Picture this: you are sitting in the kitchen of your home enjoying a drink. As you sip, you scroll through your phone, looking at the news of the day. You text a link to a news article critiquing your government’s stance on the press to a friend who works in media. Your sibling sends you a message on an encrypted service updating you on the details of their upcoming travel plans. You set a reminder on your calendar about a doctor’s appointment, then open your banking app to make sure the payment for this month’s rent was processed.

Everything about this scene is personal. Nothing about it is private.

Without your knowledge or consent, your phone has been infected with spyware. This technology makes it possible for someone to silently watch and taking careful notes about who you are, who you know, and what you’re doing. They see your files, have your contacts, and know the exact route you took home from work on any given day. They can even turn the microphone of your phone on and listen to the conversations you’re having in the room.

This is not some hypothetical, Orwellian drama, but a reality for thousands of people around the world. This kind of technology — once a capability only of the most technologically advanced governments — is now commercially available and for sale from numerous private companies who are known to sell it to state agencies and private actors alike. This total loss of privacy should worry everyone, but for human rights activists and journalists challenging authoritarian powers, it has become a matter of life and death. 

The companies who develop and sell this technology are only passively accountable toward governments at best, and at worse have their tacit support. And it is this lack of regulation that Marietje Schaake, the International Policy Director at the Cyber Policy Center and International Policy Fellow at Stanford HAI, is trying to change.
 

Amsterdam and Tehran: A Tale of Two Elections


Schaake did not begin her professional career with the intention of becoming Europe’s “most wired politician,” as she has frequently been dubbed by the press. In many ways, her step into politics came as something of a surprise, albeit a pleasant one.
 
“I've always been very interested in public service and trying to improve society and the lives of others, but I ran not expecting at all that I would actually get elected,” Schaake confesses.

As a candidate on the 2008 ticket for the Democrats 66 (D66) political party of the Netherlands, Schaake saw herself as someone who could help move the party’s campaign forward, but not as a serious contender in the open party election system. But when her party performed exceptionally well, at the age of 30, Schaake landed in the third position of a 30-person list vying to fill the 25 open seats available for representatives from all political parties in the Netherlands. Having taken a top spot among a field of hundreds of candidates, she found herself on her way to being a Member of the European Parliament (MEP).

In 2009, world events collided with Schaake’s position as a newly-seated MEP. While the democratic elections in the EU were unfolding without incident, 3,000 miles away in Iran, a very different story was unfolding. Following the re-election of Mahmoud Ahmadinejad to a second term as Iran’s president, allegations of fraud and vote tampering were immediately voiced by supporters of former prime minister Mir-Hossein Mousavi, the leading candidate opposing Ahmadinejad. The protests that followed quickly morphed into the Green Movement, one of the largest sustained protest movements in Iran’s history after the Iranian Revolution of 1978 and until the protests against the death of Mahsa Amini began in September 2022.
 
With the protests came an increased wave of state violence against the demonstrators. While repression and intimidation are nothing new to autocratic regimes, in 2009 the proliferation of cell phones in the hands of an increasingly digitally connected population allowed citizens to document human rights abuses firsthand and beam the evidence directly from the streets of Tehran to the rest of the world in real-time.
 
As more and more footage poured in from the situation on the ground, Schaake, with a pre-politics background in human rights and a specific interest in civil rights, took up the case of the Green Movement as one of her first major issues in the European Parliament. She was appointed spokesperson on Iran for her political group.

The Best of Tech and the Worst of Tech


But the more Schaake learned, the clearer it became that the Iranian were not the only ones using technology to stay informed about the protests. Meeting with ights defenders who had escaped from Iran to Eastern Turkey, Schaake was told anecdote after anecdote about how the Islamic Republic’s authorities were using tech to surveil, track, and censor dissenting opinions.
 
Investigations indicated that they were utilizing a technique referred to then as “deep packet inspection,” a system which allows the controller of a communications network to read and block information from going through, alter communications, and collect data about specific individuals. What was more, journalists revealed that many of the systems such regimes were using to perform this type of surveillance had been bought from, and were serviced by, Western companies.
 
