The 21st century has been branded the century of the worldwide return of ethnonationalisms. Conflicts based on cultural differences are boiling up in many regions, leading to civil wars and to the breakup of states. Many of these conflicts are direct and indirect consequences of modernization and transnationalization; and they are usually as complex as they are enduring and difficult to settle, because rooted in the "deep“ dimensions of culture and religion. The result is in many cases a conflict pattern where political solutions are often only of temporary value, because the far deeper rooted ethnic and cultural dimensions sooner or later undermine them and spiral the conflict up again. As a consequence, there is a new debate today about the advantages of partition and separation, and an increasing number of scholars and politicians seems to believe that the still most humane lasting solution for ethno-cultural conflicts is to institutionally divide ethnic groups once and for all, accepting to a certain extent (non-recurring) ethnic cleansing and new flows of refugees. Answering such approaches (like the one of Jerry Z. Muller propagated paradigmatically in Foreign Affairs, March/April 2008), Roland Benedikter presents a functioning and long-term proven model from Central Europe, where different ethnic groups have managed it to find a unique institutional arrangement that permits them to live together without territorial and political partition. In presenting core features of the model of autonomy of the Autonomous Province of South Tyrol, a border region between Northern Italy and Austria where three ethnic groups coexist and have made the area formerly ridden by civil wars (until 1972) now one of the wealthiest regions of Europe, Roland Benedikter shows how cornerstones of this model may be successfully applied also to other ethnic conflict regions.

Roland Benedikter, Dott. Dr. Dr. Dr., is European Foundation Fellow 2009-2013, in residence at the Orfalea Center for Global and International Studies of the University of California at Santa Barbara, with duties as the European Foundations Research Professor of Political Sociology. His main field of interest is the multidimensional analysis of what he calls the current "Global Systemic Shift", which he tries to understand by bringing together the six typological discourses (and systemic order patterns) of Politics, Economy, Culture, Religion, Technology and Demography. Roland is currently working on two major book projects: One about the "Global Systemic Shift", and one about the "Contemporary Cultural Psychology of the West", the latter comparing culturo-political trends in the European and American hemispheres. With both projects he is also involved in European Policy Advice.

Demographic changes are profoundly shaping the political, economic, and social landscape of the Asia-Pacific region. How have individuals, families, communities, and policymakers responded? How should they? For example, how will national and social identities transform as population ageing strains traditions of filial piety and immigration disrupts ethnic homogeneity? Will the economies of East Asia languish, or will a "second demographic dividend" spur renewed economic growth? Demographic change can have important psychological and political effects. For example, can one seriously imagine a resurgent, militaristic Japan with a declining and aging population? The responses to demographic change in Japan, South Korea, China, and their neighbors will have great potential long-term effects in the Asia-Pacific region.

This panel discussion, the opening and public portion of a 1-1/2 day workshop that will define a research agenda for the next three years, will bring together selected outside experts and faculty within the Shorenstein Asia-Pacific Research Center for an interdisciplinary and comparative discussion of the policy responses to rapid demographic change in East Asia.

Gi-Wook Shin is the William J. Perry Professor of Contemporary Korea in the Department of Sociology, senior fellow at the Freeman Spogli Institute for International Studies, and the founding director of the Korea Program at the Walter H. Shorenstein Asia-Pacific Research Center (APARC) since 2001, all at Stanford University. In May 2024, Shin also launched the Taiwan Program at APARC. He served as director of APARC for two decades (2005-2025). As a historical-comparative and political sociologist, his research has concentrated on social movements, nationalism, development, democracy, migration, and international relations.

In Summer 2023, Shin launched the Stanford Next Asia Policy Lab (SNAPL), which is a new research initiative committed to addressing emergent social, cultural, economic, and political challenges in Asia. Across four research themes– “Talent Flows and Development,” “Nationalism and Racism,” “U.S.-Asia Relations,” and “Democratic Crisis and Reform”–the lab brings scholars and students to produce interdisciplinary, problem-oriented, policy-relevant, and comparative studies and publications. Shin’s latest book, The Four Talent Giants, a comparative study of talent strategies of Japan, Australia, China, and India to be published by Stanford University Press in the summer of 2025, is an outcome of SNAPL.

