On March 29, 1945 the first Soviet troops crossed the Austrian border. On April 13, after fighting involving heavy losses, Vienna was liberated by the Red Army. The efforts of a resistance group within the Wehrmacht to avoid combat and surrender the city were betrayed and failed.

In building up the new, postwar Austria, the provisional Austrian government, installed by the Soviets, faced a dilemma: on the one hand the Moscow Declaration of November 1943 offered the opportunity to avoid the accusation of shared responsibility in Nazi crimes, even though Austria had been an integral part of the German Reich since the “Anschluss” in March 1938. The Moscow Declaration formula that, after the war, Austria would be dealt as the “first victim of Hitlerite aggression” offered a more than welcome way to avoid the threatened punishment. On the other hand, the obvious fact could not be denied that Austrians – as well as other Germans – had served in the Wehrmacht.

The Austrian Declaration of Independence, proclaimed on April 27, 1945, tried to explain this fact in claiming that the Austrians had been forced by Nazi suppression to fight in a war no Austrian had ever wanted, against peoples towards whom no Austrian felt any resentment.

In the immediate postwar period, this interpretation was underlined through several governmental projects, particularly the official Rot-Weiß-Rot-Buch (Red-White-Red-Book, 1946) that aimed to prove the significance of Austrian resistance to the Nazi regime – Wehrmacht soldiers were amongst those honored as patriotic resistance fighters, having been murdered for opposing the regime’s military orders.

But this narrative was to change within a short period in time. The Cold War and the re-integration of former members of the Nazi Party reframed the politics of history. This did not affect the official theory of Austria as the “first victim” but this argument was used mainly for official representations, especially to the “Ausland”. In Austrian internal discourse, clear indicators of a re-definition can be observed as early as 1948 as concerned attitudes to the Wehrmacht soldiers. In war memorials, commemoration ceremonies etc. the fallen soldiers – in 1945 defined as victims of infamous Nazi war policy - were now honored as heroes defending their homeland against the enemies from the “East”.

1945’s victim theory is of course the founding myth (more critically referred to as the foundational “historical lie”) of the Second Republic of Austria. But it is only one part of the specific Austrian postwar myth. Rather, Austrian memory is characterized by the tension between the official victim theory – Austria as the first victim of Nazi Germany in 1938 – and a widespread, populist counter-narrative: Austrians as heroic defenders of Heimat and as military and civilian victims of the Allied war against Nazi Germany. In this populist or popular second victim theory, the darkest moment of Austrian history was not in 1938, but in 1945, when Austria was occupied by the Allies, above all by the “Russian barbarians”. Obviously “Liberation” was not a term appropriate to this perspective.

These contradictory narratives caused several public conflicts, mostly triggered by the erection of new war memorials and commemoration ceremonies for the fallen, especially in the decade after the State Treaty (1955) when it was no longer necessary to take the Allied Military Occupation Forces into consideration.

In the 1980s, with the break with the European postwar myths also came the unmasking of the official victim theory, triggered by the debate on President Kurt Waldheim’s role as a Wehrmacht officer in the Balkan theater of war (1986). The official standpoint, declared by Chancellor Franz Vranitzky in 1991, now acknowledged the “co-responsibility” of the Austrians for the Holocaust and other Nazi crimes.

But surprisingly, the culture of commemoration for the fallen soldiers of the Wehrmacht remained largely untouched, despite the intensity of the "memory wars" at the end of the 20th century. Only in 2012 was Austria at last confronted with its long overlooked blind spot in coming to terms with the Nazi past. Beyond all ethical or moral arguments and the historical fact that the Wehrmacht had participated in War Crimes and played a major role in the Holocaust, honoring Wehrmacht soldiers for defending the “homeland” against the Allied Military Forces, which liberated Austria from the Nazi terror regime, is anachronistic and inappropriate, not at least taking the commitment of the Austrian Bundesheer in European military co-operation into consideration. Ironically, the starting point for the break with this outdated postwar tradition was a hidden Nazi document discovered in 2012 at the very center of official commemoration: the sculpture of the Fallen Soldier in the Austrian national Heroes Monument on Vienna’s Heroes square.

