The education of poor and disadvantaged populations, particularly those from minority subgroups, has been a long-standing challenge to education systems in both developed and developing countries (e.g., World Bank 2001, 2004; Glewwe and Kremer 2006; Planty et al. 2008). For example, over the past decade in the United States the high school dropout rate of Hispanic students has remained at least twice as high as that of white students (Aud et al. 2011). Using data from the German Microzensus and the German Socio-Economic Panel, Alba, Handl, and Müller (1994) found that, relative to young Germans with identical sociodemographic characteristics, Italian, Turkish, and Yugoslav children are overrepresented in the lowest academic track of the German school system.

Word embeddings are a powerful machine-learning framework that represents each English word by a vector. The geometric relationship between these vectors captures meaningful semantic relationships between the corresponding words. In this paper, we develop a framework to demonstrate how the temporal dynamics of the embedding helps to quantify changes in stereotypes and attitudes toward women and ethnic minorities in the 20th and 21st centuries in the United States. We integrate word embed- dings trained on 100 y of text data with the US Census to show that changes in the embedding track closely with demographic and occupation shifts over time. The embedding captures societal shifts—e.g., the women’s movement in the 1960s and Asian immi- gration into the United States—and also illuminates how specific adjectives and occupations became more closely associated with certain populations over time. Our framework for temporal anal- ysis of word embedding opens up a fruitful intersection between machine learning and quantitative social science.

—SPICE: Offering teacher institutes since 1973—

 

In 1973, the roots of the Stanford Program on International and Cross-Cultural Education (SPICE) were established with the creation of the Bay Area China Education Program, which focused on the development of K–12 curriculum materials and teacher professional development. Only a year prior, President Richard Nixon had made his historic trip to China and many American students were able to view contemporary images of China on television for the first time in their lifetimes. Teachers who attended SPICE institutes on China in the 1970s often commented that they were at a loss about how to teach about China.

Forty-four years later, a new generation of educators expressed similar sentiments at a SPICE institute. However, the challenge wasn’t so much about the teaching of China but rather the teaching of North Korea. Thus, when Pulitzer Prize-winning author Adam Johnson spoke about his book, The Orphan Master’s Son, a New York Times bestselling novel about North Korea, teachers were riveted by his comments. Teachers were interested not only in ways that his novel could help them better understand contemporary North Korea but also in ways they could use the book to help their students gain a more balanced view of North Korea. The 22 teacher participants received copies of The Orphan Master’s Son to use in their teaching and were offered two SPICE curriculum units titled Inter-Korean Relations: Rivalry, Reconciliation, and Reunification and Uncovering North Korea.  

Co-sponsored by the National Consortium for Teaching about Asia (NCTA), the SPICE summer institute, July 24–26, 2017, had the objectives of (1) deepening teachers’ understanding of Asia, U.S.–Asian relations, and the Asian-American experience; (2) providing teachers with teaching resources; and (3) creating a community of learners. The institute featured lectures by Stanford faculty (like Johnson), U.C. Berkeley faculty, and other experts on a range of Asia- and Asian-American-related topics closely aligned with the History-Social Science Framework for California Public Schools standards, which were recently revised. Interactive curriculum demonstrations by SPICE staff were also offered.

One such standard focuses on recent economic growth in China. Following a lecture by Thomas Fingar, Shorenstein Asia Pacific Research Center Fellow, on “Recurring Themes in U.S.–China Relations,” a curriculum demonstration on the SPICE curriculum unit, China in Transition: Economic Development, Migration, and Education, was offered by its author, Rylan Sekiguchi of SPICE. One teacher remarked, “I teach about China, and it was so helpful to hear someone with such deep expertise [Fingar] speak about U.S.–Chinese history in a way that enriches my knowledge and understanding to bring back some bigger themes to my teaching. I can’t wait to bring this content back to my students [through the SPICE curriculum].” Other scholarly lectures on Japan and Korea were also followed by curriculum demonstrations by SPICE staff. This coupling of lectures and curriculum demonstrations has been a hallmark of SPICE since its inception.

Updated History-Social Science Framework standards on the Asian-American experience were also addressed at the institute. Dr. Khatharya Um, Associate Professor of Ethnic Studies at the University of California at Berkeley, introduced the diverse cultural and historical backgrounds of the Asian-American student population which often comprises a significant percentage of students in schools in areas like the San Francisco Bay Area and Los Angeles. She emphasized the importance of acknowledging individual circumstances in minority student populations and breaking down commonly cited stereotypes of Asian Americans as being a critical element of effective teaching. One of the topics that she addressed was stereotypes of Japanese Americans that arose following the Japanese attack of Pearl Harbor. Her lecture was coupled with the sharing of first-hand experiences by Dr. Joseph Yasutake, who was interned at the age of nine. Dr. Yasutake’s talk stimulated discussions on civil liberties, race relations, discrimination, and American identity among the teachers. “Hearing history from one who has experienced it as well as studied and taught the history is really wonderful,” said one institute participant. “This combination brings a great amount of authority and well as authenticity to the narrative he [Yasutake] provides.” The SPICE curriculum unit, Civil Rights and Japanese-American Internment, was recommended as a resource for teachers.

The institute brought together both experienced mentor teachers and those new to the field. Naomi Funahashi, who organized and facilitated the institute, remains in communication with many of the teachers and has noticed that a community of learners, who are committed to a long-term exploration of Asian and Asian-American studies, has grown from the institute. She reflected, “One of the unexpected outcomes of the institute was the recommendations that many of the teachers have written in support of their students’ applications to my online class on Japan called the Reischauer Scholar Program. My hope is that some of my students will someday attend SPICE institutes as teachers and that SPICE institutes will continue to serve teachers as they have since 1973 for many decades to come.”