Shin is also the author/editor of twenty-seven books and numerous articles. Shin is not only the recipient of numerous grants and fellowships, but also continues to actively raise funds for Korean/Asian studies at Stanford. He gives frequent lectures and seminars on topics ranging from Korean nationalism and politics to Korea's foreign relations, historical reconciliation in Northeast Asia, and talent strategies. He serves on councils and advisory boards in the United States and South Korea and promotes policy dialogue between the two allies. He regularly writes op-eds and gives interviews to the media in both Korean and English.

Before joining Stanford in 2001, Shin taught at the University of Iowa (1991-94) and the University of California, Los Angeles (1994-2001). After receiving his BA from Yonsei University in Korea, he was awarded his MA and PhD from the University of Washington in 1991.

Refugees lie at the heart of world politics. The causes and consequences of, and responses to, human displacement are intertwined with many of the core concerns of International Relations. Yet, scholars of International Relations have generally bypassed the study of refugees, and Forced Migration Studies has generally bypassed insights from International Relations. Refugees in International Relations therefore represents an attempt to bridge the divide between these disciplines, and to place refugees within the mainstream of International Relations. Drawing together the work and ideas of a combination of the world's leading and emerging International Relations scholars, Refugees in International Relations considers what ideas from International Relations can offer our understanding of the international politics of forced migration. The insights draw from across the theoretical spectrum of International Relations from realism to critical theory to feminism, covering issues including international cooperation, security, and the international political economy. They engage with some of the most challenging political and practical questions in contemporary forced migration, including peacebuilding, post-conflict reconstruction, and statebuilding. Over the past year, the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) has engaged in leading-edge research on demographic change in East Asia. Karen Eggleston, director of the Asia Health Policy Program at Shorenstein APARC, discusses the recent book Aging Asia: The Economic and Social Implications of Rapid Demographic Change in China, Japan, and South Korea, and the workshop on the economic, social, and political/security implications of demographic change in East Asia, held January 20-21 at Shorenstein APARC.

Across Northeast Asia, countries are facing the issue of an aging population, which causes socio-economic challenges that have policy implications. You explore this phenomenon in your forthcoming book Aging Asia: The Economic and Social Implications of Rapid Demographic Change in China, Japan, and South Korea. When did aging begin to become an issue and what are some of the greatest factors that you address in the book?

Aging started at different times in the countries of East Asia. The country with the oldest life expectancy in the world and the oldest age structure of its population is Japan. It had a very short baby boom after the war and has had a steep decline in fertility. Mortality has also been falling around the world, and so this creates a change in the population. Japan is already at the fourth stage of demographic transition. South Korea is rapidly moving towards that and already has one of the lowest fertility rates in the world. Of course, neither of them have policies to reduce fertility; in fact, they are trying to encourage it. China, on the other hand, has long been trying to control fertility and is not as extreme in terms of the population age structure, but it is rapidly changing. China will be older in median age than the United States soon—this is not a trivial factor when you think in terms of the absolute size of the Chinese population.

One of the things that we wanted to study in this project is the premise that the demographic transition is a "problem." It is true that you need to think about and have policy responses to it. But it can also be seen as a sign of success, and as an opportunity. We wanted to reframe the issue and think about evidence on both sides. There is some research highlighted in the book, for example, that looks at the impact of population aging on economic growth, which is one of the first things that comes to many people's minds. For example, if you have a lot of elderly people, they are not in the work force and they need to be supported. It is true that this can be bad for economic growth, but there also are policy and individual responses that may moderate the effects. Our research is trying to highlight several different aspects of aging, including the question of opportunity. For example, there is more investment in individual children now and elderly persons' savings have actually contributed to economic growth. In some aspects, this has been a sign of resiliency for Japan where there are a lot of transfers to the working-age population.

Ronald Lee at the University of California, Berkeley and Andrew Mason at the East-West Center at the University of Hawai'i, who is participating in the January workshop, have been working on the concept of a "second demographic dividend." They find that as countries have an older age structure, there are more people that are saving. In the widely accepted "first demographic dividend," there are more people in the working-age part of the population—more people employed and more people contributing to the GDP. You get a boom contributing to growth. We know that this contributed to Japan and South Korea's earlier growth, and to China's in the 80s and part of the 90s, but only one or two percent of GDP. The question then is whether it is a problem that with aging you are losing that first demographic dividend. A second demographic dividend might arise because people who are preparing for a longer retirement life are saving more, and those savings are then invested in the economy and the investment drives economic growth.