But despite overcoming of the last und today yet hardly comprehensible remains of the postwar strategies of national, social and individual reconstruction, the question still remains: How should Austrian society commemorate its Wehrmacht soldiers – the fallen and the surviving, a generation which is now passing away? As victims? As perpetrators? This affects not only national representation but also family memory. Honoring the millions of soldiers of the Allied Forces who died for the liberation of Europe – and Austria – will be in the focus of this year‘s 70th anniversary of the end of WW II. But how to commemorate the ambivalent role of the Red Army in Austria (and other countries) – commemorating and honoring the death toll of Russian soldiers who died in the Eastern and Central European theaters of war, whilst also remembering the suffering of raped women?

In 2014, the centenary of WW I resulted in an harmonious scene in which a European family of nations had learned their lessons from history. Predictably in the commemoration year 2015, the picture will be far more complex and ambivalent – especially in view of the different experiences of democratic and communist EU countries after 1945, the conflicts with Russia in Ukraine and Crimea and, not least, the role of the Great Patriotic War in today’s Russian nationalist politics of history. The commemoration year 2015 seems to become an exciting event: one can observe how new world orders – and new tensions – will be negotiated in the field of cultural memory.

Which transformations in narrative and in representation - from historiography to Memorial Museums and popular movie productions - were necessary for the acknowledgment of the Holocaust as the negative point of reference for the values and norms of western societies? And what are the new challenges Holocaust memory is confronted with in today’s multi-polar post-Cold War era?

This lecture is the first in a new series co-sponsored by The Europe Center and the Stanford Archaeology Center on how modern Europe has been shaped by the concepts, materials and ideology of its past inhabitants.

This first speaker highlights both the ecological and socio-political ramifications of conquest.  Based on work undertaken in Poland, Latvia, Estonia and Lithuania, Dr. Aleksander Pluskowski discusses the way that relationships created during one of the most dynamic epochs of European history, the period of crusading, have left a profound legacy for modern Europe.  The process of crusading resulted in massively modified landscapes and catalyzed population reconfiguration at the frontiers of Europe, during the period of Christian expansion.  The archaeo-historical backdrop to these events is presented, along with a discussion of how Europe and the relationship Europe has with non-Christian societies, was permanently altered.

Aleksander Pluskowski's research focuses on frontier societies, colonization and ecological diversity in medieval Europe.  He is primarily concerned with the nuanced relationships between ecology and culture, moving towards a complete integration of environmental and social archaeology, history and art history.  His ultimate aim is to further a holistic understanding of this formative period of European society, contributing to the management of cultural and ecological heritage today.  His other interests include cult praxis in the past and the construction of religious identities.

Katherine R. Jolluck is Senior Lecturer and Coordinator of the Public History/Public Service Track in the Department of History at Stanford University.  She is also a Senior Fellow at the Center for Human Rights and International Justice.  She has also taught at the University of North Carolina at Chapel Hill and the Naval Post-Graduate School in Monterey.  A specialist on the history of twentieth-century Eastern Europe and Russia, she focuses on the topics of women and war, women in communist societies, nationalism, the Soviet Gulag, and human trafficking. Her books include: Exile and Identity: Polish Women in the Soviet Union during WWII, and Gulag Voices: Oral Histories of Soviet Incarceration and Exile (with Jehanne M Gheith). She has also written articles on Poland in World War II, antisemitism, and human trafficking in Europe.  Jolluck serves on the Faculty Steering Committee of the Haas Center for Public Service, offers service-learning courses, and is active in the Bay Area anti-trafficking community.  She is a Steering Committee member of No Traffick Ahead, a multi-county, multi-disciplinary workgroup dedicated to combating human trafficking in all forms.