For Schaake, this revelation was a turning point of her focus as a politician and the beginning of her journey into the realm of cyber policy and tech regulation.
 
“On the one hand, we were sharing statements urging to respect the human rights of the demonstrators. And then it turned out that European companies were the ones selling this monitoring equipment to the Iranian regime. It became immediately clear to me that if technology was to play a role in enhancing human rights and democracy, we couldn’t simply trust the market to make it so; we needed to have rules,” Schaake explained.

We have to have a line in the sand and a limit to the use of this technology. It’s extremely important, because this is proliferating not only to governments, but also to non-state actors.

The Transatlantic Divide


But who writes the rules? When it comes to tech regulation, there is longstanding unease between the private and public sectors, and a different approach between the East and West shores of the Atlantic. In general, EU member countries favor oversight of the technology sector and have supported legislation like the General Data Protection Regulation (GDPR) and Digital Services Act to protect user privacy and digital human rights. On the other hand, major tech companies — many of them based in North America — favor the doctrine of self-regulation and frequently cite claims to intellectual property or widely-defined protections such as Section 230 as a justification for keeping government oversight at arm’s length. Efforts by governing bodies like the European Union to legislate privacy and transparency requirements are with raised hackles 
 
It’s a feeling Schaake has encountered many times in her work. “When you talk to companies in Silicon Valley, they make it sound as if Europeans are after them and that these regulations are weapons meant to punish them,” she says.
 
But the need to place checks on those with power is rooted in history, not histrionics, says Schaake. Memories of living under the eye of surveillance states such as the Soviet Union and East Germany still are fresh on many European’s minds. The drive to protect privacy is as much about keeping the government in check as it is about reining in the outsized influence and power of private technology companies, Schaake asserts.
 

Big Brother Is Watching


In the last few years, the momentum has begun to shift. 
 
In 2020, a joint reporting effort by The Guardian, The Washington Post, Le Monde, Proceso, and over 80 journalists at a dozen additional news outlets worked in partnership with Amnesty International and Forbidden Stories to publish the Pegasus Project, a detailed report showing that spyware from the private company NSO Group was used to target, track, and retaliate against tens of thousands journalists, activists, civil rights leaders, and even against prominent politicians around the world.
 
This type of surveillance has innovated quickly beyond the network monitoring undertaken by regimes like Iran in the 2000s, and taps into the most personal details of an individual’s device, data, and communications. In the absence of widespread regulation, companies like NSO Group have been able to develop commercial products with capabilities as sophisticated as state intelligence bureaus. In many cases, “no-click” infections are now possible, meaning a device can be targeted and have the spyware installed without the user ever knowing or having any suspicions that they have become a victim of covert surveillance.

“If we were to create a spectrum of harmful technologies, spyware could easily take the top position,” said Schaake, speaking as the moderator of a panel on “Countering the Misuse of Technology and the Rise of Digital Authoritarianism” at the 2023 Summit for Democracy co-hosted by U.S. President Joe Biden alongside the governments of Costa Rica, the Netherlands, Republic of Korea, and Republic of Zambia.
 
Revelations like those of the Pegasus Project have helped spur what Schaake believes is long-overdue action from the United States on regulating this sector of the tech world. On March 27, 2023, President Biden signed an executive order prohibiting the operational use of commercial spyware products by the United States government. It is the first time such an action has been formally taken in Washington.
 
For Schaake, the order is a “fantastic first step,” but she also cautions that there is still much more that needs to be done. The use of spyware made by the government is not limited by Biden's executive order, and neither is the use by individuals who can get their hands on these tools. 

Human Rights vs. National Security


One of Schaake’s main concerns is the potential for governmental overreach in the pursuit of curtailing the influence of private companies.
 
Schaake explains, “What's interesting is that while the motivation in Europe for this kind of regulation is very much anchored in fundamental rights, in the U.S., what typically moves the needle is a call to national security, or concern for China.”
 
It is important to stay vigilant about how national security can become a justification for curtailing civil liberties. Writing for the Financial Times, Schaake elaborated on the potential conflict of interest the government has in regulating tech more rigorously:
 
“The U.S. government is right to regulate technology companies. But the proposed measures, devised through the prism of national security policy, must also pass the democracy test. After 9/11, the obsession with national security led to warrantless wiretapping and mass data collection. I back moves to curb the outsized power of technology firms large and small. But government power must not be abused.”
 