Is there any correlation to demographic issues faced by the United States?

Interestingly, the aging issue is more pronounced in East Asia than in the United States for several reasons. We have a higher fertility rate than in Japan and South Korea, and many other countries in Europe as well. We also historically are much more open to immigration than most other countries, and this has led to a certain vitality in the population mix that has slowed the impact of demographic change. That said, of course, there are issues with having a lot of baby boomers. Sometimes, depending on the specific question or the specific area of policy, you find other factors that are much more important than aging. For example, the growth of healthcare spending has been in the news a lot lately. Although obviously there is an impact from having more elderly people, there are much bigger issues, such as what we are spending per person per age group and the growth of that spending. Just aging per se is not as big of an issue as people might think.

In late January, you will be holding the workshop Comparative Policy Responses to Demographic Change in East Asia: Defining a Research Agenda. What are the major issues you will explore in the conference? Who will be involved? Finally, what is the publication or research project that you will launch from this?

We had an Aging Asia conference in February 2009, co-sponsored with the Global Aging Program at the Stanford Center on Longevity. The outcome of this is the forthcoming volume, co-edited with Shripad Tuljapurkar of the Department of Biology at Stanford University. We started with a basic survey of the region and thought about the basic trends-demographic, social, and economic-and built upon that to figure out where the gaps are in the literature and where the interesting research questions are. That is where the January 2011 workshop comes in as the next step. We are bringing in some of the same and some different people to focus on three specific themes: economics, society, and politics/security. The upcoming event again focuses on East Asia and there will be a public component, but it is a smaller event and its main goal is to dig deeper into these themes to figure out an interesting research agenda on the policy responses to demographic transition.

We decided to focus again on East Asia, which is the research focus of a lot of our Shorenstein APARC faculty. Masahiko Aoki and Michael Armacost are going to chair sessions, and Gi-Wook Shin is going to kick it all off and talk about the social aspects of demographic change. Andrew Walder will be participating in that session as well. Thomas Fingar will be covering the political and security implications. All Shorenstein APARC faculty have been invited to participate and think about how this issue of demographic change—and particularly policy responses—might be related to their own areas of research. 

An illustration that I like to give when people ask about how demographic change is related to other things is from Andrew Walder when he was talking about China's transition in the 1980s. He received a question about whether or not there had been an impact from the One Child policy. He said that obviously there are many different impacts, but the one thing that he noted was that students in China now, especially if they are only children, are under a lot of career pressure. This has changed the space or the freedom for self-exploration. Why does this have broader implications? Young people see access to political power as one key for their careers and this changes their views about joining the Communist Party, which has big implications for China's political future. This is just one illustration of how we are trying to explore the broader implications of demographic change.

Finally, what is the outcome that you would most hope to achieve through Aging Asia and the upcoming demographic change workshop?

I think that the biggest hope would be to develop a much better understanding of what is going on with demographic change: what are the processes and how is society changing? What are the individual challenges that families are facing and what are they are doing about it? What is the broader social or even global perspective on how this is going to shape our future world? For me, I think about the world that my children are going to grow up in.

Through our research, I hope that we will impact not only the understanding of what has driven past developments, but create policy recommendations for each of the societies that were are examining—including our own—on the opportunities and the challenges related to changes in population. That hopefully will be useful as these different societies think about how to respond.

Our research on the economic, the social, and political/security aspects of demographic change is intended to be tangible for individuals and families as well as for broader national policy.

The Hon. Bob Rae is the Liberal Member of Parliament in the federal riding of Toronto Centre and foreign affairs critic for the Liberal Party of Canada. 

Bob Rae served as Ontario's 21st Premier, and has been elected ten times to federal and provincial parliaments.

Mr. Rae has a B.A. and an LLB from the University of Toronto and was a Rhodes Scholar from Ontario in 1969. He obtained a B.Phil degree from Oxford University in 1971 and was named a Queen's Counsel in 1984. Mr. Rae has received numerous honorary degrees and awards from Canadian and foreign universities, colleges, and organizations.