She finished her PhD at the European University Viadrina in Frankfurt/Oder (Germany) and her habilitation thesis at the University of Potsdam (Germany). Gerhard Besier is a theologian, historian and psychologist. He held Chairs in Contemporary (Church) History and European Studies at the Universities of Berlin, Heidelberg and Dresden. He is currently the Director of the Sigmund Neumann Institute for the Research on Freedom, Liberty and Democracy. Professor Besier has published widely on the themes of German-Polish antagonisms, transformation processes in Europe since 1945, European dictatorships, confessional controversies in Germany, Europe and the USA, and on stereotypes and prejudices. His latest book Neither Good Nor Bad. Why Human Beings Behave How They Do was published in English by Cambridge Scholars Publishing (Newcastle upon Tyne) in June 2014.

Massimiliano Onorato will present new evidence  about the relationship between military conflict and city population growth in Europe from the fall of Charlemagne's empire to the start of the Industrial Revolution. Military conflict was a main feature of European history. He and his co-author Mark Dincecco (University of Michigan) argue that cities were safe harbors from conflict threats.  To test this argument, they constructed a novel database that geocodes the locations of 1,091 conflicts and 676 cities between 800 and 1799.  They found a significant, positive, and robust relationship that runs from conflict exposure to city population growth.  Their analysis suggests that military conflict played a key role in the rise of urban Europe.

Massimiliano G. Onorato is an Assistant Professor in Economics and Institutional Change at IMT Lucca, Italy. He was awarded a Ph.D. in Economics in 2010 at Bocconi University in Milan. Prior to his appointment at IMT Lucca, he was a Post Doctoral Associate at the Leitner Program in International and Comparative Political Economy at Yale University. His research interests include Political Economy, Comparative Politics and Economic History.

The Europe Center Graduate Student Grant Competition

Call for Proposals:

The Europe Center is pleased to announce the Fall 2014 Graduate Student Grant Competition for graduate and professional students at Stanford whose research or work focuses on Europe. Funds are available for Ph.D. candidates from across a wide range of disciplines in the humanities and social sciences to prepare for dissertation research and to conduct research on approved dissertation projects. The Europe Center also supports early graduate students who wish to determine the feasibility of a dissertation topic or acquire training relevant for that topic. Moreover, funds are available for professional students whose interests focus on some aspect of European politics, economics, history, or culture; the latter may be used to support an internship or a research project. Grants range from $500 to $5000.

Additional information about the grants, as well as the online application form, can be found here.  The deadline for this Fall’s competition is Friday, October 17th. Recipients will be notified by November 7th. A second competition is scheduled for Spring 2015.
 

Highlights from 2013-2014:

In the 2013-2014 academic year, the Center awarded grants to 26 graduate students in departments ranging from Linguistics to Political Science to Anthropology. We would like to introduce you to some of the students that we support and the projects on which they are working. Our featured students this month are Michela Giorcelli (Economics) and Orysia Kulick (History).

elli’s project, “The Effects of Management and Technology on Firms’ Productivity: Lesson from the US Marshall Plan in Italy,” explores the role of productivity in the process of economic growth and development. It is typically difficult to isolate the causal effect of management training programs and technology transfer programs on business productivity because these measures are often endogenous to other unobservable factors. To overcome this concern, Giorcelli employed a unique research design to analyze the effects of the Marshall Plan’s transfer of US management and technology to Italian firms in the aftermath of WWII.

Giorcelli collected and digitized balance sheets data for 6,035 Italian firms eligible to receive the US management and technology support between 1930 to 1970. She then exploited an exogenous change in policy implementation that randomly determined which firms actually received Marshall Plan support. Preliminary results show that all firms that received either support significantly increased their productivity. Moreover, firms that received both sets of support simultaneously showed an additional increase in productivity, suggesting that management and technology are complementary in production. Kulick’s project, “Regionalism in Ukraine and the Long Collapse of the Soviet Union, 1954--2014,” used original historical evidence collected from Ukrainian archives to study the political nexus between party elites in Kiev and in Moscow. For example, Kulick gleaned insights about the political economy of postwar industrial reconstruction from local archives in Dnipropetrovsk, a metallurgical powerhouse in the region. Previously inaccessible primary sources indicate that as the Soviet economy grew more complex, the state apparatus became more independent. Consequently, managerial specialists needed more autonomy to meet deadlines and quotas, making them--rather than the party--the source of innovation in postwar Ukraine.

