The Europe Center invites you to the inaugural annual lectures of this series by Adam Tooze, Barton M. Briggs Professor of History, Yale University. On the centenary of the outbreak of the First World War, Adam Tooze will deliver three lectures about the history of the transformation of the global power structure that followed from Imperial Germany’s decision to provoke America’s declaration of war in 1917.  Tooze advances a powerful explanation of why the First World War rearranged political and economic structures across Eurasia and the British Empire, sowed the seeds of revolution in Russia and China, and laid the foundations of a new global order that began to revolve around the United States and the Pacific. These lectures will present an argument for why the fate of effectively the whole of civilization changed in 1917, and why the First World War’s legacy continues to shape our world today.

“Making Peace in Europe 1917-1919: Brest-Litovsk and Versailles”
Recent events in Ukraine pose the question, is a comprehensive peace for Europe, both East and West, possible? This lecture will address the first moment in which that question was posed, during and after World War I. In light of current events the lecture will focus on the influence of Russian power and powerlessness in shaping both the abortive effort to make peace in the East between Imperial Germany and Soviet Russia at Brest Litovsk - the first treaty to recognize the existence of an independent Ukraine - and the efforts to make peace in the West at Versailles and after. Returning to the period 1917-1923 suggests sobering conclusions about the stability of the order that we have taken for granted since 1991.

“Hegemony: Europe, America and the Problem of Financial Reconstruction, 1916-1933”

Having established itself in the 19th century as the financial center of the world, Europe's sudden impoverishment by World War I came as a dramatic shock. The ensuing trans-Atlantic crises of the 1920s and early 1930s were not only the most severe but the most consequential in the history of Europe and the wider world. But, to this day there is substantial disagreement amongst both social scientists and historians as to the causes of the disaster. Was it American leadership or a failure of cooperation that was to blame? This lecture will argue the case for a revised and historicized version of the hegemonic failure thesis. The absence presence of American influence was crucial in determining Europe's fate.

“Unsettled Lands: The Interwar Crisis of Agrarian Europe”
Until the middle of the twentieth century Europe, like the rest of the world, was majority agrarian. And yet the most influential accounts of the interwar crisis, framed as they were by the industrial and urban world of the later twentieth-century Europe, tended to ignore this evident fact, focusing instead on workers and business-men, politicians and soldiers. This lecture will illustrate how brining the peasantry back in has the potential not only to throw new light on Europe's great epoch of crisis, but to open that history, beyond the Bloodlands to the wider world.

    

Tooze is the author of The Wages of Destruction: The Making and Breaking of the Nazi Economy (2006) and Statistics and the German State 1900-1945: The Making of Modern Economic Knowledge (2001), among numerous other scholarly articles on modern European history.

ABOUT THE TOPIC: While the overall record of compliance with interstate territorial agreement since 1815 is quite high, Europe experienced a disproportionate share of treaty failures compared to other regions of the world. In Europe, treaties were frequently made and frequently broken; everywhere else, the dominant pattern has been for treaties to be rarely made and rarely broken. I argue that this pattern arose due to multilateral and hierarchical nature of border settlements in Europe, which was heavily influenced by the region’s great powers. Although great powers often imposed treaty terms on other states, enforcement was, at best, inconsistent and, at worst, actively undermined by their own actions. Using a new data set on interstate territorial conflicts and agreements, I show that the fates of border settlements in Europe were highly interdependent and vulnerable to contagion, either failing or succeeding en masse. By contrast, in other regions, where border settlements tended to be bilaterally determined, treaty failures were less likely to cluster in time. In addition to their implications for the study of treaty compliance and conflict contagion, these results speak to the promise and dangers of externally-imposed peace agreements.

ABOUT THE SPEAKER: Kenneth A. Schultz is professor of political science at Stanford University and an affiliated faculty member at CISAC. His research examines international conflict and conflict resolution, with a particular focus on the domestic political influences on foreign policy choices. His most recent work deals with the origins and resolution of territorial conflicts between states. He is the author of Democracy and Coercive Diplomacy (Cambridge University Press, 2001), World Politics: Interests, Interactions, and Institutions (with David Lake and Jeffry Frieden, Norton, 2013), as well as numerous articles in peer-reviewed scholarly journals. He was the recipient the 2003 Karl Deutsch Award, given by the International Studies Association, and a Dean’s Award for Excellence in Teaching, given by Stanford’s School of Humanities and Sciences.