While Schaake hopes well-established democracies will do more to lead by example, she also acknowledges that the political will to actually step up to do so is often lacking. In principle, countries rooted in the rule of law and the principles of human rights decry the use of surveillance technology beyond their own borders. But in practice, these same governments are also sometimes customers of the surveillance industrial complex. 

It’s up to us to guarantee the upsides of technology and limit its downsides. That’s how we are going to best serve our democracy in this moment.

Schaake has been trying to make that disparity an impossible needle for nations to keep threading. For over a decade, she has called for an end to the surveillance industry and has worked on developing export controls rules for the sale of surveillance technology from Europe to other parts of the world. But while these measures make it harder for non-democratic regimes to purchase these products from the West, the legislation is still limited in its ability to keep European and Western nations from importing spyware systems like Pegasus back into the West. And for as long as that reality remains, it undermines the credibility of the EU and West as a whole, says Schaake. 
 
Speaking at the 2023 Summit for Democracy, Schaake urged policymakers to keep the bigger picture in mind when it comes to the risks of unaccountable, ungoverned spyware industries. “We have to have a line in the sand and a limit to the use of this technology. It’s extremely important, because this is proliferating not only to governments, but also to non-state actors. This is not the world we want to live in.”

 

Building Momentum for the Future


Drawing those lines in the sands is crucial not just for the immediate safety and protection of individuals who have been targeted with spyware but applies to other harms of technology vis-a-vis the long-term health of democracy.

“The narrative that technology is helping people's democratic rights, or access to information, or free speech has been oversold, whereas the need to actually ensure that democratic principles govern technology companies has been underdeveloped,” Schaake argues.

While no longer an active politician, Schaake has not slowed her pace in raising awareness and contributing her expertise to policymakers trying to find ways of threading the digital needle on tech regulation. Working at the Cyber Policy Center at the Freeman Spogli Institute for International Studies (FSI), Schaake has been able to combine her experiences in European politics with her academic work in the United States against the backdrop of Silicon Valley, the home-base for many of the world’s leading technology companies and executives.
 
Though now half a globe away from the European Parliament, Schaake’s original motivations to improve society and people’s lives have not dimmed.

“It’s up to us to guarantee the upsides of technology and limit its downsides. That’s how we are going to best serve our democracy in this moment,” she says.
 
Schaake is clear-eyed about the hurdles still ahead on the road to meaningful legislation about tech transparency and human rights in digital spaces. With a highly partisan Congress in the United States and other issues like the war in Ukraine and concerns over China taking center stage, it will take time and effort to build a critical mass of political will to tackle these issues. But Biden’s executive order and the discussion of issues like digital authoritarianism at the Summit for Democracy also give Schaake hope that progress can be made.
 
“The bad news is we're not there yet. The good news is there's a lot of momentum for positive change and improvement, and I feel like people are beginning to understand how much it is needed.”

Roy’s work has been praised widely on both the right and the left. National Review has called him one of the nation’s “sharpest policy minds,” while the New York Times’ Paul Krugman described him as a man of “personal and moral courage.”

Roy serves as the Policy Editor at Forbes, where he writes on politics and policy. His writing has also appeared in The Wall Street Journal, The New York Times, The Washington PostUSA TodayThe AtlanticNational Review, and National Affairs, among other publications.

Roy is an Aspen Institute Health Innovators Fellow. He serves on the advisory boards of the National Institute for Health Care Management, the Milken Center for Advancing the American Dream, the Cicero Institute, and the Bitcoin Policy Institute; is a Senior Advisor to the Bipartisan Policy Center; co-chaired the Fixing Veterans Health Care Policy Taskforce; and serves on the Boards of Directors of CrowdHealth and the Texas Bitcoin Foundation. From 2011 to 2016, Roy served as a Senior Fellow at the Manhattan Institute for Policy Research. Previously, he served as an analyst and portfolio manager at Bain Capital, J.P. Morgan, and other firms, where he invested in biotechnology and healthcare companies.

