Brenna Marea Powell received her PhD in Government and Social Policy from Harvard in 2011. She is interested in comparative racial and ethnic politics, conflict and inequality. Her research includes security and policing in divided societies, as well as racial politics in Brazil and the United States. She has been a graduate fellow at Harvard's Wiener Center for Inequality and Social Policy, and Stanford's Center for International Security and Cooperation. Prior to her graduate study, she spent five years working with the Stanford
Center on International Conflict and Negotiation on grassroots dialogue and community-based mediation programs in Northern Ireland. Brenna speaks Portuguese and received her BA from Stanford in Comparative Studies in Race and Ethnicity.

At CDDRL, Brenna is working with the Global Commission on Elections, Democracy and Security supported by the Kofi Annan Foundation and International IDEA. She is also working on a book project about post-conflict policing in Northern Ireland.

Africa is witnessing a period of impressive economic transformation. Small business growth and technological innovation are bridging the development divide and lifting many out of poverty. Foreign investment has been pouring into the continent, viewed by analysts as one of the few remaining emerging market economies. Google's Eric Schmidt recently traveled to Africa on a technology tour citing Kenya's impressive gains in the ICT sector.

But the headlines and statistics fail to account for the large number left behind in the continent's race to develop. Social problems continue to plague African societies and threaten to reignite tensions, stalling long-term progress.

To address these challenges, grassroots leaders are working across Africa to introduce new models and practices to give voice and representation to marginalized groups, many of which include: women, children, and rural populations.

Referred to as "social entrepreneurs" these individuals work in partnership with local communities to use non-conventional approaches and innovative designs to address development challenges. Unlike traditional business entrepreneurs, their goal is not financial profit but societal gain.

In an effort to harness the collective expertise of these global change-makers, Stanford University's Program on Social Entrepreneurship was launched in 2011 to bring practitioners inside the classroom and on campus.

In April, three social entrepreneurs working to advance social, economic, and political change in Africa will spend the spring quarter in residency at the Center on Democracy, Development, and the Rule of Law.

Turning justice on its head

After emerging from a decade-long civil war, Sierra Leone has been cited as a successful model of post-conflict development and stability. However, the formal justice system has continued to exclude large numbers of the country's rural population who continue to seek customary legal systems of representation. Recognizing this problem, Simeon Koroma co-founded Timap (which translates to "Stand Up" in the national Krio language) for Justice in 2003 to combine the best of both systems.

Through a network of highly trained paralegals and mediators located in 19 offices across Sierra Leone, Timap for Justice is helping clients navigate both systems to seek justice and address community-level concerns. To date, Timap for Justice has represented over 20,000 clients who are often the victims of human rights abuses at the hands of multinational corporations. Their innovative grassroots justice model together with Koroma's efforts to grow the organization has led Timap for Justice to be recognized on a national and regional level.

Transforming ripples into waves

Gemma Bulos - a California native - did not know the impact water would have on her life until she witnessed the world water crisis first-hand while traveling the world on a global peace campaign. A self described "accidental social entrepreneur," Bulos learned by actively listening to the needs of the local community and learning from their experiences. She co-founded A Single Drop for Safe Water in the Philippines to empower local communities to plan, implement, and manage community-driven water and sanitation solutions.

Recognizing the important role women play in the success of water projects, Bulos started her second entrepreneurial venture - the Global Women's Water Initiative (GWWI) - to work with rural women in East Africa to build simple water and sanitation technologies. Tailoring each project to the community's needs, GWWI equips women with the technical skills to build rainwater harvesting tanks, water treatment technologies, and toilets. All projects are constructed using locally appropriate and affordable technologies. Trainings have helped to spur micro-enterprise development, and have provided over 15,000 people with clean water and sanitation solutions.

Putting children's rights first

Malawi made international headlines as the destination for pop singer Madonna's adoption of two young children, but the country has made little progress in protecting the rights of their youngest citizens. Maxwell Matewere founded the organization, Eye of the Child, to advocate for children who are victims of forced marriage, child labor, abuse, and sexual exploitation.

Matewere's innovative model uses litigation, public and policy advocacy, and training of community organizations to lead national campaigns against child abuse. Since 2010, the organization has provided free legal aid to 47 cases of forced marriages, 13 cases of arranged marriages, and rescued 21 children from early marriages.