According to Kulick, “my research this summer opened up new ways of thinking about the relationship between the party and the institutions that made up the Soviet state and economy.” Kulick used insights from Soviet-era KGB documents to shed new light on the current propaganda emanating out of the Kremlin. For example, she found that the long-term pull toward greater improvisation has had ongoing consequences. The current conflict is not just about Ukraine’s geopolitical orientation; it is also the byproduct of the dissolution of intransigent and poorly understood late Soviet-era institutions. Undergraduate Internship Program: Highlights

The Europe Center sponsored four undergraduate student internships with leading think tanks and international organizations in Europe in Summer 2014.  Laura Conigliaro (International Relations, 2015) joined the Centre for European Policy Studies (CEPS), while Elsa Brown (Political Science, 2015), Noah Garcia (BA International Relations and MA Public Policy, 2015), and Jana Persky (Public Policy, 2016) joined Bruegel, a leading European think tank. Our featured student this month is Laura Conigliaro.

During her time at CEPS, Conigliaro worked on a 68-page research paper on genetically modified organisms (GMO) policy in the European Union. In the paper, she traces E.U. legislation and policy development on GMOs from 1990 onward, and also offers conclusions for the future trajectory of the E.U.’s GMO policy. Conigliaro argues that the evolution of the E.U.’s GMO policy is a topic of extreme relevance--and difficulty--because it is the source of high-level trade conflicts between Europe and the United States. Consequently, the study of GMO policymaking can help advance our understanding of E.U. institutions, E.U. “comitology” (policy process), and E.U.-U.S. bilateral relations.

Conigliaro plans to incorporate the summer fellowship experience into her Stanford academic career, for example, by presenting research findings at Stanford’s Symposia of Undergraduate Research and Public Service (SURPS). Looking ahead, she writes: “I hope to use the knowledge and experience gained of the E.U. Institutions and policy process through the lens of the GMO issue to broaden and diversify my potential career opportunities and areas from my traditional area of concentration, East Asia, to also include the European Union.”


Recap:  Panel on Europe-Russia Relations and EU expansion

On September 30, 2014, Miroslav Lajčák, the Deputy Prime Minister and the Minister of Foreign and European Affairs of the Slovak Republic, participated in a panel discussion in which he shared his thoughts and opinions about Europe’s relationship with Russia, and about the E.U.’s management of its future membership and associations. The Minister’s viewpoints were of particular interest, given his role in the E.U. foreign policy establishment, and the Slovak Republic’s role in the E.U. and NATO.

“The fact is that E.U.-Russia relations have worsened dramatically. That cannot be denied. But it’s not E.U. enlargement that played a major role in this.”  According to the Minister, Russia did not view E.U. enlargement with hostility, in part, because enlargement remained a transparent process. “But it all changed when Europe decided to enter into Russia’s immediate neighborhood...the former Soviet Republics. And this was something that

was seen by Russia as a hostile activity, and this was what Russia fiercely resisted.” The Minister spoke candidly about the potential conflicts of concepts between the E.U.’s Eastern Partnership policy, Russia’s Near Abroad policy, and the idea of a Eurasian Union. A fundamental and ongoing source of tension pertains to the geopolitical position of Russia’s immediate neighbors: “The fact is that Russia never accepted the full sovereignty of the former Soviet Republics.” Apart from discussing the escalation of tensions between the E.U. and Russia, the Minister spoke about the role of sanctions and reforms as a path for moving forward and achieving lasting peace in Europe.

