory” and “Austria and Central Europe Since 1989.”  For the first series on Contemporary History, the Forum, along with four co-sponsors (the Division of Literatures, Civilizations, and Languages, principal co-sponsor; the department of English; The Center for African Studies; Modern Thought and Literature; the Stanford Humanities Center), hosted internationally distinguished senior scholars to deliver lectures, student workshops, and the final symposium with Stanford faculty respondents.

Part 2: History, Memory and Reconciliation

In 2009-2010, we launch part 2 of this project by adding “Reconciliation” to our mission.  We are pleased to welcome the Human Rights Program at the Center on Democracy, Development, and the Rule of Law as co-sponsor of this series.  This series will examine scholarly and institutional efforts to create new national narratives that walk the fine line between before and after, memory and truth, compensation and reconciliation, justice and peace. Some work examines communities ravaged by colonialism and the great harm that colonial and post-colonial economic and social disparities cause.   The extent of external intervention creates discontinuities and dislocation, making it harder for people to claim an historical narrative that feels fully authentic.  Another response is to set up truth-seeking institutions such as truth commissions. Historical examples of truth commissions in South Africa, Peru, Chile, Argentina, Morocco inform more current initiatives in Canada, Cambodia, Colombia, Kenya, and the United States.  While this range of economic, social, political and legal modalities all seek to explain difficult pasts to present communities, it is not yet clear which approach yields greater truth, friendship, reconciliation and community healing.  The FCE series “History, Memory, and Reconciliation” will explore these issues.

The series will have its first event in February 2010. Multiple international scholars are invited.  Publications, speaker details, and pod and video casts will be accessible via the new FSI/FCE, DLCL, and Human Rights Program websites.

The Korean Studies Program (KSP) of the Walter H. Shorenstein Asia-Pacific Research Center (APARC) is pleased to announce that Mr. John Everard will join the Center for the 2010-2011 academic year. Mr. Everard's research will be on North Korean life and society. During his fellowship at the Center, he will hold seminars related to his research project and will be involved in various projects on Korea.

With frequent appearances on BBC discussing North Korea, Mr. Everard, former British Ambassador to North Korea, 2006-2008, will bring extensive knowledge of North Korea, China and South America to APARC.  He served as British Ambassador to Uruguay in 2001-2005, and was head of the Political Section in Beijing 2000-2001.  He was responsible for political relations with the troubled states of West Africa and managed mutinational efforts to restore democracy to Bosnia, 1995-1998.  He became the youngest British Ambassador to Belarus in 1993.

Mr. Everard studied French, German and Chinese at Emmanuel College, Cambridge, and studied Chinese history and economics at Bejing University. He holds an MA from Manchester Business School.

Pantech Fellowships, generously funded by Pantech Group of Korea, are intended to cultivate a diverse international community of scholars and professionals committed to and capable of grappling with challenges posed by developments in Korea. Angela Merkel was sworn in as Chancellor on November 22, 2005. She is the first woman and the first East German to hold this office. From 2002-2005, Chancellor Merkel was the Chairwoman of the Christian Democratic Union (CDU) parliamentary group in the German Bundestag. She has been the Chairwoman of the Christian Democratic Union since 2000, and served as the General Secretary of the CDU from 1998 to 2000. In 2007, Merkel was the President of the European Council and chaired the G8, participating in the negotiation of the Treaty of Lisbon and the Berlin Declaration. In 2008, Nicolas Sarkozy presented Merkel the Charlemagne Prize for her work to reform the European Union.

Viewed from the realist perspective of mainstream international political economy, economic and elite-based political integration are the keys to building a region; “soft” or “normative” questions of identity can be ignored.  Contesting that view, Dr. Pietsch will argue that research on regionalism, especially in Southeast Asia, could benefit from a focus on the nature and role of national and regional identity in that process. Compared with the growing body of scholarship on European identity as a means of understanding “Europeanization,” regional identity in Southeast Asia is still underexplored. Addressing this gap is important especially in relation to issues of democratization such as human rights, migrant labor, access to citizenship, environmental sustainability, gender equality, and corruption. These questions necessarily invoke national cultural and political values and their implications for regional identity.