Through his work leading Eye of the Child, Matewere has challenged powerful actors in business and government to advocate for new practices and legislation to protect the interests and well-being of young children. In recognition of his work, Matewere was appointed as Malawi's special law commissioner to develop a national policy for anti-human trafficking and adoption.

Informing theory with practice

During the spring quarter, the three social entrepreneurs will participate in an undergraduate course (IR142) examining how social entrepreneurs advance democracy, development, and justice. Taught by Kathleen Kelly Janus, a lecturer at Stanford, the course will combine academic theory with the social entrepreneurs practical experience to present a more inclusive model of social change. Students will also be encouraged to partner with social entrepreneurs on service learning projects.

Social entrepreneurs will engage the broader Stanford community through a series of speaking roles on campus during the academic quarter. They will also have the time and space to pursue their own research initiatives, contemplate the next steps on their journey as social change leaders, and document their own models of social change.

CDDRL's Program on Social Entrepreneurship was founded in 2011 by Kavita Ramdas, the former head of the Global Fund for Women and the current representative of the Ford Foundation in India. The program is now led by Faculty Director Deborah L. Rhode, a professor of law at Stanford Law School and affiliate faculty member at CDDRL.

This spring marks the third cycle of the program, which has welcomed previous social entrepreneurs from Bosnia-Herzegovina, Malaysia, Palestine, South Africa, and the San Francisco Bay Area, who together work on critical problems of democracy, development, and social justice in their communities.

Shui Yung Chang (張水庸) is currently a Visiting Scholar at the Center on Democracy, Development, and the Rule of Law at Stanford University from the Ministry of Foreign Affairs of the Republic of China (Taiwan). 

Mr. Chang is a career diplomat who joined the Foreign Service in 1992 and has served in various capacities in Asia, Europe, Africa, Australia and America. His overseas posts for the Foreign Service include Vice Consul in Johannesburg, South Africa; First Secretary in New Delhi, India; and Director in Miami, Florida, United States. In Taipei he held the positions of Desk Officer of African Affairs; Section Chief of the Institute of Diplomacy and International Affairs (formerly known as Foreign Service Institute); Secretary of the Coordination Council of North American Affairs; Director of the Public Diplomacy Coordination Council on home assignment and served as the External Affairs Officer and translator to the Premier Office of Executive Yuan, R.O.C.

Mr. Chang graduated from National Taiwan University with a Bachelor of Arts in Foreign Languages and Literatures in 1991. He continued his education on History of Art at University of Pretoria, South Africa 1996-1997, and obtained Master of Arts in Strategic Studies from Australian National University, Australia in 2005. He also received his certificate on diplomacy from Oxford University, United Kingdom in 1995. 

Mr. Chang speaks fluent Taiwanese, Mandarin and English. His research interests include Asia studies, International Affairs, Taiwan Foreign Policy, Public Diplomacy, Democracy and Development. In his career he also actively involved in the promotion of culture, academy and humanitarian work for Taiwan. Over the years, Mr. Chang has travelled widely across countries and continents on his official trips and personal tours with family. He is married to Ms Maya Chen and has two children, Sonia and Sophia Chang. They currently reside in Taiwan.

Abstract:

The last few decades have seen a growth in the number and influence of governance indicators in development. These indicators shape the institutional reform agenda in many countries. They create pressure for 'reforms as signals', however, which are often limited to changes in form and not function: governments look better after reforms but are not actually better. Given evidence that this is indeed the case, the question is how to construct governance indicators and promote reforms that actually make governments more functional. Select experiences show that this is possible and suggest a new set of principles that could be used to guide institutional reforms in the future. 

 

Speaker Bio:

Matt Andrews is Associate Professor of Public Policy. His research focuses on public sector reform, particularly budgeting and financial management reform, and participatory governance in developing and transitional governments. Recent articles focus on forging a theoretical understanding of the nontechnical factors influencing success in reform processes. Specific emphasis lies on the informal institutional context of reform, as well as leadership structures within government-wide networks. This research developed out of his work in the provincial government of Kwa-Zulu Natal in South Africa and more recently from his tenure as a Public Sector Specialist working in the Europe and Central Asia Region of the World Bank. He brings this experience to courses on public management and development. He holds a BCom (Hons) degree from the University of Natal, Durban (South Africa), an MSc from the University of London, and a PhD in Public Administration from the Maxwell School, Syracuse University.

