Cybersecurity policy inevitably involves trade-offs among competing values and interests, as well as hard decisions about where to spend scarce resources and hard realities about the practical limits of government capacity for administration in a technologically complex domain. This NBR Special Report aims to shed light on these trade-offs, decisions, and realities so that countries at different stages of their cyber policy journey—from early to mature—can make more effective decisions about priorities and approaches.
