Today’s landmark deal between six world powers and Iran, which would limit Iran’s nuclear program in exchange for lifting economic sanctions, was an important step toward stopping Iran from building a nuclear bomb.

However, the key challenge for the international community will be making sure Iran keeps its part of the bargain, according to Stanford experts.

“Both sides have made a series of compromises that will help Iran’s economy in exchange for constraining its nuclear capabilities – and that’s a deal worth making, in my view,” said Scott Sagan, the Caroline S.G. Munro professor of political science and senior fellow at the Center for International Security and Cooperation.

“Iran will still have a technical capability to develop nuclear weapons, given the technology and materials that they have, but under this deal it will both take them a much longer period of time and would require them to take actions that would be easily discerned by the International Atomic Energy Agency, so it constrains their break-out capabilities in important ways.”

Sig Hecker, former Los Alamos National Laboratory director and senior fellow at Stanford’s Center for International Security and Cooperation, said the nuclear deal was “hard-won and is better than any other reasonably achievable alternative.”

“Iran agreed to considerably greater restrictions on its program than what I thought was possible before the Joint Plan of Action was signed in November 2013,” said Hecker.

Abbas Milani, director of Iranian studies at Stanford and an affiliate at the Center for Democracy Development and the Rule of Law, called it the “least bad deal” for both Iran and the international community.

“Nobody gets everything they want,” Milani said. “Every side gets some of what they want.”

Under the deal, Iran would be allowed to continue to enrich uranium for peaceful purposes in its energy and health industries.

But it would have to reduce the number of its centrifuges from 19,000 to 6,000, and cut its stockpile of low enriched uranium down from more than 20 thousand pounds to about 660 pounds.

“Reducing that stockpile actually lengthens the breakout time more than any other measure,” said Hecker.

These limits were designed to increase the “breakout time” it would take for Iran to produce enough fissile material to make a nuclear weapon from the current two to three months, to one year over a period of the next 10 years.

The agreement still faces a series of political hurdles before it gets implemented, and will face tough scrutiny from a Republican-controlled U.S. Congress, as well as the parliaments of European countries that were parties to the talks.

“I think it’s going to be hard for the U.S. Congress and [European] parliaments to kill the deal and be perceived as the ones who would rather have a war than give diplomacy a chance,” said Thomas Fingar, distinguished fellow at the Freeman Spogli Institute for International Studies.

“The key is going to be the effectiveness of the verification procedures and IAEA access,” Fingar said.

“There’s an element of trust, but a far more important part is the rigorous verification protocols.”

As soon as the IAEA confirms that Iran is abiding by the terms of the agreement, economic sanctions can be lifted.

Sagan warned that the international community should not be surprised if Iran pushed the limits of the agreement, and should be ready to reimpose economic sanctions if Iran violated the deal.

“We should anticipate that Iranian opponents to the agreement will try to stretch it and do things that are potential violations and that we have to call them on that, and not treat every problem that we see as unexpected,” said Sagan.

“We should anticipate such problems and be ready, if necessary, to reimpose sanctions. Having the ability to reimpose sanctions is the best way to deter the Iranians from engaging in such violations.”

But Hecker said the international community should focus on incentivizing Iran.

“The best hope is to make the civilian nuclear path so appealing – and then successful – that Tehran will not want to risk the political and economic consequences of that success by pursuing the bomb option,” he said.

The negotiations were a diplomatic balancing act, with serious consequences for both sides of the negotiations if they failed to reach an agreement.

Iran faced the threat of military action if it continued to press forward with its nuclear program.

While Russia and China had both signaled that they were likely to abandon the sanctions regime if talks fell apart.

One of the key challenges to reaching an agreement was “finding a language that would allow both parties to declare victory”, according to Milani.

“Iran has clearly made some very substantive concessions, but Iran has also been allowed to keep enough of its infrastructure so that it can declare at least partial victory for the domestic political audience."

Now the scramble is on in Tehran to claim credit for the deal.

