Existing methods of financing health care are deeply and irreparably flawed. Professor Fuchs propose a new approach -- Universal Healthcare Vouchers -- which combines publicly financed social insurance with significant market elements including choice and competition. This proposal is a work in progress; Fuchs' presentation will highlight the research required to answer the many unresolved questions of design and implementation.
