Amy Zegart, one of the nation’s leading experts on national security, intelligence and foreign policy, has been appointed the next co-director of the Center for International Security and Cooperation.

Zegart, a CISAC faculty member and senior fellow at the Hoover Institution, will take up her new role July 1. She succeeds Mariano-Florentino Cuéllar, who was named director of the Freeman Spogli Institute for International Studies, CISAC’s parent organization.

“Amy Zegart is an award-winning scholar, an accomplished professional with public and private sector experience, and a trusted voice on national security and foreign policy,” said Cuéllar. “Her multi-disciplinary scholarship, diverse experiences, and commitment to getting it right will complement the Freeman Spogli Institute's growing focus on governance problems, and will make her a dynamic leader for CISAC as the center continues its vital work on international cooperation and security.”

Zegart, once named one of the 10 most influential experts in intelligence reform by the National Journal, said she intends to continue expanding the center’s focus on emerging security issues, such as cybersecurity, drones and challenges to governance while building on CISAC’s distinguished reputation in nuclear security.

“The international threat environment is changing faster and in more profound ways than anyone could have imagined 10 or 20 years ago,” said Zegart, who is also a professor of political economy (by courtesy) at the Stanford Graduate School of Business, where she co-teaches a course on managing political risk with former Secretary of State Condoleezza Rice.

“CISAC will continue to be at the forefront of addressing these new challenges with the same secret sauce it’s had since its founding in 1983: world class talent; a commitment to teaching the next generation; and a deep belief that bridging the natural and social sciences is vital to solving the world’s most dangerous problems,” she said.

 CISAC, more than any other institution, provided a scholarly environment that was intellectually challenging and personally supportive at the same time. That’s quite a rare cultural combination."

Zegart’s research examines the organization of American national security agencies and their effectiveness. She served on the Clinton administration's National Security Council staff and as a foreign policy adviser to the 2000 presidential campaign of George W. Bush. She has testified before the Senate Intelligence Committee, provided training to the Marine Corps, and advised officials on intelligence and homeland security matters. From 2009 to 2011 she served on the National Academies of Science Panel to Improve Intelligence Analysis. Her commentary has been featured on national television and radio shows and in The New York Times, Washington Post, and Los Angeles Times.

Zegart writes  regular commentary for Foreign Policy about national security issues. In this excerpt from one of those posts about the privatization of American intelligence and the growing businesses of political risk management, her approach accentuates her ability to bring complex issues to a general audience:

In the old days, the ‘free world’ and ‘Soviet bloc’ were two different universes. Not anymore. Now everything is connected. Sweden’s Ikea has stores in Russia. My CIA alarm clock was made in China. Unrest in Cairo can cause legging shortages in California. And communications happen everywhere. Wifi can be found in Bedouin tents, on the top of Mount Everest, and on buses in rural Rwanda. Kenyan fisherman may lack electricity, but they can check weather conditions and fish market prices on their cell phones. All of this connectedness means that political risks – civil strife, instability, insurgency, coups, weak legal standards, corruption – have more spillover effects. What happens in Vegas does not stay in Vegas.

Zegart recalls being fascinated with politics since she was a kid. She spent her childhood tracking election night tallies and writing her congressman. When she was 13, she followed on TV the late Chinese leader Deng Xiaoping’s historic visit to the United States in 1979 and was thrilled when he donned a cowboy hat at a Texas rodeo.

“I was enthralled,” Zegart said. “My mother, an antique dealer who can find anyone and anything, tracked down a local Taiwanese graduate student and convinced her to teach me Mandarin after school.”

She would continue studying Chinese at Andover, majored in East Asian Studies at Harvard, and would win a Fulbright Scholarship to travel to China and study the 1989 Chinese democracy movement and Tiananmen Square tragedy. Zegart then earned her M.A. and Ph.D. in political science from Stanford and became a full professor of public policy at UCLA’s Luskin School of Public Affairs as well as a fellow at the Burkle Center for International Relations.

Zegart notes she’s been connected to CISAC for more than two decades. She first showed up at the center’s former Galvez House headquarters during her first quarter as a Stanford graduate student. She kept coming back even after she got her Ph.D.; both of her award-winning books were germinated in presentations she gave to CISAC seminars.

