The most important policy measures are those that improve the quality of rural Chinas human and physical resources and infrastructure that will provide the skills and abilities to rural residents that seek to integrate themselves into the nations industrializing and commercializing cities. Successful development policy, however, must also recognize that modernization is a long process that will depend on maintaining a healthy agriculture and rural economy.

While a rural development plan has many components, we restrict our attention to three broad issues: (a) the nature of Chinas new economic landscape and measures to enhance it; (b) changes that are needed to improve rural government and its partnerships with the rural population; and (c) reforms and investments that can improve Chinas resources: labor, land, capital, water, forests and the environment of the poor.

The Greenfield IPP (GRIPP) database is derived from the World Bank's Private Participation in Infrastructure (PPI) database. This paper presents the definitions used by the World Bank and the procedures that we used to in order to make the PPI database reflect on greenfield electricity projects. The primary motivation for this work was to extract foreign participation in greenfield IPPs for the purposes of a larger study.

The European Forum, in association with the European Union Center of California at Scripps College, is hosting a workshop on "The EU, the US and the WTO" on February 28 and March 1, 2003. The aim of the workshop is to conduct an in-depth discussion in an academic setting about the current state of the WTO, the relationship between the EU and the US and that institution, and the prospects for a successful Doha round of trade negotiations. Invited participants from the US and the EU, including economists, political scientists and lawyers will be at the meeting.

The workshop will address five topics in its sessions. After a keynote address on Friday morning the workshop will look at the WTO as an evolving institution, the EU and the WTO, and the US and the WTO. The Workshop recommences on Saturday at 9:00am, to discuss transatlantic cooperation and the WTO and prospects for the Doha Round.

Judith L. Goldstein is  the Janet M. Peck Professor of International Communication and the Kaye University Fellow in Undergraduate Education. She is a member of the AAAS,  is the current chair of the university faculty senate and  the chair of the board for the journal International Organization.  Her research focuses on international political economy, with a focus on trade politics. She has written and/or edited six book including Ideas, Interests and American Trade Policy and more recently The Evolution of the Trade Regime: Politics, Law and Economics of the GATT and the WTO.  Her articles have appeared in numerous journals.

Her current research focuses on the issue of adjustment to global economic shocks, with a focus on employment issues. She has on going projects on tariff bargaining, on foreign policy attitudes and on globalization more generally.

Goldstein has a BA from the University of California Berkeley, a Masters degree from Columbia University and a Ph.D. from UCLA.

Erik Jensen holds joint appointments at Stanford Law School and Stanford’s Center on Democracy, Development and the Rule of Law. He is Lecturer in Law, Director of the Rule of Law Program at Stanford Law School, an Affiliated Core Faculty at Stanford’s Center on Democracy, Development and the Rule of Law, and Senior Advisor for Governance and Law at The Asia Foundation. Jensen began his international career as a Fulbright Scholar. He has taught and practiced in the field of law and development for 35 years and has carried out fieldwork in approximately 40 developing countries. He lived in Asia for 14 years. He has led or advised research teams on governance and the rule of law at the World Bank, the Asian Development Bank and the African Development Bank. Among his numerous publications, Jensen co-edited with Thomas Heller Beyond Common Knowledge: Empirical Approaches to the Rule of Law (Stanford University Press: 2003).

At Stanford, he teaches courses related to state building, development, global poverty and the rule of law. Jensen’s scholarship and fieldwork focuses on bridging theory and practice, and examines connections between law, economy, politics and society. Much of his teaching focuses on experiential learning. In recent years, he has committed considerable effort as faculty director to three student driven projects: the Afghanistan Legal Education Project (ALEP) which started and has developed a law degree-granting programs at the American University of Afghanistan (AUAF), an institution where he also sits on the Board of Trustees; the Iraq Legal Education Initiative at the American University of Iraq in Sulaimani (AUIS); and the Rwanda Law and Development Project at the University of Rwanda. He has also directed projects in Bhutan, Cambodia and Timor Leste. With Paul Brest, he is co-leading the Rule of Non-Law Project, a research project launched in 2015 and funded by the Global Development and Poverty Fund at the Stanford King Center on Global Development. The project examines the use of various work-arounds to the formal legal system by economic actors in developing countries. Eight law faculty members as well as scholars at the Freeman Spogli Institute are participating in the Rule of Non-Law Project.

Romain Wacziarg is an associate professor of economics at UCLA's Anderson School of Management. Previously, he was associate professor of economics at Stanford University's Graduate School of Business. An expert on international political economy, he has focused mainly on international trade and its relationship with economic development. Most recently, he has published research on the relationship between openness to trade and economic growth, as well as on the effect of an open world-trade regime on incentives for geographic regions to secede. His other areas of recent focus include a study linking ethnic, religious and linguistic diversity with economic variables; a study evaluating the economic costs and benefits of political borders; and two studies evaluating the relationship between international trade and the rise and fall of industries.

