In a wide ranging discussion with TIME magazine (July 13, 2009), FSI Director Coit Blacker, the Olivier Nomellini Professor in International Studies, examines the backdrop and major issues to be broached during the July 6-7, 2009 Moscow summit between U.S. President Barack Obama and Russian President Dmitri Medvedev and Prime Minister Vladimir Putin. As the Obama administration prepares to press the "re-set" button with Russia and Moscow seeks a more stable, predictable path with the United States, "Both are seeking to figure out what they can get out of the relationship," Blacker says.
