Abstract:


Prior work on colonialism has shown that colonial institutions can influence modern developments outcomes, but has not examined the distributional effect of colonialism within societies. This chapter examines how the strategic goals of the colonial state altered the distribution of wealth across Indian caste groups, and how these differences have persisted into the post-independence period. Colonial administrators were only likely to transfer formal or informal power to the precolonial elite if they were secure militarily. This theory is tested using an empirical strategy that uses European wars as an exogenous determinate of colonial military stress. In areas annexed at times of European war, precolonial elites have low levels of wealth today relative to other groups, while in areas annexed at times of peace in Europe precolonial elites retain a more substantial economic advantage. The results highlight the variable impact of colonialism within societies, the strategic nature of colonial policy choices, and the long term consequences of colonial conquest.

Alexander Lee's research focuses on the historical factors governing the success or failure of political institutions, particularly in South Asia and other areas of the developing world. His dissertation examined the ways in which colonialism changed the distribution of wealth in Indian society, and the ways in which these changes affected the development of caste identities. Additional research areas include the study of colonialism and European expansion in a cross- national perspective, and the causes of political violence, especially terrorism. His work has been published in World Politics and the Quarterly Journal of Political Science. Alex earned his PhD from Stanford in 2013. Brenda Jarillo Rabling is a Postdoctoral Scholar in the Program of Poverty and Governance. She received her Ph.D. in international and comparative education from the Stanford Graduate School of Education (2013), and, graduated cum laude with a B.A. in economics from the Center for Research and Teaching of Economics (CIDE) in Mexico (2004).

Brenda’s primary fields of interest are economics of education and education policy in United States and Latin America. Her research focuses on (a) interventions to improve the educational outcomes of disadvantaged populations; (b) the impact of poverty and violence on educational outcomes (c) and issues related to young children’s health, development and learning.

Her dissertation consists of three-related research papers that investigate the role of the timing, type and quality of early childhood education programs in reducing the school readiness gap in the United States. Using a novel strategy to account for dynamic selection bias, she estimated the differential effect of the age of entry into preschool, and the effect of switching from one type of care to another on children’s cognitive and socio-behavioral outcomes. Her second paper utilizes a matching estimator approach to evaluate the effectiveness of after-school child care programs to reduce the differences in academic achievement between low-income minority children and their more affluent peers. The last paper estimates how much of the social-class gradient in cognitive and socio-behavioral outcomes is explained by socio-economic disparities in the quality of child care environments. Her dissertation work was supported by the American Educational Research Association Dissertation Grants Program and the Stanford Graduate School of Education Support Grant.

Brenda is currently working on three main projects related to violence and education in Mexico. One investigates the impact of exposure to violent crime on educational outcomes. The second is an assessment of a government-sponsored violence prevention program implemented in public schools since 2007. The third one is an evaluation of a community-based program targeting training and educational opportunities for school dropouts who are unemployed and live in areas where crime, violence and vandalism are common.

About the Topic: This presentation will describe a pilot program being developed by the U.S. Holocaust Memorial Museum's Center for the Prevention of Genocide (CPG) that will give policy makers, analysts, advocates, journalists, scholars, students, and the public at large reliable, up-to-date forecasts of the risk of mass atrocities in countries worldwide. The central aim of this program is to enhance efforts to prevent atrocities by giving concerned actors better risk assessments with more lead time. The CPG expects to launch this pilot program in early 2014.

 

About the Speaker: Jay Ulfelder is an independent consultant and owner of the blog, The Dart-Throwing Chimp. From 2001 until 2011, he served as research director for the Political Instability Task Force, a U.S. government-funded research program that aims to forecast and explain various forms of political change in countries worldwide. Ulfelder's research interests include democratization, political violence, social unrest, state collapse, and forecasting. His publications include Dilemmas of Democratic Consolidation: A Game-Theory Approach and “Democratic Transitions” in The Routledge Handbook of Democratization and co-authored “A Global Model for Forecasting Political Instability” in the American Journal of Political Science. He received his Ph.D. in Political Science from Stanford University in 1997 and his B.A. in Comparative Area Studies--USSR and Eastern Europe from Duke University in 1991.

