The rapid development of new technologies during the last two decades has led to dramatic improvements in the treatment of infertility. Correspondingly, over the past 17 years, 15 states have passed significant legislation mandating that health insurers offer or provide coverage for infertility treatments. Although technological advances in the treatment of infertility have clearly benefited many women and their families, they have also raised important questions regarding the effects of infertility treatment on the health of mothers and babies and the appropriate role of public policy in providing access to these treatments. In this project, we empirically examine the effects of regulations mandating the insurance coverage of infertility treatments on the use of fertility services and birth outcomes.