Reformists, led by current Iranian President Hassan Rouhani and former president Akbar Hashemi Rafsanjani, hope it will strengthen their hand as they head into the next election.

On the other side of the political spectrum, conservatives believe it could give them the edge in the battle to succeed Ayatollah Ali Khamenei as Iran’s Supreme Leader.

“They understand that whoever gets the credit for this will be in a much better position to determine the future leadership and future direction of Iran’s foreign policy,” said Milani.

It’s too early to tell what impact the agreement might have on Iran’s foreign policy, which is often at odds with U.S. interests in hot spots like Iraq, Syria, Yemen and Afghanistan. But Sagan said today’s deal was an important step in making sure that future conflicts with Iran don’t go nuclear.

“Hopefully those disagreements will be played out without the shadow of nuclear weapons hanging over the future, and that’s a good thing.”

Before policymakers can combat proliferation of nuclear weapons they need to know how states choose to go about pursuing them, Vipin Narang told a Stanford audience at the Center of International Security and Cooperation.

“I wanted to go back to a more fundamental question which I think hasn’t really been explored by political scientists very much which is about strategies of nuclear proliferation. How do states that are pursuing nuclear weapons go about doing so given the constraints they face both domestically and in the international system?” Narang said, presenting an outline for what will be his second book on nuclear weapons.

Vipin Narang is an Associate Professor of Political Science at MIT and member of MIT’s Security Studies Program. He previously was a junior faculty fellow at CISAC, and he received his bachelor and master degrees from Stanford where he was part of the first class of CISAC Honors students.

Professor of Political Science and CISAC Senior Fellow Scott Sagan was Narang’s undergraduate thesis advisor. This time around Sagan led commentary on Narang’s presentation.

“I was Vipin’s undergraduate thesis advisor and one of the great pleasures of my job is to see former undergraduates do extremely well and experience the transformation of someone being a student of yours to becoming a colleague and friend,” Sagan said.

Current thinking on nuclear proliferation tends to focus on why states pursue nuclear weapons, Narang said. It’s only recently that scholars have started thinking about the process question. Narang hopes to take aim at two overriding assumptions: that pursuers seek a functional nuclear weapon and that they seek to acquire it as quickly as possible.

“I think both of these assumptions may not be accurate and it gives rise to strategic logic of pursuit where we can disaggregate the political strategies of acquisition. States may be pursuing in different ways and pursuing different ends. I think the ‘how’ question is really important because it helps us think about different strategies and points of vulnerabilities in those strategies, and it helps us think about nonproliferation in different ways,” Narang said.

Narang is attempting to build a theoretical model of varieties of political strategies states choose to use to acquire nuclear weapons. Narang sees roughly four types of strategies–hedging, sprinting, sheltered pursuit, and hiding–with some varied sub-categories for each.

Hedging is putting a state in a position of acquiring nuclear weapons, but deferring the decision to weaponize. Sprinting is acquiring a nuclear capability as quickly as possible using any means necessary. Sheltered pursuit is using superpower protection from other states to proliferate. Hiding is maximizing secrecy with the aim of presenting a nuclear weapon as a fait accompli.

States choose a strategy based on whether or not they face an acute security threat, have superpower protection, and have domestic political consensus.

Narang argued that differentiating the types of proliferating strategies can help non-proliferation policymakers. “I think one of the big policy takeaways for this is that a complete roll back may not be a realistic objective, but pushing a state from an active strategy of pursuit to an inactive one can be realistic and can be a win for nonproliferation policy,” he said.

Overall, Narang’s efforts were warmly welcomed and encouraged.

“It’s always great to be back here,” Narang said afterwards. “CISAC is where it started for me. I was in the first honors program group in 2001 and I got into security studies and kept going. So, this is where my career started. It was nice to be back here as a Stanton fellow to finish my first book. It’s one of the few places where science, engineering, and social science are brought together. This where I was trained and it will always be home.”