“CISAC, more than any other institution, provided a scholarly environment that was intellectually challenging and personally supportive at the same time,” Zegart said. “That’s quite a rare cultural combination.”

This academic year, she co-taught with Martha Crenshaw the popular CISAC-sponsored class International Security in a Changing World, which culminates in a U.N. Security Council simulation in which students debate a pressing global issue.

CISAC has a tradition of appointing co-directors – one from the social sciences and the other from the natural sciences – to advance the center’s interdisciplinary mission to conduct and promote cutting-edge research to make the world a safer place.

“Amy brings to CISAC a wealth of expertise in international security issues, a deep commitment to scholarship and a sincere desire to strengthen and expand the center’s activities and impact,” said David Relman, CISAC’s other co-director, a Stanford microbiologist and professor of infectious diseases, as well as expert on emerging biological threats. “We share an interest in emerging technologies and the effective international mechanisms that address 21st century challenges and threats.”

Zegart is the author of two award-winning books. Flawed by Design, which chronicles the development of the Central Intelligence Agency, Joint Chiefs of Staff, and National Security Council, won the highest national dissertation award in political science. Spying Blind, which examines why American intelligence agencies failed to adapt to the terrorist threat before 9/11, won the National Academy of Public Administration’s Brownlow Book Award. She has also published in International Security, Political Science Quarterly, and other leading academic journals. She serves on the editorial boards of Terrorism and Political Violence and Intelligence and National Security. Her most recent book is Eyes on Spies: Congress and the United States Intelligence Community.

Before her academic career, Zegart spent three years at McKinsey & Company advising Fortune 100 companies about strategy and organizational effectiveness.

She serves on the FBI Intelligence Analysts Association National Advisory Board and the Los Angeles Police Department’s Counter-terrorism and Community Police Advisory Board and is a lifetime member of the Council on Foreign Relations.

On May 23, FSE hosted its final symposium of a two-year series on global food policy and food security in the 21st century. The series was designed to look at the growing nexus of food, water and energy and to understand the disparities in agricultural productivity amongst developed and developing countries. What lessons can be learned from history, and how can these be applied to inform an effective and sustainable effort to eliminate food insecurity in sub-Saharan Asia and South Asia? FSE thanks the series participants and funder, the Bill & Melinda Gates Foundation. This summer FSE will be publishing a synthesis volume as a final product of the series. Food and water security in sub-Saharan Africa remain a challenge despite the region’s abundance of arable land and untapped water resources. In FSE’s final global food policy and food security symposium, water expert John Briscoe drew upon his many years of international field experience (including a 20-year career at the World Bank) to deliver a personal assessment of the issues facing Africa and suggestions for the way forward.

Improvements in infrastructure, agricultural productivity and investment are crucial for tapping Africa’s agricultural and development potential. And middle-income countries, such as Brazil, may have the most lessons to share.

Dams and the quest for water security

“Africa’s infrastructure is lousy,” said Briscoe, an environmental engineer and director of Harvard’s Water Security Initiative. “Crumbling roads, patchy supplies of electricity, and inadequate water storage are some of Africa’s biggest impediments to growth.”

Sub-Saharan Africa has tremendous surface and groundwater resources, yet only 4 to 5 percent of cultivated land is irrigated. Most agricultural land relies on rainfall and is often limited to a three to six month rainy season. For many countries in Africa, economic growth and rainfall are closely linked.

Africa has the potential to irrigate an additional 20 million hectares of land, but building that infrastructure is expensive and finding funding has become more difficult. Historically, the World Bank and wealthy countries like the United States have helped. But funding dams is now unpopular.

Meanwhile, middle-income countries - such as Brazil, India and China - are building infrastructure for water-enabled growth, and are filling the funding gap left by rich countries. Whereas the World Bank now finances about five dams, the Chinese finance over 300 dams outside of China in the developing world.

Sub-Saharan Africa has benefited from some of these projects, but still contends with an international NGO and donor community resistant to dam development.  

Big is beautiful – the case of Brazil

“Africa must increase its agricultural productivity, and a romantic emphasis on small, local, organic farming is not going to get it there,” said Briscoe.

Sub-Saharan Africa’s agricultural growth rate remains very low. In some countries, yields for staple crops like maize are actually falling. A deficit in knowledge to increase agricultural productivity is part of the problem.