Mr. Rae was appointed to Her Majesty's Privy Council for Canada in 1998 and was appointed an Officer of the Order of Canada in 2000, and appointed an Officer of the Order of Ontario in 2004.

From 1996 to 2007 he was a partner in the law firm, Goodmans LLP one of Canada's leading international law firms. Mr. Rae's clients included companies, trade unions, charitable and non-governmental organizations, and governments themselves. He has extensive experience in negotiation, mediation and arbitration, and consults widely on issues of public policy both in Canada and worldwide.  He remains connected with the mediation and arbitration firm of ADR Chambers.

Mr. Rae is the past president and founding Chairman, of the Forum of Federations and served as Chairman of the Institute of Research on Public Policy (IRPP).  He was chair of the Toronto Symphony Orchestra and is the Chairman Emeritus of the Royal Conservatory of Music, as well as National Spokesperson of the Leukemia & Lymphoma Society of Canada. He was the Chief Negotiator of the Canadian Red Cross Society in its restructuring, and also served as a member of the Canada Transportation Act Review and the Security and Intelligence Review Committee for Canada.  He has served on the boards of a number of public companies and charities.  He was Chancellor of Wilfrid Laurier University from 2002 to 2007.

Mr. Rae completed a review of Ontario's Postsecondary School Education for the Ontario Provincial government, with a report entitled Ontario:  A Leader in Learning, which in turn led to significant policy and budgetary change. 

In the spring of 2005, Mr. Rae was appointed a special advisor to the Canadian Minister of Public Safety on the Air India bombing of 1985.  His report, Lessons to be Learned was published in November of 2005 and led to his further appointment as Independent Counsellor to the Prime Minister of Canada.

Mariano-Florentino Cuéllar  (MA ’96, PhD ’00), a lawyer, scholar, and former official in the Clinton and Obama administrations, will assume the position of co-director of the Center for International Security and Cooperation (CISAC) at Stanford's Freeman Spogli Institute for International Studies (FSI) at the conclusion of the current academic year, FSI Director Coit D. Blacker and Law School Dean Larry Kramer have announced.

An expert in administrative law, international security, and public health and safety, Cuéllar is Professor and the Deane F. Johnson Faculty Scholar at Stanford Law School, and is also professor (by courtesy) of political science in the School of Humanities and Sciences. He is a longtime affiliated faculty member at CISAC, where he currently serves on the executive committee. He has collaborated with or served on the boards of several civil society organizations, including the Haas Center for Public Service, Asylum Access, and the American Constitution Society.

“I’m delighted that Tino has agreed to serve as co-director of FSI’s Center for International Security and Cooperation,” says Coit D. Blacker, FSI’s director and the Olivier Nomellini Professor in International Studies. “He will bring to the job just the right combination of skills, talents, and sensibilities to assure the Center’s continuing relevance and future success. Tino is an acclaimed scholar, an outstanding teacher, and an experienced policymaker who thinks hard and very creatively about the most pressing national and international security issues of our time – including problems of executive power and accountability, public health, and migration. Finding someone to take the reins at CISAC following Scott D. Sagan’s long and successful tenure as co-director was never going to be easy. But with Siegfried S. Hecker and now Tino Cuéllar at the helm, I think we’ve put together a winning team.”

Cuéllar has had an extensive record of public service since joining Stanford Law School faculty in 2001. Recently, he served in the Obama Administration as Special Assistant to the President for Justice and Regulatory Policy at the White House. In that role, he led the Domestic Policy Council’s work on criminal justice and drug policy, public health and food safety, regulatory reform, borders and immigration, civil rights, and rural and agricultural policy.  Among other responsibilities, he represented the Domestic Policy Council in the development of the first-ever Quadrennial Homeland Security Review, and coordinated the President’s Food Safety Working Group.

"Tino's decision to become co-director of CISAC is good for everyone,” said Larry Kramer, Richard E. Lang Professor and Dean of Stanford Law School. “It's a great opportunity for him to pursue and build on his expertise in national security. It adds an innovative and forward-thinking mind and voice to CISAC. And it will generate tremendous new opportunities for collaboration between the Law School and CISAC, to the great benefit of our students and faculty."

