Second Bush administration more likely to use force, Blacker comments in column

In an Aug. 29 foreign affairs column in the San Jose Mercury News', headlined, "How many wars is Bush ready to fight?" SIIS director Coit D. Blacker comments that a second Bush administration would be even more likely than the first to rely on the use of force to achieve its aims.