Briscoe shared a telling observation of a Ghanaian CEO of a multinational company: ‘Once the best and the brightest Ghanaians went into engineering. Now they become anthropologists because NGOs dominate the job market and this is the skill they want.’ 

Briscoe pointed to Brazil as a compelling case for greater investment in agriculture and agricultural research. Between 1985 and 2006, Brazilian agricultural production grew by 77 percent.

“Much of this growth did not come from cutting down the Amazon, but by doing things smarter than it did before,” said Briscoe. “Over the last 30 years, through financial crises and changing political parties, Brazil sustained public investment in agricultural research.”

Better farming practices led to improved soil quality, high yielding grasslands, and the transformation of soybeans into a tropical crop. Brazil is now the largest exporter of soybeans.

Additionally, Brazil pioneered the use of “no-till” agriculture, now practiced by over 50 percent of its farmers. The culmination of these activities increased productivity while farming more sustainably.

An important contribution to Brazil’s productivity has been its utilization of genetically modified crops. Brazil chose not to eulogize the “small and organic” philosophy of many NGOs, but embraced new technology. Middle-income countries are currently eight of the 10 largest users of GMOs.

Brazil was also pragmatic when it came to scale. Brazilian farms are large. Thirty percent are large commercial operations producing 76 percent of the country’s output. Many environmentalists and small farmers perceived large agrobusiness as the enemy, but these large enterprises were also the grey geese laying the golden eggs for the country.

Understanding that there are no silver-bullet solutions, the Brazilian government sought innovative ways to support smaller farmers. For example, concessions for a large irrigation project in the Pontal were awarded to agribusiness operators that integrated at least 25 percent of irrigable land to small farmers as part of the company’s production chain.

By 2009, Brazil had become the world’s number one exporter of orange juice, sugar, chicken, coffee, and beef.

“Brazil’s success did not happen over night,” said Briscoe. “African countries must be patient and persistent, particularly with respect to public investment in agricultural research…and pragmatic and realistic about scale.”

Role for foreign investors

In the face of low levels of public investment in agriculture and non-existent or shallow domestic capital markets, there is a role for foreign direct investment (FDI) to play. FDI projects, such as international land deals, can help create implementation capacity by bringing capital and know-how, creating employment and developing infrastructure.

“But it is easier said than done,” said Briscoe. “Foreign investors, including the World Bank's International Finance Corporation (IFC), have struggled in sub-Saharan Africa because farming is a complex business.”

Briscoe noted a shortage of indigenous entrepreneurs, the small size of potential investments, and lack of access to markets have constrained IFC engagement and performance in sub-Saharan Africa.

While there are no shortcuts for Africa, Briscoe insisted optimism and a determination to move faster are needed. Africa must decide whether to follow the prescriptions of the advocacy community or, like Brazil, pursue an opposite strategy.

“Will Africa focus on its real problems, ‘the politics of the belly’?” asked Briscoe. “Or will it succumb again, to the western ‘politics of the mirror’?”

She came to Stanford University this fall to undertake her master’s degree in international policy studies, concentrating in global justice. Her professional pursuits have long been coupled with passionate activism in the arenas of human rights advocacy, conflict resolution in Israel, and the Occupied Palestinian Territories, and poverty reduction. Brunner was an active participant in the winter quarter’s Sanela Diana Jenkins Human Rights Speaker Series: The International Criminal Court: The Next Decade. Brunner recently returned from a study trip to Rwanda where she delved into issues of human rights, governance, and economic development through meetings with government officials, NGOs, and the business community.

The water and agriculture glass in Africa is half-empty: Africa has failed to develop its massive water resources and failed to achieve agricultural growth. But the glass is half full, too, as Africa is making a start in building its needed infrastructure and in attracting managerial and knowledge assistance which can help start the needed transformation.

In engaging with this great challenge Africa has to make a choice. Will it continue to follow the path advocated by many in the aid community of the rich countries who say “the soft path”, “no dams”, “the social cart before the economic horse”, “small is beautiful” and “no GMOs”? Or will Africans follow the alternative path that brought food security to Asia and income-enhancing agricultural growth to Latin America? The latter focused on science, infrastructure, management and scale. Will, in short, Africans follow “the politics of the mirror” or the “the politics of the belly”?