Francis Fukuyama is the Olivier Nomellini Senior Fellow at Stanford University's Freeman Spogli Institute for International Studies (FSI), and a faculty member of FSI's Center on Democracy, Development and the Rule of Law (CDDRL). He is also Director of Stanford's Ford Dorsey Master's in International Policy, and a professor (by courtesy) of Political Science.

Dr. Fukuyama has written widely on issues in development and international politics. His 1992 book, The End of History and the Last Man, has appeared in over twenty foreign editions. His book In the Realm of the Last Man: A Memoir will be published in fall 2026.

Francis Fukuyama received his B.A. from Cornell University in classics, and his Ph.D. from Harvard in Political Science. He was a member of the Political Science Department of the RAND Corporation, and of the Policy Planning Staff of the US Department of State. From 1996-2000 he was Omer L. and Nancy Hirst Professor of Public Policy at the School of Public Policy at George Mason University, and from 2001-2010 he was Bernard L. Schwartz Professor of International Political Economy at the Paul H. Nitze School of Advanced International Studies, Johns Hopkins University. He served as a member of the President’s Council on Bioethics from 2001-2004. He is editor-in-chief of American Purpose, an online journal.

Dr. Fukuyama holds honorary doctorates from Connecticut College, Doane College, Doshisha University (Japan), Kansai University (Japan), Aarhus University (Denmark), the Pardee Rand Graduate School, and Adam Mickiewicz University (Poland). He is a non-resident fellow at the Carnegie Endowment for International Peace. He is a member of the Board of Trustees of the Rand Corporation, the Board of Trustees of Freedom House, and the Board of the Volcker Alliance. He is a fellow of the National Academy for Public Administration, a member of the American Political Science Association, and of the Council on Foreign Relations. He is married to Laura Holmgren and has three children.

Many Stanford computer science majors hope to land coveted jobs in Silicon Valley upon graduation. Parth Bhakta or Ben Rudolph aren't so sure. They first want to take their skills far afield of the storied technology hub. 

Bhakta and Rudolph joined two other Stanford students earlier this month to travel to Ethiopia, making their way to remote refugee camps along the Sudanese border. They are researching ways in which technology and design innovation can help improve conditions for refugees and their surrounding communities.

“As a computer science student, I feel that a lot of Silicon Valley is focused on solving trivial problems,” said Bhakta, a senior from Palm Desert, Calif., who graduates this year with an undergraduate degree in symbolic systems and a master’s in computer science. “I hope to apply my skills toward something that has a meaningful impact. I want this experience to help me better understand how to tackle big, tangible problems.”

The students worked with the UNHCR and International Rescue Committee in the Bambasi and Sherkole refugee camps in western Ethiopia to test out ideas they’ve been working on with the goal of improving camp communications; food security and economic self-sufficiency; host community relations; and the often difficult process of setting up camps to house arriving refugees.

The idea for the trip emerged from a dialogue and collaboration between Stanford’s Center for International Security and Cooperation (CISAC) and the United Nations High Commissioner for Refugees (UNHCR). An official from the UN agency approached CISAC Co-Director Tino Cuéllar last spring, and encouraged CISAC to explore ideas to better protect and support the care of more than 42 million refugees, internally displaced and stateless people worldwide.

 

 

These early discussions led to a multidisciplinary partnership involving CISAC, students from across the Stanford campus and at the Hassno-Platner Institute of Design – better known as the d.school – as well as professors, NGOs, physicians, officials with experience in humanitarian settings, architects and other professionals eager to volunteer their time and expertise.

Among those professionals is Jeffrey Geisinger, an architect with Ennead Architects in New York. The firm, which designed the new Stanford Law School wing and the recently inaugurated Bing Concert Hall, is doing pro bono work on the project through its advocacy lab.

Geisinger hopes to start designing modules that might be used in shared spaces. To do this, he said, he must see what construction materials are available, what deficiencies typically exist out in the field and which social networks and local skills might be tapped to help the UN build more innovative structures shared by both communities.

“From an architect’s perspective, we’re interested in some kind of design solution,” said Geisinger. “But before we can even begin to put pencil to paper, it’s important to really define the problem.”

For CISAC, the project represents a further effort to bridge the gap between scholarship and practice.

“This is an extraordinary manifestation of CISAC’s mission to help shape public policy,” said Liz Gardner, CISAC’s associate director for programs. “This project marries up scholarship, teaching and close interaction with policymakers – with the ultimate goal of improving the lives of refugees.”

