About the Stanford International Policy Review (SIPR)
The Stanford International Policy Review (SIPR) is an international affairs and public policy journal housed in the Ford Dorsey Master's in International Policy. We look for pieces that analyze some of the world’s most important and challenging problems with compelling data and evidence. We pride ourselves on advancing commentaries, analyses, and research that reflect the varied viewpoints of our writers and propose ways forward for the appropriate parties.
SIPR publishes pieces online in each of Stanford’s fall and spring academic quarters. SIPR also hosts events throughout the year at Stanford to engage scholars and policy practitioners on a variety of international policy topics relevant to the selected theme of the journal issue.

Julia Ilhardt
Editor
Julia Ilhardt joined the editorial team in autumn of 2023. She is currently pursuing a Master’s in International Policy, specializing in energy, natural resources, and the environment. Julia received her BA in Public and International Affairs from Princeton University. She previously worked on the Global Climate team at the Environmental Defense Fund, an international NGO, where she engaged in policy advocacy and wrote reports related to energy transition, carbon pricing, multilateral climate finance, and rulemaking under the Paris Agreement. Sakeena Razick

Sakeena Razick joined the editorial team in the spring of 2024. She is pursing a Master’s in International Policy focusing on governance and development. Prior to Stanford Sakeena worked for over six years in research, media, and nonprofit in Sri Lanka and India. She has researched on post-war human rights and transitional justice, statelessness, minority rights, local terrorism, and online harmful speech. Her reporting covered national crises, elections, and state policies and failures in Sri Lanka, while her non profit work focused on gender and sexuality in the Global South. Joe Wishart
Editor
Joe Wishart joined the editorial team in the winter of 2024. He is currently pursuing a Master’s in International Policy at Stanford University specializing in cyber policy. Joe commissioned from the University of Texas at Austin as an Infantry Officer and also holds a master’s in business administration. Joe is an active duty Army officer and a Downing Scholar.
Rachel Desch
Editor
Rachel Desch joined the editorial team in autumn 2023. She is pursuing a Master’s in International Policy with a focus on governance and development and is a Knight-Hennessy Scholar. Rachel graduated from the University of North Carolina at Chapel Hill (UNC) with B.A. in Economics and Peace, War, and Defense. Prior to Stanford, Rachel worked on a variety of national security issues within the U.S. government.