HOMOSHA, ETHIOPIA - Mohammed Musa, the leader of a small village in western Ethiopia, says hundreds of refugees have crept into his village of 150 mud-and-bamboo huts to steal their goats and chickens. And cut down their trees.

The 33-year-old father of six feels for the thousands of Sudanese who have fled years of fighting in their homeland. But the Ethiopian tradition of opening its arms to African neighbors only extends so far.  

“Regardless of the support from our community, they are very aggressive,” Musa tells Stanford student Devorah West, the two sitting on a rattan mat beneath a mango tree, as donkeys bray and children gather to observe the foreigners.

“They have had such a heavy impact on the environment,” Musa says of the 9,400 refugees, rubbing the deep vertical tribal scars on his cheeks; marks of strength and courage. “They keep extending the camp and taking the land from us.”

And cutting down the trees: coffee, acacia, mango and eucalyptus.

West traveled to the western border of Ethiopia to talk to refugees and villagers on the outskirts of the refugee camps about how the two communities might work and learn together in vocational centers and schools between their camps and villages.

She came away dogged by one word.

“Firewood,” she says. “The bane of every conversation on this trip.”

West, a master’s student in international policy studies, traveled to the camps on a research trip for the Stanford Law School class, “Rethinking Refugee Communities.”

“Our project is aimed at really transforming the perceptions of refugees and trying to highlight the benefits of a shared community,” West says. “And not addressing the conflict over firewood I think could be a real weakness in our project.”

She learned women favor firewood over any other fuel as it complements centuries of traditional home cooking. Men see it as a commodity they don’t want to give away or, if they’re refugees, can’t pay for. The dispute over firewood led to the arrests of refugees outside one of the camps West visited; it has led to the rapes of thousands of women and girls across the continent as they stray from camps to look for wood.

“While the communities did by and large get along, tension was definitely created around the issue of firewood,” she says. “Firewood. Firewood. Firewood. This constantly came up in conversations with refugees, the host community, the local administrations and the Ethiopian government.”

So it’s back to the white boards, West says, where her team would now incorporate the firewood conundrum into the brainstorming about shared places.

Stanford-UN collaboration

West, another second-year IPS student and two computer science undergrads spent 10 days in the Horn of Africa country in March as part of a collaboration between Stanford’s Center for International Security and Cooperation (CISAC) and the United Nations High Commissioner for Refugees (UNHCR).

Their class was co-taught by law professor and CISAC co-director Tino Cuéllar and Leslie Witt of the Palo Alto-based global design firm, IDEO. They challenged two-dozen students to explore ideas that might help the UN protect and support the more than 42 million refugees, internally displaced and stateless people worldwide.

 

West’s team was charged with going outside the camps and thinking about ways the surrounding communities could benefit from the camp infrastructure – schools, health clinics and water treatment systems, for example – while curbing the impact of thousands of foreigners suddenly setting up camp in their back yards.

A similar trip is currently underway with CISAC's Associate Director for Programs, Elizabeth A. Gardner, Stanford management science and engineering graduate student Aparna Surendra, and Ennead architect Jeff Geisinger, whose Tumblr blog follows their journey.  

The students in Ethiopia visited the UN’s Sherkole and Bambasi refugee camps and their surrounding communities along the border with Sudan. Most of the refugees are from the isolated state of Blue Nile, where conflict broke out between the Sudanese military and the Sudan People’s Liberation Movement-North in September 2011, several months after South Sudan seceded. Since then, nearly 300,000 Sudanese have been displaced; 22,000 are sheltered in the two Ethiopian camps.

Open Arms

Ethiopia is extremely proud of its open-door policy toward people fleeing persecution and conflict. During their initial briefings in the capital, Addis Ababa, the students were told repeatedly that the country’s first refugees were followers of Prophet Mohammed in the 7th century and then, much later, black Jews from Israel and Armenian genocide victims. The country once known as Abyssinia was never colonized and Ethiopia considers itself the beneficent Big Brother of the continent.

“We have centuries-old traditions of receiving refugees; it is part of our culture,” Ato Ayalew, the head of the Ethiopian government’s Administration for Refugee Affairs, told the students. “We provide our land. But our sacrifice is great – because you cannot replace the environmental degradation.”

