The year 2009 is a big one for China and the ruling Communist Party (CCP), as years ending in the number 9 mark several important anniversaries. In 1919, May 4 witnessed the patriotic, “modernizing” youth movement that catalyzed the formation of the CCP. In 1949 the People’s Republic of China (PRC) was established, and 1979 saw the inauguration of reform and opening, which re-legitimized the Party after the Cultural Revolution debacle and set China on the path to record-breaking economic growth and international power and status.

These are not the only “9” years, however, that mark milestones in recent Chinese history. 1959 saw Beijing crush the Tibetan uprising against PRC rule that led the Dalai Lama to flee into exile; it was also the first of three years of mass starvation in the Great Leap Forward. In 1979, the brief but bloody Sino-Vietnamese War took place. And in 1989 the leadership of the Chinese People’s Government ordered the People’s Liberation Army to fire on unarmed Chinese people demonstrating in Tiananmen Square.

Needless to say, some anniversaries are celebrated with great fanfare, as moments in the nation’s history of which all citizens can and should be proud. Massive parades to commemorate the sixtieth anniversary of the PRC’s founding can certainly be expected this October. In the run-up to anniversaries of events-that-should-be-forgotten, by contrast, dissidents are detained, the media muzzled, websites suddenly shut down for “maintenance,” and public security intensified at sensitive venues such as the Potala Palace in Lhasa and Tiananmen Square in Beijing. This month, angered by what it perceives as interference in its internal affairs, China has rebuked foreign dignitaries, including Taiwan’s President Ma Ying-jeou and U.S. Secretary of State Hillary Clinton, for their calls on the CCP leadership to acknowledge those killed at Tiananmen. According to Foreign Ministry spokesman Qin Gang, China has already reached a verdict on that history. The Party has set the country on “the proper socialist path that serves the fundamental interests of the Chinese people,” and there is nothing more to be said.

Enforcing historical forgetting, however, requires more than clampdowns at anniversary time and stony assertions that matters are resolved. Efforts to silence critical voices are ongoing, and the so-called Great Firewall of China routinely blocks access to sensitive information on the Internet. Meanwhile, despite liberalization—which has allowed professional historians considerable freedom to address many hitherto taboo topics—the content of museums, memorials, historical films and television dramas, and, above all, school textbooks remain restricted through a battery of laws, regulations, and vetting mechanisms. In line with official diktats, these officially authorized histories generally gloss over unhappy episodes or rewrite them to present a mostly happy tale of inexorable progress since 1949, and to portray the Party and the country in a positive light. If mentioned at all, acts of state violence or suppression are represented as necessary measures taken to safeguard national territory, unity, and stability. At the same time, in order to emphasize a common national bond against external threats, they highlight past acts of aggression that foreign countries committed against China. This patriotic history is not “my country, right or wrong;” rather, it is “my country (and the Party) has always been right.”

Despite these concerted efforts, it has proved difficult to erase unhappy memories of domestic repression or disaster from public consciousness, or to prevent the dissemination of unofficial histories. Research shows that omitting past events or persons from public commemoration does not guarantee they will be forgotten, especially if they are focal points of group identity; indeed, they may serve as the foundations for counter-histories. For example, the year 1959 is central to the Tibetan narrative of resistance to Chinese domination. Furthermore, even when official histories are forcibly and repeatedly imposed, such as through compulsory education and examinations, they may not necessarily be remembered or deployed as originally intended, particularly if they run counter to personal or community experiences. In fact, they may be used in ways that actually challenge the official narrative. Students in Tiananmen Square in 1989 saw themselves—not the CCP—as inheritors of the spirit of May 4th, 1919. Not coincidentally, May 4th radicalism has been somewhat downplayed in recent years, and its ninetieth anniversary this year astonishingly low-key.

Ruling regimes often seek to use history both to legitimize their political authority and to suppress dissent. Nevertheless, controlling the past is considerably more complicated than merely adding or deleting events from the historical record and commemorating or silencing them on key anniversaries. In China, 2009 will certainly not be the last year in which tensions arise between those who want to remember and those who would have them forget.

Stanford President Emeritus Gerhard Casper, the Peter and Helen Bing Professor in Undergraduate Education, professor of law, and FSI Senior Fellow, and James J. Sheehan, the Dickason Professor in the Humanities and a professor of history (emeritus), have been awarded the Great Cross of the Order of Merit with Star (Grosses Bundesverdienstkreuz mit Stern), among the highest tributes paid to individuals for service to the Federal Republic of Germany. The award is offered for many types of service, including political, economic, social, intellectual, and philanthropic contributions. German President Horst Köhler personally presented the award to Casper and Sheehan in an award ceremony in Berlin on June 8, 2009.

While in Berlin, Casper also delivered the keynote address in commemoration of the 150th anniversary of the death of Alexander von Humboldt, the German naturalist and explorer. Von Humboldt, the younger brother of the Prussian minister and philosopher Wilhelm von Humboldt, traveled extensively in Latin America and published a series of widely read volumes over the ensuing 21 years. A later, five-volume work, Kosmos, attempted to unify the various branches of scientific knowledge. The title of Casper’s address (in translation) was “A Young Man from ‘Ultima Thule’ visits Jefferson: Alexander von Humboldt in Washington.” In medieval geographies, “Ultima Thule” may denote any distant place located beyond the “borders of the known world” and was Humboldt’s ironic way of referring to 19th century Prussia.