Karen Jagodin serves as the CEO of Vabamu Museum of Occupations and Freedom (Tallinn, Estonia). Karen graduated from the Estonian Academy of Art in art theory and University College London, Bartlett School of Architecture with MA in architectural history. Before joining Vabamu, Karen worked at the Museum of Estonian Architecture and the Estonian Maritime Museum and has led a number of major projects on the museum scene. She is a member of the Estonian Museum Association and the Estonian Society of Art Historians and Curators.
At Vabamu, Karen has been the primary driver behind the 'Why Estonia?' exhibition on digital society, overseeing its development and successful opening in November 2021. Vabamu is the largest active non-profit museum in Estonia with a mission to educate the people of Estonia and its visitors about the recent past and the fragility of freedom and to advocate for justice and the rule of law. It operates in three areas: Vabamu Museums, Youth Engagement, and Global Conversations.

An economic response toward China will be a leading agenda item for the Group of Seven major economies this year, Michael Beeman, who served as assistant U.S. trade representative for Japan, South Korea and APEC affairs until January, told Nikkei.

"It is important to agree on the most pressing issues, which will send a message to the rest of the world," said Beeman, now a visiting scholar at Stanford University. The U.S. is urging European nations and Japan to align with export restrictions of advanced semiconductors. "The G-7 is the best forum for discussion," said Beeman, who stressed member nations should work together to address export curbs and other measures.

Why do super-wealthy business owners in developing democracies engage in politics? Is corporate political activity fundamentally “defensive” or “offensive” in nature?

Using an original longitudinal dataset of 177 Ukrainian oligarchs, this paper investigates the reasons for (and the ramifications of) tycoons’ political activity. The analysis differentiates between political and economic vulnerabilities — as well as capabilities — of the oligarchs as antecedents for their political strategy. I also investigate how asset specificity of oligarchs’ portfolios, as well as their media ownership and foreign holdings, mitigate the results. Theoretical implications are drawn for our understanding of state-business relations in emerging democracies lacking the rule of law.

ABOUT THE SPEAKER


Stan Markus is an Associate Professor of International Business at the University of South Carolina and an Associate at the Davis Center for Russian and Eurasian Studies at Harvard. He received his Ph.D. in Government from Harvard University and his undergraduate degree from the University of Pennsylvania.

Professor Markus works on state-business relations and is broadly interested in the political economy of development. His projects explore property rights protection, oligarchs, corporate social responsibility, lobbying, corruption, state capacity, and institution building.

His book — Property, Predation, and Protection: Piranha Capitalism in Russia and Ukraine (Cambridge University Press, 2015) — was awarded the Stein Rokkan Prize for Comparative Social Science Research. His research has also been published in the leading peer-reviewed journals in management (e.g. Academy of Management Review), political science (e.g. Comparative Political Studies), development studies (e.g. Studies in Comparative International Development), economic sociology (e.g. Socio-Economic Review), and general interest (e.g. Daedalus). Nora Fisher-Onar seminar

Nora Fisher-Onar will present an original and timely key to (Turkey’s) politics as driven not by any perineal conflict between “Islamist vs. secularist,” “Turk vs. Kurd,” or “Sunni vs. Alevi.” Rather, she argues, the driving force of political contestation is shifting coalitions of moderates across camps who seek to pluralize public life, versus coalitions of those who champion ethno- and ethno-religious nationalism. Using the key to retell Turkey’s political history from the late Ottoman empire through to the present, she concludes with insights for coalition dynamics today. The talk emanates from her book, Contesting Pluralism(s): Islam, Liberalism, and Nationalism in Turkey and Beyond (Cambridge University Press, forthcoming).

ABOUT THE SPEAKER


Nora Fisher-Onar is Associate Professor and Director of the Masters of Arts in International Studies at the University of San Francisco, as well as coordinator of Middle East Studies. Her research interests include IR and social theory, comparative politics (Turkey, Middle East, Europe), foreign policy analysis, political ideologies, gender, and history/memory.

She received a doctorate in IR from Oxford and holds master's and undergraduate degrees in international affairs from Johns Hopkins (SAIS) and Georgetown universities, respectively.