Kellie Leeson, the deputy program director for the Horn of Africa for the International Rescue Committee, joined the students on their trip. The IRC, which partners with the UN in many of its camps, facilitated the student visit to the camps.

Leeson asks the Homosha village head whether the Homoshans have benefitted from the camp infrastructure, such as the IRC’s water treatment plant and pumps. Under Ethiopian law, every program targeted for the refugees must have a component that benefits the host community as well, so the IRC’s water distribution for the camp includes pipes to the village. The host community also has access to the new health clinic and school erected on the western edge of the camp.

 

Musa concedes the water is a plus and some children are attending the camp school.

Still, he says, “The impact outweighs the benefits.”

Musa would like to learn the superior gardening skills from those refugees coming from the Great Lakes region, such as those from Congo. He hastens to add, “But they should not be given any more of our land.”

Outside the other camp about 70 miles south of Sherkole, villagers from Bambasi tell the students how they ran into the dirt road that runs by their thatched huts to greet the more than 12,660 refugees who streamed into the new camp last year.

“The market has brought us together and we hope to have new friendships,” says Romia Abdullah Razak, a 16-year-old girl who ducks into the back of her hut to put on gold earrings before talking to the students. “They seem to be very nice people.”

Nice, until the women came looking for firewood.

The local village militia, paid by the Ethiopian government, rounded up hundreds of refugee women and jailed them when they were caught chopping down trees. They were given warnings and sent back to the camp, but the incident prompted the UNHCR to speed up distribution of kerosene stoves.

Takeaways

West says that beyond the distress over firewood, she is heartened to see projects benefitting both refugee and host communities. The UNHCR is constructing a hospital on the edge of Bambasi, as well as a vocational school where refugees and villagers alike can learn metal work and carpentry.

“The UNHCR is also hoping that providing skills for both the refugees and the host community to help with the economic development of the community and provide refugees with skills they can use when they return home – skills that can help them rebuild their country,” she says. “The challenge, as always, is money and whether they’ll have enough funding for this endeavor.”

She learned that project funding is typically held hostage to annual grant renewals, which undermines critical long-term planning by the UNHCR and leads to a hodgepodge of projects that often go unfinished.

“Shared spaces should be the default for long-term UNHCR planning,” she says.

West, who gets her master’s in this June, is leaning toward a career in corporate social responsibility. She believes companies are part of the solution, through philanthropic work, yes, but also by linking the needs of the refugees with the continued penetration of their products and services.

“I think there’s a really big opportunity for private companies to be thinking about innovation in these camps,” she said. “They have greater funding flexibility, face less of the bureaucratic challenges that are a constant at UNHCR – and they have the ability to really think outside the box.”

China is indeed an intriguing potential role model for developing nations in quest of rapid economic growth and successful poverty reduction. It has not only sustained an average annual GDP growth rate of 10 percent between 1980 and 2011, it has also been extraordinarily successful at reducing poverty, taking more than 650 million people out of extreme poverty over the period. These are two extraordinary feats. It is, however, often said that China is a unique case, with few transposable lessons due to its exceptional size and past. With Sub-Saharan Africa (SSA) at a time of economic takeoff and in need of sustained growth and massive poverty reduction, finding out if at least some lessons from the Chinese experience are transposable can be a useful contribution. There are no better researchers to inform us on this than Scott Rozelle and Jikun Huang. So, what they have to say is indeed important. In what follows, let me try to qualify and extend some of the lessons they are proposing.

On March 18, Congolese militia leader Bosco Ntaganda surrendered himself unexpectedly to the U.S. Embassy in Kigali, Rwanda asking for transfer to the International Criminal Court (ICC) at The Hague, where he was wanted for allegedly committing crimes against humanity. The apprehension of ICC indictees was one of the main challenges raised during the Program on Human Right's (PHR) Sanela Diana Jenkins Human Rights Speaker Series last quarter. Ntaganda’s voluntary surrender provoked reflection on the lessons learned from the seminar’s evaluation of the ICC’s impact on international justice as it marked its first decade and exploration of its mandate moving forward.