Siegfried S. Hecker is a professor emeritus (research) in the Department of Management Science and Engineering and a senior fellow emeritus at the Freeman Spogli Institute for International Studies (FSI). He was co-director of CISAC from 2007-2012. From 1986 to 1997, Dr. Hecker served as the fifth Director of the Los Alamos National Laboratory. Dr. Hecker is an internationally recognized expert in plutonium science, global threat reduction, and nuclear security.

Dr. Hecker’s current research interests include nuclear nonproliferation and arms control, nuclear weapons policy, nuclear security, the safe and secure expansion of nuclear energy, and plutonium science. At the end of the Cold War, he has fostered cooperation with the Russian nuclear laboratories to secure and safeguard the vast stockpile of ex-Soviet fissile materials. In June 2016, the Los Alamos Historical Society published two volumes edited by Dr. Hecker. The works, titled Doomed to Cooperate, document the history of Russian-U.S. laboratory-to-laboratory cooperation since 1992.

Dr. Hecker’s research projects at CISAC focus on cooperation with young and senior nuclear professionals in Russia and China to reduce the risks of nuclear proliferation and nuclear terrorism worldwide, to avoid a return to a nuclear arms race, and to promote the safe and secure global expansion of nuclear power. He also continues to assess the technical and political challenges of nuclear North Korea and the nuclear aspirations of Iran.

Dr. Hecker joined Los Alamos National Laboratory as graduate research assistant and postdoctoral fellow before returning as technical staff member following a tenure at General Motors Research. He led the laboratory's Materials Science and Technology Division and Center for Materials Science before serving as laboratory director from 1986 through 1997, and senior fellow until July 2005.

Among his professional distinctions, Dr. Hecker is a member of the National Academy of Engineering; foreign member of the Russian Academy of Sciences; fellow of the TMS, or Minerals, Metallurgy and Materials Society; fellow of the American Society for Metals; fellow of the American Physical Society, honorary member of the American Ceramics Society; and fellow of the American Academy of Arts and Sciences.

His achievements have been recognized with the Presidential Enrico Fermi Award, the 2020 Building Bridges Award from the Pacific Century Institute, the 2018 National Engineering Award from the American Association of Engineering Societies, the 2017 American Nuclear Society Eisenhower Medal, the American Physical Society’s Leo Szilard Prize, the American Nuclear Society's Seaborg Medal, the Department of Energy's E.O. Lawrence Award, the Los Alamos National Laboratory Medal, among other awards including the Alumni Association Gold Medal and the Undergraduate Distinguished Alumni Award from Case Western Reserve University, where he earned his bachelor's, master's, and doctoral degrees in metallurgy.

Thomas Fingar is a Shorenstein APARC Fellow in the Freeman Spogli Institute for International Studies at Stanford University. He was the inaugural Oksenberg-Rohlen Distinguished Fellow from 2010 through 2015 and the Payne Distinguished Lecturer at Stanford in 2009.

From 2005 through 2008, he served as the first deputy director of national intelligence for analysis and, concurrently, as chairman of the National Intelligence Council. Fingar served previously as assistant secretary of the State Department’s Bureau of Intelligence and Research (2000-01 and 2004-05), principal deputy assistant secretary (2001-03), deputy assistant secretary for analysis (1994-2000), director of the Office of Analysis for East Asia and the Pacific (1989-94), and chief of the China Division (1986-89). Between 1975 and 1986 he held a number of positions at Stanford University, including senior research associate in the Center for International Security and Arms Control.

Fingar is a graduate of Cornell University (A.B. in Government and History, 1968), and Stanford University (M.A., 1969 and Ph.D., 1977 both in political science). Sagan was also the recipient of the National Academy of Sciences William and Katherine Estes Award in 2015, for his work addressing the risks of nuclear weapons and the causes of nuclear proliferation. The award, which is granted triennially, recognizes “research in any field of cognitive or behavioral science that advances understanding of issues relating to the risk of nuclear war.” In 2013, Sagan received the International Studies Association's International Security Studies Section Distinguished Scholar Award. He has also won four teaching awards: Stanford’s 1998-99 Dean’s Award for Distinguished Teaching; Stanford's 1996 Hoagland Prize for Undergraduate Teaching; the International Studies Association’s 2008 Innovative Teaching Award; and the Monterey Institute for International Studies’ Nonproliferation Education Award in 2009.