Minister Lajčák’s brought a variety of experiences to the panel. He served as the European Union Chief Negotiator for the E.U.-Ukraine and E.U.-Moldova Association Agreements, and was the European Union Special Representative for Bosnia and Herzegovina, and Sarajevo. Additionally, he was previously the Ambassador of the Slovak Republic to the Former Republic of Yugoslavia, Albania and the Former Yugoslav Republic of Macedonia. 

After Minister Lajčák spoke, he was followed by comments by Michael McFaul, Professor of Political Science and Senior Fellow, Hoover Institute and Freeman Spogli Institute; Norman Naimark, the Robert and Florence McDonnell Professor in East European Studies in the History Department and The Director of Stanford Global Studies; and Kathryn Stoner, Senior Fellow at the Freeman Spogli Institute and Faculty Director of the Susan Ford Dorsey Program in International Studies.


Introducing “Immigration and Integration in Europe” Policy Lab

The Europe Center would like to introduce a new research project entitled, “Immigration and Integration in Europe:  A Public Policy Perspective,” led by Professors David Laitin and Jens Hainmueller. Duncan Lawrence has recently joined Stanford University to help direct the project. The project is part of the new Policy Implementation Lab at the Freeman Spogli Institute for International Studies.

The social and economic integration of its diverse and ever growing immigrant populations is one of the most fundamental and pressing policy issues European countries face today. Success or failure in integrating immigrants is likely to have a substantial effect on the ability of European countries individually and collectively as members of the European Union to achieve objectives ranging from the profound such as sustaining a robust democratic culture to the necessary such as fostering economic cooperation between countries. Various policies have been devised to address this grave political dilemma, but despite heated public debates we know very little about whether these policies achieve their stated goals and actually foster the integration of immigrants into the host societies. Professor Jens Hainmueller.The goal of this research program is to fill this gap and create a network of leading immigration scholars in the US and Europe to generate rigorous evidence about what works and what does not when it comes to integration policies. The methodological core of the lab’s research program is a focus on systematic impact evaluations that leverage experimental and quasi-experimental methods with common study protocols to quantify the social and economic returns to integration policies across Europe, including polices for public housing, education, citizenship acquisition, and integration contracts for newcomers. This work will add to the quality of informed public debate on a sensitive issue, and create cumulative knowledge about policies that will be broadly relevant. (Inset: Jens Hainmueller)

Scottish voters go to the polls this Thursday to determine whether to remain part of the United Kingdom, or to become an independent Scotland.  The latest polls show a neck and neck race, a development that would not have been believable just months ago when the "No" campaign held a dominant lead.

About the topic: This talk explores two primary questions: (1) the origins of the modern US national security state, and what might be called a constellation of democratic exceptions, during the late 1930s and 1940s; and (2) the patterning of congressional delegation, and the particular role played by southern Democrats in producing that period’s constellation of institutions and policies.  More speculatively, it considers subsequent patterns of continuity and discontinuity in instruments, norms, political coalitions, and the balance of congressional and presidential capacity. 

About the Speaker: Ira Katznelson has been Ruggles Professor of Political Science and History at Columbia University since 1994, and, since 2012, President of the Social Science Research Council. He served as President of the American Political Science Association in 2005-06, as Chair of the Russell Sage Foundation Board of Trustees from 1999-2002, and as President of the Social Science History Association in 1997-98. His most recent book, Fear Itself: The New Deal and the Origins of Our Time (Liveright, 2013) has been awarded the Bancroft, Woodrow Wilson, Sidney Hillman, and J.David Greenstone Prizes. Other recent books include Liberal Beginnings: Making a Republic for the Moderns (Cambridge University Press, 2008; written with Andreas Kalyvas); When Affirmative Action Was White: An Untold History of Racial Inequality in Twentieth-Century America (W.W. Norton, 2006), and Desolation and Enlightenment: Political Knowledge After Total War, Totalitarianism, and the Holocaust (Columbia University Press, 2003). He has been a Guggenheim Fellow, and is a Fellow of the American Academy of Arts and Sciences and the American Philosophical Society.