Fisher-Onar is the lead editor of the volume, Istanbul: Living With Difference in a Global City (Rutgers University Press, 2018) and author of Contesting Pluralism(s): Islam, Liberalism and Nationalism in Turkey (Cambridge University Press, forthcoming).

She has published extensively in academic journals like the Journal of Common Market Studies (JCMS), Conflict and Cooperation, Global Studies Quarterly, Millennium, Theory and Society, Women’s Studies International Forum, and Turkish Studies.

Fisher-Onar also contributes policy commentary to platforms like the Washington Post, Foreign Affairs, the Guardian, and OpenDemocracy, and fora like Brookings, Carnegie, and the German Marshall Fund (GMF). At the GMF, she has served as a Ronald Asmus Fellow, a Transatlantic Academy Fellow, and a Non-Residential Fellow.

Peter Henry seminar

In 1985, James A. Baker III's “Program for Sustained Growth” proposed a set of economic policy reforms, including inflation stabilization, trade liberalization, greater openness to foreign investment, and privatization, that he believed would lead to faster growth in countries then known as the Third World, but now categorized as emerging and developing economies (EMDEs).

A country-specific, time-series assessment of the reform process reveals three clear facts. First, in the 10-year-period after stabilizing high inflation, the average growth rate of real GDP in EMDEs is 2.6 percentage points higher than in the prior ten-year period. Second, the corresponding growth increase for trade liberalization episodes is 2.66 percentage points. Third, in the decade after opening their capital markets to foreign equity investment, the spread between EMDEs average cost of equity capital and that of the US declines by 240 basis points. The three central facts of reform provide empirical support for the Baker Hypothesis.

Peter Blair Henry is the Class of 1984 Senior Fellow at Stanford University’s Hoover Institution, Senior Fellow at Stanford’s Freeman Spogli Institute for International Studies (FSI), and Dean Emeritus of New York University’s Leonard N. Stern School of Business. The youngest person ever named to the Stern Deanship, Peter served as Dean from January 2010 through December 2017 and doubled the school’s average annual fundraising. Formerly the Konosuke Matsushita Professor of International Economics at Stanford University’s Graduate School of Business, from 2001–2006 Peter’s research was funded by an NSF CAREER Award, and he has authored numerous peer-reviewed articles in the flagship journals of economics and finance, as well as a book on global economic policy, Turnaround: Third World Lessons for First World Growth (Basic Books).

A Vice Chair of the Boards of the National Bureau of Economic Research and the Economic Club of New York, Peter also serves on the Boards of Citigroup and Nike. In 2015, he received the Foreign Policy Association Medal, the highest honor bestowed by the organization, and in 2016 he was honored as one of the Carnegie Foundation’s Great Immigrants.

With financial support from the Hoover Institution and the Alfred P. Sloan Foundation, Peter leads the PhD Excellence Initiative, a predoctoral fellowship program in economics that identifies high-achieving students with the deepest commitment to economic research and prepares them for the rigors of pursuing a PhD in the field. For his leadership of the PhD Excellence Initiative, Peter received the 2022 Impactful Mentoring Award from the American Economic Association. Peter received his PhD in economics from MIT and Bachelor’s degrees from Oxford University, where he was a Rhodes Scholar, and the University of North Carolina at Chapel Hill, where he was a Morehead-Cain Scholar, a member of Phi Beta Kappa, a reserve wide receiver on the football team, and a finalist in the 1991 campus-wide slam dunk competition.

Born in Kingston, Jamaica, in 1969, Peter became a U.S. citizen in 1986. He lives in Stanford and Düsseldorf with his wife and four sons.

Diego Zambrano seminar

It’s almost impossible to sue a foreign government in U.S. courts. The Foreign Sovereign Immunities Act, the court-created “act of state” doctrine, and other common-law immunities shield foreign officials and governments from most lawsuits. For instance, courts have dismissed claims against China, Cuba, Venezuela, and Russia over allegations of torture, detentions, and election interference. Yet foreign governments have unfettered access to U.S. courts as plaintiffs. And foreign dictatorships—including Russia, China, Turkey, and Venezuela—have leveraged this access to harass political dissidents, critics, and even newspapers in the United States. These doctrines create an asymmetry at the heart of this Article: foreign dictators and their proxies can access our courts as plaintiffs to harass their opponents, but their regimes are, in turn, immune from lawsuits here.