Drawing on relevant theories, Dr Pietsch will use AsiaBarometer data to examine public opinion on democratization, national identity, and regional cooperation in Southeast Asia. Her preliminary findings underscore the need to broaden scholarship on regionalism in Southeast Asia to encompass both cultural and political manifestations of identity. In addition, she will show how identity helps explain why ASEAN-style regionalism is often thought by analysts to have succeeded in economic and security terms but to have failed in the consciousness of Southeast Asians themselves.

Dr. Juliet Pietsch is a senior lecturer in political science in the Australian National University’s School of Politics and International Relations. She studies broad patterns of social and political behaviour in Australia and East Asia. Recent publications include Dimensions of Australian Society (co-authored, 2010), and "Generational Change: Regional Security and Australian Engagement with Asia," The Pacific Review (co-authored, 2010).

North Korea is usually described as the "most isolated country on earth," its people effectively cut off from the outside world. My research tells a different story-that perhaps one million North Koreans are secretly listening to foreign radio broadcasts. The number of listeners is believed to be growing, which is all the more amazing when one considers that North Korean authorities only distribute radios with fixed dials, assiduously jam foreign broadcasts, and send citizens caught listening to foreign radio to the country's notorious gulags for as long as ten years.

Over a dozen radio stations from the United States, South Korea, and Japan currently broadcast to North Korea. Voice of America (VOA), one of the most popular stations, has been broadcasting to the North since 1942, while the equally popular Radio Free Asia (RFA) began its Korean broadcasts soon after being created by Congress in 1997. VOA focuses on news of the United States and the world, while RFA concentrates on the two Koreas. RFA also carries commentaries by two Korean speakers who grew up in the former Soviet Union and Romania. RFA serves as a substitute for the lack of a "free" station in North Korea, but unlike a typical "surrogate station"-which would be staffed largely by émigrés-RFA only employs one North Korean defector.

South Korea's "Global Korean Network" has been declining in popularity since it ceased to focus on North Korea and adopted a decidedly soft approach after the election of Kim Dae-jung as president in 1997. However, three stations run by North Korean defectors have sprouted up over the past few years, led by Free North Korea Radio (FRNK). These stations employ stringers in North Korea who can communicate by cell phone or smuggle out interviews through China. As a result, information is flowing in and out of the North more rapidly than ever. For example, when major economic reforms were undertaken in 2002, it was months before the rest of the world knew. In contrast, when the regime launched a disastrous currency reform on November 30, 2009, FNKR filed a report within hours.

How do we know that North Koreans are actually listening to foreign broadcasts? First, on dozens of occasions, authorities in Pyongyang have used their own media to attack foreign broadcasters. The North reserves the insult "reptile" exclusively to describe foreign broadcasters. In late March 2010, the regime likened defector broadcasters to "human trash." Ironically, this diatribe also contained the first official mention of the currency revaluation, so broadcasters have clearly struck a nerve. If they were in fact irrelevant, the regime would ignore them instead of lavishing them with free publicity.

Broadcasters to North Korea frequently receive heartbreaking messages from North Koreans in China, thanking them for their efforts. One listener described RFA as "our one ray of hope." More importantly, over the past several years, thousands of North Korean defectors, refugees, and visitors to China have been interviewed about their listening habits. An unpublished 2009 survey of North Koreans in China found that over 20 percent had listened to the banned broadcasts, and almost all of them had shared the information with family members and friends. Several other surveys confirm these findings. While we cannot generalize the listening habits of a self-selected group to the general population, it is not unreasonable to conclude that there are more than a million surreptitious listeners. The North Korean regime is not only losing its monopoly on the control of information; defectors also cite foreign radio listening as one of the leading motivations to defect.

Despite valiant efforts and growing impact, much more could be done to improve broadcasting to North Korea. VOA and RFA only broadcast five hours a day, and the defector stations limp along with shoestring budgets, due to a pervasive indifference within South Korea.

President Obama's human rights envoy for North Korea, Robert King, has pledged to expand funding for Korean broadcasting. For its part, Pyongyang claims that foreign broadcasts are part of the Obama administration's "hostile policy" toward the North. Only time will tell if these efforts will lead to change we can believe in-both in Washington and Pyongyang.