Featuring lectures from international experts, academics, and activists, the seminar addressed many of the current challenges and future hopes of the ICC, including competing notions of justice and peace, budgetary constraints, and victims’ rights.

The series was led by PHR Director Helen Stacy and UCLA Law Professor Richard Steinberg, also a visiting scholar at Stanford's department of political science. They both kicked off the series by presenting the history and structure of the ICC and concluded with a discussion on its impact, commenting on how the ICC has helped shape the narrative on mass atrocities.

“Reflecting Diana Jenkins' personal commitment to restoring dignity, prosperity, justice and hope to those who most need it, the human rights speaker series aims to engage students on the most pressing human rights issues of our time,” said Stacy. “The International Criminal Court's 10th anniversary invites careful thought about its role so far, and its future. Our speakers brought an extensive range of opinions on the Court, but everyone agreed that the very existence of the Court has advanced the dialogue on international justice.”

A wide array of positions were offered by the speakers, representing the nonprofit, academic and policymaking arenas. Citing some of the limitations facing the ICC, Human Rights Watch’s Director of International Justice Program Richard Dicker made a compelling case for the Court, highlighting the role of civil society in promoting the adoption of the Rome Statute - the treaty that established the ICC - by its 122 current signatories.

William Pace, convener of the Coalition for the International Criminal Court described the Rome Statute as “among the greatest advancements ever in international human rights law.”

Stanford political science Professor James Fearon questioned whether the Court can be effective in deterring mass atrocities while relying on states parties to turn over suspects without a police force of its own. He argued that the Court may in fact limit the liability of human rights abusers because it gives them a choice of whether (or not) to turn themselves over to the ICC for trial. This could potentially contribute to prolonged civil conflict if governments’ hands are tied in offering backdoor deals in exchange for an end to the conflict.

Many speakers proposed modifications to the current ICC structure and suggested the following measures to enhance the work of the Court:

  • Cherif Bassiouni, who led the drafting committee to launch the ICC, emphasized the need for the Court to appoint well-trained judges;
  • David Scheffer, former U.S. Ambassador at Large for War Crimes Issues, highlighted the tremendous diplomatic challenge of not having instruments of arrest or enforcement under ICC control and limited to pressuring states parties to follow through on their obligation to detain indictees of the Court;
  • Carla Ferstman, director of REDRESS, a human rights organization that helps torture survivors obtain justice and reparations, focused on the challenges presented by the ICC's distance from the home countries of those on trial and how victims might have a more significant role in the justice process.

Recognizing the ICC’s inevitable growing pains, Shamila Batohi, a senior legal advisor to the Office of the Prosecutor, offered a hopeful conclusion to the series, reminding students of the Court’s commitment to protecting the rights of the more than 2.3 billion people represented by the statute’s 122 states parties and ending impunity for war crimes, genocide and crimes against humanity.

“Over the course of these nine weeks, students, faculty, and our guest speakers collaborated to develop a range of policies that could potentially improve the ICC system,” said Richard Steinberg. “Though the colloquium took place here on the Stanford campus, the broader collaboration engaged 19,000 users in a fruitful discussion via an online forum.”

Following each lecture, Dr. Diane Steinberg led a dinner discussion for interested students to distill the speaker’s main points into a thought-provoking question to be debated by a global audience on the Human Rights & International Criminal Law Online Forum. Stanford students joined forum participants from around the world to discuss vital questions, such as: “How should the relationship between the International Criminal Court and the United Nations Security Council be changed, if at all, to advance international justice?” and “Assuming that the ICC chooses to retain victim participation in its processes, how can victims’ representation at the ICC be improved and victims’ rights be protected?”

The seminar left students with these provocative questions – and many more – to ponder while tracking the Ntaganda case and the future trial of Uhuru Kenyatta, Kenya’s newly elected president wanted by the ICC for crimes against humanity following the 2007 presidential elections.

Q&A with FSE visiting scholar and food aid expert Barry Riley.

President Barack Obama’s 2014 budget proposal promises significant food aid reform that will enable the United States to feed about 4 million more people without a significant increase of the current $1.8 billion spent on feeding the world's most hungry. Since the food aid program's inception in 1954, the U.S. has helped feed more than 1 billion people in more than 150 countries, and remains the largest provider of international food aid.