This seminar will expose that asymmetry and argue that U.S. courts and Congress should make it harder for foreign dictators to abuse our legal system. This seminar offers three novel contributions. First, this seminar provides the first systematic assessment of foreign dictatorships in U.S. courts. While much of the literature is siloed by area of substantive law—focusing on contexts like human rights or property expropriations—this seminar treats dictators as a transsubstantive category of litigants, worthy of special analysis. Second, this seminar exposes how foreign dictators are increasingly taking advantage of U.S. courts and comity doctrines, especially as plaintiffs. In a misguided effort to promote harmonious foreign relations, courts have provided foreign dictators an array of protections and privileges, which dicta- tors are eagerly exploiting. Finally, this seminar demonstrates that there is no historical, constitutional, or statutory obligation on U.S. courts to give foreign dictators these legal protections and unfettered access to our courts. Because of that, I offer four concrete proposals to both stymie dictators’ access to U.S. courts as plaintiffs—through a proposed foreign sovereign anti-SLAPP statute—and weaken the protections that dictators enjoy as defendants. Simply stated, U.S. courts should not be instruments of foreign authoritarian oppression.

His work explores the civil litigation landscape: the institutions, norms, and incentives that influence litigant and judicial behavior. Professor Zambrano also has an interest in comparative constitutional law and legal developments related to Venezuela. He currently leads an innovative Stanford Policy Lab tracking “Global Judicial Reforms” and has served as an advisor to pro-democracy political parties in Venezuela. In 2021, Professor Zambrano received the Barbara Allen Babcock Award for Excellence in Teaching.

Professor Zambrano’s scholarship has appeared or is forthcoming at the Columbia Law Review, University of Chicago Law Review, Michigan Law Review, Northwestern University Law Review, Stanford Law Review, and Virginia Law Review, among other journals, and has been honored by the American Association of Law Schools (AALS) and the National Civil Justice Institute. Professor Zambrano will be a co-author of the leading casebook Civil Procedure: A Modern Approach (8th ed. 2024) (with Marcus, Pfander, and Redish). In addition, Professor Zambrano serves as the current chair of the Federal Courts Section of the AALS. He also writes about legal issues for broader public audiences, with his contributions appearing in the Wall Street Journal, BBC News, and Lawfare.

After graduating with honors from Harvard Law School in 2013, Professor Zambrano spent three years as an associate at Cleary Gottlieb in New York, focusing on transnational litigation and arbitration. Before joining Stanford Law School in 2018, Professor Zambrano was a Bigelow Teaching Fellow at the University of Chicago Law School.

Chagai Weiss seminar

Research on remedies for affective polarization has primarily focused on psychological interventions, and limited studies consider how state institutions might depolarize voters. I argue that compulsory military service—a central state institution—can depolarize voters because it prevents early partisan sorting and increases the likelihood of contact between partisans during their impressionable years.

Leveraging the staggered abolition of mandatory conscription laws in fifteen European countries and employing a regression discontinuity design, I show that men exempt from mandatory conscription report higher levels of affective polarization than men who were subject to mass conscription. This effect is mainly driven by partisan parochialism among men exempt from service and is unrelated to ideological change. My findings emphasize the potential depolarizing effects of state institutions and illustrate how the abolition of mandatory service contributed to intensified patterns of affective polarization in Europe, contributing to the literature on the institutional origins of affective polarization.

Chagai M. Weiss is a postdoctoral fellow at the Conflict and Polarization Initiative at the King Center on Global Development at Stanford University. After spending two years as a research fellow at Harvard University's Middle East Initiative, Chagai received a Ph.D. from the Department of Political Science at the University of Wisconsin - Madison. Chagai's primary interest is in understanding the potential role of institutions in reducing prejudice and conflict in divided societies. Chagai's work has been published or is forthcoming in multiple venues, including Cambridge University Press (Elements in Experimental Political Science), the Proceeding of the National Academy of Sciences, the American Journal of Political Science, the American Political Science Review, and Comparative Political Studies.

