Victor proposes 'Climate Accession Deals,' a new approach for engaging developing countries in a post-Kyoto world

Appeared in The Harvard Project on International Climate Agreements, January 7, 2009

A major dimension of effective international cooperation on climate change will be to more successfully engage developing countries in curbing greenhouse gases. The carrots and sticks that have been used for compliance under the current international affairs regime has not given good prospects for the reduction of CO2. This is largely because of the mis-alignment of countries' interests and capabilities. Victor provides an innovative scenario on designing a new institutional framework that would engage developing countries based on current accession protocols used in international economic institutions such as the WTO, OECD, and IMF.