Abstract: Chevaline was the codename given to a highly-secret program begun in 1970 to improve the performance of the UK's force of Polaris submarine-launched ballistic missiles in order to give them the capability to overcome Soviet ABM defenses deployed around Moscow. After much technical difficulty, delays in project timescale and cost escalation the new system was finally introduced in 1982, but it had already attracted major criticism for the expenditure involved, claims of project mismanagement, the rationale that underpinned its development, and its concealment from proper parliamentary scrutiny. This lecture will explore the background to the program, why it ran into so many problems, and how it became one of the most controversial episodes in post-war British defense policy. An understanding of the problems confronted by the attempt to improve Polaris illuminates a number of key themes and issues that are of relevance to policymakers concerned with strategic weapons programs and project management.

About the Speaker: Matthew Jones’ current research focuses on British nuclear history during the Cold War. He has also written on many different aspects of US and British foreign and defense policy in the 20th century, and has a long-standing interest in empire and decolonization in South East Asia. Jones’ first book, Britain, the United States and the Mediterranean War, 1942-44 (Macmillan, 1996), examined strains in the Anglo-American relationship by strategic issues and command problems in the Mediterranean theater. His book, Conflict and Confrontation in South East Asia, 1961-1965: Britain, the United States, Indonesia, and the Creation of Malaysia (Cambridge University Press, 2002), looks at the federation of Malaysia during British decolonization in the early 1960s. After Hiroshima: The United States, Race, and Nuclear Weapons in Asia, 1945-1965 (Cambridge University Press, 2010) addresses US nuclear policies in Asia in the period of the Korean War, confrontation with China, and early engagement in Vietnam. His current project on UK nuclear policy encompasses the development of nuclear strategy within NATO, the Anglo-American nuclear relationship, and European responses to strategic arms control. In 2008, Jones was appointed by the Prime Minister to become the Cabinet Office official historian of the UK strategic nuclear deterrent and the Chevaline program, a commission that will lead to the publication of a two-volume official history exploring British nuclear policy between 1945 and 1982. Jones’s journal articles have appeared in Diplomatic History, Historical Journal, Journal of Cold War Studies, and English Historical Review. He gained his DPhil in Modern History at St. Antony’s College, Oxford, in 1992.

Abstract: Why do states provide nuclear weapons support to other states? This paper analyzes this question by examining China’s nuclear cooperation with Pakistan. Based on an original framework for explaining nuclear weapons support, I argue that two main factors drove China’s decision. First, China did not have to worry about cascade effects because India had already crossed the nuclear threshold. Second, Pakistan had major strategic value to China, and enjoyed a reputation for being a reliable partner. By arming Pakistan, China could maintain a favorable power balance in the region and prevent India from dominating South Asia. 

The paper also criticizes existing supply-side theories of nuclear proliferation. These theories also describe the strategic incentives for helping other states to develop nuclear weapon, but they have largely overlooked the disincentives. I also challenge some of the case-specific literature. This literature claims that China halted its support of Pakistan from the mid-1990s because it finally recognized the dangers of nuclear proliferation. In contrast, I argue that China has continued, albeit more subtly, to support Islamabad’s weapons program.

About the Speaker: Henrik Hiim is a Stanton Nuclear Security Predoctoral Fellow at MIT. His main research interests are Chinese foreign policy, East Asian security, and nonproliferation and arms control. His dissertation examines the evolution of China’s approach to nuclear nonproliferation, with a special emphasis on policies towards North Korea, Iran, and Pakistan. Henrik holds an M.A. in Political Science from the University of Oslo. He has also studied at Renmin University and Huazhong Normal University in China. During spring 2013, he was a visiting scholar at the School of International Studies at Beijing University. Henrik has worked as a journalist for several Norwegian newspapers.