The project also led to dozens of students from a variety of majors to enroll in the Law School class, “Rethinking Refugee Communities,” co-taught by Cuéllar and Leslie Witt of the global design consultancy, IDEO. The students have been brainstorming and investigating, then hammering out concepts and prototypes they hope might one day be implemented by the United Nations.

Now, they want to put those ideas to the test.

Rudolph, a senior from Chicago, is working with his team to build a software platform that would enable early camp registration and provide two-way communication between the UNHCR and refugees, using mobile technology. RescueSMS is software designed to better profile each refugee and alert them to upcoming events or emergencies in the camp, as well as give them a voice to express concerns or ask questions of the UN.

“I’m excited about applying my computer science knowledge to humanitarian efforts, where I think software is underused,” said Rudolph, who has had a string of internships at Silicon Valley startups. “I wanted a change of pace from the corporate world; I was tired of working for traditional software startup companies.”

So he’s taking an untraditional route. Rudolph’s interest in the project has led to an internship with the UNHCR’s innovation lab in Geneva after he graduates this summer.

One of Cuéllar’s goals is to build long-term relationships with organizations such as the UNHCR so that the work by Stanford students becomes embedded in the innovation process of public organizations. 

Devorah West’s team is looking at infrastructure in the space that is shared by refugees and the indigenous people from the surrounding community. When thousands of refugees stream into border communities in neighboring countries, resources become scarce and tensions run high. West is representing the team looking at ways to build schools, medical facilities and marketplaces that could be shared by both communities.

“My team will use this trip to get a better understanding of realities on the ground,” said West, a second-year master’s student in international policy studies from Santa Fe, N.M., who graduates this summer. “We hope to find ways to defuse tensions over scarce resources and allow both communities to satisfy social and physical needs.”

West said she was drawn to the project by the interdisciplinary nature of the teams.

“Having worked in the policy world, I was really interested in using design thinking to fuse together academic research and policy development in order to have a concrete impact on refugee communities,” she said.

Jessica Miranda is representing the team focused on food security and economic self-sufficiency. They are working on understanding how to encourage small-scale mobile farming. During her visits to the camps, she will investigate the challenges that affect small-scale gardening and learn more about the terrain, the nutritional status of vulnerable households and what the cultural views are on agriculture.  

“I know how it feels to leave your country behind,” said Miranda, a second-year master’s student in international policy studies from Toluca, Mexico. “And I want to help. But it’s difficult to think about refugee camps from the comfort of my couch. It’s time to go and see how these ideas might work on the ground."

Africa owns 60% of the world’s uncultivated land suited for crop production, but accounts for 30% of the world’s malnourished and only 3% of global agricultural exports. If there is one thing global agricultural policy experts Paul Collier and Derek Byerlee can agree on, it’s that Africa’s food system is struggling.Their different views on the causes and investment solutions to put Africa on a more prosperous and food secure path made for a provocative discussion at a symposium hosted last week by Stanford University’s Center on Food Security and the Environment.

Collier, a distinguished economist and author of the award-winning book “The Bottom Billion”, was direct in his opening remarks.

“Smallholder agriculture has been a persistent productivity disaster for Africa,” said Collier. “Despite a huge land area to population ratio and higher proportion of its labor force engaged in food production, Africa is still not able to feed itself. The smallholder business model of the last 50 years is fundamentally flawed…maybe it is time for a Plan B.”

African agricultural productivity remains astoundingly low and stagnant at about $500 per person per year. His solution: debunk the ‘myth of the efficient peasant’ and rural romanticism and support commercial agriculture and urban growth.

Commercial agriculture reaps economies of scale that provide advantages often beyond reach for smallholder farmers yet are critical to agricultural production in Africa—risk finance, liquidity, technology, logistics, and knowledge of markets. Collier points to the success of Brazil and Thailand—two emerging economies that differ in scale of commercial organization, but have become major agricultural exporting countries.

Byerlee, a renowned economist and director of the 2008 World Development Report, agreed with Collier that commercial agriculture is likely Africa’s future, but that market-oriented smallholder farmers will play the lead role.

“We have much to learn from emerging business models,” said Byerlee. “Smallholders and agribusiness have complementary assets that can contribute to commercial agriculture, and states and investors must help facilitate smallholder inclusion in these models.”