SPICE is currently recruiting teachers to attend its 2018 summer institute for middle school teachers (June 20–22, 2018) and summer institute for high school teachers (July 23–25, 2018).

Along with being a Senior Fellow at the Freeman Spogli Institute for International Studies, Saumitra Jha is an associate professor of political economy at the Stanford Graduate School of Business, and convenes the Stanford Conflict and Polarization Lab. 

Jha’s research has been published in leading journals in economics and political science, including Econometrica, the Quarterly Journal of Economics, the American Political Science Review and the Journal of Development Economics, and he serves on a number of editorial boards. His research on ethnic tolerance has been recognized with the Michael Wallerstein Award for best published article in Political Economy from the American Political Science Association in 2014 and his co-authored research on heroes with the Oliver Williamson Award for best paper by the Society for Institutional and Organizational Economics in 2020. Jha was honored to receive the Teacher of the Year Award, voted by the students of the Stanford MSx Program in 2020.

Saum holds a BA from Williams College, master’s degrees in economics and mathematics from the University of Cambridge, and a PhD in economics from Stanford University. Prior to rejoining Stanford as a faculty member, he was an Academy Scholar at Harvard University. He has been a fellow of the Niehaus Center for Globalization and Governance and the Center for the Study of Democratic Politics at Princeton University, and at the Center for Advanced Study in the Behavioral Sciences at Stanford. Jha has consulted on economic and political risk issues for the United Nations/WTO, the World Bank, government agencies, and for private firms.

For forty years, the Tuskegee Study of Untreated Syphilis in the Negro Male passively monitored hundreds of adult black males with syphilis despite the availability of effective treatment. The study's methods have become synonymous with exploitation and mistreatment by the medical community. We find that the historical disclosure of the study in 1972 is correlated with increases in medical mistrust and mortality and decreases in both outpatient and inpatient physician interactions for older black men. Our estimates imply life expectancy at age 45 for black men fell by up to 1.4 years in response to the disclosure, accounting for approximately 35% of the 1980 life expectancy gap between black and white men.

With every passing election, it seems clearer and clearer that the Western world's rich democracies are going through a fundamental political realignment. Out goes the old left/right political divide that we grew up with; in comes a new open/closed division. The fit is far from perfect, but generally speaking, the new order pits centrists against extremists of all stripes, the highly educated against those with less education, and those who consider themselves citizens of the world against those who identify with smaller worlds. Its central debates concern the mobility of capital, goods and ideas, but above all the mobility of people. Even the arguments over the North American Free Trade Agreement and the Trans-Pacific Partnership pale in comparison with those over migration. The last week alone has seen uproar in the United States over Texas Senate Bill 4 (considered to be anti-immigrant in nature) and in Europe over the British government's initial proposals on the fate of citizens of other European Union countries who have migrated to Britain.

The film will be moderated by The Europe Center faculty affiliate David Laitin, the James T. Watkins IV and Elise V. Watkins Professor of Political Science and an affiliated faculty member at FSI's Center for International Security and Cooperation. His specialty is comparative politics. In that field he conducts research on political culture, ethnic conflict, and civil war. His field expertise spans Somalia, Nigeria, Catalonia, Estonia and France. His latest book is Why Muslim Integration Fails in Christian-Heritage Societies.

Intouchables is the second film in the annual SGS Summer Film Festival running from June 28th to September 13th. The film will be presented with English subtitles. This year's festival features nine films from around that world that focus on the theme “Finding Place: Immigration, Refugees, and Borders Across the World.”  

The film festival will run most Wednesdays at 7 p.m., from June 28 to September 13, and feature a post-screening discussion.

David Laitin is the James T. Watkins IV and Elise V. Watkins Professor of Political Science and a co-director of the Immigration Policy Lab at Stanford. He has conducted field research in Somalia, Nigeria, Spain, Estonia and France. His principal research interest is on how culture – specifically, language and religion – guides political behavior. He is the author of “Why Muslim Integration Fails in Christian-heritage Societies” and a series of articles on immigrant integration, civil war and terrorism. Laitin received his BA from Swarthmore College and his PhD from the University of California, Berkeley.

Zaid Al-Ali is the Senior Adviser on Constitution-Building for the Arab Region at International IDEA and an independent scholar.  In his work, Al-Ali focuses on constitutional developments throughout the Arab region, with a particular focus on Iraq and the wave of reforms that took place in Morocco, Tunisia, Libya, Egypt, Jordan and Yemen following the start of popular uprisings in December 2010.  Al-Ali has published extensively on constitutional reform in the Arab region, including on process design issues and the impact of external influence.  He is the author of The Struggle for Iraq’s Future: How Corruption, Incompetence and Sectarianism Have Undermined Democracy (Yale University Press 2014).  Prior to joining International IDEA, Zaid worked as a legal adviser to the United Nations in Iraq, focusing on constitutional, parliamentary and judicial reform.  He also practiced international commercial arbitration law for 12 years, representing clients in investment and oil and gas disputes mainly as an attorney with Shearman & Sterling LLC in Paris and also as a sole practitioner.  He holds an LL.M. from Harvard Law School, a Maitrise en Droit from the University of Paris I (Panthéon-Sorbonne) and an LL.B. from King’s College London.  He was a Law and Public Affairs Fellow and Visiting Lecturer at Princeton University in 2015-2016.  He is the founder of the Arab Association of Constitutional Law and is a member of its executive committee.
