Eikenberry: Counterinsurgency fails in Afghanistan

The counterinsurgency plan in Afghanistan hinged on the assumption that the U.S. military could protect the population, that foreign aid could make the Afghan government more accountable, and that the Karzai administration shared U.S. goals.