In this talk, Abbiati will explore how contemporary novels that depict the pain of IRA terrorism represent the perspective of victims. The talk will use computational methods to investigate the structural representation of pain in literary works dealing with "The Troubles", to then consider the emotional impact of using these methods to study politically engaged fiction. By analyzing the aesthetic experience of reading literature having it processed by algorithms, the presentation aims to shed light on the impact of computational literary analysis on the reader's empathetic response.

Simone Abbiati is a third-year PhD student in Transcultural studies in the humanities at University of Bergamo. His work relates to the hermeneutic rethinking of DH methodologies regarding fictional space, and he is particularly interested in combining text mining and digital cartography to reflect on politically debated spaces in literature. He is currently working on the British-Irish border and the Basque Country, with the aim of identifying how literature mirrored different border conceptions such as complex territorialization processes and terrorism.

Why have the politically, economically, and emotionally significant parcels sent from West Germany to the Socialist East been neglected by social theory? In my talk, I will argue that ideas of modernity on both sides of the Iron Curtain produced a blind spot that is worth reconsidering.

During the time that two German states existed, parcels sent to the Socialist East were politically, economically, and emotionally important. Successive West German government campaigns supported them as symbols of unity through tax releases, school and poster campaigns. Millions of parcels were sent each year and the socialist governments reluctantly learned to rely on their economic value. Increasingly, the exchange included large kinship networks beyond individual relations. After unification, these networks quickly dissolved and the parcels became symbols of difference between relatives, as well as between East and West Germany more broadly. Despite their material and immaterial significance, these kinship practices represent an epistemic void. They play no role in the analyses of family sociologists and students of political transformation. In my talk, I ask why social scientists have not paid attention to these practices and argue that ideas of modernity on both sides of the Iron Curtain produced this blind spot. Taking these exchanges seriously could still eventually lead to new insights into the co-production of state and kinship.


 

Tatjana Thelen is Professor for Social and Cultural Anthropology at the University of Vienna and currently serves as Distinguished Visiting Austrian Chair at Stanford. She previously held positions at the Max Planck Institute for Social Anthropology and at universities in Zurich, Bayreuth, Halle and Berlin. Her research has centred on postsocialist transformations in Hungary, Romania, Serbia and eastern Germany with a focus on property, welfare, kinship and state. Her latest co-edited book is The Politics of Making Kinship. Historical and Anthropological Perspectives (Berghahn 2023).

At Stanford, Tatjana is teaching the course ANTHRO 124C: Anthropology of the State in Winter 2023.

Tatjana Thelen is Professor in the Department of Social and Cultural Anthropology at the University of Vienna and will serve during the 2023 academic year as Distinguished Visiting Austrian Chair at Stanford. She previously taught at universities in Zurich, Bayreuth, Halle, and Berlin. After carrying out fieldwork on post-socialist economic transformations in Hungary and Romania, she joined the Legal Pluralism Group at the Max Planck Institute for Social Anthropology and shifted her interest to care and welfare with fieldwork in eastern Germany. She returned to Hungary and Romania, as well as visiting Serbia, for a Volkswagen-founded project on access to natural and state resources in rural areas.

Her theoretical work has centered on the role of care responsibilities in the (re)production (or dissolution) of significant relations that bridge diverse fields in economic and political anthropology. A second major topic has been the state and especially its conceptual separation from kinship. This question was also at the heart of an interdisciplinary research group at the Center for Interdisciplinary research in Bielefeld that she headed along with colleagues from Los Angeles, Zurich and Bayreuth.

Her latest co-edited publications include The Politics of Making Kinship. Historical and Anthropological Perspectives (Berghahn 2023), Politics and Kinship: A Reader (Routledge 2022); Measuring Kinship: Gradual Belonging and Thresholds of Exclusion, a special issue of Social Analysis (2021), Reconnecting State and Kinship. (University of Pennsylvania Press 2018); and Stategraphy: Toward a Relational Anthropology of the State. (Berghahn 2918, revised reprint).

Tatjana also founded the research networks CAST (Care and State) and currently works on a book proposal on the topic as synthesis of her former work.
