Karen Guttieri
Biography
Karen Guttieri is Senior Fellow for Cyber Policy and Strategy at Janos LLC. Her current research focuses on the sociotechnical foundations of cyber power and resilience, military adaptation to emerging technology, and cognitive dynamics in information environments. Her career spans more than two decades in defense research, teaching, and academic leadership roles.
From 2022 to 2025, Dr. Guttieri led the Jack Voltaic cyber–critical-infrastructure resilience program for the Army Cyber Institute at West Point while teaching in the Department of Social Sciences. She previously served as Dean of the Air Force Cyber College. Earlier, at the Naval Postgraduate School, she designed and directed certificate programs in stability operations and led multidisciplinary and multinational teams as principal investigator examining socio-cultural behavior and the dynamics of military occupation and institutional change.
Her recent publications include “Fighting Through Disruption,” the framing article for a Cyber Defense Review special issue on Cyber Resilience and Power Projection that she guest edited, and “Accelerate Change or Lose the Information War” in Æther.
Dr. Guttieri holds a PhD in Political Science from the University of British Columbia and was a SSHRC postdoctoral fellow at CISAC. She was inducted into the Order of Thor (2025) and is an Honorary Member of the U.S. Army Civil Affairs Regiment.