James Mace Ward is an acting assistant professor of European history at Stanford University. During summer 2009, he will be affiliated with the Institut für Osteuropäische Geschichte at the University of Vienna. 

Besides teaching at the Stanford Department of History, Ward is also a product of it, having received his Ph.D. there in June 2008. His dissertation is a political and intellectual biography of Jozef Tiso (1887–1947), the priest-president of Slovakia during the Second World War. In support of this research, Ward received several fellowships, including from the Mellon Foundation, the United States Holocaust Memorial Museum, the Fulbright-Hayes Program, and the International Research and Exchanges Board.

Ward’s research examines the intersections between religion, nationalism, and mass violence. His published work on Tiso includes “‘People Who Deserve It’: Jozef Tiso and the Presidential Exemption,” in the December 2002 issue of Nationalities Papers. Although specializing on the history of modern Eastern Europe, Ward is also interested in exploring collaboration and resistance from a broader, comparative perspective. His most recent publication accordingly dealt with American internees in Japanese-occupied Manila during the Second World War (“Legitimate Collaboration: The Administration of Santo Tomás Internment Camp and Its Histories, 1942–2003,” in the May 2008 issue of Pacific Historical Review).

 At present, Ward is revising his dissertation for publication as a book while developing ideas on a second project, a history of modern, state-led expropriation in relation to the social question, broadly defined.  Framed as a journey through time and space down the Danube from Josephist Vienna to Stalinist Budapest, this monograph would investigate a series of episodes of or debates about expropriation within a Central European context.

More than 75 people connected to CISAC's past and present gathered in Encina Hall on Friday, May 29, to reminisce and look toward the center's next quarter century. The CISAC String Quartet led by Paul Stockton, who has just left CISAC to work as an assistant defense secretary, welcomed guests with concertos by Bach and Beethoven. Meanwhile, a slide show depicting CISAC's history through the decades brought back memories of potluck meals, receptions and group clean-up parties at Galvez House.

Co-Director Siegfried Hecker's opening and closing remarks acted as bookends to speeches highlighting the center's different eras. Law School Professor John Barton, a member of the center's executive committee, was a founder of CISAC's predecessor organization, the Center for International Security and Arms Control. He spoke about how turbulence on campus in the 1970s surrounding the Vietnam War led to courses focusing on international security matters under the Stanford Arms Control Program and, eventually, the center's establishment. Gloria Duffy, president of the Commonwealth Club of California, was a CISAC fellow from 1980-82, and spoke about the 1980s as "a time of alarm in our field." Acting Co-Director Lynn Eden, who was affiliated with the center as a fellow from 1987 to 1990, spoke about the 1990s, followed by Jessica McLaughlin, a 2005 graduate from CISAC's honor's program, who explained how she continues to apply the skills she learned in the program to her job as a management consultant. Former U.S. Defense Secretary William J. Perry, a former CISAC co-director, looked to the future and what the center must do to remain as effective and relevant to international security as it has been in the past. John Lewis, Scott Sagan, Michael May and David Holloway, who have all held leadership positions at CISAC, also made remarks about the center.

Dr. Siegfried Hecker is a professor (research) in the Department of Management Science and Engineering, a senior fellow at FSI, and co-director of CISAC. He is also an emeritus director of Los Alamos National Laboratory.

Professor John Barton is one of the founders of CISAC's predecessor organization (the Center for International Security and Arms Control), a professor at the Law School, and a member of CISAC's Executive Committee.

 

Gloria Duffy: CISAC in the 1980s

Dr. Gloria Duffy was a CISAC fellow from 1980 to 1982.  She served as a deputy assistant secretary of defense during the Clinton Administration.  Dr. Duffy is currently president of the Commonwealth Club of California.

 

Lynn Eden: CISAC in the 1990s

Dr. Lynn Eden is acting co-director and a senior research scholar at the Center. She was a CISAC fellow from 1987-88 and 1989-1990.

Jessica McLaughlin '05: CISAC in the New Millennium

Ms. Jessica McLaughlin graduated from Stanford in 2005, majoring in management science and engineering, with a certificate in Honors in International Security Studies through CISAC's undergraduate honors program.  Her thesis, "A Bayesian Updating Model for Intelligence Analysis," won CISAC's William J. Perry Prize for excellence in policy-relevant research in international security studies.  She is a management consultant at Oliver Wyman.

Professor William J. Perry holds several positions at Stanford and was previously a co-director of CISAC. He was the 19th secretary of defense of the United States, serving from February 1994 to January 1997.