Byerlee noted that the choice between small-scale or large-scale production models depend on transaction costs and type of commodity, and are context specific. Small- to medium scale production is best suited to most types of products in Africa especially food staples and many labor intensive products (e.g, diary). This follows the example of Thailand that not only has succeeded in food production but alone exports more than the value of all sub-Saharan Africa. Value chains that require stronger coordination with processing and shipping (e.g., sugar and palm oil), demand market standards (e.g, export horticulture) or are taking pioneering risks (e.g., new crops in new areas) may be better suited for large-scale production. Benefits may still be large if they create good jobs—a major challenge for Africa’s future.

Where to invest in Africa’s future?

"Young Africans are voting with their feet in droves to leave smallholder agriculture because it is impoverishing and boring, “ said Collier. “The economic tragedy for Africa is that cities haven’t been the engines of economic opportunity and wage employment.”

Collier argued investments in cities over agriculture are needed to prepare for an urban future and must be done quickly due to one dangerous fact—climate change.

“Climate change is the train coming down the tracks and it is already happening in Africa,” warned Collier. “The continuing deterioration of African agriculture is already set in stone. The last 50 years of carbon emissions are going to continue to devastate Africa’s climate over the next 50 years.”

Collier fears climate change will shift Africa’s competitive advantage in agriculture to Northern Eurasia and North America. Therefore, limited investment dollars must shift to cities which are more climate resilient. Byerlee disagrees.

“There is overwhelming and convincing evidence that agricultural growth is important for poverty reduction and food security,” said Byerlee. “Look at the Green Revolution in Asia and the institutional reforms in China in the early 1980s.”

The 2008 World Development Report also found GDP growth from agriculture benefits the income of the poor two to four times more than GDP growth from non-agriculture. So why isn’t this working for sub-Saharan Africa?

Byerlee points to Africa’s history of poor macroeconomic policies that have disadvantaged African farmers. Smallholder farmers have traditionally been taxed at high levels (as much as 50 percent 20 years ago before liberalization programs started kicking in). Rates have come down dramatically to 15-20 percent, but are still significantly higher than other countries.

“African states must level the playing field,” said Byerlee.

Government investment in public goods at four percent of agricultural GDP still lags behind that enjoyed by most other countries. That is less than half of what has been spent in Asia over the last couple of decades where investment in core public goods, R&D, rural roads, and irrigation have really made a difference.

Access to land and finance must also improve to support the growth of smallholder agribusiness. This especially includes secure, low cost, and transferrable land rights to allow efficient smallholders to expand.

Greater investment is also needed in technology and information. Research and development in Africa have been traditionally underfunded and understaffed. Despite involvement of agricultural research groups such as CGIAR over the last 40 years, only 35 percent of food crop area is planted to improved varieties. Smallholder farmers also often lack business development skills and access to primary education – a critical constraint to growth.

Reasons for optimism

Many of these macropolicies are slowing changing, and that makes Collier and Byerlee hopeful.

“After four decades in sub-Saharan Africa I feel optimistic about Africa’s food systems and future,” said Byerlee. “I see exciting opportunities in terms of market growth, private interest, and improved policies.”

Yields in Africa are low, but there is room for significant improvement. The continent is home to potentially 240 million hectares of uncultivated land and less then 20 percent of irrigation potential has been tapped.

African agricultural systems are transforming rapidly in response to rising rates of income growth, urbanization, and shifts in demand for high value and processed food, and feed for livestock. Higher food prices are incentivizing farmers to enter the market and increasing farmer income. Regional markets now accounting for only 5-10% of trade have much potential to expand, and Byerlee projects the value of African urban food markets to quadruple over the next 20 years.

Renewed investment in Africa is another reason for optimism. After decades of declining support donor agencies are refocusing their efforts on supporting agricultural development in Africa. Private sector investment, ranging from local to foreign investors, is also increasing. Collier spoke of the value pioneer commercial investors are bringing to unused and underutilized, but arable lands in Africa. These larger investors are better able to internalize the benefits of infrastructure supply while creating jobs and opening new markets.

The spur in foreign investment has drawn some fire from opponents worried about ‘land grabbing’. Collier and Byerlee both pointed out the need to differentiate between commercial investors and land speculators. The latter are being scrutinized, and for good reason.