Wacziarg is a faculty research fellow at the National Bureau of Economic Research, a faculty fellow at the Stanford Center for International Development, and he was a national fellow at the Hoover Institution in 2002-2003. He grew up in India and France and has worked as a consultant to the World Bank. He received his undergraduate degree from the Institut d'Etudes Politiques de Paris, an MA from the University of Paris-Dauphine and a PhD in Economics from Harvard University.

From the Introduction:
"The election of the Bharatiya Janata Party (BJP) in 1997 signaled renewed interest in IT and the Internet. The BJP advocated economic liberalization and listed IT as one of the government's top five priorities, along with more traditional issues such as the provision of potable drinking water and education [10]. "Indian IT has had many small voices, but the BJP is attempting to give IT a national voice" [10]. In May 1998, Prime Minister Vajpayee organized a national IT task force to make recommendations for a comprehensive policy overhaul. The task force's recommendations were instrumental in initiating wide-ranging and fundamental changes in Indian IT policy.

The speed with which the Indian National Task Force on Information Technology and Software Development moved was indicative of the changing government attitude. Within 90 days of its establishment, the Task Force produced an extensive background report on the state of technology in India and an IT Action Plan with 108 recommendations [10,11]. The Task Force could act quickly because it built upon the experience and frustrations of state governments, central government agencies, universities, and the software industry. Much of what it proposed was also consistent with the thinking and recommendations of international bodies like the World Trade Organization (WTO), International Telecommunications Union (ITU), and World Bank. In addition, the Task Force incorporated the experiences of Singapore and other nations, which implemented similar programs. It was less a task of invention than of sparking action on a consensus that had already evolved within the networking community and government.

Prime Minister Vajpayee captured the changing attitude toward technology in India in his claim that "IT is India's Tomorrow" [13]. This assessment offers a vision of a 21st century India substantially different from that of the 20th century. With its high levels of poverty, bloated and corrupt bureaucracies, protectionist policies, and large size, 20th century India was like the Asian elephant, plodding and turning slowly. At the dawn of a new millennium, Vajpayee and a growing number of politicians, bureaucrats, industry leaders, foreign investors, and bright-eyed entrepreneurs are trying to teach this Asian elephant to dance [14]."

The success of India's export-oriented software industry is well known. Whether information technology (IT) can contribute to development beyond the obvious income effects generated by software exports depends on how pervasive are IT's impacts on the economy, ranging from improving the efficiency of existing businesses, to enabling new kinds of goods and services. In a developing country such as India, it is of particular interest whether such benefits can reach the poor, and even help in directly reducing the deprivations associated with poverty. Professor Singh's talk and paper will examine two ongoing experiments that aim to provide IT-based services to rural populations in India. Several features distinguish these experiments from others: a combination of public and private efforts, with "nonprofit" organizations acting as catalysts; goals of commercial sustainability, both for the local entrepreneurs and the nonprofits; and an eclectic approach to the services that are sought to be provided. The paper's main contribution is to draw some preliminary lessons from comparing two different approaches in localities that are geographically close and economically similar. While the ultimate goals of the two organizations studied are quite similar, he identifies some important differences in implementation that may have more general implications for the success of such experiments. Nirvikar Singh is currently Director of the Business Management Economics Program at the University of California, Santa Cruz, where he is Professor of Economics. He teaches courses on business strategy, technology and innovation, and electronic commerce, as well as graduate microeconomic theory. He has consulted for the World Bank and for high-tech start-ups in Silicon Valley. Professor Singh's current research topics are electronic commerce, business strategy, technology and innovation, governance and economic reform in India, federalism, international water disputes, and economic growth.

China and the World Trade Organization

On balance, will the nation's accession to WTO help or hurt rural residents? How will they affect rural incomes? Who in the rural economy will get hurt? Are there some in the rural economy who will be insulated from the effects of WTO?

The general goal of our essay will be to begin the discussion of these critical questions. In particular, we will attempt to meet this broad goal by pursuing three sets of objectives. First, we will examine the record of rural incomes, in general, and then focus on how employment may be affected by China's accession to WTO.

Second, we will attempt to understand how WTO will affect the agriculture sector, in particular. To do so, we will provide measures of the distortions in China's agricultural sector at a time immediately prior to the nation's accession to WTO and seek to assess how well integrated China's markets are in order to understand which areas of the country and which segments of the farming population will likely be isolated from or affected by the changes that WTO will bring. Ultimately, with a knowledge of the size and magnitude of the impacts, researchers will be better able to begin working on understanding how the policies that WTO will impose on China will change the gap between the domestic and international price and affect imports and exports, domestic production and production, prices, income and poverty.

Third, we will examine the policy options that the government has available to them in the wake of WTO.