The intention of the reform is to make food aid more efficient, cost effective, and flexible. It aims to use local and regional markets to lower the cost of food and speed its delivery, and calls for the use of cash transfers and electronic food vouchers.

The proposed reforms would also end monetization—the sale of U.S. food abroad to be sold by local NGOs for cash. This practice has been criticized for hurting vulnerable communities by depriving local farmers of the incentives and opportunities to develop their own livelihoods. Several studies, including one by the Government Accountability Office, found monetization to be costly and inefficient—an average of 25 cents per taxpayer dollar spent on food aid is lost.

Barry Riley, a food aid expert and visiting fellow at the Center on Food Security and the Environment, discusses his perspective on the importance of these new reforms, their chances of passage, and the country's current role in international food aid.

Why is local procurement such an important addition to food aid reform?

An increase of funding for local and regional procurement is the most important programmatic element of the proposed reforms. It would help managers working in food security-related development programs to determine for each emergency what commodities are most appropriate and where they can be procured most quickly and inexpensively. Some studies have shown local and regional procurement of food and other cash-based programs can get food to people in critical need 11 to 15 weeks faster at a savings of 25-50 percent. Equally important, local procurement is less likely to disrupt local economic conditions, but rather promote self-sufficiency by increasing demand (often for preferred local staples) and incomes of local producers. The move to 45 percent local (and 55 percent tied) procurement is a BIG step, and one to face strong opposition from American commodity interests and U.S.-flag shippers. 

How difficult is it to ensure vouchers and electronic cash transfers are getting into the hands of people that really need the aid?

Vouchers (and similar urban coupon shops) have been used many times over the past decades as a food transfer mechanism (also sometimes used in food for work programs) enabling the recipient to trade the voucher(s) for foodstuffs when it is most convenient or when they are most needed. Electronic vouchers are new, and how well they work depends on local situations. In places like urban Latin America, Africa and India, it probably could be made to work quite well; the technology is evolving quickly that would enable this sort of transfer mechanism.  

Rural Ethiopia, Burkina Faso, Central African Republic, Malawi – probably not so well. I’m admittedly skeptical that electronic transfers of purchasing power to remote areas would be sufficient in most cases to motivate traders to move food to these hungry areas. Their risks are extremely high and, in my experience in Africa, traders will only deliver food to remote rural areas (inevitably over very bad roads) if they can command prices considerably higher than costs plus a high risk premium.

Why aren’t international food aid organizations more in favor of direct dollar support for local operating costs?

There is (and has long been) opposition among many of the NGOs to the President’s proposal to replace “monetization” with a promise of on-going direct dollar support for the local operating costs of NGO food security-related projects. They believe it will continue to be easier to get Congress to approve money to buy American food commodities to ship overseas than to get approval for dollars to ship overseas, particularly in light of tightening budgets. These NGOs have tended, over the years, to receive a sympathetic ear from Congress.

The proposal shifts oversight of the food aid program from the Agriculture Committees within the U.S. Department of Agriculture (USDA) to the Foreign Affairs/Relations Committees of the State Department’s U.S. Agency for International Development (USAID). What is the likelihood of Congress approving this transfer?

The chance of that happening, in this of all Congresses, is about the same as winning the Power Ball Lottery. Crusty committee chair-people are extremely sensitive to reductions in their empires and the agriculture committees – especially in the Senate – are powerful committees. On top of that, there are so many elements in the overall 2014 federal budget creating heartburn on the Hill that food aid considerations are far, far, far down the line. The best the President is likely to get in the present divided Congress are hearings and a continuing resolution of some sort.

What did you wish to see in the food aid reform proposal that was not addressed in this budget?

Change, if it ever comes, will likely be incremental and halting. I’ll be happy to see any step, however small, in the right direction. The total end of tied procurement would be at the top of my wish list. Even more important, perhaps, iron-clad, multi-year commitments of funding to food security programs intended to overcome long-term institutional impediments to achieving enduring food security in low income food deficit situations…and sticking with such commitments for 15 years.

What role does food aid play in advancing American foreign policy goals?