Land speculators are leasing huge tracts of land over long time horizons and banking on the land’s option value if there is a big spike in food prices. This takes potentially arable land out of near-term production and out of the hands of local communities. Byerlee suggests governments impose controls on how rapidly the land is developed as one way of managing this problem.

What will a successful African food system look like in 2050?

"African peasantry as we know it today will not be preserved," projects Collier.

“If commercialization is successful most Africans will live in big coastal cities like the US and Europe,” said Collier. “Most of the remaining rural population will move to the hinterland of the big cities, because profitable agriculture will be selling into the big cities from close vicinity."

He envisions a mixture of different types of commercial agriculture ranging from consolidated family farms as is the norm in the US to large-scale enterprises as seen Brazil, but agriculture will not employ a lot of people. He sees an opportunity for commercial agriculture to piggyback off the infrastructure put in place by extractive natural resource companies.

Byerlee foresees Africa headed down a path similar to Thailand where a more egalitarian, smallholder commercial farmer model dominates (2-5 hectares). Large-scale farming has a legacy of failure in Africa, he said. He sees better prospects for large-scale irrigated rice and perhaps oil palm. Oil palm was actually an African crop prior to moving primarily to Malaysia and Indonesia. The value of South East Asian exports of palm oil is now greater than all agricultural exports from sub-Saharan Africa. In fact, Africa now imports $3.5 billion in palm oil.

“With billions of dollars at stake, big Asian companies are investing in Africa with the potential to create millions of jobs,” said Byerlee. “Oil palm could be a really big opportunity to transform African agriculture in the humid tropics, but state support is needed to facilitate inclusion of smallholders and safeguard social and environmental standards."

Africa has the natural resources to become a major player in the global agricultural export market and to bring down its alarmingly high malnutrition and poverty rates. What’s needed now is the political will, guidance, and investment to make that happen.

In a piece for the The Stanford Daily, Nadejda Marques, manager of the Program on Human Rights at the CDDRL, writes about victims' reparations and the experience at the International Criminal Court.

As explained by Professor Cherif Bassiouni on Jan. 29 at the CDDRL Program on Human Rights Sanela Diana Jenkins Speakers Series, victims before the International Criminal Court (the ICC) have rights that combine the practice in proceedings of two different legal systems: the Civil Law and the Common Law system.

Through direct victim representation, an important aspect of the civil law system, those who have suffered severe abuses may present to the ICC their points of view to the judges. In the civil system, this is important because it allows the prosecutor to assess harm and damages suffered and request corresponding reparations. In common law systems, victim representation is more central in civil cases, though increasingly the perspective of victims has been relevant during criminal sentencing.

In the ICC, victims are not required to participate in the court proceedings and the court may even decide on its own to make an award for reparations. That is, independent of any motion by the prosecutor, the victim may also seek reparation directly from the ICC through the Trust Fund for Victims, an independent body of the court charged with implementing the court’s decisions and providing physical and psychosocial rehabilitation and material support to victims of crimes within the jurisdiction of the ICC. Furthermore, the Trust Fund for Victims at the ICC can also act to benefit victims of crimes even when there is no conviction.

Why is this a valuable lesson? Suppose that the defendant accused of horrendous crimes does not have sufficient assets to cover the damages imposed onto the victim? In many countries including the United States, reparations are often based on the defendant’s ability to pay. Apart from a few cases of restitution for sex crimes in the United States, governments seldom take responsibility for losses and suffering caused by private individuals, leaving victims to their own resources, their personal insurance and their own means to recover and rehabilitate. When that happens, is justice done?

What do victims want? From years of researching and working with victims of human rights abuse including victims of war crimes in the context of Angola and, more recently, in the Democratic Republic of Congo (DRC), the sentencing of perpetrators is only one of the elements of justice as understood by victims. Victims and survivors usually ask for guarantees that the crimes and violation of rights will not take place again. They want restitution to re-establish the lives they had before the violations took place, and they need support so they and their communities can work to overcome the severe psychological consequences affecting generations of victims’ descendants.

The ICC Trust Fund for Victims needs to raise funds to support the reparations it grants. Contributors to the fund are states, private donors, foundations and individuals that wish to support victims and communities that see the ICC as last resort. The Trust Fund for Victims is far from perfect. It struggles to ensure sufficient funds to sustain victims’ requested reparations, and it is not well equipped to establish reparations in cases of collective application. However, as the idealism that created the ICC in the first place, the ICC Trust Fund sends a signal of great relevance: reparations are an important representation of the justice process for victims of human rights abuse.