Abstract: The development and maintenance of a nuclear weapons arsenal is primarily about managing risk trade-offs. However, there is no integrated method for performing the high-level risk analysis that would allow for the more explicit examination of those trade-offs, or the testing of assumptions and alternatives. Quantitative risk analytic methods can provide powerful insights to policy and decision makers by explicitly examining estimates of consequences, disparate uncertainties, interdependencies, and trade-offs. Even the initial process of framing a formal risk analysis can provide increased clarity and valuable insights. I will present the current status of my efforts to construct a first version of a quantitative risk analytic method and the associated models. I will also discuss some of the challenges that must be addressed to fully implement those models, and my plans for further development.

Reinhardt is a national security systems analyst, and is currently pursuing a Ph.D. in Risk Analysis from Stanford University’s Department of Management Science and Engineering Engineering Risk Research Group, focusing on nuclear weapons arsenal management. Specifically, he is developing quantitative risk models to examine the trade-offs faced by nuclear armed nations in the process of disarmament. He is also pursuing research aimed at modeling and quantifying the catastrophic risks posed by near earth asteroid encounters. Other research interests include game theoretic applications to risk analysis and management, as well as adversary models. While at CISAC, he hopes to engage subject matter and policy experts to strengthen his modeling and analysis of nuclear weapon arsenal risk.

Prior to beginning his current studies, Jason managed a group of experts at Sandia National Laboratories that focused on technical studies to guide policy and decision makers across government. He joined Sandia National Laboratories in August of 2002, and has worked on a diverse set of projects both as an engineer and as an analyst, including the development of instrumentation for in-situ atmospheric measurement, embedded systems design, borders security analyses, and nuclear counter-terrorism strategy development.

He has worked extensively with the Department of Homeland Security on nuclear matters, and has also worked with the Department of Energy, the Department of Defense, the intelligence community, and within the national laboratory enterprise on a diverse array of national security projects. He has participated in the planning and hosting of international conferences and engagements, briefed congressional representatives, and served as a subject-matter expert on the topics of border security and nuclear and radiological defense.

Jason holds a B.S. in Electrical Engineering from the Purdue School of Electrical Engineering at Indianapolis, and a M.S. in Electrical Engineering from Stanford University.

Admiral Cecil D. Haney, a native of Washington, D.C. is a 1978 graduate of the United States Naval Academy.

His career as a submariner includes assignments aboard USS John C. Calhoun (SSBN 630), USS Frank Cable (AS 40), USS Hyman G. Rickover (SSN 709), USS Asheville (SSN 758), and Submarine Squadron 8, culminating in command of USS Honolulu (SSN 718).

Subsequent fleet command assignments include Submarine Squadron 1 from June 2002 to July 2004, and Submarine Group 2 from October 2006 to March 2008.

Admiral Haney's shore duty tours include administrative assistant for enlisted affairs at Naval Reactors; congressional appropriations liaison officer for the Office of the Secretary of Defense (Comptroller); Deputy Chief of Staff of Plans, Policies and Requirements, U.S. Pacific Fleet (N5N8); Director, Submarine Warfare Division (N87); Director, Naval Warfare Integration Group (N00X); Deputy Commander, U.S. Strategic Command and recently Commander, U.S. Pacific Fleet.

Admiral Haney holds Master's degrees in Engineering Acoustics and System Technology from the Naval Post Graduate School, and a Master's degree in National Security Strategy from the National Defense University.

Admiral Haney's decorations include the Navy Distinguished Service Medal (two awards), Defense Superior Service Medal (two awards), Legion of Merit (four awards), Navy Commendation Medal (three awards), Navy Achievement Medal (two awards), and various campaign and unit awards. In addition, he was the 1998 Vice Admiral James Bond Stockdale Leadership Award recipient.

CISAC's Siegfried Hecker is working on a book about his 20-year collaboration with Russian nuclear scientists.