Zainab Hawa Bangura of Sierra Leone is Special Representative on Sexual Violence in Conflict at the level of Under-Secretary-General at the United Nations.

Prior to this appointment, Ms. Bangura was the Minister of Health and Sanitation for the Government of Sierra Leone, and brings to the position over 20 years of policy, diplomatic and practical experience in the field of governance, conflict resolution and reconciliation in Africa. She was previously the second female Minister of Foreign Affairs and International Cooperation, including Chief Adviser and Spokesperson of the President on bilateral and international issues. Ms. Bangura has been instrumental in developing national programmes on affordable health, advocating for the elimination of genital mutilation, managing the country’s Peace Building Commission and contributing to the multilateral and bilateral relations with the international community. She is experienced in meeting with interlocutors in diverse situations, including rebel groups, and familiar in dealing with State and non-State actors relevant to issues of sexual violence while fighting corruption and impunity.

Ms. Bangura has on-the-ground experience with peacekeeping operations from within the United Nations Mission in Liberia (UNMIL), where she was responsible for the management of the largest civilian component of the Mission, including promoting capacity-building of government institutions and community reconciliation. She is an experienced results-driven civil society, human and women’s rights campaigner and democracy activist, notably as Executive Director of the National Accountability Groups, Chair and Co-founder of the Movement for Progress Party of Sierra Leone, as well as Coordinator and Co-founder of the Campaign for Good Governance.

Ms. Bangura is a former fellow of the Chartered Insurance Institute of London, possessing Diplomas in Insurance Management from the City University Business School of London and Nottingham University. She received her Bachelor of Arts from the Fourah Bay College, University of Sierra Leone.

Abstract

The causes and consequences of nuclear proliferation have received a great deal of
academic attention. However, nuclear weapons are rarely discussed in isolation in policy
circles. Instead, nuclear weapons are relevant as part of a category of weapons of mass
destruction (WMDs) that includes chemical and biological weapons (CBWs). Are the
factors that drive CBWs proliferation similar to those that drive nuclear proliferation?
What is the relationship between these weapons types? In this article, we explore
whether nuclear weapons and CBWs serve as complements or substitutes. Using newly
collected data on both CBWs pursuit and possession over time, we find that nuclear,
biological, and chemical weapons generally function as complements at the pursuit stage.
In addition, countries that acquire nuclear weapons become less interested in pursuing
other types of WMDs and are even willing to give them up in some cases.

ABOUT THE SPEAKER: Niccolò Petrelli is a postdoctoral fellow at CISAC. His research focuses on reassessing the theory and practice of counterinsurgency. Incorporating insights from the contiguous fields of study of "civil wars" and "peacekeeping operations" and employing critical historical analysis of case studies, the research aims to analyze the features, limits and influence of the theory of Counterinsurgency. Before joining CISAC in 2013, Niccolò was a military research fellow at the Military Center for Strategic Studies (Ce.Mi.S.S.) within the Center for Advanced Defense Studies (CASD) in Rome, Italy, and a research assistant at the International Institute for Counter-Terrorism (ICT) in Herzliya. Niccolò received his PhD in Political Science from the University of Roma Tre in 2013. In his dissertation, he examined the impact of strategic culture on the Israeli approach to counterinsurgency.


ABOUT THE TOPIC: In "Counterinsurgency: A Conceptual Reassessment," Niccolò Petrelli will address unresolved issues in the study of counterinsurgency (COIN). The talk will focus on three main questions: How did COIN theory emerge and which are its intellectual sources? To what extent has COIN practice been informed by theory? Is the population-centric COIN paradigm prevalent in scholarly studies and in the contemporary professional discourse historically accurate? In order to answer these questions, the talk will first outline a critical historical analysis of the development of COIN theory, tracing its intellectual roots and fundamental assumptions. Subsequently, it will reassess practice through the qualitative comparative analysis of several case studies of COIN campaigns.