When the International Criminal Court (the ICC) issued its first decision on reparations of victims – in the case of Thomas Lubanga Dyilo, convicted in March of 2012 for conscripting, enlisting and using child soldiers in the DRC – it established an important precedent in victims’ agency in the identification of needs and in the design of reparations. This precedent can be a valuable lesson to the justice systems in many countries including the United States. As the ICC enters its second decade, let us learn the lessons that can become pillars in the expansion of international justice and may one day establish jurisprudence that benefits victims within the countries.

Successful adaptation of agriculture to ongoing climate changes would help to maintain productivity growth and thereby reduce pressure to bring new lands into agriculture. In this paper we investigate the potential co-benefits of adaptation in terms of the avoided emissions from land use change. A model of global agricultural trade and land use, called SIMPLE, is utilized to link adaptation investments, yield growth rates, land conversion rates, and land use emissions. A scenario of global adaptation to offset negative yield impacts of temperature and precipitation changes to 2050, which requires a cumulative 225 billion USD of additional investment, results in 61 Mha less conversion of cropland and 15 Gt carbon dioxide equivalent (CO2e) fewer emissions by 2050. Thus our estimates imply an annual mitigation co-benefit of 0.35 GtCO2e yr−1 while spending $15 per tonne CO2e of avoided emissions. Uncertainty analysis is used to estimate a 5–95% confidence interval around these numbers of 0.25–0.43 Gt and $11–$22 per tonne CO2e. A scenario of adaptation focused only on Sub-Saharan Africa and Latin America, while less costly in aggregate, results in much smaller mitigation potentials and higher per tonne costs. These results indicate that although investing in the least developed areas may be most desirable for the main objectives of adaptation, it has little net effect on mitigation because production gains are offset by greater rates of land clearing in the benefited regions, which are relatively low yielding and land abundant. Adaptation investments in high yielding, land scarce regions such as Asia and North America are more effective for mitigation.

To identify data needs, we conduct a sensitivity analysis using the Morris method (Morris 1991 Technometrics 33 161–74). The three most critical parameters for improving estimates of mitigation potential are (in descending order) the emissions factors for converting land to agriculture, the price elasticity of land supply with respect to land rents, and the elasticity of substitution between land and non-land inputs. For assessing the mitigation costs, the elasticity of productivity with respect to investments in research and development is also very important. Overall, this study finds that broad-based efforts to adapt agriculture to climate change have mitigation co-benefits that, even when forced to shoulder the entire expense of adaptation, are inexpensive relative to many activities whose main purpose is mitigation. These results therefore challenge the current approach of most climate financing portfolios, which support adaptation from funds completely separate from—and often much smaller than—mitigation ones.

Rapid population growth, urbanization and rising incomes will present an unprecedented opportunity for growth of commercial agriculture and agribusiness in coming years. The value of food consumed in urban areas is set to expand by four times to 2030, but given evidence of a continuing decline in competitiveness much of this could be sourced from imports even in countries with an apparent comparative advantage in agriculture. At the same time, the number of youth entering the labor force will rise to 25 million annually by 2025 putting tremendous pressure on job creation, especially through agriculture. Rising investments in large-scale farming seen in recent years may contribute to increased food supply (although this is highly uncertain given the track record) but some investment, especially in mechanized grain farms, provide few jobs. Even so there is a dire need for increased investment in the sector, both public and private, if it is to realize its potential for growth and poverty reduction.

This paper lays out a number of models of inclusive agribusiness growth, grouped into three categories (i) institutional arrangements for improving productivity of smallholders operating in spot markets, (ii) various types of contract farming arrangements, and (iii) large-scale farms that generate jobs and/or include community equity shares. The institutional and policy context as well as commodity characteristics that favor these models are discussed within a simple transactions cost framework. Examples of apparent successes with each of these models are provided, many based on direct interviews and case studies of innovative firms.

The final section discusses cross-cutting policy priorities to enable the growth of commercial agriculture and agribusiness. These include continuing reforms to liberalize product and input markets, access to technology and skills, stimulating financial and risk markets, securing land rights, and investment in infrastructure through public-private partnerships. Priorities differ by value chain and implementation presents challenges of delicately balancing state intervention and leadership with private initiative. These challenges are illustrated through examples from Africa as well as emerging countries of Asia and Africa.
