Vladimir Churov
Vladimir Churov was appointed by President Vladimir Putin as Chairman of the Election Commission of the Russian Federation in March 2007. Prior to this appointment, he served as an elected deputy of the Russian State Duma (parliament) as a member of the Liberal Democratic Party of Russia (LDPR). He served as the deputy chairman of the parliamentary committee on the affairs of the Commonwealth of Independent States (formerly Soviet states). From 1992-2003, he served on the advisory committee on foreign affairs of the office of the Mayor of Saint Petersburg. In St. Petersburg, he worked directly under the leadership of the future Russian President, Vladimir Putin. As Chairman of the Russian electoral Commission, Mr. Churov has overseen several important changes to the Russian electoral system, including the introduction of candidate elections solely by party list vote rather than both single mandate and party list. He has also presided over a number of controversial candidate registration decisions in both the parliamentary and upcoming presidential races.
Mr. Churov was born March 17, 1953. He is a physicist by profession.