Sarah Catanzaro is a senior undergraduate student at Stanford University majoring in international relations and minoring in Art History. Her interest in international security studies was provoked by the September 11, 2001 terrorist attack on the Twin Towers. Living on Long Island in a community that was impacted by this tragedy, she experienced firsthand the acute anxiety and sense of vulnerability induced by terrorism and sought to understand this phenomenon through academic research. As a result, she, like Ms. Esberg worked as a research assistant for Jacob Shapiro, a former postgraduate fellow at CISAC, examining the inefficiencies and vulnerabilities of terrorist groups. Since her junior year, she has served as a research assistant for Professor Martha Crenshaw. Moreover, Sarah interned at the Center on Law and Security at New York University School of Law, where she created a database of released Guantanamo Bay detainees that now serves as a crucial research tool for the executive director of the Center, Karen Greenberg. She is also active in the Stanford community as the President of the Public Health Initiative and former Events Director of Stanford Women in Business. She looks forward to expand her knowledge and professional experiences in the field of international security in the near future.

Jane Esberg is a CISAC Undergraduate Honors Student graduating this June with a B.A. in International Relations. She currently works as a research assistant for acting co-director of CISAC, Professor Lynn Eden, investigating US nuclear war planning. Previously, she has researched for Professor Kenneth A. Schultz, CISAC Homeland Security Fellow Jacob Shapiro, and PhD Candidate Luke Condra. In Summer 2008 Jane received a Stanford in Government Fellowship to work with the International Institute for Strategic Studies (IISS) in London, in the Transnational Threats and Political Risks division. She studied abroad at Oxford University, where she completed a tutorial on "the Politics of Terrorism," and in Santiago, Chile, where she was awarded a Stanford Quarterly Research Grant to conduct independent research for use in her thesis. After graduation, she will be traveling as a Haas Center Fellow to the Tambopata region of the Peruvian Amazon to conduct a research and service project on the impact of national policy, urbanization, and immigration on agricultural sustainability.

The fortunes of the Jordanian Muslim Brotherhood may be shifting after three difficult years that saw the group's worst electoral result in history, reports of diminished influence, and sustained government repression. After hitting an unprecedented low, the relationship between the Jordanian regime and the Muslim Brotherhood, the country's largest opposition grouping, has improved recently. This is the opposite of what many observers, including this author, expected. Hammam Sa'id, known as a hardliner, was elected General Guide of the organization in May 2008, leading many to predict heightened confrontation between regime and opposition. Analysts Matthew Levitt and David Schenker wrote, for instance, that the leadership change suggested the Brotherhood "can no longer be considered ‘loyal' to the kingdom." During Sa'id's tenure, however, events have moved in an unexpected direction. Since being elected, he has toned down his abrasive rhetoric, emphasized domestic priorities, and made an effort to reach understandings with the government of Prime Minister Nader al-Dahabi on key issues of contention.

The question of the Palestinian Resistance Movement (Hamas) is one area where Islamists and the regime have moved closer to each other. After nine years of severed ties, Jordan has opened a dialogue with Hamas, recognizing the group's growing influence and its strong position in Gaza. With its close ties to Hamas leaders, the Jordanian Muslim Brotherhood and its political arm, the Islamic Action Front (IAF), played a critical role in facilitating the resumption of contacts.  

Moreover, Jordan's King Abdullah-known as one of the region's most pro-Western rulers-has attempted to strengthen ties to other U.S. adversaries, including Iran and Russia. He has met with Russian President Dmitri Medvedev three times in the last eight months, and their discussions have increasingly revolved around military assistance and cooperation, including joint production of multi-caliber grenade launchers. Such moves have given Islamists hope that Jordan is beginning to shake off Washington's tight embrace.  

For their part, Islamists are drawing a degree of optimism from their improved relations with the regime. Even IAF Secretary-General Zaki Bani Irsheid, one of the government's fiercest detractors, said in a private conversation in August that Jordan may be entering a "new political phase." Coinciding with the improved ties between Islamists and the regime, relations between internal Brotherhood/IAF factions have also improved after nine months of crippling internal divisions that had threatened to tear the movement apart. In early August, so-called hawks and doves reached an agreement that left both sides content, at least temporarily. The agreement reflects what had been a difficult and sustained round of internal negotiations over a variety of contentious issues, including Bani Irsheid's pending trial by an internal IAF court for allegedly sabotaging his own party's prospects in the 2007 parliamentary elections. This agreement might have postponed further infighting, however, rather than ended it; there are still factions within the Brotherhood that hold substantially different visions on how to proceed in what remains a challenging economic and political environment.  

It is unclear what the Jordanian regime's efforts at strategic repositioning-taking into account a perceived decline in U.S. influence in the region-bode for further political opening and reform. Over the last three years, the Jordanian government interpreted U.S. silence on reform as a green light to clamp down aggressively on Islamists. However, if it continues to see a need to reach out to Hamas, the regime will    need to expand political space for the Islamist opposition and maintain a mutually beneficial working relationship with it.  

Of course, there have been bouts of optimism before, and they have been misplaced. Each time the regime has reached out to the Brotherhood, as it did in advance of the November 2007 elections, it has quickly reversed course and resumed anti-Islamist policies. Islamists are unlikely to be fooled again. Despite the optimism expressed by Bani Irsheid and others, most Islamists see this as yet another round of tactical maneuvering. The Jordanian regime is not necessarily acting in good faith; it is acting in its own self-interest. So too is the Islamist opposition.