In this New York Times "Room for Debate" commentary, he argues that abandoning cooperation between Moscow and Washington will diminish security and exacerbate other common concerns, such as nuclear terrorism and proliferation. And in this NPR All Things Considered interview, the former head of the Los Alamos National Laboratory says there has been extraordinary cooperation between American and Russian scientists in securing loose nuclear materials and upgrading former Soviet nuclear test sites. But the United States is making it harder for Russian scientists to get visas to come here - and Moscow likewise is not cooperating.
 
"Hopefully, the book will demonstrate to both governments it was absolutely essential for us to work together over these past 20 years - and that we're not done," Hecker tells NPR's Michele Keleman. Yet, Hecker concedes, this cooperation has all but ended in the wake of the disputes over Ukraine and Crimea.

Abstract: Ignition has been a long sought-after goal needed to make fusion energy a viable alternative energy source, but ignition has yet to be achieved.  For an inertially confined fusion (ICF) [1] plasma to ignite, the plasma must be very well confined and very hot, to generate extremely high pressures needed for self-heating – achieving this state is not easy!  

In this talk, we will discuss the progress towards ignition on the National Ignition Facility (NIF) at Lawrence Livermore National Laboratory (LLNL) in Northern California.  We will cover the some of the setbacks encountered during the progress of the research at NIF [2], but also cover the great advances that have been made. 
 

About the Speaker: Dr. Omar Hurricane is a Distinguished Member of the Technical Staff at Lawrence Livermore National Laboratory and lead scientist for the High-foot Implosion Campaign on the NIF.  His research focuses on weapons physics, high energy density physics science, and plasma instability.  Dr. Hurricane has authored 60 journal publications and 60 conference papers, largely in the area of plasma physics and high-energy density physics (HEDP). He has received several awards and honors, including the U.S. Department of Energy Ernest Orlando Lawrence Award for National Security and Nonproliferation (2009), five U.S. Department of Energy Defense Programs Recognition of Excellence Awards (2002, 2004, 2009 x 2, 2010), and three LLNL Directors Science & Technology awards (2010, 2011, and 2013).  Dr. Hurricane received his B.S. in Physics and Applied Mathematics from Metropolitan State University of Denver, and his M.S. and Ph.D. in Physics from the University of California, Los Angeles (UCLA) where he was also a post-doc for four years.  Dr. Hurricane was also a Visiting Scholar at Stanford University (CISAC) in the 2010-2011 academic year.

Among the technologies that transformed the 20th-century, none has cast a longer and darker shadow than the atomic bomb. Even since Sidney Drell and John Lewis founded the Center for International Security and Arms Control in 1983, scholars at CISAC have grappled with how these tools of war have altered global diplomacy and defense.

Current and former CISAC fellows recently took part in a conversation about the state of nuclear studies, which has bridged academia, the public sphere and the halls of power. In a joint forum for H-Diplo and the International Security Studies Forum, which curate book reviews and disciplinary debates for international historians and international security scholars, respectively, as well as the Monkey Cage, where The Washington Post publishes rigorous analysis on political topics, a cohort of historians and political scientists debated the claims and methods that are animating the study of nuclear subjects today.

Recent publications by early career political scientists and the occurrence of what CISAC Senior Fellow Scott Sagan terms “two nuclear renaissances,” prompted the discussions. Since 1991, historians who work on subjects such as nuclear power, crises, proliferation, compellence, and deterrence have vastly expanded the documentary record (nearly always declassified) upon which our collective knowledge rests by mining archives throughout the world. Their efforts have been curated and made available by organizations such as the Nuclear Proliferation International History Project at the Woodrow Wilson International Center for Scholars and the National Security Archive at George Washington University. Concurrently, political scientists have taken advantage of the prodigious computational power and advanced statistical tools that have revolutionized scientific inquiry to generate important new research and insights using large-N quantitative analysis as well as survey methodology.