Gil-li Vardi joined CISAC as a visiting scholar in December 2011. She completed her PhD at the London School of Economics in 2008, and spent two years as a research fellow at the Oxford Leverhulme Programme on the Changing Character of War at the University of Oxford, after which she joined Notre Dame university as a J. P. Moran Family Assistant Professor of Military History.

Her research examines the interplay between organizational culture, doctrine, and operational patterns in military organizations, and focuses on the incentives and dynamics of change in military thought and practice.

Driven by her interest in both the German and Israeli militaries and their organizational cultures, Vardi is currently revising her dissertation, "The Enigma of Wehrmacht Operational Doctrine: The Evolution of Military Thought in Germany, 1919-1941," alongside preparing a book manuscript on the sources of the Israeli Defence Forces’ (IDF) early strategic and operational perceptions and preferences.

The Europe Center was pleased to host Catherine Ashton, High Representative of the Union for Foreign Affairs & Security Policy and Vice President of the European Commission (HRVP), at Stanford University on May 7th.  HRVP Ashton’s address to a capacity audience of Stanford senior scholars is part of the Europe Center’s program focused on European and EU regional and global relations.  The event co-sponsors - the Center for Russian, East European and Eurasian Studies, the Hoover Institution, and the  - speaks to the esteem and the interest that multiple partners share in engaging the European Union’s highest foreign policy official.

The Europe Center’s director Amir Eshel opened the session, followed by President Gerhard Casper, director and senior fellow at the Freeman Spogli Institute for International Studies, who delivered a formal introduction of Ashton.  HRVP Ashton spoke at length and in considerable detail on the mission of the office of EU High Representative, and addressed a number of the critical foreign policy challenges that we face today. 

Three pillars of EU foreign policy
In her talk, Lady Ashton highlighted three pillars of EU foreign policy:

  1. Europe assumes primary responsibility for bringing and safeguarding peace in its “neighborhood”.  Ashton proposed that the European Union – in terms of its status as a foreign policy actor – should be judged by the record of its mission to foster post-conflict resolution, and promote long-term stability and growth throughout its own member states, and in neighboring regions of North Africa, the Eastern Mediterranean and Middle East, and Eastern and Baltic regions of former Soviet societies.
  2. European Union foreign policy should promote what Ashton termed “Deep Democracy”.  This includes reformed and transparent judiciary, police, and representative governing institutions that safeguard the well-being and individual emancipation of citizens, and women’s and human rights.
  3. European Union international relations prioritize effective and long-term cooperative missions with “strategic partners” beginning with the United States, as well as Russia and China.  Ashton emphasized that the EU also prioritizes long-term relations and strategic missions with regional and supra-national institutions beginning with the United Nations, and including the African Union, ASEAN, and the Arab League.

“Deep Democracy”: the long-term challenge
Of special note was Ashton’s significant elaboration on the priority for “deep democracy”.  When asked about the case of Mali, and what the vision was for what comes after the current French and European military intervention, she emphasized the following points of policy and tactics.

  • The EU views the military engagement against Jihadist forces in Mali, within a larger regional view of the “Sahel Arc”.  The EU is deeply engaged in the “Arab Awakening” movements – and the attendant security, political, and civil crises in each country of the region, and in terms of displaced populations across borders. 
  • In the case of Mali, the office of the EU High Representative invited the country’s leadership to Brussels for close coordination of policy. 
  • The EU foreign policy has been set to closely support the Malian government’s own road map for peace, territorial sovereignty, internal cohesion, and development.
  • In remote districts of northern Mali, residents have seen little evidence of the value of government.  The EU foreign policy of engagement in Mali includes programs to deliver primary health care (i.e. immunization and women’s reproductive health) and infrastructure (i.e. transportation and employment in local economic initiatives) to demonstrate the efficacy and value of state institutions.
  • The decision to commit troops from Europe to foreign soil remains, Ashton emphatically stated, the responsibility of the individual sovereign states, and of their democratically elected representatives who, in making such commitments, are ultimately responsible to their citizens.
  • Individual European nations are invited to meet with the governments and civil society leaders of countries undergoing transformations, to tell their distinct histories of democratic development.

Ashton delivered her insights in response to questions from the audience on a number of topics, including the growing magnitude of displaced regional refugees, EU-US military cooperation, and the support and criticism of the EU within European nations.