Most importantly, by being the single largest source of food commodities to the World Food Program in confronting disaster and emergency situations. Food support to American NGOs has been under-evaluated over the past 40 years. I’ll be talking about this later in the book I am writing, but these small projects were all that kept agricultural development (and early food security efforts) going in many small countries during the “dark decades” when international finance institutions and bilateral donors were not financing agricultural development. There are valuable on-the-ground lessons in that NGO food-assisted experience still waiting to be assessed.

Let me add, given what we know about the onset of serious climate change in the decades to come, the need to supply large amounts of food to populations suffering severe food deprivation will probably grow in the future. Where will the food come from and who will pay for those future transfers?

While the U.S. remains the largest provider of food aid, what can the EU and Canada teach the U.S. about food aid policy?

Donors hate to think that other donors have something to teach them. But, of course, they always do. The Canadian and European experience with food aid is best summed up in the way their objective has come to be restated over the past 15 or so years: not “food aid” but “aid for food.” The purpose of assistance intended to improve food security is to improve either, or both, availability and access over the long term (leave nutrition aside for a moment).

European and Canadian assistance can be much more flexible in choosing the instruments – food, cash, technical assistance, training, institutional strengthening, public policy, public-private cooperation, etc. – required to achieve a realistic food security goal which I would describe as pretty good assurance that most people can get their hands on the food they need most of the time. Commodity food aid, in some form – or the promise of its ready availability when needed – will probably need to be part of the total array of inputs required for the several years needed in particular food insecure countries to achieve that “pretty good assurance.” Europe and Canada are closer to understanding this and have become appropriately flexible in concerting resources to get it done. That’s the lesson.

Abstract:

For the past several years, and especially since the beginning of the "Arab Spring" in December 2010, Arab regimes have experienced sweeping processes of political decay, disintegration, reform, and revolution. While these are far from finished and clear in their impacts, they have already begun to transform the political parameters affecting peace and stability in the Middle East. The prevailing assumption is that destabilization of the neighborhood has made Israel even more reluctant to take any new initiatives or assume any new risks for a peace agreement with the Palestinians. But the changing regional parameters also generate new opportunities and especially new urgency for obtaining a two-state solution while it is still possible.

Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of Political Science and Sociology at Stanford, where he lectures and teaches courses on democracy (including an online course on EdX). At the Hoover Institution, he co-leads the Project on Taiwan in the Indo-Pacific Region and participates in the Project on the U.S., China, and the World. At FSI, he is among the core faculty of the Center on Democracy, Development and the Rule of Law, which he directed for six and a half years. He leads FSI’s Israel Studies Program and is a member of the Program on Arab Reform and Development. He also co-leads the Global Digital Policy Incubator, based at FSI’s Cyber Policy Center. He served for 32 years as founding co-editor of the Journal of Democracy.

Diamond’s research focuses on global trends affecting freedom and democracy and on U.S. and international policies to defend and advance democracy. His book, Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, analyzes the challenges confronting liberal democracy in the United States and around the world at this potential “hinge in history,” and offers an agenda for strengthening and defending democracy at home and abroad.  A paperback edition with a new preface was released by Penguin in April 2020. His other books include: In Search of Democracy (2016), The Spirit of Democracy (2008), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989). He has edited or coedited more than fifty books, including China’s Influence and American Interests (2019, with Orville Schell), Silicon Triangle: The United States, China, Taiwan the Global Semiconductor Security (2023, with James O. Ellis Jr. and Orville Schell), and The Troubling State of India’s Democracy (2024, with Sumit Ganguly and Dinsha Mistree).

During 2002–03, Diamond served as a consultant to the US Agency for International Development (USAID) and was a contributing author of its report, Foreign Aid in the National Interest. He has advised and lectured to universities and think tanks around the world, and to the World Bank, the United Nations, the State Department, and other organizations dealing with governance and development. During the first three months of 2004, Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Baghdad. His 2005 book, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq, was one of the first books to critically analyze America's postwar engagement in Iraq.

Among Diamond’s other edited books are Democracy in Decline?; Democratization and Authoritarianism in the Arab WorldWill China Democratize?; and Liberation Technology: Social Media and the Struggle for Democracy, all edited with Marc F. Plattner; and Politics and Culture in Contemporary Iran, with Abbas Milani. With Juan J. Linz and Seymour Martin Lipset, he edited the series, Democracy in Developing Countries, which helped to shape a new generation of comparative study of democratic development.