ABOUT THE TOPIC: The use of unmanned aerial vehicles, also known as drones, as a counterterrorism tool has become the subject of considerable debate. Proponents point to drones as both effective for disrupting terrorist networks and compatible with international legal commitments. Critics assert that attacks create more terrorists than they kill while also violating international law. Both defenders and detractors have increasingly sought to make their case in the public sphere with the intent of swaying public support. This research studies the marketplace of ideas on the question of drones with an eye towards explaining 1) the type of arguments—i.e., whether or not drones are compatible with international law or are militarily effective—that resonate most with the public; and 2) the source of those ideas, whether international organizations, non-governmental organizations, or the government. In doing so, it fills a gap in a literature that has typically focused on sources of public support for initially going to war rather than attitudes toward states’ actual conduct and wielding of violence in the midst of armed conflict.

Barry Weingast will present findings from a paper he co-authored with Douglass C. North from Washington University and Gary W. Cox from Stanford University. "The Violence Trap: A Political-Economic Approach to the Problems of Development" examines the problems of development – with a billion people mired in poverty and governments resistant to economic reform – economists and political scientists have proposed a wide range of development or poverty traps:  self-reinforcing mechanisms that prevent developing countries from embarking on the path of steady development.

Speaker Bio:

Barry R. Weingast is a senior fellow at the Hoover Institution as well as the Ward C. Krebs Family Professor in the Department of Political Science at Stanford University; he served as chair of that department from 1996 to 2001. Weingast is a member of the National Academy of Sciences. He has written extensively on problems of political economy of development, federalism, legal institutions and the rule of law, and democracy. He is co-author of Violence and Social Orders: A Conceptual Framework for Interpreting Recorded Human History (with Douglass North and John Wallis, 2009, Cambridge University Press); editor (with Donald Wittman) The Oxford Handbook of Political Economy (Oxford University Press, 2006); and author (with Douglass North) of "Constitutions and Commitment: The Evolution of Institutions Governing Public Choice in 17th Century England" Journal of Economic History (1989). He has won numerous awards, including the William Riker Prize for scholarly achievement in political science; the James L. Barr Memorial Prize in Public Economics;  the Distinguished Scholar Award in Public Policy, Martin School of Public Policy, University of Kentucky, and the Franklin L. Burdette Pi Sigma Alpha Award (with Kenneth Schultz: the American Political Science Association’s prize for the best paper at the annual meetings).

Planners of United States postwar occupations in Japan and Korea anticipated the possibility of violence from overzealous Japanese who might refuse to accept their country’s defeat and revenge-seeking Koreans who might retaliate for colonial-era oppression. Though violence was evident in both Japan and Korea, it was far more intense on the peninsula than the archipelago. This paper examines this danger as one important dreg of Japanese colonial rule that divided the Korean people and disrupted their immediate post-liberation history. Its primary focus is on ramifications that these divisions and disruptions had on Korean politics and society in the period leading up to the Korean War.

Abstract
Since the early years of her career working with children in some of the direst situations in Sri Lanka and Bangladesh, Susan Bissell, UNICEF’s Chief of Child Protection, has witnessed children being targeted for such exploitative practices as human trafficking, recruitment into armed forces, and child labor. Violations of the child’s right to protection take place in every country and are massive, under-recognized, and under-reported barriers to child survival and development, in addition to being human rights violations. Children subjected to violence, exploitation, abuse and neglect are at risk of death, poor physical and mental health, HIV/AIDS infection, educational problems, displacement, and vagrancy.

 Protecting children from violence, exploitation and abuse is an integral component of protecting their rights to survival, growth, and development. UNICEF advocates and supports the creation of a protective environment for children in partnership with governments, national and international partners including the private sector, and civil society.  Bissell guides UNICEF’s Child Protection program in 170 countries, working with government officials and other partners to shape child protection policies. During this discussion, she will provide an overview of her role at UNICEF and the work she does to help ensure that governments honor their commitments to strengthen child protection systems and protect children.

In 2009, Susan Bissell was appointed to her current position in New York, heading all of UNICEF’s Child Protection work.  She oversees a team of professionals guiding efforts for children affected by armed conflict, child protection systems strengthening to prevent and respond to all forms of violence against children, and a range of other matters.