In July 2010, when Cuéllar left the Obama administration to return to Stanford, he also accepted an appointment from the President of the United States to the Council of the Administrative Conference of the United States, a non-partisan agency charged with recommending improvements in the efficiency and fairness of federal regulatory programs.  Before joining the White House staff, Cuéllar co-chaired the Obama-Biden Transition’s Immigration Policy Working Group.  Earlier in his career, during the second term of the Clinton Administration, Cuéllar worked at the U.S. Department of the Treasury as Senior Advisor to the Under Secretary for Enforcement, focusing on countering financial crime, improving border coordination, and enhancing anti-corruption measures.

Cuéllar graduated from Calexico High School in rural Southern California, going on to receive a BA magna cum laude from Harvard University in 1993, a JD from Yale Law School in 1997, and a PhD in political science from Stanford University in 2000. Cuéllar clerked for Chief Judge Mary M. Schroeder of the U.S. Court of Appeals for the Ninth Circuit from 2000 to 2001.

Cuéllar will join current CISAC co-director Siegfried Hecker, professor (research) of management science and engineering and FSI senior fellow, in leading one of the country’s preeminent university-based research centers on international security and cooperation. He will succeed longtime co-director Scott Sagan, who has been leading the Center since 1998. “I am extremely pleased that Tino Cuéllar will be joining me,” said Hecker.  “He will build on the extraordinary leadership that Scott Sagan has provided over the last 12 years, and his outstanding academic credentials and deep experience in Washington crafting security policy will be a tremendous asset to CISAC."

Sagan, the Caroline S.G. Munro Professor of Political Science and FSI senior fellow, will continue as an important presence at CISAC and FSI, with plans to focus on policy-related research for the American Academy of Arts and Science's Global Nuclear Future Initiative, where he serves as the co-chair with Harvard’s Steven Miller. Sagan has been instrumental in building CISAC’s capacity as an international leader in interdisciplinary university-based research and training aimed at tackling some of the world's most difficult security problems. “CISAC is a small national treasure inside this great university: a multidisciplinary research institution that consistently produces rigorous policy-relevant scholarship and creatively trains the next generation of international security specialists,” said Sagan. “I am proud to have helped lead the Center for the past 12 years, and am equally excited to be staying on at CISAC as a faculty member in residence."

"Tino Cuéllar will be a spectacular co-director for CISAC,” he added. “His joint legal and political science training brings new perspectives to international and national problems and his research on the security implications of U.S. immigration law, on efforts to combat terrorist financing, and on the politics of transnational law enforcement places new and important subjects directly onto the CISAC global policy agenda."

Information and communication technology platforms have transformed many aspects of modern life for many individuals around the world. They have revolutionized the realms of commerce, sociability, and even production. The realm of politics and governance, however, is more resistant to ICT revolutions. In this paper, we argue that there are fundamental dis-analogies between politics and these other realms that make the pace of innovation, and to the incidence of transformative ICT platforms, much lower. Instead of looking for "the next big thing," those who wish to understand the positive contribution of ICT to political problems such as public accountability and public deliberation should focus on incremental rather than revolutionary dynamics. We examine these incremental dynamics at work in six important ICT-enabled political accountability efforts from low and middle-income countries (Kenya, Brazil, Chile, India, Slovakia).

Archon Fung is the Ford Foundation Professor of Democracy and Citizenship at the Harvard Kennedy School. His research examines the impacts of civic participation, public deliberation, and transparency upon governance. His books include Full Disclosure: The Perils and Promise of Transparency (Cambridge University Press, with Mary Graham and David Weil) and Empowered Participation: Reinventing Urban Democracy (Princeton University Press). Current projects examine democratic reform initiatives in regulation, public accountability, urban planning, and public services. He has authored five books, three edited collections, and over fifty articles appearing in journals including American Political Science Review, Public Administration Review, Political Theory, Journal of Political Philosophy, Politics and Society, Governance, Journal of Policy and Management, Environmental Management, American Behavioral Scientist, International Journal of Urban and Regional Research, and Boston Review.