 

 

Two recent articles in International Organizations, a prominent journal of political science and international relations, one authored by former CISAC fellow Matthew Kroenig and another coauthored by former CISAC fellow Todd S. Sechser and Matthew Fuhrmann, endeavor to draw inferences about what leads one state or another to emerge victorious from an international crisis when one or both sides possess nuclear weapons. Intriguingly, though they ask slightly different questions, they come to divergent conclusions. Kroenig contends that crisis outcomes are co-determined by nuclear superiority and “the balance of resolve” (i.e. which side has higher political stakes). Sechser and Fuhrmann, on the other hand, find that nuclear weapons generally fail to furnish a “credible threat,” making them weak tools with which to compel adversaries.

Francis J. Gavin, the Frank Stanton Chair in Nuclear Security Policy Studies at MIT, takes issue with the methodological approach of both articles in a response piece, entitled “What We Talk about When We Talk About Nuclear Weapons,” which grew into a joint H-Diplo/ISSF forum featuring an introduction by Sagan, responses by the two articles’ various authors (individually and collectively), an exposition by former CISAC honors student and current Duke University professor Hal Brands on the importance of archives for studying nuclear politics; an “apology” for quantitative methods in the political sciences by UCSD Professor Erik Gartzke; and a explication of how “large-N methods” can be used and abused when studying nuclear subjects by one of last year’s Stanton Faculty Fellows at CISAC and Gavin’s colleague at MIT, Vipin Narang.

 

 

The forum inspired another round of responses on H-Diplo, including a number by former and current fellows at CISAC. Gavin reprises some of his arguments in a response to the forum while also underscoring the professional and institutional stakes at issue. UCLA historian Marc Trachtenberg, Columbia political scientist Robert Jervis, and U.S. Naval War College strategic thinker Tom Nichols also weigh in on when nuclear weapons matter and how scholars can go about figuring out why and how they do.

As the current MacArthur Nuclear Security Fellow at CISAC and forthcoming Stanton Nuclear Security Fellow at RAND Corporation, I call attention to the power of ideas and how social scientists embed themselves in the subjects they study. Jayita Sarkar, a Stanton Postdoctoral Fellow at Harvard’s Belfer Center explores how empirical work on case studies of technological assistance and proliferation such as that of France and India call into doubt some findings by political scientists who employ statistical methods. Lastly, former CISAC postdoctoral fellow Benoît Pelopidas, now a professor at the University of Bristol, probes the ethical responsibility of intellectuals and whether scholars ought to serve the policymaking community, or the broader public, when they conceptualize and perform their work.

Pelopidas’ essay points to a core concern about the policy implications of nuclear-security scholarship, which a third group of distinguished panelists delved into for a symposium in The Washington Post. The forum, posted on the Monkey Cage, features thoughts from Yale Assistant Professor of Political Science Alexandre Debs, Duke Professor of Political Science and former Special Advisor for Strategic Planning and Institutional Reform on the National Security Council Staff Peter Feaver, Georgetown Associate Professor of Political Science and former Deputy Assistant Secretary of Defense for the Middle East Colin Kahl, and Matthew Connelly, who will join CISAC this year as the inaugural Hazy Senior Fellow in International Security and Professor of History at Stanford University.

Gavin concludes his introduction to the Monkey Cage symposium by reflecting on how the current generation of scholars has taken up the baton from those who participated in the “golden age” of nuclear-security scholarship after World War II:

If brilliant minds like Bernard Brodie, Thomas Schelling, and Albert Wohlstetter could not settle these issues during their time at RAND, we certainly don’t expect to here. At best, we can inspire much needed debate and broaden this crucial conversation. What we do hope to emulate, however, is the earlier generation’s rigorous, interdisciplinary questioning and exchange, while always keeping an eye on how our ideas can help decision-makers better understand and make responsible decisions about these fearsome weapons.

The Center for International Security and Cooperation is gratified that so many of its affiliates—current and former—are contributing to this revival of scholarly interest in how the nuclear revolution has shaped global affairs. We look forward to our nuclear scholars—past, present, and future—continuing to enrich these vital interdisciplinary debates.
